Report: San Francisco to Require Vaccine Papers for Many Indoor Activities

San Francisco will mandate proof of full coronavirus vaccination for various indoor activities such as restaurants, bars, and gyms, according to a Thursday report.

The San Francisco Chronicle reports:

Many bars and restaurants around San Francisco have already taken it upon themselves to ask patrons to show their vaccination cards before they enter. The process has largely gone well, restaurateurs say. Mayor London Breed plans to announce a city-wide requirement Thursday morning.

This month, New York City became the first city to announce that it would require proof of at least one dose of the COVID-19 vaccine for indoor activities; that mandate takes effect on Aug. 16. San Francisco’s requirement will go a step further, with a full dosage requirement.

The report comes after San Francisco and six other Bay Area counties announced earlier this August that they are reinstating mask mandates for all indoor public settings as part of an effort to combat the surge in cases of the coronavirus delta variant.

“It is unfortunate we have to do this at this point in the pandemic. None of us wanted to be here,” Dr. George Han, deputy health officer for Santa Clara County, said in a press conference at the time. “But the virus has changed.”

“We are facing a much more aggressive and contagious opponent right now,” said Sundari Mase, the interim health officer for Sonoma County.

New York City previously announced that it will soon require proof of coronavirus vaccinations for individuals who seek to dine indoors at a restaurant or attend a performance.

The new requirement, which will be phased in over several weeks in August and September, is the most aggressive step the city has taken yet to curb a surge in cases caused by the delta variant. People will have to show proof that they have had at least one vaccine dose.

“The only way to patronize these establishments indoors will be if you’re vaccinated,” de Blasio said. “The goal here is to convince everyone that this is the time. If we’re going to stop the delta variant, the time is now.”

French Mayors Rebel, Say They Will Not Enforce Vaccine Passport at Cafes

Two French mayors in Beziers and Hayange have called on police not to enforce vaccine passport controls in cafes or restaurants.

Fabien Engelmann, mayor of Hayange and a member of Marine Le Pen’s National Rally (RN), asked local police not to enforce the coronavirus health pass in the commune, arguing that the domestic vaccine passport was anti-freedom.

“It is not the job of the municipal police, nor the national police, to carry out checks to determine whether or not they have the right to drink coffee or eat something,” Mr Engelmann said on Tuesday, according to Actu.

“Some municipalities use their municipal police to police the merchants. In Hayange, we are choosing to support them during this difficult time,” he added.

Mayor of Béziers Robert Ménard, a close ally of Marine Le Pen but not a member of the National Rally, has also announced that police in his city will not demand to see the health pass for people who are in outdoor areas of cafes and restaurants.

“I am in favour of the health pass, but on the terraces, it doesn’t make sense,” Ménard stated on Monday, according to France Bleu.

Video footage of police patrolling the streets of Paris and demanding health pass papers went viral earlier this week, with many criticising officers’ actions.

Since Monday, the health pass has been required for all those entering restaurants, bars, and cafes across France as well as being mandator for some travel on busses, trains, and aeroplanes.

The pass records whether or not a person has been vaccinated, information on recent negative tests, and whether the individual has recovered from the Chinese virus within the last six months.

Inland Texas County Sees 900% Spike in Migrants Hiding on Freight Trains

On Tuesday, Uvalde County Sheriff Ruben Nolasco and his deputies helped Border Patrol agents search freight trains entering the rural Texas town. In what has become a local trend, more than 50 migrants were pulled from a train.

The Border Patrol faces staffing challenges due to the humanitarian care demands from the migrant influx. Manpower shortages make checking trains more challenging, considering the spike in migrants using rail to sidestep the asylum process.

Border Patrol reports more than 5,200 migrants have been found riding on the trains in Uvalde since October 2020, an increase of 900 percent compared to the previous year. Nearly 1,000 were discovered in July 2021 alone.

The staffing challenges could prove deadly for the migrants. Freight is notoriously unfriendly to stowaways. Accidents and fatalities can occur when migrants are struck, crushed by shifting cargo, suffocated, or overexposed.

Earlier this month, Sheriff Nolasco’s deputies responded to an incident at the rail siding involving an injured Honduran migrant. The man’s foot was caught and severed under the wheels as he attempted to jump from the moving train. The migrant was treated by EMS at the scene and later flown to a hospital in San Antonio for additional care.

Most of the migrants discovered on the Tuesday train boarded in nearby Eagle Pass. The Texas Department of Transportation notes that nearly 400,000 rail cars enter the United States each year from Mexico at Eagle Pass. Most cars will travel through Uvalde and absent a significant change in the flow of migrants crossing the border illegally, the situation along the rail line is unlikely to improve.
