While recreating election thread, found a BUNCH of stuff on the OSET institute, Eddie Perez, and Philip Stark - big rabbit hole relating the FOX retraction of stuff Sidney was saying about Smartmatic election fraud.

In Dec 2020, Perez came on Dobbs show to refute Sidney, after Smartmatic threatened to sue Fox. He was supposedly an expert (and neutral) source.

Stark was formerly with VerifiedVoting and is currently suing the EAC - of which he is a "federally appointed advisor" - for meeting secretly with private vendors to change rules that allow voting machines to connect with the internet:

During President Donald Trump’s first two years in office, Boente has served as the Acting Attorney General, Acting Deputy Attorney General, Acting Head of the Justice Department’s (DOJ) National Security Division, and currently serves as the FBI’s General Counsel.

Boente also concurrently served as the U.S. Attorney for the Eastern District of Virginia (EDVA) from Sept. 23, 2013, to Jan. 28, 2018, a particularly significant assignment as the EDVA often handles significant terrorism, espionage, and public corruption cases. One of the trials of Trump’s former campaign manager, Paul Manafort, took place in an EDVA court and the recently unsealed affidavit against Wikileaks founder Julian Assange was filed in the district during Boente’s tenure. If Assange is extradited, his trial will take place in an EDVA courtroom.

To more fully understand Boente’s role, we need to go back to Jan. 13, 2017, when President Barack Obama issued a last-minute executive order that altered the line of succession within the DOJ.

Obama’s executive order placed the U.S. attorney for the District of Columbia next in line behind the department’s senior leadership. The U.S. attorney at the time was Channing Phillips, an Obama nominee who had been named as acting U.S. attorney by Attorney General Loretta Lynch on Oct. 19, 2015. Phillips was never confirmed and remained as acting U.S. attorney throughout his tenure at the District of Columbia. Obama’s order removed Boente, the U.S. Attorney for the EDVA, from the AG succession list and replaced him with Phillips.

Phillips was first hired by former Attorney General Eric Holder in 1994 for a position in the D.C. U.S. attorney’s office. In 2010, Phillips served as a senior adviser to Holder and stayed in that position at the Office of the Attorney General after Holder was replaced by AG Lynch in April 2015. Phillips, as the U.S. Attorney for D.C., closed out a multi-year federal probe into illegal financing of former D.C. mayor Vincent Gray’s campaign with no charges filed against Gray.

The revised succession action was not done in consultation with the incoming Trump administration and Obama provided no rationale for his last-minute executive order, which placed the U.S. attorneys in the District of Columbia, the Northern District of Illinois, and the Central District of California as next, respectively, in the AG succession line.

It appears the Obama administration was hoping the Russia investigation would default to Channing in the event that President Trump’s pick for Attorney General, Jeff Sessions, was forced to recuse himself from the investigation. Sessions, whose confirmation hearings began three days before the order, was already coming under intense scrutiny.

On Jan. 27, 2017, just seven days after his inauguration, President Trump signed Executive Order 13769, also known as the travel ban, which placed a 90-day suspension on U.S. entry for all citizens of “countries of particular concern.” This designation—and the nations which made up the list—was created by the Obama Administration and included seven terror-prone nations: Iran, Iraq, Libya, Sudan, Yemen, Somalia, and Syria.

On Jan. 30, 2017, Acting Attorney General Sally Yates was fired by Trump for refusing to uphold the travel ban. Yates, who had served as Deputy Attorney General under the Obama administration, was initially supposed to serve in her position until Jeff Sessions was confirmed as attorney general.

Upon the firing of Yates, Trump ignored the revised succession order, as he is legally allowed to do, and instead appointed Boente, who was still the U.S. attorney for the Eastern District of Virginia, as acting attorney general on Jan. 30, 2017, the same day Yates was fired.

On Feb. 9, 2017, the same day that Sessions was sworn in as attorney general, Trump issued a new executive order that reversed Obama’s earlier order and reverted the formal succession at the DOJ back to its original form.

After Sessions was confirmed, Boente became the acting Deputy AG, reporting to AG Sessions. Boente remained the U.S. Attorney for the EDVA at the same time. Boente would remain in the Deputy AG role until the April 25th confirmation of Rod Rosenstein as deputy attorney general.

On March 10, President Trump would abruptly fire 46 Obama-era U.S. attorneys. The firings appear to have been unexpected and included the U.S. Attorney for the Southern District of New York, Preet Bharara, who had previously been told he would stay. Generally speaking, it is customary for a new administration to purge the prior U.S. attorneys and replace them with their own candidates.

There has been some confusion around this event. There are actually a total of 93 U.S. attorneys, but 16 had already left their posts following the election. The remaining 31 attorneys not fired by Trump were either acting U.S. attorneys or had been specially appointed. These positions were already technically vacant and would be automatically filled once Trump had his new nominees confirmed by the Senate.

In the days following the firings, Trump declined the resignations of just three U.S. attorneys: Rosenstein, who was the U.S. attorney in Maryland; John Huber, the U.S. attorney in Utah; and Boente, from the EDVA. Two others, Connecticut U.S. Attorney Deirdre Daly and Richard Hartunian of the Northern District, were also allowed to stay on for several more months so that they could complete 20 years of service with the DOJ.

Although Sessions was charged by Trump to carry out the firings, it was actually Boente as acting deputy AG who was making the phone calls, including the one to Bharara, who initially resisted by refusing to hand in his resignation, forcing Trump to actually fire him.

On March 20, 2017, Comey was scheduled to testify before Congress. It was Boente who authorized Comey to confirm the existence of the Russia investigation as Sessions had recused himself from the Russia investigation on March 2. Boente also agreed that Comey should decline to discuss which individuals were under investigation.

In the final report by special counsel Robert Mueller, it is noted that Boente told White House Counsel Don McGahn that there “was no good way to shorten the investigation and attempting to do so could erode confidence in the investigation’s conclusions.” McGahn told the special counsel that Boente said he “did not think it was sustainable for Comey to stay on as FBI director” although Boente said he did not recall stating this.

