Yellen wants debt limit hike via regular order; Dems leave it out of reconciliation, setting up fall showdown

Senate Dems leave out debt limit increase in budget resolution.

Treasury Secretary Janet Yellen on Monday urged Congress to pass a debt ceiling increase through regular order with bipartisan votes, as Senate Democrats left any such language out of their Senate budget resolution released just a few minutes later. Senate Minority Leader Mitch McConnell, R-Ky., meanwhile is swearing that Republicans will under no circumstances provide the votes to raise the debt ceiling, setting up a potential high-stakes showdown this fall. "In recent years Congress has addressed the debt limit through regular order, with broad bipartisan support. In fact, during the last administration, Democrats and Republicans came together to do their duty three times," Yellen wrote Monday. "Congress should do so again now by increasing or suspending the debt limit on a bipartisan basis."

McConnell has been urging his fellow Republicans to say no to any debt ceiling legislation. Instead, he says Democrats should use the budget reconciliation process to bypass the filibuster and pass a debt limit increase with just their 50 Senate votes. Democrats are the ones currently driving trillions and trillions of dollars in federal spending, McConnell said, so Republicans should not "give them political cover for the partisan debt bomb they'll go right on to detonate with zero input from us."

But Yellen said in her Monday statement that McConnell's characterization is inaccurate.

"[I]ncreasing or suspending the debt limit does not increase government spending, nor does it authorize spending for future budget proposals," she said. "[I]t simply allows Treasury to pay for previously enacted expenditures. Failure to meet those obligations would cause irreparable harm to the U.S. economy and the livelihoods of all Americans."

Yellen's statement was the first time the Biden administration weighed in on how Congress should increase the debt ceiling. White House press secretary Jen Psaki recently declined to give the president's opinion on what the legislature should do. She emphasized that Congress must increase the debt limit somehow to avoid a default that would be catastrophic for the economy but left the details up to congressional leaders. It it still technically possible for Democrats to raise the debt ceiling under budget reconciliation even though it's not included in their current legislative vehicle. It could be added later or even passed separately – a parliamentarian ruling from earlier this year would allow Democrats to revisit and edit past reconciliation vehicles, Senate Majority Leader Chuck Schumer, D-N.Y., said this spring.

A 2019 suspension of the debt limit expired on July 31, triggering Yellen and the Treasury Department to take "extraordinary" measures to stretch out the government's finances. But the Congressional Budget Office estimated late last month that the government will run out of money by October or November.

The U.S. has never defaulted on its debt before, but came close in 2011, when House Republicans refused to pass a debt ceiling increase, prompting rating agency Standard and Poor's to downgrade the U.S. debt rating one notch.

A thiamine-B1 deficiency can result in elevated troponin levels (troponins are proteins in heart muscle that regular muscle contraction) and a decline in ejection fraction.

Yet beriberi, the disease that emanates from a deficiency of vitamin B1, also can elevate VEGF levels, misleading doctors to think they are staring at a cardiovascular disease emanating from a virus.

These symptoms arise 3-25 days following initial vaccination. Another reports states: “The most striking initial test finding are highly elevated D-dimer levels.”

The provision of 200 milligrams of intravenous vitamin B1 (thiamine) in the ICU daily has achieved a 75% reduction in absolute risk for mortality among hospitalized patients. B1 therapy reduced risk for thrombosis (blood clots) by 81%!

Judge Deals Blow To Florida Law Banning Vaccine Passports

A judge ruled Sunday that Norwegian Cruise Line can lawfully ask customers to provide proof of vaccination before boarding one of its ships, dealing a blow to Florida Gov. Ron DeSantis’ law banning “vaccine passports” in the state.

U.S. District Judge Kathleen Williams in the Southern District of Florida issued the ruling, writing that DeSantis’ law was unconstitutional under the First Amendment and jeopardized public health. She added that Florida Surgeon General Scott Rivkees also did not have the power to enforce it.

