Congress Passes National Defense Authorization Act for Fiscal Year 2026: What’s in it for Military Families?
On December 17, the Senate voted to pass the National Defense Authorization Act (NDAA) for Fiscal Year 2026. The bill was approved by the House of Representatives on December 10, so it will now go to the President for his signature. The NDAA is one of the few pieces of legislation that Congress passes every year. It sets policies and authorizes spending levels for the Department of Defense (DoD) and military services. This legislation impacts everything from pay rates to housing, health care, childcare, and more. At NMFA, we work closely with Congress every year to ensure that policies to improve military families’ quality of life are included in the NDAA.
Wondering what all of this actually means for your military family?
This year’s NDAA includes several provisions designed to make a real difference for families like yours. Here’s a quick, plain-language breakdown of what made it into the final bill:
Pay and Compensation: The bill calls for an across-the-board pay increase of 3.8%.
Child care: The bill extends the in-home child care pilot through 2029. This program provides families at select locations with fee assistance to help offset the cost of in-home child care services.
The bill also establishes a pilot program to increase payments for child care services in high-cost locations.
Children’s education: DoDEA will be allowed to establish a dual enrollment program with an institution of higher learning, allowing students at DoDEA schools to enroll in college-level classes and earn credit at no cost.
Local school districts serving large numbers of military-connected children will continue to receive Impact Aid through DoD. The bill authorizes $50 million in DoD Impact Aid and another $20 million for school districts serving military children with severe disabilities.
PCS Moves: Families will receive more information about education, employment, and community resources as they prepare for a PCS move.
Transition Assistance Program (TAP): The bill allows DoD to establish a pilot program at up to five locations to offer TAP counseling to military spouses.
While these provisions will make a difference for many military families, the news wasn’t all good. NMFA is especially disappointed that Congress chose not to expand TRICARE coverage of IVF and other forms of reproductive technology for military families. While IVF coverage was included in both the House and Senate versions of the bill, it was stripped from the final package, even as federal civilian employees, including members of Congress and their staff, receive this benefit.

WASHINGTON – The Senate unanimously approved two bipartisan bills authored by Senate Judiciary Committee Chairman Chuck Grassley (R-Iowa) and Senate Homeland Security and Governmental Affairs Ranking Member Gary Peters (D-Mich) to improve America’s ability to prevent foreign governments from attempting to influence U.S. policy without making appropriate disclosures. The bills will close loopholes that foreign governments could exploit to conceal their roles in lobbying efforts.
“Americans ought to know if a foreign government is trying to sway policy here in the United States,” Grassley said. “Our bills finally close a loophole that’s allowed individuals to conceal their lobbying efforts, and they make sure all foreign actors are disclosed to the American people. By passing our bipartisan bills with broad support, the Senate demonstrated our commitment to getting these vital reforms to President Trump’s desk.”
“The American people should know when foreign governments try to influence our political process,” Peters said. “These bipartisan bills will let us take commonsense steps to protect our national security by ensuring foreign actors can’t exploit loopholes to hide their activities when attempting to shape policy in the United States. We must ensure that our government is working in the best interests of the American people, not those of our adversaries.”

Today, I have signed into law S. 1071, the “National Defense Authorization Act for Fiscal Year 2026” (the “Act”). The Act authorizes fiscal year appropriations for the Department of War (DoW), the Department of Energy national security programs, the Department of State, the Department of Homeland Security, the Intelligence Community, and other executive departments and agencies. The Act will enable the DoW to carry out my Peace Through Strength agenda, protect the homeland from domestic and foreign threats, and strengthen the defense industrial base, while eliminating funding for wasteful and radical programs that undermine the warfighting ethos of our Nation’s men and women in uniform. Importantly, the Act codifies aspects of over a dozen Executive Orders and actions taken by my Administration, including those focused on warfighter lethality, advancing homeland missile defense by fully supporting the Golden Dome for America plan, restoring America’s airspace sovereignty, and providing Federal recognition of the Lumbee Tribe of North Carolina.
Over the next 3 years, the United States will host numerous major events that necessitate new authorities to combat emerging security threats. The Act includes the critical SAFER SKIES Act, which provides State and local law enforcement with the authority to protect against unmanned aircraft when they present a threat to the public and creates a new felony offense for a second violation of national defense airspace. In addition, the Act provides key resources to ensure the continued security of the southern border from illegal immigration and transnational criminal organizations.
Although I am pleased to support the critical objectives of the Act, I note that certain provisions of the Act raise concerns.
Certain provisions of the Act, including sections 343, 1032-1035, 1048(d)(4)(B), 1266, 5143, and 8304(a), purport to dictate the position of the United States in external military and foreign affairs. My Administration will treat these provisions consistent with the President’s constitutional authority as Commander in Chief of the Armed Forces and the President’s constitutional authority to conduct the foreign affairs of the United States, which includes the authority to recognize foreign sovereigns.
Several provisions of the Act, including sections 364(a), 383(d), 737, 851, 1070, 1235, 1245, 1253, 1546, 1622, 1806(c), 3111, 6102(b)(3), 6303, 6502(b), 6521, 6524, 6712, 7213, 8102(b), 8315(1)(A)(iii), 8341(a), 8361(b)(3)(A), 8363(h), and 8521, purport to require the President to submit information to the Congress — such as deliberative process and national security information — protected by long-recognized legal privileges. My Administration will treat these provisions consistent with the President’s constitutional authority to withhold information, the disclosure of which could impair foreign relations, national security, the deliberative processes of the executive branch, and the performance of the President’s constitutional duties.

