Here’s the code from the learn JavaScript video I’m watching on YouTube :

So my question is, in JavaScript after ‘if’ is called, is the first return statement always defaulted to true and the second always as false?

I ask this because in this line:

console.log(trueOrFalse(true));

They pass along ‘true’ but I didn’t see anywhere that was defined as what was true or false.

COVID Tracking Apps Have Eerie Echoes of Chinese Surveillance System

President Joe Biden's COVID team appears to have entertained an electronic test-and-trace program pioneered by the University of Illinois that would have let businesses deny service to patrons based on their health data, a PowerPoint presentation obtained by the Washington Free Beacon shows. The program has eerie echoes of China's surveillance system, which uses data from citizens' phones to impose quarantines.

A PowerPoint produced by the school suggests scaling up the university's intrusive contact tracing system for use across the United States. Its file name, "2020-12-14 Shield Biden Covid Team," indicates that it was presented to the Biden team in December, amid an ongoing search for solutions to a seemingly insoluble problem: how to stop the virus without stopping the economy? The presentation proffered an answer.

The school's system uses a mobile app that records test results and Bluetooth data to determine who has been exposed to the virus—and "links building access" on campus to that information. Local businesses have also embraced it, making entry conditional on a "safe status" reading from the app.

The system resembles the one being used in China, where a mandatory app gives each user a "health status"—green, yellow, or red—that dictates access to public spaces. The University of Illinois app likewise divides users into three categories: "yellow" if they've recently tested negative, "orange" if they've potentially been exposed, and "red" if they've recently tested positive. Only students with a yellow status may enter buildings.

The proposal would amount to a more extreme version of the "vaccine passports" being rolled out by airlines and some U.S. cities, which are already causing controversy. Those passports, such as New York's "Excelsior" app, indicate whether an individual has tested negative or been vaccinated, but not whether they've been exposed to the virus based on tracking data. They collect less information and use a less granular classification scheme than the University of Illinois app, meaning they pose relatively fewer risks to civil liberties.

It's unclear how such a scheme would play with liberal activists. While it represents the sort of ambitious, nationwide COVID response Biden has said he wants, it also threatens to exclude far more Americans from public life than measures like voter ID laws, which progressives have decried as the "new Jim Crow."

Only 11 percent of Americans do not have a government-issued ID, according to the Brennan Center for Justice, whereas 19 percent don't own a smartphone. Widespread adoption of the app could ice nearly a fifth of the United States out of the economy, never mind the polling booth.

Stacey Abrams's Fair Fight, whose founder has called voter ID laws a way to "scare people out of voting," did not respond to a request for comment.

Biden Puts Susan Rice in Charge of Effort to Expand Vote by Mail

Executive order requires agencies to boost registration efforts

President Joe Biden put controversial former national security adviser Susan Rice in charge of directing hundreds of federal agencies and departments to expand access to mail-in voting.

Biden signed an executive order in March that put Rice, now the assistant to the president for domestic policy, in charge of soliciting strategies from federal agencies to produce "relevant information" on expanded voting registration procedures. Federal agencies must submit to Rice "a strategic plan outlining the ways identified under this review that the agency can promote voter registration and voter participation" within 200 days under the terms of the order.

"Agencies shall consider ways to expand citizens' opportunities to register to vote and to obtain information about, and participate in, the electoral process," the order states. "The head of each agency shall evaluate ways in which the agency can, as appropriate and consistent with applicable law, promote voter registration and voter participation."

It requires agencies to distribute registration and vote-by-mail ballot application forms, as well as to assist any applicants in completing the forms. It also pushes agencies to allow "approved, nonpartisan third-party organizations and State officials to provide voter registration services on agency premises."

Biden arrived in the White House thanks in large part to the record number of mail-in ballots in the 2020 election. Former president Donald Trump led in many major swing states at the close of Election Day, only to see his lead evaporate as mail-in ballots were counted that heavily favored Biden.

Critics of Biden's order warned that it represents a massive federal government overreach into election policies put in place by state lawmakers. Chase Martin, legal affairs director for the Foundation for Government Accountability, said the order is "an overly broad federal mandate."