On March 31, 2017, Trump changed the DOJ succession order one final time, swapping out the U.S. attorneys for the Northern District of Illinois and the Western District of Missouri for the U.S. attorneys of the Eastern District of North Carolina and the Northern District of Texas.

Following the April 25, 2017, confirmation of Deputy AG Rosenstein, Boente, who still remained the U.S. attorney for the EDVA, lasted three days without a secondary role. On April 28, 2017, Boente was appointed as the acting head of the DOJ’s National Security Division (NSD), replacing then-acting assistant Attorney General Mary McCord, who had abruptly announced her resignation. The NSD, which is responsible for counterterrorism, counterintelligence, and cyber-threat work, also oversaw the FBI’s investigation into alleged Trump-Russia collusion prior to Mueller’s assumption of the investigation on May 17, 2017.

McCord played a role in the resignation of Trump’s national security advisor, Lt. Gen. Michael Flynn. McCord accompanied Yates to see White House Counsel Don McGahn regarding Flynn immediately following Flynn’s interview with the FBI in January 2017. Yates would later testify before Congress that Flynn’s call with Russian Ambassador Sergei Kislyak, and his subsequent FBI interview, “was a topic of a whole lot of discussion in DOJ and with other members of the intel community.”

McCord had become the acting head at the NSD following the sudden resignation of John Carlin in 2016.

John Carlin’s Filing of Section 702 Certification

The DOJ’s NSD, which had been intimately involved in both the Clinton email investigation and the FBI’s counterintelligence investigation into the Trump campaign, maintains oversight of the intelligence agencies’ use of Section 702 authority. The NSD and the Office of the Director of National Intelligence (ODNI) jointly conduct reviews of the intelligence agencies’ Section 702 activities every 60 days. The NSD—with notice to the ODNI—is required to report any incidents of agency noncompliance or misconduct to the FISA court.

Instead of issuing individual court orders, the attorney general and the director of national intelligence (DNI) are required by Section 702 to provide the Foreign Intelligence Surveillance Court (FISC) with annual certifications that specify categories of foreign intelligence information the government is authorized to acquire, pursuant to Section 702.

Carlin filed the government’s proposed 2016 Section 702 certifications on Sept. 26, 2016. Carlin knew the general status of an ongoing compliance review being conducted by NSA Director Mike Rogers as the NSD was part of the review. Carlin failed to disclose Rogers’s ongoing Section 702-compliance review to the court. Carlin also failed to disclose a critical Jan. 7, 2016, report by the NSA inspector general and associated FISA abuse to the FISA court in his 2016 certification.

On Sept. 27, 2016, the day after he filed the annual certifications, Carlin announced his resignation, which would become effective on Oct. 15, 2016.

FISA Abuse

On Oct. 4, 2016, a standard follow-up court hearing was held (Page 19), with Carlin present. Again, he made no disclosure of FISA abuse or other related issues. This lack of disclosure would later be noted by the FISA court in an April 2017 ruling:

“The government’s failure to disclose those IG and OCO reviews at the October 4, 2016 hearing [was ascribed] to an institutional ‘lack of candor.’”

On Oct. 24, 2016, NSA Director Rogers verbally informed the FISA Court of the findings from his investigation and on Oc. 26, 2016, Rogers appeared formally before the FISA Court and presented the full findings of his audit. The results of Rogers’s work appeared to have been a complete surprise to the FISA Court as was noted in their April 2017 ruling:

“On October 24, 2016, the government orally apprised the Court of significant non-compliance with the NSA’s minimization procedures involving queries of data acquired under Section 702 using U.S. person identifiers. The full scope of non-compliant querying practices had not been previously disclosed to the Court. Two days later, on the day the Court otherwise would have had to complete its review of the certifications and procedures, the government made a written submission regarding those compliance problems.”

As the FISA court noted in its April 26, 2017, ruling, the abuses had been occurring since at least November 2015:

“The FBI had disclosed raw FISA information, including but not limited to Section 702-acquired information, … to private contractors.

“Private contractors had access to raw FISA information on FBI storage systems.

“Contractors had access to raw FISA information that went well beyond what was necessary to respond to the FBI’s requests.”

The FISA Court report is particularly focused on the FBI:

“The Court is concerned about the FBI’s apparent disregard of minimization rules and whether the FBI may be engaging in similar disclosures of raw Section 702 information that have not been reported.”

The FISA Court disclosed that illegal NSA database searches were endemic. Private contractors, employed by the FBI, were given full access to the NSA database. Once in the contractors’ possession, the data couldn’t be traced.

None of this information had been disclosed to the FISA court by Carlin. The information appears to have been deliberately withheld.

The NSD, a focal point for problems within the DOJ, became the responsibility of Boente for the next nine months. Notably, Boente remained in his role as U.S. attorney for the EDVA for the entire period he was running the NSD.

Jessie Liu

On June 12, 2017, Trump announced his first wave of U.S. attorney candidates. Among them were John Huber and Jessie Liu. Huber was renominated for his U.S. attorney post in Utah while Liu, who was serving as the deputy general counsel for the Department of the Treasury, was nominated as the U.S. attorney for the District of Columbia, replacing Obama’s intended AG successor, Channing Phillips. Liu had met directly with Trump prior to her nomination for the position of U.S. attorney.

Liu, who was confirmed on Sept. 25, 2017, had an extensive background within the DOJ, having served as the deputy chief of staff for the NSD, as counsel to the deputy attorney general, and as deputy assistant attorney general in the Civil Rights Division.

On March 5, 2019, Trump nominated Liu for the third-highest post at the DOJ—associate attorney general. Liu had been specifically recommended for the post by current Attorney General William Barr, who said of Liu, “With her record of public service, particularly in civil justice and federal law enforcement matters, it is clear that she will be an outstanding addition to our leadership team at the Department.”

Liu’s nomination fell through on March 28 due to her prior role as the vice-president of the National Association of Women Lawyers—a group that supported abortion rights. Barr expressed his displeasure at the withdrawal of Liu’s nomination, stating, “She has been an outstanding United States attorney and would have made an outstanding associate attorney general. I have zero doubt she would have faithfully executed my priorities and advanced my rule-of-law agenda.”