1) Silver is far undervalued vs. gold. It comes out of the ground at approx. 10:1. Due to transportation costs historical ratio is 12-16:1 currently at over 60:1
2)Gold's only real use is monetary. Silver has industrial uses as well as monetary, Meaning it's value is more intrinsic than that of gold.
3)When SHTF you aren't going to be able to buy food with gold. Well you might but that would mean gold has significantly dropped in purchasing power. Silver will hold it's purchasing power much better in such a situation because it will be much more commonly available.
4)Silver is priced lower than gold so the same number of FRNs buys a lot more silver than gold, currently better than 60 times as noted above. That gives you a much higher multiplier effect as the FRNs loose their value vs. PMs

Is Bush's Mars Project Out of this World?

For the first time since Project Apollo nearly four decades ago, NASA has a strong presidential commitment to human flight. By deciding to send astronauts back to the moon and on to Mars, President George Bush has followed a course many space enthusiasts have urged for decades.
President Bush's space policy will appropriately invite inevitable comparisons with his father's 1989 failed Space Exploration Initiative and president John F. Kennedy's 1961 decision to go to the moon. The major difference with Kennedy is the lack of Cold War competition. There is no corresponding race for national and international prestige, though it will be interesting to see what, if anything, happens with China's manned space program. Because there is not a race, NASA has the opportunity to build a more methodical, longer lasting program. Instead of a sprint, NASA will run a marathon.
Unlike the former president Bush's plan, this president carefully avoided setting firm dates or giving total costs, thus presenting a smaller target to critics. Moreover, by working with NASA, he gained its institutional support. If NASA seriously contorts itself to meet all the new objectives, however, that might change.
While a reasonable expansion of the human presence in space, the Bush policy has two major flaws. First, there appears to be no effort to reduce cost of reaching space from Earth. Such an effort could open space to human exploration and exploitation far more greatly and far quicker than sending people to Mars. To send a pound into orbit costs approximately $10,000. By comparison, sending a pound of passenger across the Atlantic Ocean demands approximately $3-6, depending on one's skill in ticket buying. Bringing down the cost of reaching Earth orbit would allow greater use of space by private enterprise and universities.
Second, the Bush Administration is trying to explore space on the cheap. Over next five years, the administration intends to provide NASA only $1 billion more for a total of $86 billion (less than the $87 billion the U.S. is spending on the occupation of Iraq this year). Like the president's tax cuts, the ultimate cost will balloon in the future which other presidents will have to confront.
The problem is that space exploration cannot be done on the cheap. Historically, space operations have been very expensive and cost overruns are normal, reflecting the challenging environment and difficulty in developing and deploying new technologies. The first satellite program, Vanguard, cost $120 million instead of the $10 million originally planned.
The space shuttle and space station incurred billions of dollars in unexpected costs. The National Reconnaissance Office has already experienced $4 billion in overruns in its Future Imagery Architecture program and it is still years from launch. Only Apollo came in as predicted and that was partially because the NASA administrator, James Webb, told his engineers to be honest in their cost estimates and then he doubled them before presenting them to Congress.
There is a very good chance costs will increase beyond official expectations, forcing NASA administrators to either ask for more funding or cut elsewhere. That "elsewhere" historically has been robotic spacecraft. Scientists, while applauding the expansion of human exploration, will justly worry that their immensely productive projects will be sacrificed to keep astronauts in orbit.
Explicit in the lack of new money is the expectation that NASA will reprogram most of its money internally. The space shuttle will not receive any funding after 2012 and the space station will lose its funding after 2017. Will any of NASA's centers close?
In sum, this new policy continues the Bush Administration political strategy of proposing high-profile policies that sound good and cost little initially, but push off the full costs for another president in the future.
