Putin and Erdogan hold call on Ukraine conflict – Kremlin

The two presidents have discussed a US-drafted peace proposal in a phone conversation, according to Moscow

Russian President VladimirPutin and his Turkish counterpart, Recep Tayyip Erdogan, have agreed to intensify contacts between the two countries’ diplomats on settling the Ukraine conflict, the Kremlin said on Monday following a phone conversation between the two leaders.

Putin and Erdogan discussed a recently leaked US-drafted proposal on resolving the ongoing hostilities. Washington presented the plan to both Moscow and Kiev earlier this month.The details were not officially made public, but media reports indicated that it included de facto recognition of Crimea and Donbass as Russian, as well as a cap of 600,000 personnel on the Ukrainian military and a requirement for Kiev to stay out of NATO.

Putin has confirmed that Moscow received the plan but said it has yet to be discussed “in detail.” Speaking to Erdogan on Monday, the Russian president saidthe proposals were consistent with the understandings reached during the Alaska summit in August, and that the initiative could serve as the basis for a potential peace agreement.

Moscow is interested in resolving the Ukraine conflict through political and diplomatic means, the Russian president stated.

Erdogan reaffirmed Ankara’s readiness to help Russia and Ukraine reach a “just and lasting peace.”

The Turkish city of Istanbul served as a venue for three rounds of talks between Moscow and Kiev earlier this year, yielding some progress on humanitarian issues, including POW exchanges. Putin also said in September that Turkish mediation in the Ukraine conflict continues to be valued and would be desirable in the future.

The phone call occurred while US officials were discussing Washington’s peace proposals with the EU and Ukrainian representatives in Geneva. US Secretary of State Marco Rubio said afterward that a “tremendous amount of progress” had been made on the plan but “there is still some work to be done.”

🚨 President Donald J. Trump just signed an Executive Order directing @SecRubio and @SecScottBessent to begin the process of designating certain chapters of the Muslim Brotherhood as Foreign Terrorist Organizations and Specially Designated Global Terrorists.

Here is the text of the Order:

By the authority vested in me as President by the Constitution and the laws of the United States of America, including the Immigration and Nationality Act (8 U.S.C. 1101 et seq.) (INA), and the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) (IEEPA), it is hereby ordered:

Section 1. Purpose. This order sets in motion a process by which certain chapters or other subdivisions of the Muslim Brotherhood shall be considered for designation as Foreign Terrorist Organizations, consistent with section 219 of the INA (8 U.S.C. 1189) and specially designated global terrorists, consistent with IEEPA (50 U.S.C. 1702), and Executive Order 13224 of September 23, 2001 (Blocking Property and Prohibiting Transactions with Persons Who Commit, Threaten to Commit, or Support Terrorism), as amended.

The Muslim Brotherhood, founded in Egypt in 1928, has developed into a transnational network with chapters across the Middle East and beyond. Relevant here, its chapters in Lebanon, Jordan, and Egypt engage in or facilitate and support violence and destabilization campaigns that harm their own regions, United States citizens, and United States interests. For example, in the aftermath of the October 7, 2023, attack in Israel, the military wing of the Lebanese chapter of the Muslim Brotherhood joined Hamas, Hezbollah, and Palestinian factions to launch multiple rocket attacks against both civilian and military targets within Israel. A senior leader of the Egyptian chapter of the Muslim Brotherhood, on October 7, 2023, called for violent attacks against United States partners and interests, and Jordanian Muslim Brotherhood leaders have long provided material support to the militant wing of Hamas. Such activities threaten the security of American civilians in the Levant and other parts of the Middle East, as well as the safety and stability of our regional partners.

Sec. 2. Policy. It is the policy of the United States to cooperate with its regional partners to eliminate the capabilities and operations of Muslim Brotherhood chapters designated as foreign terrorist organizations pursuant to section 3 of this order, deprive those chapters of resources, and thereby end any threat such chapters pose to United States nationals or the national security of the United States.

Sec. 3. Implementation. (a) Within 30 days of the date of this order, the Secretary of State and the Secretary of the Treasury, after consultation with the Attorney General and the Director of National Intelligence, shall submit a joint report to the President, through the Assistant to the President for National Security Affairs, concerning the designation of any Muslim Brotherhood chapters or other subdivisions, including those in Lebanon, Jordan, and Egypt, as foreign terrorist organizations consistent with 8 U.S.C. 1189, and specially designated global terrorists consistent with 50 U.S.C. 1702 and Executive Order 13224.

(b) Within 45 days of submitting the report required by subsection (a) of this section, the Secretary of State or the Secretary of the Treasury, as applicable, shall take all appropriate action consistent with 8 U.S.C. 1189 or 50 U.S.C. 1702 and Executive Order 13224, as applicable, with regard to the designation of any Muslim Brotherhood chapters or other subdivisions described in section 1 of this order as foreign terrorist organizations and specially designated global terrorists.

Sec. 4. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:

(i) the authority granted by law to an executive department or agency, or the head thereof; or

(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

(d) The costs for publication of this order shall be borne by the Department of State.

Assistants rolled in a model—a scale replica made entirely from cardboard tubes and hopeful engineering.

Crumpleton pointed with a silver pointer.

“You see here, the airflow dynamics were catastrophically misaligned. Instead of dispersing odors away, the chamber created a vortex of bureaucratic consequence.”