Barr later announced that he was appointing Liu to lead the attorney general’s advisory committee, which provides counsel to the attorney general on policy, procedure, and management matters. Barr said Liu “will be an integral part of our leadership at the Department.”

One of the cases Liu inherited as the U.S. Attorney for D.C. from Channing Phillips was the prosecution of Imran Awan, a former IT employee for House Democrats. Awan had pleaded guilty on July 3, 2018, to a federal charge stemming from a false statement made on a home equity loan.

A grand jury had been sworn in on Nov. 13, 2016, and formal charges were filed on on Aug. 17, 2017—prior to Liu’s Sept. 25, 2017, confirmation as U.S. attorney.

Phillips’s office had brought no charges against Awan related to allegations of hacking House IT systems. In September 2016, the House Office of Inspector General had warned House leadership and the Committee on House Administration that Awan and other family members had made unauthorized logins on the systems of House members.

John Huber

Huber was appointed by AG Sessions on or before Nov. 13, 2017, to lead a prosecution team and is currently working with DOJ Inspector General Michael Horowitz on his various investigations.

“I already have directed senior federal prosecutors to evaluate certain issues previously raised by the Committee. … Specifically, I asked United States Attorney John W. Huber to lead this effort,” Sessions said on March 29, 2018, when responding to congressional requests for the possible appointment of a second special counsel.

Horowitz is currently conducting several investigations, including into FISA abuse and media leaks by the FBI.

On March 7, 2019, Barr had a meeting with Huber, who serves as vice chair of the Attorney General’s Advisory Committee—the same committee that Barr had recently appointed Liu to lead.

On Sept. 2, 2017, Trump nominated John Demers to be the head of the NSD, but his confirmation process was lengthy and Demers was not able to assume his role until Feb. 15, 2018. Demers, who had prior experience with the NSD, clerked for Supreme Court Justice Antonin Scalia.

On Oct, 27, 2017, Boente announced that he would be resigning from his post at the EDVA—and at the NSD—but also noted that he would remain in those positions until Trump nominated and confirmed his replacements. Boente officially gave up his U.S. attorney role on Jan. 28, 2018, when he was finally replaced by Tracy Doherty-McCormick.

Zachary Terwilliger was the individual who ultimately replaced Boente as the U.S. attorney for the EDVA. Prior to his appointment to the EDVA, Terwilliger served as an associate deputy attorney general, and was chief of staff to Deputy Attorney General Rosenstein. Terwilliger previously worked as an assistant U.S. attorney at the EDVA during Boente’s time as U.S. Attorney and also worked on criminal legislation under Sen. Chuck Grassley (R-Iowa) for the Senate Judiciary Committee.

Terwillinger was appointed on May 24, 2018, by AG Sessions as the interim U.S. attorney for the EDVA. On July 13, 2018, Trump nominated Terwilliger to serve officially in that capacity.

Terwilliger’s father, George Terwilliger III, worked with AG Barr and served as the deputy attorney general and the acting attorney general. Notably, George Terwilliger III succeeded Barr as deputy attorney general when Barr was promoted to attorney general in 1992. As George Terwilliger III noted in an earlier op-ed in support of Barr’s nomination by Trump, “Barr and I worked side-by-side—some said joined at the hip—when we served as attorney general and deputy attorney general, respectively, together.”

George Terwilliger III recently wrote an op-ed in the Washington Post that was supportive of AG Barr’s decision that Trump did not engage in obstruction.

Boente Becomes FBI’s General Counsel

On Jan 23, 2018, Boente once again shifted roles, this time becoming the FBI’s general counsel, replacing James Baker, who had been demoted and reassigned. Baker would later leave the FBI in May 2018. Given the importance of Boente to the Trump administration, it is likely that Trump was involved in the decision.

Baker is currently the subject of an ongoing criminal leak investigation. Baker also played a significant role in both the Clinton and Trump investigations. He would also be involved in the FBI’s application for a FISA warrant on former Trump campaign adviser Carter Page.

Carter Page FISA Application

Boente and Rosenstein signed off on the second and third renewals, respectively, of the Page FISA—the last two FISA extensions—while they each occupied the Deputy AG spot. This has often been referenced in relation to their roles.

Boente’s FBI signer was FBI Director Comey. Rosenstein’s was Deputy FBI Director Andrew McCabe. Both signings came at critical points in time. With Boente and Comey, the April 7 signing date was in the weeks prior to Comey’s May 9 firing by Trump and just four days before the Washington Post reported on the existence of the Page FISA. For Rosenstein and McCabe, the June 29 signing took place around the time the IG first discovered the Page/Strzok texts.

Notably, the final signing happened right around the same time that special counsel Mueller interviewed Dan Coats, the director of national intelligence and Admiral Rogers, the head of the National Security Agency.

There remains a number of unanswered questions in relation to their signing of the Page FISA. During a June 28, 2018, sworn testimony before Congress, Rosenstein addressed the issue but also raised additional questions in the process:

“We sit down with a team of attorneys from the Department of Justice. All of whom review that and provide a briefing for us about what’s in it. And I’ve reviewed that one in some detail, and I can tell you the information that’s public about that doesn’t match with my understanding of the one that I signed, but I think it’s appropriate to let the Inspector General complete that investigation. These are serious allegations. I don’t do the investigation—I’m not the affiant. I’m reviewing the finished product.

If the Inspector General finds that I did something wrong then I’ll respect that judgment, but I think it is highly, highly unlikely given the way the process works.”

On Dec. 6, 2018, Chairman of the House Intelligence Committee Devin Nunes discussed the FISA signing issue during a Fox News segment with Sean Hannity:

Hannity: This would be Comey signing off on it, Rod Rosenstein signing off on the last one…

Nunes: Well, they’re the ones that signed off on it—but they’re not necessarily the ones who would have provided and doctored the information. So really, the people that are culpable here are the ones who were in these discussions, that knew about the information that was not provided to the court.

For now, we do not know the answers that lie behind the signing of those FISA renewals.

