75% of the $454 Billion CARES Act Money Never Went to the Fed; It Was Invested by a Mnuchin Slush Fund Called the ESF

The CARES Act was signed into law on March 27. Congress earmarked $454 billion of that stimulus money to be distributed by the Treasury to the Federal Reserve to be used for emergency lending programs to save businesses and jobs during the pandemic and keep credit flowing to the U.S. economy. The catch was that the Treasury Secretary, Steve Mnuchin, would have to give his approval for each of the programs.

Since June, Wall Street On Parade has been reporting that $340 billion of the $454 billion that Mnuchin was instructed to turn over to the Fed was unaccounted for. We noted that 98,000 businesses had permanently closed in the U.S. while this money, intended for economic relief, went missing.

On November 19, Mnuchin publicly issued a letter to Fed Chair Jerome Powell, making it sound like most of the CARES Act money has been sitting idle at the Fed and Mnuchin was demanding it back to put to better use.

Adding to our conviction that Mnuchin was intentionally misleading the public, Bloomberg News published an article on Tuesday about the funds that Mnuchin planned to claw back from the Fed. The Bloomberg article carried this sentence: “The money in question includes $429 billion that Mnuchin is clawing back from the Fed — which backed some of the central bank’s emergency lending facilities…”

But for months now, the Federal Reserve’s weekly financial statements known as the H.4.1 have indicated that all the Fed received from Treasury for its emergency lending facilities was $114 billion, leaving $340 billion unaccounted for.

Wall Street On Parade has repeatedly asked the press office of the U.S. Treasury to explain this discrepancy. It has refused to answer our inquiries. We have repeatedly asked the Fed’s press office to explain this discrepancy and it has directed us to its official financial statements which show it has received just $114 billion from the Treasury for its emergency lending programs.

This morning, we located the missing funds on our own with no help from the Treasury’s press office that is paid by American taxpayers to keep the public informed. Tens of billions of dollars of CARES Act money has been put to very strange use by Mnuchin in a slush fund called the Exchange Stabilization Fund (ESF) which states that it gives the U.S. Treasury Secretary “considerable discretion in the use of ESF resources.”

We located the financial statements for the Exchange Stabilization Fund and they confirmed that all the Treasury has given the Fed for its emergency lending facilities was the same $114 billion that the Fed has been reporting on its financial statements.

EU covers up for Israel after Iran scientist’s slaying

The brazen slaying of senior Iranian scientist Mohsen Fakhrizadeh near Tehran on Friday is a crucial test of whether the European Union can stand up to the extremist forces of chaos and war in Israel and the United States and rescue the 2015 nuclear deal.

So far, the EU is failing.

Iran’s foreign minister Javad Zarif quickly pointed to “serious indications of [an] Israeli role” in Fakhrizadeh’s slaying.

“Iran calls on [the] international community – and especially [the] EU – to end their shameful double standards and condemn this act of state terror,” Zarif tweeted on Friday.

Iran has good reason to consider Israel the prime suspect.

Yossi Melman, a veteran Israeli intelligence analyst, tweeted that Fakhrizadeh “was wanted for many years by Mossad.”

Mohsen Fakhrizadeh has been assassinated in Damavand, east of Tehran according to reports in Iran. He was head of Iran’s secret military program and wanted for many years by Mossad. His death is a major psychological and professional blow for Iran.

The killing on Friday was also reminiscent of the murders of four Iranian scientists between 2010 and 2012.

Evidence in those crimes pointed to Israel acting in collusion with MEK, a cultish, formerly US-designated terrorist group that has paid large amounts of money to buy the support of various senior US politicians.

And in 2018, Israeli media claimed that “Israel may have decided not to assassinate” Fakhrizadeh “because it prefers to keep him alive and watch what he is up to.”

Netanyahu lays down the law for Biden

Israel fears that the incoming Biden administration will rejoin the 2015 nuclear deal – known as the JCPOA – which Israel worked to sabotage before and after its conclusion.

Benjamin Netanyahu personally took credit for persuading President Donald Trump to pull the US out of the deal in 2018.

Now the Israeli prime minister is laying down the law for President-elect Joe Biden.