The ruling allows Norwegian Cruise Line to require proof of vaccination on Aug. 15, when it is set to resume Florida-based passenger cruises.

Turkey's sociopolitical distance from the West has been growing steadily. New research, by the Turkish pollsters Areda Survey, has shown that:

54.6% of Turks view the U.S. as the biggest security threat to their country while 51% think the biggest threat is Israel; 31.1% think it is the United Arab Emirates; and 30.7% think it is Saudi Arabia.

35.5% of Turks consider the U.S. unreliable; 32.8% think it is a colonialist state.

72.2% object to any kind of cooperation with the U.S.

When asked with which one of the two countries Turkey should develop its relations, 78.9% said Russia against 21.1% who defended cooperation with the U.S.

58.2% of Turks think that Russia is their strategic ally.

69.3% think that the acquisition of the Russian S-400 system was the right decision.

Turkey's self-alienation from the West and Western institutions is not unrequited. New research in Europe shows how Europeans, once enthusiastic about Turkish membership in the EU, now feel Turkey does not belong with their political culture.

In April, the European Council on Foreign Relations surveyed more than 17,000 people in 12 European countries. The survey found that:

"Turkey is the only country that more Europeans see as an adversary than a necessary partner. Given that Turkey is a NATO member – unlike China, Russia, India, and Japan, all of which Europeans consider less threatening – this finding is quite worrying. Only 25% of Europeans see Turkey as a necessary partner, and only 4% see it as an ally with shared values and interests. In Germany, 41% of respondents consider Turkey an adversary.

"Our survey shows that Europeans generally want a cooperative rather than a confrontational foreign policy. The idea of 'strategic partnerships' is deeply embedded in the DNA of Europeans. At the same time, Europeans understand there are aspects of their relations with Russia, China, and Turkey that make these countries rivals or even adversaries."

Turkey is not better perceived across the Atlantic. President Joe Biden's use of the word "genocide" on April 24 perhaps was not a game-changer in deeply problematic U.S.-Turkish relations, but it enhances Turkey's political isolation, weakens its arguments on whether a genocide did or did not occur from 1915-24, and further destabilizes whatever is left of Ankara's soft power. "The American people honor all those Armenians who perished in the genocide that began 106 years ago today," President Biden said on Armenian Remembrance Day. With that statement, Biden became the first U.S. president to recognize the Armenian genocide.

More recently, Ambassador John Bolton, the former national security adviser to President Donald Trump, said he has joined the advisory council of the Turkish Democracy Project, a newly launched institution, "to shine a light on the darkening situation" in Turkey.

The Turkish Democracy Project is "a nonprofit, non-partisan, international policy organization formed in response to Turkey's recent turn away from democracy and toward authoritarianism," its website says.

"It's time to sound the alarm on Turkey," Bolton wrote in his Twitter announcement. He went on to describe Ankara as a one-time reliable NATO ally that has grown uncomfortably close to Russia.

On July 1, the U.S. added Turkey to a list of countries that are implicated in the use of child soldiers over the past year, thereby for the first time placing a NATO ally on such a list. It is a move that is likely further to complicate the already fraught ties between Ankara and Washington. The U.S. State Department determined in its 2021 Trafficking in Persons Report that Turkey was providing "tangible support" to the Sultan Murad division in Syria, a faction of Syrian opposition that Ankara has long supported and a group that Washington has said recruited and used child soldiers.

The feeling of drifting apart between the Turks and Westerners is mutual and growing. It is an inevitable result of Turkey's top-to-bottom Islamization over the past two decades. The West now has a small Russia to deal with.

Fed’s Bostic Urges Faster Bond Taper as U.S. Economy Strengthens

Federal Reserve Bank of Atlanta President Raphael Bostic said the central bank should move to taper its asset purchases with another strong month or two of employment gains, and proceed with that scaling-back process faster than in past episodes.