What does seem apparent is Trump has entrusted Boente with some of the most crucial roles at the most crucial times during the first years of his administration. Also worth asking is a very simple question. Why did Obama go to the trouble of signing a last-minute executive order, the entire purpose of which was to remove Boente from the attorney general succession line?

When former Japanese Prime Minister Shinzo Abe invited officials from Australia, India, and the United States to meet in Manila in November 2017, Chinese leaders saw little reason to worry. This gathering of “the Quad,” as the grouping was known, was merely “a headline-grabbing idea,” scoffed Chinese Foreign Minister Wang Yi. “They are like the sea foam in the Pacific or Indian Ocean: they get some attention but will soon dissipate.” Beijing had some reason for such dismissiveness. The interests of the Quad’s members were, Chinese strategists assessed, too divergent to allow for real coherence. Anyway, the Quad grouping had already been tried more than a decade earlier, with little in the way of real results.

Within a few years of that November 2017 gathering, however, Beijing had started to rethink its initial dismissiveness. By March of this year, when the Quad held its first leader-level summit and issued its first leader-level communique, Chinese officials had begun to view the Quad with growing concern. Since then, Beijing has concluded that the Quad represents one of the most consequential challenges to Chinese ambitions in the years ahead.

As “strategic competition” with China has become a rare point of bipartisan consensus in Washington, Chinese President Xi Jinping has taken to warning that his country faces a “struggle over the future of the international order” with a United States determined to thwart China’s rise. Xi believes that Beijing has an opportunity between now and 2035 to make China the world’s top economic, technological, and potentially even military power. Integral to this push is persuading countries in Asia and around the world that Chinese dominance is inevitable and that, accordingly, they have no option but to start deferring to Chinese demands. That would enable China to begin rewriting the rules of the international order—and entrench its global leadership position—without ever having to fire a shot.

The Quad is uniquely problematic for China’s strategy because its aim of unifying a multilateral coalition of resistance has the potential to stiffen spines across the whole of the Indo-Pacific and possibly beyond. For Xi, the critical question is whether the Quad will evolve to be large, coherent, and comprehensive enough to effectively balance against China, thereby undermining any sense that its dominance, in Asia or globally, is inevitable. So far, Beijing has struggled to mount an effective response to the Quad challenge. Whether Chinese officials settle on a strategy that succeeds in undermining the Quad’s progress will be one of the key factors in determining the course of U.S.-Chinese competition—and the fate of China’s global ambitions more generally— in what has already become a “decade of living dangerously.”

COME TOGETHER

Abe’s first attempt to launch the Quad came in the aftermath of the 2004 tsunami, when Australia, India, Japan, and the United States worked together on a disaster response. Abe saw the Quad as a way to build the four countries’ capacity to work together to meet shared regional security challenges. But the response in other capitals was tentative at best.

In Washington, President George W. Bush worried that such cooperation would unhelpfully alienate China when it needed Beijing in the “war against terrorism”; within a few years, as cables subsequently released by WikiLeaks showed, the administration was privately assuring regional governments that the Quad would never meet. In New Delhi, Prime Minister Manmohan Singh repeatedly ruled out any real security cooperation with the Quad and categorized ties with Beijing as his “imperative necessity.” And in Canberra, the conservative government of John Howard worried about undermining economically beneficial ties with China and also opposed expanding existing trilateral cooperation with the United States and Japan by adding India; in July 2007, Australia formally withdrew and announced the decision in Beijing soon after. When Abe, the driving force behind the Quad, unexpectedly resigned, in September 2007 (before becoming prime minister again in 2012), his successor, Yasuo Fukuda, formally consigned the Quad to the dustbin of history.

When Abe got the band back together a decade later, strategic circumstances had changed dramatically. After years of growing U.S.-Chinese tensions, assertive Chinese behavior in the South China and East China Seas, and repeated clashes between Chinese and Indian forces along their contested land border, the strategic calculus on China had evolved in all the Quad capitals. Still, Beijing thought it had little reason to worry after the Quad reassembled, in November 2017, for a working-level meeting of diplomats on the sidelines of the East Asia Summit in Manila: they failed to issue a joint communique outlining a common strategic purpose, instead releasing uncoordinated individual statements that served mostly to highlight divergences on key concerns. Beijing remained largely indifferent even after the first meeting of the Quad’s foreign ministers, in September 2019 in New York, and even when the ministers finally agreed to work together on what would become the Quad’s mantra: to “advance a free and open Indo-Pacific.”

The Quad is one of the most consequential challenges to Chinese ambitions in the years ahead.

Then, in June 2020, Chinese and Indian forces clashed along their shared border, leaving 20 Indian soldiers dead and causing New Delhi, heretofore the most reluctant member of the Quad, to reassess its strategic priorities and demonstrate new eagerness to balance Chinese power. When the Quad’s foreign ministers met again, in October 2020 in Tokyo, Beijing began to pay attention. U.S. Secretary of State Mike Pompeo stated bluntly that Washington’s goal was to “institutionalize” the Quad, “build out a true security framework,” and even expand the grouping at “the appropriate time” in order to “counter the challenge that the Chinese Communist Party presents to all of us.” (Pompeo had earlier gathered New Zealand, South Korea, and Vietnam for what became known as the “Quad Plus” talks on trade, technology, and supply chain security.)

Following the meeting, India invited Australia to join its annual Malabar naval exercises held with the United States and Japan. This was notable because India had previously refused to allow Australian participation in the exercises for fear of antagonizing Beijing. Now, thanks in large part to the June 2020 border clash, all remaining hesitation in Delhi was gone. From Beijing’s perspective, the geopolitical wei qi board was suddenly looking less advantageous.

FROM DIVIDE TO ATTACK

At first, Chinese strategists seemed to think there was a relatively straightforward solution to the new challenge from the Quad: using a combination of carrots and sticks to drive a wedge between the economic and security interests of the Quad’s members. By stressing each state’s overwhelming dependence on the Chinese market, Beijing hoped to break the Quad apart.

