NASA Activates Resources to Help Assess Impacts from Hurricane Milton

In the wake of Hurricane Milton, NASA is deploying resources to support Federal Emergency Management Agency (FEMA) and state emergency management agencies to aid their response effort including satellite and aerial data collection.

The agency’s Disasters Response Coordination System and Airborne Science Program are began conducting flights Friday to provide emergency responders with better insight into flooding, damage in Florida, and debris.

“After the devastating impact from hurricanes Helene and Milton, NASA immediately sprang into action,” said Karen St. Germain, director, Earth Sciences Division at NASA Headquarters in Washington.

“Whether it is through observations from space or from airplanes, NASA is ready to assist communities affected by severe storms.

We are working together with our federal and state partners to provide a better understanding of what is happening on the ground, in real time.

NASA’s Disasters Response Coordination System was designed with the goal of delivering trusted, actionable Earth science information, where and when people need it, to enable effective response when these events strike.”

NASA’s Uninhabited Aerial Synthetic Aperture Radar Vehicle (UAVSAR) instrument is gathering rapid wide area L-Band synthetic aperture radar data shared directly with FEMA and other organizations.

Flights are coordinated directly with FEMA to augment their existing satellite and aerial data collection.

Since Hurricane Milton struck, persistent cloud cover over the State of Florida has made it challenging to obtain optical satellite observations of conditions in the region.

Synthetic aperture radar instruments, such as those aboard UAVSAR, can see through the clouds to observe changes on the ground.

This provides much-needed observations of flood inundation across communities in Florida, as well as the extent of inland river flooding and resource deployment.

The Disaster Response Coordination System has been working closely with FEMA and state emergency management agencies to aid response efforts as Hurricane Milton approached and impacted Florida.

The team is actively sharing resources with other agency partners, the state of Florida, and disaster response non-profit organizations.

NASA continues to determine the needs of its partners and is sharing maps and data on the NASA Disasters Mapping Portal as they become available.

Hurricane Milton caused significant wind, flooding, power outages, and damage across central Florida, from Sarasota and Tampa to Palm Springs and the Space Coast.

Impacts are currently being assessed alongside lifesaving operations and emergency repairs.

The Disasters Response Coordination System is collaborating directly with FEMA, the State of Florida Geospatial Information Office, U.S. Geological Survey, NOAA (National Oceanic and Atmospheric Administration), and the American Red Cross.

The Disasters Response Coordination System is also sharing any available Earth observation data with NASA’s Kennedy Space Center emergency managers to support their damage assessment process.

By using tools like NASA’s Black Marble, and updating daily with differential analysis done to highlight areas with extended power outages, the agency provides FEMA, states, and non-profits the opportunity to distribute temporary generators, life-sustaining resources, and damage assessments.

China’s military may have received a boost from Nasa-funded research, according to a Congressional report.

The report, by the Republican members of the House Select Committee on the Chinese Communist Party, said Beijing could have used the research to further its submarine and surveillance programmes.

The committee claimed more than 1,000 research papers had been jointly published by US and Chinese institutes with financial support from Nasa.

Dozens of them involved people affiliated with China’s Seven Sons of National Defence, a group of universities with ties to the ministry of industry and information.

Hundreds of the papers were linked to the Chinese Academy of Science, the state’s research institute.

Details of the Nasa-funded research were revealed in a recently published appendix to a report into wider Chinese partnerships with US researchers and universities.

The main report, published late last month, said Beijing had used American taxpayer dollars to help fund research that enabled them to advance their weapons programmes. Among the Chinese arms were hypersonic missiles, nuclear weapons, artificial intelligence and microchips.

One example highlighted a collaboration on a Nasa-backed fog study in the Chukchi-Beaufort Seas, in the Arctic Ocean, with China’s Ocean University.

The Chinese institute has a formal partnership with the navy of the Chinese People’s Liberation Army (PLA), which includes “mutual employment of teachers” and “resource sharing”, according to the congressional report.

It adds: “The study’s focus on the Chukchi–Beaufort Seas, a strategic area for submarine operations, raises concerns about potential benefits to PLA Navy capabilities in navigation and stealth activities.”

Another project between Chinese universities was aimed at improving remote-sensing technologies.

It received funding from Nasa and the 863 Programme, a Chinese government initiative to develop and acquire high-level technologies to build the country’s global position in scientific research.

The report says an embargo on Nasa-funded research projects with Chinese state entities and businesses has been “poorly enforced”.

The space agency received $24.9 billion in funding from American taxpayers this year.

The mounting rivalry between the US and China has called into question collaborations with Beijing.

The wider report said there had been 9,000 examples of research publications released in the last decade that had received funding from the Pentagon or the US intelligence community, and had co-authors with ties to Chinese institutions.

The majority of the papers focused on dual-use technologies, which have both civilian and military applications.

The report argued “the troubling conclusion then is that Department of Defense-funded research intended to allow the US military to maintain a technological edge over its adversaries — has likely been used to enable and strengthen” the Chinese military.

Democrats on the committee did not sign off on the report, saying there needed to be a more nuanced conversation on the subject.