"The order is about inflicting the federal government's will on the states," Martin said. "There's a ton of room for this process to be abused."

The Biden administration did not respond to a request for comment on the order.

Rice has come under fire for her tenure as national security adviser under the Obama administration. Republicans have criticized her handling of the Benghazi crisis and the Bowe Bergdahl hostage exchange as well as her alleged attempts to reveal the identities of Trump campaign and administration officials. Rice denied that she leaked any names or identities and said she only obtained information to add context to intelligence reports she received.

Donald Winn Williams II, the prosecution’s third witness who had yelled at Chauvin to check for a pulse and accused him of placing Floyd in what he called a ‘kill choke’, resumed his testimony on Tuesday morning after it was cut short on Monday.

Under questioning from Minnesota Assistant Attorney General Matthew Frank, Williams described how Chauvin continued to press his knee into Floyd’s neck as paramedics struggled to find a pulse.

He revealed that he called the police in the aftermath of the scene that he described in horrific detail because he said: ‘I believed I had just witnessed a murder. I felt the need to call the police on the police.’

Williams began to cry as jurors were played audio of the 911 call he placed as he stood outside Cup Foods on May 25, 2020, in which he named officer 987 and said: ‘He just pretty much killed this guy. He wasn’t resisting arrest. He had his knee on his neck. He wasn’t resisting arrest or nothing, he was handcuffed.’

Psaki grilled on teachers giving in-person instruction to migrant kids before own students

White House press secretary defends arrangement, says 'context is important'

EXCLUSIVE: White House press secretary Jen Psaki on Tuesday was grilled about San Diego public school teachers volunteering to teach migrant children in-person before returning to the classroom to teach the students in their own district.

Psaki seemed to defend the in-person instruction while students are on spring break, saying "context is important."

Fox News first reported that teachers from San Diego Unified School District are teaching migrant children in person, while SDUSD students are still learning in an online-only format.

The district is expected to move into a hybrid model of in-person and online learning on April 12. Psaki was asked during the press briefing whether the White House supported the arrangement.

"As I understand it, San Diego public schools are opening in early April," Psaki said. "Students will be back in the classroom — part time — and certainly you know our objective from the White House — 5 days a week for majority of schools across the country."

Psaki suggested teachers are "volunteering" to teach migrant children during this period.

"The context is important," she said. "These kids are going back to school for hybrid learning, we of course want this to be five days a week, and we're confident we’ll get there early next month."

She added: "I believe they’re also on spring break right now. I am not sure if its volunteer, or paid, you'd have to ask a local school district, while the kids are on spring break, which, I think, the context is pretty important."

A SDUSD spokeswoman confirmed to Fox News the district has shared information about the opportunity for teachers to volunteer teaching migrant children in person during their spring break this week.

She noted she doesn't know if teachers are getting paid, saying that it's up to the county.

"The San Diego County Office of Education (SDCOE) is providing the educational program for the unaccompanied migrant children who will be staying at the San Diego Convention Center through July. All children in California, regardless of immigration status, have a constitutional right to education. We also have a moral obligation to ensure a bright future for our children," an SDCOE spokesperson told Fox News in an emailed statement.

"The educational program will include English language development and social-emotional learning opportunities. The teachers who are participating in the program are doing so voluntarily, and the program is following a COVID-19 screening protocol based on guidelines from the U.S. Centers for Disease Control and Prevention."

Armed Services Committee Lawmaker May Quit Early to Take Job at Newsmax

Rep. Matt Gaetz, R-Fla., is considering not running for reelection and taking a job at Newsmax instead, according to reporting from Axios.

Gaetz, a second-term congressman, serves on the House Armed Services Committee and makes regular appearances on Newsmax; he showed up on the channel at least three times in March.

News of his prospective departure from Congress comes a week after an Armed Services hearing on extremism. Some Republicans, including Gaetz, questioned the need for the hearing, despite a large number of veterans and service members taking part in the Jan. 6 siege on the Capitol.

"I would categorize this hearing as total nonsense," Gaetz said. "The House Armed Services Committee is engaged in a review of constitutionally protected expressions of our troops. How utterly weak of us."