Following the October 2020 Quad ministerial meeting and the subsequent Malabar naval exercises, Yi, the Chinese foreign minister, changed his tone dramatically, slamming the effort to build an “Indo-Pacific NATO” and calling the Quad’s Indo-Pacific strategy “a big underlying security risk” to the region. Beijing also selected a target against which to use a stick. Chinese strategic tradition advises “killing one to warn a hundred.” In this case, the idea was to kill one (Australia) to warn two (India and Japan).

Beijing had previously seemed intent on improving relations with Canberra. But without specific explanation, it suddenly imposed restrictions on imports of Australian coal—and then meat, cotton, wool, barley, wheat, timber, copper, sugar, lobster, and wine. As the smallest of the four Quad economies, Australia would, in Beijing’s judgment, be the most vulnerable to economic pressure (and by dint of size and geography, less threatening to Chinese security interests). At the same time, China worked to repair relations with India and Japan. Following years of efforts to improve ties with Tokyo, Beijing tried to finalize a visit by Xi to meet with Abe’s successor, Yoshihide Suga. And it sought to de-escalate tensions with India by negotiating an agreement to pull back troops from the area where clashes had occurred and working quietly to secure the release of a captured Chinese solider in order to avoid sparking a nationalist firestorm.

But Beijing had underestimated the effect of its own actions on Quad solidarity, and neither of these carrots had the intended effect. In Tokyo, aggravation over Chinese assertiveness in the East China Sea and concerns about human rights and Hong Kong had begun to throw the relationship into a deep chill. In Delhi, wariness of China had become deeply ingrained, no matter that the immediate standoff had been resolved. As Indian Foreign Minister Subrahmanyam Jaishankar explained, the border clashes had produced greater “comfort levels” in Delhi with the need “to engage much more intensively on matters of national security” with Washington and other partners. The arrival of a new administration in Washington, one that would bring a renewed focus on allied, regional, and multilateral engagement and move quickly to resolve Trump-era trade and military-basing disputes with Asian allies, added a further obstacle to Beijing’s plan.

By early this year, Chinese officials had realized that neither ignoring nor splitting the Quad would work. So Beijing moved on to a third option: full-scale political attack.

The March meeting of the Quad’s leaders confirmed growing Chinese concerns about the grouping’s significance. By convening the Quad’s top leaders for the first time (albeit virtually) so early in his administration, U.S. President Joe Biden signaled that the group would be central to his strategy in the Indo-Pacific. And for the first time, the meeting produced a unified communique committing to promote “a free, open, rules-based order, rooted in international law” and to defend “democratic values, and territorial integrity.” The Quad also pledged to jointly manufacture and distribute one billion COVID-19 vaccine doses throughout the region. Indian Prime Minister Narendra Modi spoke to what may be Beijing’s worst fears when he declared, “Today’s summit meeting shows that the Quad has come of age. It will now remain an important pillar of stability in the region.”

Beijing has moved to full-scale political attack.

Since then, there has been an explosion in Chinese condemnations of the Quad as a “small clique” of countries trying to “start a new Cold War.” In May, Xi denounced efforts to use “multilateralism as a pretext to form small cliques or stir up ideological confrontation.” China has begun to portray itself as the champion of “genuine multilateralism” and as the leading defender of the United Nations system. Xi and other Chinese officials have started talking more frequently about “great-power responsibility” and China’s status as the “responsible great power.” Beijing is also doubling down on its efforts to develop alternate trade frameworks by promoting its membership in the Regional Comprehensive Economic Partnership (RCEP), attempting to finalize the EU-Chinese investment agreement, and flirting with the idea of joining the CPTPP (the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, which evolved out of the U.S.-driven Trans-Pacific Partnership negotiations). Beijing’s hope is that it can isolate and marginalize the Quad by diplomatically and commercially outflanking it on the global stage.

Yet such denunciations have so far done little to stall the Quad’s progress. Biden’s June trip to Europe—where Australia and India joined a gathering of the G-7 and U.S. discussions with the EU and NATO included a heavy China component—reinforced fears that the Quad could integrate itself into a broader anti-Chinese alliance. And U.S.-South Korean interactions, including President Moon Jae-in’s May visit to Washington, reinforced fears that the Quad could bring in South Korea and become “the Quint”; although Seoul has usually been reluctant to side explicitly with the United States against China, the two countries’ joint statement agreed that they “acknowledge the importance of open, transparent, and inclusive regional multilateralism including the Quad.”

REASON TO WORRY

China has considerable reason to worry about such developments and what they could mean for its regional and global prospects. On the security front, for example, the Quad changes Beijing’s thinking about various scenarios in the Taiwan Strait and the South China Sea and, to a lesser degree, in the East China Sea, as China’s sense of the likelihood of Australian, Indian, or Japanese military involvement in any conflict involving the United States grows. Especially significant would be the Quad’s coordination with the United States’ Pacific Deterrence Initiative. A distributed network of land-based antiship missiles and other precision-strike capabilities stationed in allied countries in the region could hinder Beijing’s ability to threaten Taiwan with an amphibious invasion, a blockade, or land-based missiles—although political agreement on such deployments in individual Quad countries is far from guaranteed. Another Chinese concern is that the Quad will move toward an intelligence-sharing arrangement with the Five Eyes intelligence partnership, which would allow for sensitive information on Chinese strategy and behavior to be more widely disseminated.

But the worst-case scenario from Beijing’s perspective is that the Quad could serve as the foundation of a broader global anti-Chinese coalition. If the Quad were to draw other Asian countries, the EU, and NATO into efforts to confront or undermine China’s international ambitions, it could over time swing the collective balance of power definitively against China. The Quad could also lay the groundwork for a broader allied economic, customs, and standards union, which could reshape everything from global infrastructure funding to supply chains to technology standards. The Biden White House’s senior Asia official, Kurt Campbell, has already spoken of the need to provide a “positive economic vision” for the Indo-Pacific; Beijing fears that the Quad could become the fulcrum for such an effort.