“We are well on the road to substantial progress toward our goal,” Bostic told reporters after a webinar speech on Monday, calling the addition of 943,000 jobs last month “definitely quite encouraging in that regard. My sense is if we are able to continue this for the next month or two I think we would have made the ‘substantial progress’ toward the goal and should be thinking about what our new policy position should be.”

Fed officials began debating when and how they should taper asset purchases at their July meeting. The Fed is currently buying $120 billion of assets per month $80 billion of Treasury securities and $40 billion of mortgage backed debt and has pledged to keep up that pace “until substantial further progress” has been made toward its goals of maximum employment and 2% inflation.

“Right now I’m thinking in the October-to-December range, but if the number comes back big” as with the last report “or maybe even a little bigger, I’d be open to moving it forward,” Bostic said. “If the number really explodes, I think we would have to consider that.”

The jobs gain last month was the biggest increase in nearly a year, and the unemployment rate dropped to a pandemic-era low of 5.4%. At the same time, payrolls remain 5.7 million short of pre-pandemic levels, and a pickup in Covid-19 cases stemming from the delta variant poses a risk to the pace of job growth. Bostic said he favors “a balanced approach” -- tapering both mortgage-backed securities and Treasuries proportionally at the same rate.

“I am in favor of going relatively fast,” Bostic said. “The economy is in a much different place today” and “I am pretty confident these markets are going to continue to function even with a more rapid withdrawal, and I would be willing to lean into that to try to get us to complete the taper in a shorter period than what we have done in previous rounds.”

Bostic didn’t specify a time frame, though a colleague, St. Louis Fed President James Bullard, has suggested the taper could be started in the fall and end by March.

Blackrock’s research arm sees `real and broadening’ restart of global economy

A “real and broadening” restart of the global economy is underway — with the U.S. “passing the baton” to Europe and other developed markets, even as COVID-19’s delta variant presents a challenge for emerging countries, according to the research arm of BlackRock Inc., the world’s largest money manager. BlackRock BLK, +0.81%, which had around $9.5 trillion in assets under management in the second quarter, is widely followed because of its dominant role in financial markets. The views were released in weekly commentary Monday by the BlackRock Investment Institute.

The firm’s commentary comes as a report showing undefined for June helped to lift Treasury yields and send the 10-year rate TMUBMUSD10Y, 1.317% above 1.30%. Until recently, U.S. and global bond rates have generally been on a steady, downward trend — accompanied by flattening yield curves that suggested investors expect global economic growth to slow, inflation to moderate over the longer term, or both. “The restart of economic activity is real and broadening,” Jean Bolvin, Elga Bartsch, Wei Li, and Nicholas Fawcett wrote in the note. They said the restart of global activity is causing a spurt in growth, which will eventually settle into “an expansion around trend growth” and be followed by “an unusually wide range of potential outcomes,” they said.

For now, the global-restart scenario “supports our pro-risk stance and our underweight in government bonds as we believe their low yields don’t reflect the restart’s momentum,” the authors wrote. They also said they’ve been tactically overweight in European equities, while recently downgrading emerging-market equities and debt to neutral.

The authors couldn’t immediately be reached for comment.

"He Takes Care Of The Little Girls" - Leon Black's Ex-Mistress Shares Explosive New Details About "Best Friend" Jeffrey Epstein

A couple of weeks ago, we reported on the latest court filing made by Russian model Guzel Ganieva in her lawsuit against Leon Black. In the filing, she accused him of paying her millions of dollars in money and gifts in exchange for keeping the affair quiet.

But an amended filing released Monday includes even more explosive claims about Black's relationship with Jeffrey Epstein. Black has already been forced out of Apollo, the private equity giant he co-founded, months earlier than he had originally planned, despite an internal probe finding that his friendship with Epstein didn't extend beyond his decision to pay him more than $150MM for tax advice. While many have speculated that Black's explanation was a ruse (and a thin one at that), Ganieva makes several explosive new claims, hinting for the first time that Black knew exactly what Epstein was up to, while not directly accusing him.