The room murmured.

One assistant nodded gravely. “A proper gustical disaster, your Honors.”

Sir Burlap III sniffed disdainfully. “A vortex of vapors is one thing. But replacing state blooms with fayk tulips? Barbarism.”

It noted her extensive experience in the country including engaging with Chinese officials and academics on US-China relations.

The other two were Joy Li, director for strategic planning at the NSC, and Nicole Fasano, policy adviser to the national security adviser at the NSC.

Li studied Chinese at Beijing Normal University in 2008 during her undergraduate years at Princeton University, and she interned at the US Trade Representative’s Office of China Affairs in 2015 during her postgraduate studies.

Fasano did a minor in Chinese language and literature at George Washington University as an undergraduate and also took a short course in Mandarin at Donghua University in Shanghai during that time.

Two other key figures at the talks were Daniel Kritenbrink, assistant secretary of state for East Asian and Pacific affairs, and Sarah Beran, senior director for China and Taiwan affairs at the NSC – both of whom have been involved in the past three rounds of strategic talks in Vienna, Malta and Bangkok.

Beran, who speaks fluent Mandarin and is responsible for coordinating China-related affairs, was previously a State Department diplomat posted in Beijing, according to CCTV. She was seated to the left of Sullivan during the talks with Wang.

Kritenbrink has held positions related to East Asia and the Pacific within the US diplomatic system for over 20 years and speaks both Chinese and Japanese, according to CCTV.

US ambassador to China Nicholas Burns was also at the talks, seated next to Sullivan on the right.

Sullivan told reporters on Thursday that many of his team in Beijing were fluent in Mandarin and had “deep experience” on issues related to China and the US-China relationship.

“It makes my job a lot easier,” he said. “I stand on the shoulders of those experts because they are the ones with the insights and the wisdom that drive forward the conversations we’ve had here in the last three days.”

Li Haidong, director of the Centre for American Studies at the China Foreign Affairs University, told CCTV that the larger US delegation suggested a broad range of topics was on the table and that they expected detailed discussion and coordination with their Chinese counterparts.

Beijing sent senior officials to the meetings including Ma Zhaoxu, the foreign vice-minister, Yang Tao, director general of the foreign ministry’s Department of North American and Oceanian Affairs, and foreign ministry spokeswoman Mao Ning.

A bipartisan delegation of nine senior congressional staff members visited the Digital Strategy and Engagement Taskforce (DSET) on April 24 to engage in dialogue on U.S.-Taiwan cooperation in technology policy. During the meeting, DSET called for greater attention from the U.S. Congress to areas such as export control, unmanned aerial vehicle (UAV) supply chains, and energy security.

The visiting delegation consisted of advisors with extensive experience in national security and congressional affairs.The co-leads of the delegation wereMr. J.C. Lintzenich, National Security Advisor to Senator Thom Tillis, and Ms. Joy Li, National Security Advisor to Senator Elissa Slotkin. Mr. Lintzenich previously served as a senior advisor to the U.S. Director of National Intelligence, while Ms.Li held the position of Director for China Affairs at the Biden Administration’s National Security Council.

In his welcome remarks, DSET Executive Director Dr. Chih-Cheng Chang expressed appreciation for the longstanding support from U.S. congressional offices and reiterated the importance of continued bilateral cooperation. Addressing questions on export control, Dr. Chang emphasized the global shift toward preventing the transfer of advanced semiconductor technologies to authoritarian regimes. He noted that Taiwan, due to its historical international isolation, established its own investment and technology screening mechanisms more than 30 years ago—well before the creation of the U.S. CFIUS framework. He stressed that unilateral controls alone are insufficient to curb technological proliferation and urged the U.S. to more actively include Taiwan in international export control regimes. He also highlighted Taiwan’s ongoing efforts to update its legal frameworks, especially in terms of aligning coordination standards and procedures.

On Taiwan’s energy transition goals, DSET Director for Sustainability and Resilience Ms. Tsae-Ying Lu explained that Taiwan’s recent decision to expand investment in Alaska’s natural gas projects was partly in response to President Trump’s concerns over trade imbalances, and partly to meet Taiwan’s near-term energy transition needs. She noted that Taiwan will continue to require large quantities of natural gas through 2030. Moreover, natural gas imports from the U.S. also serve a strategic security purpose. Ms. Lu referenced past calls from U.S. policymakers and think tanks urging protection of LNG shipments to Taiwan in the event of a PRC-imposed blockade, and called on Congress to strengthen its attention to energy security in such contingency scenarios.

In response to inquiries about lessons learned from the war in Ukraine, particularly regarding drones and satellite communications, DSET noted that Taiwan has been actively developing a national drone initiative since the early days of the conflict. The government aims to reach an annual production capacity of 200,000 drones by 2028, though this still lags behind Ukraine’s 5 million annual capacity. Taiwan’s drone industry continues to face challenges including high unit costs relative to Chinese-made drones, limited access to international markets, and gaps in key domestic technologies. DSET called on the U.S. Congress to support enhanced U.S.-Taiwan cooperation on drones, refrain from imposing tariffs on Taiwanese UAVs and components, and promote federal procurement of Taiwanese drones—positioning Taiwan as a trusted alternative to Chinese UAV suppliers.