One bright spot from Beijing’s perspective is the Association of Southeast Asian Nations (ASEAN), which is likely to keep its distance from the Quad, as part of its general neutrality on U.S.-Chinese tensions. Chinese officials also take comfort from continued protectionist sentiment in both Washington and Delhi, which means that neither is likely to join the CPTPP (or even RCEP) any time soon. Indeed, the gravitational pull of the Chinese economy will remain the greatest tool for weakening the Quad and subverting anti-Chinese efforts more broadly: for Beijing, China’s continued economic growth and increasing share of the global economy remain its most important strategic advantages, as they were in the past.

China will also double down on strategic and military cooperation with Russia. Moscow and Beijing have already committed to expand bilateral nuclear energy cooperation, and in a May call with Xi, Russian President Vladimir Putin called Chinese-Russian relations “the best in history.” From China’s perspective, Russia serves as a useful military partner and, with respect to the Quad, offers a way to expand China’s field of strategic options geographically. Russia’s proximity to Japan and its continued occupation of Japan’s Northern Territories, for example, could make Tokyo think twice before joining with the United States in any future military scenarios involving China.

The continued consolidation of the Quad will also drive further increases in Chinese military spending. Even if some Chinese analysts are doubtful about the actual impact of the Quad on the hard business of warfighting, military officials will argue that they must be ready for worst-case scenarios involving the Quad. Chinese officials are wary of repeating the Soviet Union’s mistake of military overextension at the expense of the civilian economy. But if they see the correlation of forces with the United States and its allies shifting against China, Beijing’s military spending will increase accordingly, turbocharging the regional arms race in Asia.

Ultimately, the biggest question may be what all of this means for Xi, especially in the run-up to the 20th Party Congress, in the fall of 2022, where Xi hopes to secure his own long-term political dominance. There is some chance that the Quad’s progress will offer Xi’s detractors additional evidence of his inclination to strategic overreach. More likely, however, is that Xi will ultimately manage to strengthen his own hand by pointing to the Quad as proof that China’s adversaries are circling the Motherland, thereby further consolidating his hold on power.

On Friday, Sept. 17, Mesa Co. Clerk and Recorder Tina Peters presented the Mesa Co. Board of Commissioners with alleged evidence of a significant loss of data found within the Mesa Co. voting systems.

Peters explained in an interview that, “Behind my back and contrary to prior representations, these records were destroyed by the Secretary of State and the vendor. And, preventing any audit of the 2020 election. This appears to be a serious crime. But thanks to my arranging for a forensic image, that the EMS servers, just beforehand, those records are preserved.” According to Peters, this information was lost during a routine election system maintenance operation called a “trusted build” on May 25, 2021.

The evidence Peters gave to the board is an 83-page report of forensic examination and analysis. According to Peters, it was prepared by Doug Gould, the cyber forensic expert retained to advise her in accordance with her duties as the county’s Chief Election Official.

The Colo. Sec. of State Jena Griswold had stripped Clerk Peters of her election supervision authorities. In Aug., the Mesa Co. Board of Commissioners appointed Wayne Williams as the county’s Designated Election Official. Mesa Co. had to replace its voting equipment after Griswold decertified citing security compromises. The county’s new voting systems have since been certified. According to Peters, “The report also shows that these machines cannot meet certification requirements of the State of Colorado, and should not have been certified for use. This is why I had to arrange for these images to be made. It was the only way I could find if the records were in fact destroyed, and whether the machines were designed to accurately tabulate the votes. And it turned out my suspicions were correct.”

The report provided by Peters claims, “Forensic examination found that election records, including data described in the Federal Election Commission’s 2002 Voting Systems Stands (VSS) mandated by Colorado law as certification requirements for Colorado voting systems, have been destroyed on the Mesa County’s voting system, by the system vendor and the Colorado Secretary of State’s office.” The report then continues by naming concerns for possible data destruction in other counties.

The report also claims a total of 28,989 logfiles were deleted. According to the report, these logfiles are required to reconstruct the function of and events taking place on the voting systems, and based upon information provided by legal counsel, must, by law, be preserved.

Mesa Co. Commissioner Cody Davis is saying the Board of Commissioners takes these allegations seriously and is looking into them.

He detailed how, “We’ve reached out to a couple cyber experts, and again we just got this on Friday afternoon and it’s Monday so, this report is very fresh. It also has been filed with the courts by Tina Peters’ attorney Scott Gessler, so it is going to be used in court, to prove or at least allege, that there has been some type of election impropriety.” Davis is also saying, “So far, the preliminary look that our cyber security experts have looked into, don’t put a lot of weight into them, but we still want them thoroughly vetted by the proper parties.”

A new geopolitical deal that will see the US and UK team up with Australia to station nuclear submarines deep down in the Pacific Ocean is a hostile step aimed not only at Beijing, but at Moscow too, a top Russian official claims.

Nikolay Patrushev, the secretary of Russia's Security Council, told the Argumenty i Fakty newspaper on Tuesday that the pact between the three nations, known as AUKUS, will inevitably be yet another military bloc aimed at containing and confronting the two strongest non-Western powers.

According to the interview, Patrushev compared the pact to QUAD, a strategic dialogue format between the US, India, Japan, and Australia, designed to strengthen Washington's position across Asia. According to him, the group is “a military-political bloc with a pronounced pro-American character.”

“Just the other day, another military bloc was formed in the region – the American-British-Australian AUKUS, which pursues the same goals,” the top official went on. According to him, the new deal, which will see London and Washington hand over the technical know-how for Canberra to develop and deploy nuclear-powered submarines, is a threat to “the entire security architecture in Asia.”

In response to pro-life policy victories like the Texas Heartbeat Act and an upcoming Supreme Court case asking the justices to provide a constitutional course correction to America’s arbitrary and unworkable abortion jurisprudence, pro-abortion legislators in Congress are advancing a deceptively named piece of legislation called the Women’s Health Protection Act.

The radical, far-reaching proposal would entrench unfettered access to abortion in federal law.

House Speaker Nancy Pelosi and her congressional allies—as well as the media —have characterized the Women’s Health Protection Act as simply “codifying Roe v. Wade.”