“There can be no going back to the previous nuclear agreement,” Netanyahu declared just days before Fakhrizadeh’s assassination.

Trump is very much on the same page. For one thing, he retweeted Yossi Melman’s tweet on the killing, very likely a sign of approval.

Earlier this month, the outgoing US president reportedly wanted to launch a military attack to destroy Iran’s nuclear energy program during his final weeks in office, but was dissuaded by senior officials.

UN Climate Agency Slapped With Corruption Allegations

The Financial Times recently acquired a draft report by the United Nations Development Program (UNDP) of audit and investigations, outlining how "fraud and corruption" have been linked to the multibillion-dollar Global Environment Facility (GEF).

FT examined the draft report which described "financial misstatements" that were discovered across UNDP's portfolio of GEF-funded projects around the world.

"Issues identified by the audit could seriously compromise the achievement of the objectives of the audited entity," the report said.

GEF was set up in the early 1990s with the World Bank to combat climate change. Its main objectives have been to help fight environmental challenges such as deforestation, species preservation, and pollution control. In recent years, GEF has become an independent organization with more than $21 billion dispersed in 170 countries, including $7 billion in projects managed by UNDP.

Just this past week, the general manager of the TCF Center (formerly known as Cobo), the largest convention center in Michigan, contended with hundreds of agitated folks gathered inside TCF where absentee votes were being counted in the presidential election.

He’s had thousands of protesters marching outside during late night social justice gatherings this summer. But perhaps his most stressful time was in April when he and his team, along with union and FEMA members, worked 10 days nonstop in a potentially life or death exercise to turn TCF Center into a makeshift COVID-19 hospital to deal with the onslaught of patients that thankfully was not needed (though remains in a holding pattern in case the surge grows).

An alarming number of Republicans — many who have ridden President Donald Trump’s coattails to victory in the past — have either remained silent on the issue of the allegations of widespread voter fraud or have broken ranks and joined with mainstream media’s narrative that the election was totally fair and decisively over.

According to Newsmax, that’s definitely not the case when you ask Kentucky Sen. Rand Paul, who made headlines over the weekend when he called into question a number of “anomalies” in vote counts where large vote “dumps” occurred overnight in several battleground states during the November 3 election.

In a Sunday tweet, Paul questioned the “data dumps” that all occurred in the early morning hours in four states during election night, raising questions about the anomalies, even asking if it was potential fraud.

Bipartisan, bicameral group unveils $908 billion coronavirus proposal

A bipartisan group of lawmakers unveiled a $908 billion coronavirus relief proposal on Tuesday as leadership faces growing pressure to cut a deal.

The measure, rolled out by more than a dozen members from the House and Senate, comes as cases are climbing across the country and Congress is running out of time to clinch a long-stalled fifth relief bill with lawmakers scheduled to leave for the year as soon as next week.

Sen. Joe Manchin (D-W.Va.) said it would be "inexcusable" for Congress to leave town for the year without providing more coronavirus relief with a slew of assistance programs set to expire within weeks.

"This is a COVID emergency relief framework," Manchin said. "It's not the time for political brinkmanship. … This is going to get us through the most difficult times."

The bill, according to a framework released on Tuesday, would provide another $160 billion for states and cities — a top priority for Democrats — $180 billion for unemployment insurance and $288 billion for more small business assistance through the Paycheck Protection Program.

The unemployment benefits would break down to $300 a week for 18 weeks, retroactive to Dec. 1. That’s half of the $600 per week included under the CARES Act from late March.

It also includes billions in assistance for transportation-related industries like airlines, $16 billion for vaccine development and distribution and more money for things like schools, child care and the Postal Service.

The funds, according to senators, would run through the first quarter of 2021 in an effort to provide states and businesses a bridge to get through what health experts are predicting will be a brutal winter. Though the stock market has hit record highs, the spread of the coronavirus has devastated small businesses and killed more than 268,000 people in the U.S., according to figures compiled by Johns Hopkins University.

“It’s been said, this is not what everybody would wish. People are going to look at these buckets and they’re going to say, 'Well, my bucket isn’t there,' or 'My bucket is only half full.' Well, this is… emergency relief. This is designed to get us through this next quarter,” said Sen. Lisa Murkowski (R-Alaska).

