Criticising the state of Israel is about to get difficult.

Speaking at a press conference on Thursday, the Prime Minister said, “We’ve already legislated for hate speech, hate crimes, hate symbols, outlawing doxxing,” adding the government would implement all 13 recommendations “in consultation with the Jewish community and the envoy.” His words hint at a cop-out with a bit of wriggle-room.

The 13 recommendations he refers to are from Anti-Semitism Envoy Jillian Segal’s report, presented in July this year, including the adoption of the controversial definition of anti-semitism by the International Holocaust Remembrance Alliance – the “IHRA definition.”

Never intended to “chill speech”

The government’s formal response endorses the IHRA definition as Australia’s official definition by publishing a new “supplementary guide” by the Special Envoy to assist its application in an Australian context. Until that’s been published, it is unclear what this will mean in practice.

First adopted by Australia in 2021 under the Morrison government, the definition includes 11 illustrative examples, most of which relate to criticism of the State of Israel.

Kenneth Stern, the lead drafter of the IHRA definition, has cautioned against its use as a disciplinary tool. Stern has repeatedly said the definition was never intended to “target or chill speech”.

“Starting in 2010, right-wing Jewish groups took the “working definition”, which had some examples about Israel … and decided to weaponise it with title VI cases,” Stern wrote in a Guardian op-ed.

In 2021, the Jerusalem Declaration on Antisemitism was supported by hundreds of Jewish scholars in response to what they described as the IHRA definition’s “unclear” and “controversial” framing. The Declaration’s preamble states:

“The IHRA Definition includes 11 “examples” of antisemitism, 7 of which focus on the State of Israel. While this puts undue emphasis on one arena, there is a widely-felt need for clarity on the limits of legitimate political speech and action concerning Zionism, Israel, and Palestine.”

Burgatory ruling

In a recent Melbourne Magistrates’ Court ruling, a magistrate rejected police attempts to treat anti-Zionist chanting as a strict-liability offence, finding prosecutors must prove intent to insult or offend.

The court found that political speech must go beyond a mere difference of opinion and be “contrary to contemporary standards of public good order” to constitute a criminal offence.

Outside the court, Hash Teyeh hailed the ruling as “a huge win for the freedom of political speech”.

Earth’s orbital environment has become dangerously fragile. A new study led by Sarah Thiele of Princeton University warns that if satellite collision-avoidance systems were knocked offline by a major solar storm, a catastrophic collision in low-Earth orbit could occur in as little as 2.8 days.

Researchers call this ticking countdown the CRASH Clock (short for Collision Realization And Significant Harm). It measures how long it would take, on average, for a debris-producing collision to occur if satellites suddenly lost situational awareness and stopped maneuvering.

In 2018, before today’s megaconstellations filled the skies, the CRASH Clock stood at 121 days. Today, it’s less than three.

Orbital traffic is now at unprecedented levels, especially in dense shells of Starlink spacecraft near 550 km altitude. The study shows that close encounters between space objects happen every 20 seconds across low-Earth orbit. According to SpaceX’s most recent biannual report, Starlink satellites alone executed 144,404 collision-avoidance maneuvers between Dec. 1, 2024, and May 31, 2025.

At the best of times, avoiding collisions requires constant, precise maneuvering. But what would happen if satellite operators no longer knew exactly where their spacecraft were?

That scenario is not hypothetical. During the geomagnetic superstorm of May 10-11, 2024, more than 5,000 satellites made emergency maneuvers to maintain their orbits (full story). Most were Starlinks. Position uncertainties grew to kilometers–exactly the kind of disruption envisioned by the CRASH Clock. Fortunately, the storm subsided before a major collision occurred.

Satellite operators have long feared a doomsday scenario called the Kessler Syndrome–a runaway cascade of satellite destruction triggered by a single debris-producing impact. This paper argues we may not be in a Kessler cascade yet, but we are operating in conditions where one bad solar storm or software failure could start the CRASH Clock ticking.