A new development that merits attention. A complaint was filed on Friday before the U.S. District Court in Marylandpresenting evidence that the USPS acted illegally in shipping at least one million mail-in ballots from a facility in Bethpage, New York to Pennsylvania on October 21, 2020. The suit was brought by attorney Brian Della Rocca, but the critical evidence was collected by two friends of mine — John Moynihan and Larry Doyle. Full disclosure, I have known John since 1998 and we were partners in BERG Associates, LLC. John, in my opinion, is one of the best financial and forensic investigators in the world. Hands down.

Here is the bottom-line — the truck driver, Jesse Morgan, picked up a container filled with 20 Gaylord boxes. There were mail-in ballots in each of the Gaylords. A Gaylord can hold from 50,000 up to 100,000 ballots. Do the math— Mr. Morgan was transporting at least one million mail-in ballots (already filled in with signatures on the envelopes). So, what you say? The mail-in ballots are First Class mail.Every piece of First Class mail is supposed to be imaged per USPS regulations. The facility where Morgan picked up the load of ballots is ONLY certified for handling packages and Express Mail.There is no legal justification to account for those ballots to have passed through that warehouse.

Let me give you the highlights of the complaint and John’s affidavit.

4. As a result, allegations of problems with the delivery of mail-in ballots by the USPS were rampant and continue, to this day, to be challenged. As time passes, the allegations are not being disproven but, in fact, many of the allegations have turned out to be true.

5. These allegations include, but are not limited to, lost mail-in ballots (which were subsequently found after the elections), late delivery of mail-in ballots, improperly post-marked mail-in ballots that were still allowed to proceed to their destination despite postmarks being provided on valid mail-in ballots, and fraudulent mail-in ballots being sent via USPS.

John’s affidavit gets to the heart of the matter:

3. On November 21, 2020, Doyle and I participated in a phone call with a contact (“NC”) who notified us of allegations that the United States Postal Service (“USPS”) experienced certain “failures” involving mail-in ballots during the 2020 Presidential Election and wondered if we would assist with the investigation.

4. On November 24, 2020, Doyle and I met with NC and others in Arlington, VA to discuss the investigation and learn about the whistleblower, Jesse Richard Morgan, a truck driver employed by a contractor for the USPS who alleged he carried mail-in ballots among USPS facilities in Bethpage, NY, Harrisburg, PA, and Lancaster, PA (“Affiant Morgan”).

5. On November 25, 2020, Doyle and I began our investigation in earnest and identified a few companies of interest and, within those companies, employees who may have information.

6. As a result of Affiant Morgan, Doyle and I focused our investigation on theUSPS facility on Grumman Road in Bethpage, NY (“Grumman Road Facility”).

7. On November 27, 2020, I enlisted the assistance of former colleagues from the DEA who are retired and live near the Grumman Road Facility.

8. On November 30, 2020, after learning the identities of several USPS employees within the Grumman Road Facility with whom Affiant Morgan had contact,Doyle and I conducted an interview with one such USPS employee (“CI-1”).

9. CI-1 stated the following facts:

a. CI-1 is involved with loading trucks at the Grumman Road Facility – known as an expeditor.

b. CI-1 told us that theGrumman Road Facility has never processed firstclass mail and still does not process mail because the facility does not have the proper equipment to do so (allegedly known as an “Oregon Machine”).

c. CI-1 stated that mail-in ballots were in the gaylords with signatures on the outside envelope at the facility on numerous occasions and asked a supervisor about what to do with them.

d. CI-1 was told to just get them loaded onto the trailers for delivery and to get them to their destination.

e. CI-1 told us that the Grumman Road Facility is only equipped to process packages and express mail, not first-class mail.

f. Doyle and I asked a few more times if CI-1 was sure that ballots were seen at the Grumman Road Facility and CI-1 confirmed each time.

10. On December 2, 2020, after having spoken with a Postal Inspector with knowledge of the Grumman Road Facility (“CI-2”), I asked if the Grumman Road Facility would receive and process first-class mail. CI-2 told me the following:

a. The Grumman Road Facility only handles parcel post.

b. Mail-in ballots should not have been delivered to the Grumman Road Facility because the facility does not have the processing machines (the Oregon Machine) required to handle the processing of first-class mail or bulk mail.

The goal of this lawsuit is to prevent the USPS from interfering in the upcoming election.It is important to note that the shipment picked up by Mr. Morgan was not the only one.It is the only one where John Moynihan and Larry Doyle obtained corroborating evidence.

But I want to explain about some misinformation going around. There are 3 accusers. 2 of the accusers have given testimony/information that has been backed up. One of the accusers has no possible way of corroborating the accusations. I will not be printing anything about the accuser who could not corroborate his information. Some of the emails I will be printing from the accuser are graphic and you will see redacted things about Walz family secrets regarding their kids, although I do not give a shit about the daughter, who was giving rioters information about locations of the national guard, I like Gus, I feel for Gus and in no way do I want to hurt Gus.