RNC has made more than 1.5M voter contacts so far, official says

The Republican National Committee has sent more than 500 staffers and thousands of volunteers to Georgia for the holidays, and has committed to spending at least $20 million in the Peach State in support of GOP Sens. David Perdue and Kelly Loeffler ahead of the Jan. 5 runoffs, Fox News has learned.

An RNC official told Fox News Tuesday that in addition to the “substantial team” already in Georgia for the general election, they have sent additional staff and recruited volunteers to deploy the GOP’s “data-driven GOTV operation.”

The push comes after President-elect Joe Biden was certified as the winner in the state, the first Democrat to win the state since 1992. A recount there is expected to be completed this week.

“We are barnstorming the state to turn out the vote for the January 5th runoffs and the energy we are seeing on the ground is absolutely incredible,” RNC Chairwoman Ronna McDaniel told Fox News Tuesday.

“In just a little over a week, we surpassed one and a half million voter contacts for Kelly Loeffler and David Perdue,” McDaniel said, referring to efforts on the ground in the week ahead of the Thanksgiving holiday.

“Georgians know they are the fighters we need in the Senate and our country is counting on us to hold the line and defend our Republican majority against Chuck Schumer and Nancy Pelosi’s radical agenda for our country,” McDaniel said.

California taxpayers shelled out more than $1 million to a man linked to a Chinese espionage program, making him the state government’s highest-paid worker.

Meng Yu, former chief investment officer of the California Public Employees' Retirement System (CalPERS), received more than $1.7 million in total pay and benefits in 2019, according to the latest financial disclosures obtained by Transparent California, a taxpayer watchdog group. Under Meng's leadership the pension fund, which covers two million members in the retirement system and 1.5 million members under its health program, has been subject to federal inquiries into its investments in Chinese government entities.

Meng took the lead at the pension fund after China's Thousand Talents Program recruited him to serve as the deputy CIO of China's State Administration of Foreign Exchange (SAFE), a state-controlled entity. The FBI considers the Thousand Talents Program an example of "China's non-traditional espionage against the United States" that seeks to recruit people to transfer U.S. trade secrets and taxpayer-funded research into the hands of the Chinese government. Meng told the propaganda outlet People's Daily that he worked for SAFE out of patriotic commitment to "the motherland."

Neither CalPERS nor Governor Gavin Newsom's (D.) office responded to requests for comment.

Robert Fellner, the executive director of Transparent California, blasted CalPERS for failing to conduct appropriate oversight for such a high-profile position, pointing to Meng's August resignation.

"One would think that the state’s highest-paid employee earned his position after rigorous scrutiny revealed him to be the best candidate for the job," Fellner said. "If such recklessness is prevalent in a decision of this size and magnitude, how can Californians have any faith that their tax dollars are being spent responsibly in all those areas that evade public scrutiny?"

Meng resigned after the financial news blog Naked Capitalism reported that he may have committed a felony by failing to disclose his sale of 21 securities in 2019. Some of the undisclosed sales involved shares in Chinese companies. The site also argued that Meng's investments in Blackstone Group and other private equity groups presented a conflict of interest, since experts at CalPERS had advocated offloading investments in the firms—a move that would hurt Meng’s personal portfolio.

Meng's China ties attracted federal scrutiny. In February, the Trump administration confirmed that it was "looking at" CalPERS's investment in Chinese defense and state-owned companies to find out whether American taxpayer money was being used to subsidize China's military expansion. Rep. Jim Banks (R., Ind.), a leading China hawk on Capitol Hill, told the Washington Free Beacon that California owes taxpayers an explanation for how Meng was able to go directly from working for a Chinese entity to being the state's top earner.

The Michigan Senate Oversight Committee on Tuesday held a hearing in Lansing on election fraud and irregularities.

President Trump was ahead of Joe Biden in Michigan on election night when all of a sudden they stopped counting votes.

At around 4:30 AM AFTER Election Day, a massive ballot dump of more than 130,000 votes appeared for Joe Biden in Michigan.

One witness on Tuesday said all of the military ballots she saw looked like “Xerox copies” of each other – none were registered Michigan voters and 100% went for Joe Biden.