Rep. Adam Smith, D-Wash., the chair of the committee, called Gaetz a demagogue.

"The terrible thing is we have demagogues on both sides," Smith said during the hearing. "And sorry, Mr. Gaetz is the best example of the demagogue problem we have today."

Newsmax is a far-right media platform that has promoted the theory that the 2020 election was rigged against former President Donald Trump. This included unproven allegations that electronic voting machine company Smartmatic rigged voting machines to flip votes against Trump.

Earlier this month, Newsmax also sent an email encouraging readers to opt out of getting COVID-19 vaccines, urging them to buy a nutrition book instead.

A spokesman for Gaetz did not respond to a request for comment.

Hunter Biden blockbuster: Memos detail quiet effort to assist indicted Ukrainian oligarch

At time, his father's administration considered Dmitri Firtash a fugitive felon.

Hunter Biden and his business partner engaged in an effort to assist a fugitive Ukrainian oligarch indicted by his father's administration, an effort that briefly captured the FBI's attention and led one of the lawyers in the case to express concern that using the then-vice president's son might backfire, according to emails, text messages and interviews.

The effort by Hunter Biden and Devon Archer to assist Dmitri Firtash began in spring 2015 when they were contacted by one of the oligarch's associates, and an American lawyer for the oligarch was instructed to provide them an overview of the case, including desires to contact U.S. government officials.

Firtash, one of Ukraine's wealthiest businessmen, already had been indicted by the Obama-Biden administration more than a year earlier on corruption charges in Chicago, allegations that Firtash has long denied. Firtash was challenging extradition to the United States from Austria, where he was living, and was seeking to return to his home country of Ukraine, where the economy and security teetered after a Russian invasion of its Crimean region.

"The case is weak and ultimately, and perhaps as soon as next week, a loser. Moreover, Austria at the highest levels has zero enthusiasm for its continuation," Adam Waldman, an American lawyer for Firtash, emailed Archer on April 21, 2015 in an overview about the case. The email, entitled "6 points," was immediately forwarded to Hunter Biden by Archer.

"The only ask is that an introductory meeting be arranged in Vienna between some designee of the USG and DF," Waldman wrote, apparently referring to Firtash's hopes. "This could then lead to closer communication from him about his intentions and direction in his country."

The email chain was found on a laptop turned over to the FBI by a Delaware computer repairman, who claims Hunter Biden left the device at his shop in 2019 and never picked it up. Waldman confirmed the email's authenticity to Just the News.

By spring 2015, Hunter Biden and Archer had been involved for years in a series of businesses under the umbrellas of Rosemont Capital and Rosemont Seneca and other spinoffs. They also had developed ties in Ukraine after both had been added to the board of the natural gas giant Burisma Holdings, a firm that U.S. officials considered to be corrupt. The younger Biden's father, then-Vice President Joe Biden, oversaw Ukraine policy for the Obama administration at the time.

The emails and text messages indicate that on-and-off effort to assist Firtash stretched through the summer and fall of 2015, with discussions centering on contacting various State Department officials including then-Secretary of State John Kerry (the stepfather of Rosemont partner Christopher Heinz) and then-Deputy Secretary Tony Blinken, now America's top diplomat under President Biden.

Wall Street on Tuesday may be seeing muted action but investors were still buzzing about the highly leveraged wrongway bet reportedly employed by

Bill Hwang’s Archegos Capital Management,

which may have saddled many banks with multibillion-dollar losses.

Using derivatives, Archegos, pronounced “Ar-chee-gos” by the company, maintained positions in stocks including ViacomCBS Inc. VIAC, 3.02%, Discovery Inc. DISCA, 6.72%, and GSX Techedu GSX, 6.34%, and was hit by margin calls as the direction of those highfliers turned against the family office.

The downturn in the stocks, with shares ViacomCBS and Discovery registering their worst downturns on record, forced the banks that lent Archegos the money to execute complex derivatives trades to ask the fund to put up more money or unwind the wagers.

Losses at Archegos have triggered the liquidation of massive stock positions in excess of $30 billion in value, referred to as block trades, the Wall Street Journal wrote. Some, however, say that Hwang’s fund’s exposures in financial markets approached $100 billion.