There were breaking stories regarding my cooperation with law enforcement. This is partly true, but not to the extent that I saw people printing. There were reports from Sarah Fields that the Trump Campaign was following up on information provided regarding the accusers. Yes, that is true. Sarah had printed that the Trump campaign has corroborated information, yes, that is true. I also saw a report that one of the accusers agreed to come forward and speak, that is NOT TRUE-YET. 1 accuser did speak out already. The other accuser put a detailed account in writing, he also describes physical attributes of Tim Walz that if he was not telling the truth, Tim Walz could easily disprove.

So, I am putting the posts in order, as they happened with dates. Clearly, I was not in the bedroom or in any other area where any abuse may have happened. But some of the facts you will see laid about are INDISPUTABLE AND you will see how when I reached out to the Harris/Walz campaign, a few days later there would be an article dropped trying to get out in front of what was coming.

If anything, I am printing is false, they can EASILY be disproven by VP Harris and Tim Walz. But please remember, when I asked VP Harris for comments on her official VP contact page, every email submission is archived as part of the Presidential Records Act, this is how I established the timeline to show I was getting the information from the accuser before MSM printing anything. But along with these accusations, I learned that Tim Walz provided a false resume to Mankato West high school when he got his teaching job, but that is the least of his problems now.

I would also like to point out, there is much more evidence in this case then there was in the E Jean Carroll case. This abused person gave specific dates, specific information about Tim Walz, physical characteristics and his dated emails will show you cannot find the information he provided BEFORE the date of these emails.

Every post after this today will be the Walz posts. They will be labeled and I expect at least 20 posts, possibly as many as 35. Now, for those who keep asking about me. I have had over 10 viral posts, I have sent over 34k posts and never been community noted. If you go on my timeline, you will see I made a viral post about Joe Biden was not going to be the candidate, weeks before it was mentioned, in fact, that post got visceral reactions from the left saying I was lying, I cited a source in D.C. who told me Biden was out and that it was a phone call with Obama that sealed the deal.

People went nuts and the post went viral. Two weeks after that post, the New York Times printed an article affirming every detail I gave. I have had posts fact checked my many online fact checkers, no posts I made have been determined as inaccurate or false.

Anyway, I will no longer be feeding the trolls. They can cope and seethe. Hell, most of them have birth certificates that are apologies from the condom factory anyway. So, yes, I am dropping the posts today, I will confirm or deny other reports on X today. I will retweet anything that is true. For today only, I never retweet anyone, but I will retweet things that are true. Anyway, buckle up. It is going to be a long day. African Space Council – A Unique Role in African Space Governance

Introduction

The governance of the African Space Agency (AfSA) is important in the continent’s space ecosystem.

Its comprehensive framework can only be fully understood by considering the spirit, context, and objectives that drive space activities and policies across Africa.

The African Space Agency Statute, adopted in 2018, was the culmination of a two-year effort by the African Space Working Group, a team of more than 30 African experts.

Through meticulous analysis of global space governance models, this working group devised a governance structure tailored to the African Union’s (AU) aspirations in space, ensuring that AfSA is equipped to advance space science, technology, and diplomacy on the continent.

Conclusion

Looking at the numerous functions and responsibilities it has been proposed in Article 9.3:

Term of Office of the Statute that: All the Council Members, except the President and the Vice President, shall perform their functions part-time.

This provision ensures that all Council activities, functions, and responsibilities are delivered efficiently since most of these activities, functions, and responsibilities are ongoing issues.

Also, several policy or governance crises can occur anytime in the space arena.

Having the Council’s leadership in place daily will be instrumental in engaging AU policy organs and addressing all challenges.

The Director General (DG) is appointed by the Council to whom she/he reports. As one can see, the Director General’s role is more managerial and operational.

The Space science and technology portfolio is extensive with four (4) segments: Earth Observation, Satellite Communication, Navigation& Positioning, and Space & Astronomy.

Each of the segments has space operation and application components. In addition, training, business development and private sector engagement, academia and research centres involvement, etc.

According to the African Space Working Group, this is huge regarding responsibilities.

Therefore, the said Working Group proposed to the members the current statute adopted by the Conference in 2018.

In a nutshell, for better efficiency and as it is the practice in the Space business and arena, the Statute has separated the policy and strategic responsibilities from pure management and operation.

Figure 1 below gives a general overview of the governance of the African Space Agency.

Therefore, the President and the Vice President of the Space Council are intended to be the full-time political appointees and representatives of the Agency, just like the chairperson and deputy chairperson of the commission.

They are a political linkage between the technical operations of the agency and the member states.

Their role is to provide political leadership on the agency’s day-to-day running and lead high-level negotiations in space politics.

The only difference between the President and Vice President of Space Council and the Chairperson and Deputy Chairperson of the Commission is that they are not involved in the administrative affairs of the Agency, as this is the role of the Director General; neither are they chief accounting officers.

The Director General shall implement decisions and directives of the Space Council in his or her mandate.

The Director General shall be a technocrat in space with managerial experience who shall manage the operations of the Agency.

The Council shall be a policy decision-making body.

Therefore, the President and Vice President of the Council shall act as heads of delegation in international and continental space negotiations, while the Director General would provide technical oversight and input as part of the delegation.