The witness, Patty, described how elections officials overrode the system to enter non-registered voters – all for Joe Biden.

“Not one of the military ballots was a registered voter and the ballots looked like they were all exactly the same Xerox copies of the ballot – they were all for Biden across the board, there wasn’t a single Trump vote and none of the voters were registered, “witness Patty said. “They had to manually enter the names, addresses, enter birthdate of 1/1/2020 which would override the system and allow them to enter non-registered voters of which I saw several that day, throughout the day, that’s how they would override voters that were neither in the electronic poll book or in the supplemental updated poll book.”

I. My name is Mellissa A. Carone, I was contracted by Dominion Voting Services to do IT work at the TCF Center for the November 3, 2020 election, and I am a resident of Wayne County.

2. I arrived at the TCF Center at approximately 6: 15 AM November 3, 2020 and worked until 4:00 AM November 4, 2020. I went home to get some sleep, then arrived back at the TCF Center at I 0:00 AM in which I stayed until 1 :45 PM. During this time I witnessed nothing but fraudulent actions take place.

3. The counters (which were trained very little or not at all), were handed a "batch" (stack of 50) of mail-in ballots in which they would run through the tabulator. The tabulators would get jammed 4-5 times an hour, when they jammed the computer would put out an error that tells the worker the ballot number that was jammed and gives an option to either discard the batch or continue scanning at which the counter should discard the batch, put the issue ballot on top of the batch and rescan the entire batch. I witnessed countless workers rescanning the batches without discarding them first which resulted in ballots being counted 4-5 times.

4. At approximately midnight I was called over to assist one of the counters with a paper jam and noticed his PC had a number of over 400 ballots scanned- which means one batch was counted over 8 times. This happened countless times while I was at the TCF Center. I confronted my manager, Nick Ikonornakis saying how big of a problem this was, Nick told me he didn't want to

hear that we have a big problem. He told me we are here to do assist with IT work, not to run their election.

5. The adjudication process, from my understanding there's supposed to be a republican and a democrat judging these ballots. I overheard numerous workers talking during shift change in which over 20 machines had two democrats judging the ballots-resulting in an unfair process.

6. Next, I want to describe what went on during shift change, it was a chaotic disaster. It took over two hours for workers to arrive at their "assigned areas", over 30 workers were taken upstairs and told they didn't have a job for them to do. These people were chosen to be counters, in which 6 workers admitted to me that they received absolutely no training at all.

7. The night shift workers were free to come and go as they pleased, they could go out and smoke from the counting room. This is illegal, as there were boxes and stacks of ballots everywhere, anyone could have taken some out or brought some in, and No one was watching them.

8. There was two vans that pulled into the garage of the counting room, one on day shift and one on night shift. These vans were apparently bringing food into the building because they only had enough food for not even 1/3 of the workers. I never saw any food corning out of these vans, coincidently it was announced on the news that Michigan had discovered over 100,000 more ballots- not even two hours after the last van left.

9. When a worker had a ballot that they either could not read, or it had something spilled on it, they would go to a table that had blank ballots on it and fill it out. They were supposed to be filling them out exactly like the one they had received but this was not the case at all. The workers would also sign the name of the person that the ballot belonged to-which is clearly illegal.

IO. Samuel Challandes and one more young man in his mid-20 were responsible for submitting the numbers into the main computer. They had absolutely no overhead, my manager Nick would assist them with any questions but Nick was on the floor assisting with IT most of the time.

11 . There was a time I overheard Samuel talking to Nick about losing tons of data, they all got on their phones and stepped to the side of the stage. I asked Nick what was going one and he told me it was all taken care of and not to worry about it. I fully believe that this was something very crucial that they just covered up.

12. I was the only republican working for Dominion Voting, and on the stage there was many terrible comments being made by the city workers and Dominion workers about republicans. I did not give out any indication that I was a republican, I have a family at home and knew I was going to have to walk to my car at the end of my shift. If anyone had an American flag on their shirt or mask, they were automatically deemed to be Trump supporters.

13 . I called the FBI and made a report with them, I was told that I will be getting a call back.