One Wall Street veteran, Michael Novogratz at Galaxy Digital and an ex-hedge fund manager was quoted by Bloomberg News as offering this unmitigated assessment of the Archegos losses:

“I’ve never seen anything like this —how quiet it was, how concentrated, and how fast it disappeared,” he said. “This has to be one of the single greatest losses of personal wealth in history,” said Novogratz.

A call to Hwang at Archegos offices in New York wasn’t immediately returned but the investment company has issued a comment via a spokeswoman.

“This is a challenging time for the family office of Archegos Capital Management, our partners and employees. All plans are being discussed as Mr. Hwang and the team determine the best path forward,” she said.

The Archegos liquidation may also have hit Credit Suisse Group AG and Nomura Holdings Inc., which said they could incur substantial losses related to recent market turbulence without naming the fund specifically.

The Wall Street Journal reported that the securities business of Mitsubishi UFJ Financial Group Inc. also said it could lose $300 million from its exposure to a U.S. client, also without naming the entity behind the losses.

On Tuesday, the Dow Jones Industrial Average DJIA, -0.30%, the S&P 500 index SPX, -0.27% and the Nasdaq Composite Index COMP, -0.03% were all trading modestly lower and shares of Discovery and ViacomCBS were up sharply.

It isn’t clear how much money Hwang will lose as his fund reportedly managed some $10 billion, a fraction of its reported equity exposures. Hwang was a disciple of legendary investor Julian Robertson, who ran Tiger Management and whose alumni are referred to as Tiger cubs.

In 2012, Hwang turned Tiger Asia, which he founded in 2001, into his family office and renamed it Archegos and changed its structure to a family office. The change came after Tiger Asia pleaded guilty to a fraud charge and agreed to pay $44 million to settle civil allegations by U.S. securities regulators that it engaged in insider trading of Chinese bank stocks, WSJ reported at the time.

NATO Pushes For Creation Of “Democratic Resilience Center”

In NATO, the creation of the Center for Democratic Resilience has surfaced, yet again.

According to the idea, it will have to monitor the facts of violation of democracy in the member countries of the alliance and help the allies to develop democratic institutions more effectively.

For the first time, the initiative to create this office was voiced in 2019, then it was noted in the concept for the development of the NATO alliance 2030 and, finally, in the NATO Parliamentary Assembly a working group was created that will try to translate this idea into reality.

Suffice to say that the main purpose of the Center is to presumably deal with censorship of the information space and discrimination against ethnic minorities in the Baltic States, the constant accusations of human rights violations against Turkey by Greece, as well as Poland’s undemocratic attitude towards abortion and the LGBT community in the European sense.

The top priority for the NATO PA is to help the Alliance rededicate itself to its democratic foundations.

“The assault on the US Capitol on 6 January has demonstrated that democracy, while resilient, is also fragile. And the evidence released recently of Russia’s interference in our elections highlights the threat which the global march of autocracy poses to our democracies,” noted Congressman Connolly. “We must constantly strengthen and protect democracy against attempts to undermine it – both from within and from without.”

Importantly, members and the invited speakers discussed how to advance the Assembly’s recommendation to establish a NATO Democratic Resilience Centre.

“NATO has a well-oiled machinery focused on military matters, but it lacks a body which is fully focused on defending our democracies,” the President stressed.

Congressman Connolly first proposed the idea for such a Centre in 2019. It has since been backed up by the Assembly as a whole as well as the independent Group of Experts appointed by the NATO Secretary General for the NATO 2030 process.

Back in January 2021, NATO PA President Connely also spoke of the centre with NATO Secretary General Jens Stoltenberg.

Its aim is to assist members and partner nations to strengthen their democratic institutions.

The Assembly advocates for NATO to rededicate itself to the shared democratic foundations. As part of these efforts, the Standing Committee set up a Working Group to refine a concept of a Centre for Democratic Resilience within NATO – an idea Congressman Connolly introduced in 2019 on the occasion of NATO 70th anniversary and since backed by the Assembly as a whole.