In the amended filing, Ganieva alleges that Black "made multiple comments to Ganieva about Epstein's sexual proclivities." Black allegedly told Ganieva that Epstein flew "very young girls" aboard his private plane...and while the lawsuit doesn't explicitly accuse Black of knowing that the girls Epstein trafficked were underage...it does claim that Black told Ganieva that Epstein made his money because he "takes care of the little girls" and was "doing a great job with it." She also claimed that she herself was trafficked to Epstein, saying that Black flew her to Florida in 2008 "without her consent, to satisfy the sex needs of Epstein, Black's "best friend."

Black's legal team maintains that Ganieva's account is a "work of fiction," according to a report in Vanity Fair.

Black’s attorney, Dayna Perry, said in regard to the new claims that "Ms. Ganieva had six years to prepare her initial complaint in this case … She now claims to recall in August supposedly crucial events and connections that somehow had slipped her mind at the time of her June filing. But just like her June complaint, Ms. Ganieva’s story today is demonstrably and transparently false and betrays her willingness to say anything and fabricate a story in the hope something will stick."

But Ganieva's lawyers are reportedly subpoenaing flight records to see if they can prove she traveled with Black to Florida in October 2008. Evidence of this flight could be bad for Black, though we imagine his legal team will dismiss the records as irrelevant.

After asking her to meet him for lunch, Black allegedly drove Ganieva to Teterboro Airport in New Jersey, where they boarded a private plane. Ganieva states that once they were on the jet, Black told her they were flying to Palm Beach to meet his "friend", Jeffrey Epstein. Black instructed her not to tell anybody about the trip, even allegedly threatening to frame her for drug possession if she ever did. "Black specifically used heroin as an example of an illicit drug that would be problematic for her if he planted it on her," the lawsuit states.

When they arrived at Epstein's mansion, a federal marshal was stationed outside in accordance with the terms of Epstein's sweetheart deal with prosecutors back in 2008. Epstein was famously granted work-release privileges allowing him to leave the jail for 12 hours every day during the entire year-long term of his incarceration.

Senate Confirms Del Toro as Secretary of the Navy

The U.S. Senate on Saturday confirmed Carlos Del Toro as the next secretary of the Navy, ending months without a confirmed nominee in the service's top leadership post.

Del Toro, who will replace Acting Navy Secretary Thomas Harker, was confirmed by voice vote. Harker has been leading the Navy for just over 200 days since Jan. 20, the first day of the Biden administration.

The Trump administration had an acting secretary for 195 days after its 2017 inauguration. President Barack Obama waited 67 days; President George W. Bush, 124 days.

Del Toro is a former Navy officer and ship commander who was a CEO of an engineering and consulting firm until his confirmation.

During his confirmation hearing, Del Toro emphasized the significance China will play in future Navy strategy, as well as budgetary and shipbuilding challenges.

"If confirmed, I'm going to be exclusively focused on the China threat and exclusively focused on moving our maritime strategy forward in order to protect Taiwan and all of our national security interests in the Indo-Pacific theater," Del Toro told Congress on July 13.

"We can no longer take U.S. naval superiority for granted," he warned in his opening remarks.

He added that the "Navy/Marine Corps team will need additional resources to be able to fully meet the combat effectiveness we will need."

The remarks came amid some congressional criticism that the proposed Navy's 2022 budget proposal funds research and development of projects such as a hypersonic missile over shipbuilding efforts.

Del Toro's confirmation also comes at a tumultuous time for the Navy's leadership. Former President Donald Trump's first secretary of the Navy, Richard V. Spencer, was fired in November 2019 over his handling of the case of former Navy SEAL Eddie Gallagher.

Gallagher was accused by service members of war crimes during a tumultuous deployment to Iraq in 2017. He ultimately was acquitted at court-martial on most charges but found guilty of posing for a photo with a prisoner's corpse. Gallagher was demoted, but Trump restored his rank and he was allowed to retire honorably.

Spencer described Trump's involvement in the case as "a shocking and unprecedented intervention" in a Washington Post editorial he wrote after his ouster.