Ukrainian Drone Strikes Cause Blackouts in Rostov, Oryol Regions

December 19, 2025

Ukrainian drone strikes caused power and heating outages in central Russia’s Oryol region and the southern Rostov region, local authorities said early Friday.

“An enemy attack damaged utilities infrastructure in the city of Oryol,” Governor Andrei Klychkov said, adding that repair work in the regional capital could lead to temporary power and hot water outages in some areas.

Klychkov later said that schools in one of Oryol’s city districts would move online due to the utility outages.

The Telegram news channel Astra reported that the Orlovskaya thermal power plant was targeted in the overnight attack, but there was no official confirmation of that information.

In the Rostov region, Governor Yury Slyusar said multiple homes and industrial sites lost power after a utility building briefly caught fire and a high-voltage power line was damaged in the city of Rostov-on-Don.

Two villages in the region also faced power outages, Slyusar added.

Meanwhile, in the Samara region, Governor Vyacheslav Fedorishchev said “enemy drones attacked industrial sites” in the automanufacturing hub of Tolyatti and Novokuibyshevsk.

Unconfirmed reports from Telegram news channels claimed the targeted facility in Tolyatti was TolyattiAzot, one of Russia’s and the world’s largest ammonia producers. The Moscow Times could not independently confirm those reports.

No one was reported injured or killed in any of the drone attacks.

Russia’s Defense Ministry said its air defense systems destroyed 94 Ukrainian drones in seven regions, as well as in the skies above the Caspian and Azov seas, overnight.

It said 36 of the drones were downed over the Rostov region and six drones over the Samara region. No drones were reported over the Oryol region.

Turkey probes suspected Russian drone near Izmit

Turkey's Interior Minister said on Friday that an unmanned aerial vehicle believed to be of Russian origin was found in the rural outskirts of Izmit, in Kocaeli province, adding that an investigation is underway.

According to initial assessments, the drone is thought to be an Orlan-10 model used for reconnaissance and surveillance, with authorities stressing that technical examinations are continuing.

The discovery followed a report from a local resident in the nearby Cubuklubala neighborhood, who told officials he saw the UAV crash earlier in the week but delayed reporting it out of fear.

Security units were later dispatched to the area after the incident was formally reported, officials said.

The Israel Defense Forces (IDF) revealed on Friday details of Hezbollah’s highly classified “maritime file,” a covert project to build an organized naval terror infrastructure disguised as civilian operations, aimed at targeting Israeli and international assets.

Approximately one year ago, elite fighters from the Navy’s Shayetet 13 commando unit conducted Operation “Behind the Back” in the northern Lebanese town of Batroun, about 140 kilometers from Israel’s border.

Guided by Naval Intelligence, the forces captured Imad Amahez, a central figure in the secret maritime project and a member of Hezbollah’s coastal missile unit (Unit 7900).

Amahez was transferred to Israel for interrogation. Amahez had undergone military training in Iran and Lebanon, acquiring extensive naval expertise for maritime terror operations.

He was also trained at the Lebanese civilian maritime institute “Marsti,” illustrating Hezbollah’s systematic exploitation of civilian institutions to advance its military goals.

During questioning, Amahez disclosed critical intelligence about the project, one of Hezbollah’s most sensitive and guarded initiatives.

He described a structured maritime terror network operating under civilian cover to strike Israeli and international targets.

The program was personally overseen by the late Hezbollah Secretary-General Hassan Nasrallah, senior commander Fouad Shukr (eliminated during the war), and Ali Abdul Hassan Nour al-Din, who was directly responsible for the secret maritime file.

Thanks to the disruption of the project’s command chain and the intelligence provided by Amahez, the IDF succeeded in halting its progress at a critical stage, preventing the infrastructure from fully maturing within Hezbollah.

Hezbollah continues to develop the secret maritime file and other naval capabilities with extensive Iranian ideological and material support, diverting massive resources from Lebanon’s reconstruction and state institutions toward terrorism.

The IDF stated it will continue to operate across all arenas and with all available means to neutralize threats to the citizens of Israel.