Alternate Prime Minister Benny Gantz announced at Ramat Gan's Kfar Hamaccabiah Hotel on Tuesday night that his Blue and White faction will support opposition leader Yair Lapid's Knesset dispersal bill when it comes to a vote in the plenum on Wednesday, but he still left open the possibility that early elections could be avoided.

Gantz said Prime Minister Benjamin "Netanyahu promised unity and that there would not be tricks and shticks." He lamented that "Netanyahu broke his promises and the people are paying the price."

"Netanyahu did not lie to me," he said. "He lied to you. Netanyahu did not mislead me. He misled all citizens of Israel."

The Blue and White leader warned that Netanyahu is on a personal quest to save himself from his legal problems and that he chose to go to elections by not passing the state budget. But Gantz nevertheless reached out to the prime minister and offered him another chance.

"The election can still be prevented by the person who is causing it," he said, referring to Netanyahu. "If you act properly, without political maneuvers, millions of Israelis will not have to go to the polls for a fourth time in August."

Netanyahu preempted Gantz's press conference with a video urging him to keep the current government together.

"Unfortunately, Blue and White is being dragged by [opposition leaders Yair] Lapid and [Naftali] Bennett," Netanyahu said. "Lapid and Bennett don't care if we go to elections in the middle of the coronavirus pandemic. That is their personal interest. Even though Blue and White formed a government within our government, acted against it and broke coalition agreements, I ask them to set it all aside. Benny, what has to be done now is a U-turn from politics for the citizens of Israel. That is what needs to be done, and I ask you to do that."

Speaking earlier on a visit to the Coronavirus Enforcement Authority, Netanyahu told reporters that efforts are being made constantly to prevent elections.

U.S. Sanctions Chinese Tech Company Working In Venezuela, Beijing Urges It To Reconsider Its “Mistake”

On November 30th, the US sanctioned a Chinese company for allegedly assisting Venezuela in “curbing dissent on the internet.”

The US said it was restricting transactions with the China National Electronics Import and Export Corporation (CEIEC), and blocking assets of any firm in which the state-owned company holds a 50 percent stake or higher.

The Treasury Department said CEIEC provides expertise to Venezuela’s state-owned telecom company — which has blocked independent media as well as livestreams by opposition leader Juan Guaido, who is recognized as interim president by at least 50 countries, including the US.

“The illegitimate Maduro regime’s reliance on entities like CEIEC to advance its authoritarian agenda further illustrates the regime’s prioritization of power over democratic values and processes,” said Secretary Steven T. Mnuchin. “The United States will not hesitate to target anyone helping to suppress the democratic will of the Venezuelan people and others around the world.”

According to the US Treasury, the suite of software and hardware that CEIEC provided Venezuela is a commercialized version of China’s “Great Firewall.”

“The Great Firewall is China’s nationwide system of web blocks and filters, used to maintain strict online censorship, control the information Chinese citizens can access outside China, and prevent the internal dissemination of content deemed undesirable by political leadership.”

Venezuela on December 6th will hold legislative elections in which Maduro hopes to take back the National Assembly, the only institution controlled by the opposition, with Guaido boycotting what he and several international observers see as a rigged process.

US Secretary of State Mike Pompeo said that CEIEC “has been supporting the Maduro regime’s malicious efforts to repress political dissent and undermine democratic processes since 2017.”

“Maduro’s desperate attempts to manipulate the democratic processes should leave no doubt that any elections organized by the illegitimate regime, including the December 6 parliamentary elections, will be neither free nor fair,” Pompeo said in a statement.

The Venezuelan government, for its part, denounced the “illegal actions of the United States government” that it said seek to “destabilize” the country on the eve of parliamentary elections.

Beijing condemned the US sanctions on December 1st as a “pure pretext to suppress the relevant Venezuelan and Chinese companies”.

“We are also firmly opposed to the abuse of unilateral sanctions and other means to coerce the Venezuelan people to change their development path,” Chinese foreign ministry spokeswoman Hua Chunying said at a routine briefing.

“China will take the necessary measures to safeguard the legitimate rights and interests of its own enterprises,” she added, without specifying further.

Essentially, China said that the US should “correct its mistake” of sanctions and remove them.

China supports Venezuelan efforts to defend its sovereignty and is opposed to abusing international sanctions, foreign ministry spokeswoman Hua Chunying said.