That’s an egregious mischaracterization that understates just how radical the proposal actually is. The Act goes far beyond the already permissive regime permitted under America’s existing abortion jurisprudence.

If enacted, the Women’s Health Protection Act would endanger essentially all state-level abortion restrictions, existing state and federal conscience protection laws, and various provisions limiting taxpayer funding for abortions. Congress should reject this radical proposal.

More Radical Than Roe

The Women’s Health Protection Act would expressly prohibit existing laws that regulate abortion and the abortion industry. The bill bans informed consent requirements, reflection periods, and provisions that give women the opportunity to view an image of their unborn child or listen to the child’s heartbeat.

Democrat State Rep. Aaron Lieberman Resigns To Run For Arizona Governor

Lieberman is seeking the Democratic nomination in the general election that will determine GOP Gov. Doug Ducey’s successor in 2022, the Arizona Mirror reported.

“I am all in on this race for Governor, and for that reason, I have decided that it is both logistically practical and ethically imperative to resign my seat in the state legislature,” Lieberman said.

“During my time in the state legislature, I worked across the aisle to get good things done, but I had a front-row seat to watch bad things happen to our state, from banning mask mandates in our schools to slashing nearly $3 billion in state revenues,” Lieberman stated.

Last week, Democratic Arizona state Sen. Kirsten Engel resigned from the Legislature to focus on her campaign for the U.S. House of Representatives.

Arizona’s 2nd Congressional District race could arguably be one of the most important races in the 2022 midterm elections.

The race will be pivotal to the Democratic Party’s efforts to retain the U.S. House majority and could even spill over into the U.S. Senate races.

“I know how much work it will take to win this district, and I’m ready to take on that challenge whole-heartedly,” Engel said in a statement.

Incumbent Democrat Ann Kirkpatrick is retiring, but the seat has become increasingly competitive over the years.

Democrats are preparing to lose control of the U.S. House in the 2022 midterm elections.

Fox News congressional correspondent Aishah Hasnie reported that Democrats are very worried that the fallout from the Biden administration’s handling of Afghanistan will cost them control of the lower chamber.

Republicans are now “the early favorites” to retake control of the U.S. House in the midterms.

Cook Political Report Senior Editor David Wasserman told NBC News that Republicans are poised to retake the lower chamber for a variety of reasons.

“Based on all factors, you’d have to consider Republicans the early favorites for the House majority in 2022,” Wasserman said.

“But as we found out in 2020, surprises can happen, and it’s not a done deal,” he added. “Democrats’ best hope is that Biden’s approval rating stays above 50% and that Republicans have a tougher time turning out their voters without Trump on the ballot.”

Last month, a top House Democrat warned that the Republican Party is in a prime position to take back House in next year’s midterm elections.

Democratic Congressional Campaign Committee Chairman Sean Patrick, who serves as a congressman from New York, says Democrats would lose their House majority if the midterms were held today.

Democrats are facing serious headwinds going into next year.

Three-quarters of senior Capitol Hill aides think Republicans are going to win back control of the House of Representatives in the 2021 midterm elections.

Punchbowl News surveyed several senior Capitol Hill aides and reported that a whopping 73 percent think Republicans will take the speaker’s gavel from Democrat Rep. Nancy Pelosi next November.

Republicans need a net gain of 5 seats to regain the House majority in the midterms next November.

Seventy-five percent of Hill staffers believe Democrats will retain the Senate majority.

This is up five percent from the last survey. Democrats currently have a 50-50 split with Republicans in Congress’s upper chamber.

Fifty-eight percent of Hill staffers also believe that enhanced unemployment benefits are hurting the labor market, while only 24 percent think it is helping Americans obtain employment.

House Republicans also have history on their side as they aim to regain the chamber.

The party that controls the White House, which is currently the Democrats, on average loses roughly 25 House seats in the midterm elections.

And the once-in-a-decade redistricting process – pegged to the 2020 census – is expected to generally favor Republicans over Democrats.

The Space Force Unveils its New, Sci-Fi Worthy Uniform

The Space Force finally has its own service dress uniform – one worthy of the Starship Enterprise.

The U.S. military's newest service unveiled its prototype dress uniform at the Air Force Association's Air Space & Cyber conference in National Harbor, Maryland, on Tuesday – prompting commenters to share images and jokes online.

The uniform is a marked departure from the dress blues of the Air Force, from which the Space Force was spun off in 2019. It has a dark navy coat that buttons on the right-hand side, unlike the Air Force coat that buttons in the middle, and gray pants.

Raymond said the coat's six buttons which bear the Space Force emblem are meant to represent its status as the military's sixth service.

But the cut of the coat reminded some online commenters of the burgundy uniform worn by Capt. James T. Kirk of "Star Trek" fame in "The Wrath of Khan," or the dark blue uniforms worn by the crew on the sci-fi show "Battlestar Galactica."

Lt. Col. Alison Gonzalez, the Space Force deputy chief of strategy who modeled the new uniform at the conference, said it was designed with women in mind.

Chairman of the Joint Chiefs of Staff Gen. Mark Milley met with his NATO counterparts in Greece over the weekend to discuss cooperation on surveillance and potential airstrikes in Afghanistan, what the Pentagon calls “over the horizon capabilities.”

“We are going to talk about over the horizon capabilities and where allies think appropriate that they can make a contribution, we’re certainly open to that,” Milley told reporters ahead of the meeting. “There are opportunities where alliance members may choose to work closely with us on these over the horizon capabilities.”

After President Biden ordered the Afghanistan withdrawal at the end of April, Pentagon leaders were scrambling to try and maintain the ability to bomb Afghanistan by seeking basing agreements with neighboring Central Asian countries, such as Pakistan, Tajikistan, and Uzbekistan. But the US failed to negotiate any agreements and now has to settle for flying surveillance and launching potential airstrikes in Afghanistan out of bases in the Gulf region or from aircraft carriers in the Arabian Sea.

Milley and other NATO military leaders say their goal in maintaining these “over the horizon capabilities” is to prevent terrorist groups from gaining a foothold. But the only group that appears to be active is ISIS-K, a sworn enemy of the Taliban. The Taliban has a clear interest in preventing further Western intervention in the country and has said they don’t need help from other countries to fight terrorist groups.