Guerrilla group ELN allegedly killed at least six soldiers and injured another 28 in a drone and mortar attack on a military base in northern Colombia.

The attack took place in Aguachica, a municipality in the Cesar province that is considered of major strategic importance for the ELN.

In a press statement, the National Army said that “in this terrorist attack, the criminals used drones equipped with improvised explosives and indiscriminately launched unconventional explosive devices” from home-made mortars called “tatucos.”

Defense Minister Pedro Sanchez condemned the guerrilla attack on social media platform X and said that President Gustavo Petro ordered the purchase of anti-drone systems that would allow the military to defend itself against attacks like the one in Cesar.

Although around 95% of drone attacks have been prevented this year, this threat has grown exponentially and at a very rapid pace, posing a serious risk to national security.

For this reason, the President of the Republic authorized urgent action and the allocation of 1 trillion pesos to develop the first phase of a strategic project that seeks to protect the entire country from drone attacks.

The attack took place while delegates of the Peace Commissioner’s office and the ELN are trying to resume peace talks that were suspended a year ago.

These peace talks seek to negotiate an end to the guerrillas’ insurgency of more than half a century.

The ELN, which is believed to have some 6,000 members, is one of multiple illegal armed groups that were either formed during Colombia’s armed conflict or as dissident group to organizations that agreed to peace.

The Petro administration has been trying to hold peace talks with virtually all of them, but with little success.

Warship shoots down drone swarm off UK coast

The Royal Netherlands Navy has successfully shot down aerial and surface drone threats during a live-fire exercise off the Welsh coast, becoming the first NATO ally to participate in QinetiQ’s Exercise Sharpshooter.

The three-day exercise took place at the MOD Aberporth range, around 20 miles off the coast of Wales, and saw the Dutch frigate HNLMS Evertsen subjected to simulated swarm attacks designed to reflect modern maritime threat environments.

The exercise combined live and synthetic elements, testing the ship’s ability to detect, track and neutralise multiple simultaneous threats.

During the serials, HNLMS Evertsen engaged QinetiQ’s Banshee Whirlwind aerial drone targets as well as Hammerhead uncrewed surface vehicles.

The ship successfully tracked and neutralised five aerial threats and struck and sank two unmanned surface vessels.

The exercise scenario, designed by QinetiQ-owned Inzpire, required the defence of critical assets in contested waters.

Live targets were integrated with synthetic threats representing cruise missiles, ballistic missiles and hostile aircraft, allowing crews to rehearse the full kill chain from initial detection through to engagement.

Commander Marcel Keveling of the Royal Netherlands Navy said the exercise delivered valuable operational lessons, stating: “HNLMS Evertsen and the Royal Netherlands Navy are grateful to have trained on such an immersive level.

To be able to fire at live targets and keep our crew in a higher state of readiness for multiple days has taught us many lessons we aim to take with us when sailing on an operational level.”

He added that realistic training was increasingly important given the current security environment, describing the exercise as “a prime example” of that approach.

QinetiQ said the exercise highlighted the growing importance of multinational training as drone and missile threats proliferate.

Will Blamey, Chief Executive for UK Defence at QinetiQ, said: “With interoperability between nations more important than ever, these exercises give the UK and its allies the opportunity to train alongside each other, sharing tactics and learnings to improve readiness.”

He added that combining live and synthetic training helped allied forces “stay battle-ready and make confident decisions in a fast-changing threat environment.”

Exercise Sharpshooter is run by QinetiQ as part of its wider test and evaluation role for the UK armed forces.

Under the Long-Term Partnering Agreement, the company operates 16 sites across the UK delivering training across land, sea and air domains.

The Dutch participation follows recent Sharpshooter activity involving the Royal Navy. Earlier this year, HMS Dauntless neutralised drone swarms during the exercise ahead of its deployment with the UK Carrier Strike Group.

QinetiQ has also supported multinational air and missile defence exercises including Med Strike in the Mediterranean and Formidable Shield off the coast of Scotland, involving 11 allied nations countering threats ranging from drone swarms to ballistic and supersonic missiles.