In June, the US started launching airstrikes in Afghanistan from outside the country. The last known US airstrike in Afghanistan was conducted on August 29th. The Pentagon initially claimed it killed an ISIS-K member, but due to media scrutiny, it had to admit it killed no ISIS fighters. Instead, 10 civilians, including seven children, were killed by the US drone strike.

The August 29th strike was just the latest civilian massacre in Afghanistan by the US. Earlier in August, US airstrikes that targeted Lashkar Gah destroyed a school and a health clinic, killing at least 20 civilians. If the US continues to bomb Afghanistan after the pullout, it’s almost a certainty that more civilians will be killed.

Record backlog of cargo ships at California ports

A large backlog of cargo ships is stuck outside two of America's biggest ports, in the latest sign of the supply chain disruption hitting the US.

On Monday some 65 container ships were queuing outside the ports of Los Angeles and Long Beach, California, which handle almost half of all cargo containers entering the country. Before Covid, it was unusual for more than one to wait for a berth. It's linked to surging demand for imports as the US economy has reopened. US retailers and manufacturers have rushed to place orders and restock their inventories, but the global shipping system has not kept pace. Coupled with Covid disruptions, it's caused shortages of everything from children's toys and timber, to new clothes and pet food. It has also pushed up consumer prices.

Together, LA and Long Beach are the main seaborne gateway to the US, particularly for imports from China. Some cargo ships have been diverted because of the backlog, but nearby ports like Oakland do not have the capacity to deal with the volume of trade. Head of the Port of LA, Gene Seroka, last week warned of a "significant volume" of trade "headed our way throughout this year and into 2022". "We continue to monitor a host of variables, disruptions continue at every note in the supply chain," he added.

Cargo volume at the Port of LA is up 30% this year to date, compared to the whole of 2020. And on Saturday a record 73 ships were stuck outside the port - almost twice as many as last month.

BIOWARFARE BATTLEFIELD: CDC, DoD running black ops missions to RELEASE pathogens across America, specifically targeting health freedom advocates

We now have yet more evidence pointing to the ongoing CDC / DoD black ops “pathogen release” warfare activities that were responsible for not only the deliberate spread of measles at Disney Land (to push SB 277 in California) but now are targeting health freedom speakers, advocates and their family members in order to suppress the truth and terrorize those who speak it.

Today’s Situation Update podcast (below) brings you the shocking true story of a man arrested in 2018 who told police he was running a “secret mission involving a virus.” The man carried a DoD weapons permit and owns a company (which I shall not name here) whose name is a thinly-veiled word that means protein engineering. That company had posted customer lists and credentials involving the CDC, FDA, DoD and DHS, among others. Disney was also listed as one of the clients, via a separate Wikileaks document (mentioned below).

The person in question, who I shall not name here because I don’t want to flag automated text search spiders, claims to have worked on the Barack Obama presidential campaign and later served as an FDA consultant on PCR technology, which became the basis for the covid pandemic fraud. In addition, this person was named in a Wikileaks document release as a known government intelligence operative with deep ties to a long list of secret projects that I also shall not name here, because they would set off numerous, dangerous red flags. But if you recall the name of the mystical seeing stones in Lord of the Rings, then you know the name of one of the deep state projects I’m referring to. (Pippin tried to hold it, but it burned him…)

The arrest of this person was covered by the Boston Globe, Vice, Heavy.com and other publishers, but none of them were able to connect it to the much larger story taking place now. The man was arrested with multiple rifles, six laptops, comms gear, tactical vests, a grenade launcher, and a DoD weapons badge, all in a hotel room where he somehow had video surveillance of the room in question. (The story gets very bizarre.)

The trail of that arrest goes cold in 2019, by the way. Since then, not a peep.

Homebuilders join chorus of supply chain warnings

America’s largest homebuilders are warning that supply chain disruptions caused by COVID-19 are not going away anytime soon.

Both D.R. Horton Inc. and Lennar Corp., the two biggest U.S. homebuilders by market capitalization, said the materials shortages and higher prices that occurred in the wake of the pandemic are preventing them from meeting prior delivery guidance. "The supply chain for both land and construction is significantly stressed and that will continue into the fourth quarter and beyond," said Lennar Executive Chairman Stuart Miller on the company’s third-quarter conference call on Tuesday. Homebuilders have since the reopening of the economy grappled with supply chain disruptions that resulted in materials shortages and skyrocketing costs amid a period of strong demand for building projects.

Categories most impacted at the national level include engineered wood, windows, glass doors, paint and vinyl siding, according to Lennar co-CEO Jon Jaffe. He added that regional problems include brick and lumber capacity in Texas, concrete block in Central Florida, insulation in north and southwest Florida, and severe labor constraints in Phoenix and Minnesota.

Lennar delivered 15,199 homes in the quarter ended Aug. 31, about 600 below the low end of its guidance. The company also lowered its fourth-quarter delivery guidance to about 18,000 homes. The warning from Lennar comes a day after rival D.R. Horton lowered its outlook for homes closed and revenue in the current quarter due to "shortages and delivery delays in certain building materials along with tightness in the labor market."

The Arlington, Texas-based homebuilder on Monday updated its guidance and said it expects to close on between 21,300 homes and 21,700 homes in the fourth quarter, down from its previous range of 23,000 homes to 24,500 homes. Fewer homes closed caused the company to also reduce its revenue forecast to a range of $7.7 billion to $7.9 billion compared to the prior range of $7.9 billion to $8.4 billion.

While homebuilders remain concerned that supply chain issues could persist, they are beginning to see some relief. Lumber prices, which had surged by as much as 500% earlier this year, are starting to ease. The decline is a welcome sign to Lennar, and other builders, who saw costs jump by $5.40 per square foot in the third quarter. About 95% of the increase was due to lumber.

The drop in the price of lumber and other materials is already showing up in builder sentiment surveys. The National Association of Home Builders (NAHB) said in a report released Monday that sentiment ticked up one point in September as materials prices eased.
