Sudan approved for debt relief, $2.5 billion funding by IMF

Sudan received approval from the International Monetary Fund on Tuesday for relief on more than $56 billion in debt and new IMF funding of $2.5 billion over three years.

The IMF has accepted the East African country into the Highly Indebted Poor Countries (HIPC) initiative based on the country's commitment to macroeconomic reforms, it said, meaning Sudan can finally access debt forgiveness and new funds. Sudan is the penultimate candidate for the IMF-World Bank programme and by far the largest debt holder. Now at the programme's "decision point," Sudan will see its external debt drop to about $30 billion relatively soon. It will then fall to $6 billion when Sudan achieves irrevocable debt relief after an estimated three years, at the "completion point," IMF mission head Carol Baker said.

Analysts said the HIPC decision came unusually quickly, a product of international goodwill toward Sudan's civilian leaders sharing power with the military during a fragile political transition and acknowledgement of rapid, painful economic reforms. "It's not over yet but this is a really significant milestone on the country's path to a more prosperous future," said Ian Clark, partner at legal firm White & Case, which is advising the government on debt restructuring through the HIPC with financial adviser Lazard.

Deepened by decades of isolation and sanctions, Sudan's economic crisis includes inflation approaching 400%, shortages of basic goods and services and a spike in food insecurity. Recent economic reforms include the removal of fuel subsidies and a sharp exchange rate devaluation under an IMF-monitored programme required to enter HIPC.

Another condition for accessing HIPC was removal from the U.S. list of state sponsors of terrorism, achieved last year after Sudan agreed to provide compensation to victims of attacks and normalize relations with Israel.

Newsom Changes Timing of His Own Recall Election in Attempt to Suppress Votes Against Him

California Governor Gavin Newsom (D) changed the timing of his own recall election in an attempt to suppress votes against him.

Earlier this year recall organizers gathered over the needed 1.5 million signatures to force a recall election this year.

But the Democrats in the California swamp are up to their old tricks.

The Democrat-led California legislature voted on party line on Monday to move the recall election up which would benefit Newsom — and Newsom quickly signed the measure.

Republicans argued that Newsom is changing the rules to take advantage of his higher approval rating coming out of the Covid lockdown.

The Sacramento Bee reported:

California lawmakers on Monday passed a bill that will change portions of the state elections code in an effort to benefit Gov. Gavin Newsom in the all-but-certain recall election to be held later this year.

Newsom quickly signed the measure, SB 152, which lets state officials bypass one of the steps of certifying the recall election.

Under the previous law, the Department of Finance was to issue a cost estimate, after which the Joint Legislative Budget Committee had 30 days to review and comment on the costs. Both the review by finance and the review by lawmakers were steps put into place less than four years ago by Democratic lawmakers.

The changes could speed up the timeline for a Newsom recall. Once the Secretary of State’s office certifies the recall, Lt. Gov. Eleni Kounalakis is required to schedule the election in no less than 60 days and no more than 80 days. Some Democrats have suggested an earlier recall date will benefit the governor, who is currently riding a wave of approval as California reopens and the state coffers are overflowing with an $80 billion surplus.

California Republican state lawmaker Kevin Kiley blasted Newsom for changing the rules of his own recall election.

This is the second time in California’s history that a campaign has successfully triggered a recall election to oust a governor — out of 55 attempts!

Former California Governor Gray Davis (D) was recalled in 2003 over the state’s energy crisis, rolling blackouts and skyrocketing car registration fees.

January 6 Cases Being Treated More Harshly by DOJ

Observers have recently commented that the January 6 criminal cases are being treated differently from other cases, often, referring to criminal cases arising from Black Lives Matter (BLM) protests and/or Antifa riots.

The difficulty in making that comparison is that those cases are often not similar to the January 6 cases in ways that the law considers relevant to the question of equal treatment. For example, the BLM and Antifa cases are often being pursued in state courts by state prosecutors, which operate very differently from federal prosecutors and federal courts. Or the types of charges or the specific conduct of the defendants is different from the January 6 defendants. Those differences make the claim of disparate treatment relatively easy to brush off....

Supreme Court Leaves Eviction Moratorium Intact As Roberts And Kavanaugh Join Liberals

While it has long been known that Supreme Court Chief Justice John Roberts is a CINO (conservative in name only), it may come as a surprise that one of Trump's own SCOTUS appointees, Brett Kavanaugh, sided with the three supreme court justices in a divided decision refusing to lift the moratorium on evictions implemented by the CDC during the covid pandemic and which is due to expire in any case at the end of July.

The 5-4 vote had little practical value, and rejected calls by landlords and real-estate trade associations from Alabama and Georgia to block the moratorium while their challenge goes forward. They contend the U.S. Centers for Disease Control and Prevention exceeded its authority by imposing the ban.

Chief Justice John Roberts and Justice Brett Kavanaugh joined the court’s three liberals in the majority. Kavanaugh cast the pivotal vote, saying he was letting the ban stay in effect even though he thought the CDC had exceeded its power.

“Because the CDC plans to end the moratorium in only a few weeks, on July 31, and because those few weeks will allow for additional and more orderly distribution of the congressionally appropriated rental assistance funds, I vote at this time to deny the application,” Kavanaugh wrote.

One wonder how he would have voted if the moratorium was set to end at the end of the year, or next summer? We'll find out after the next split vote from SCOTUS. In any case, Kavanaugh said he would require congressional authorization to extend the ban beyond July 31, something the CDC has said it doesn’t intend to do but then again the CDC also appears unaware of the full-court press from the mainstream media to elevate the panic level over the Delta variant to code red in advance of another round of global lockdowns.

The other eight justices gave no explanation. Justices Clarence Thomas, Samuel Alito, Neil Gorsuch and Amy Coney Barrett said they would have blocked the moratorium. The liberals, of course, were all for letting squatters live rent free in perpetuity.

The decision came after a federal trial judge ruled that the moratorium exceeded the CDC’s authority but then put a stay on the ruling while the government appealed. The challengers then asked the Supreme Court to lift the stay.

The ban applies to tenants who, if evicted, would have “no other available housing options." The CDC and President Joe Biden’s administration say the moratorium is geared toward protecting tenants who would be forced to live in close quarters elsewhere or become homeless and dependent on shelters.

Today in "liberals making wonderful capital allocation decisions with your tax dollar news"...

It turns out "solving" the homelessness problem that has (along with sky high taxes) been plaguing San Francisco, driving residents out of the city (and state), is a costly endeavor. In fact, a homeless encampment run by San Francisco costs the city $60,000 per year, per tent, the NY Post reported this week. The city has six “safe sleeping villages,” which offer up tents and three meals a day to homeless people. They also provide security and washrooms.

Mayor London Breed reaffirmed her commitment to find care for the homeless (and burn through tons of taxpayer cash), stating last week: “For those exhibiting harmful behavior, whether to themselves or to others, or those refusing assistance, we will use every tool we have to get them into treatment and services, to get them indoors. We won’t accept people just staying on the streets, when we have a place for them to go.” The news comes as San Francisco mulls renewing the program, which could cost about $57,000 per tent. There are currently about 260 tents, the report notes.

The city is paying "about twice the median cost of a one-bedroom apartment for each tent", the report says. And the encampment is being funded by a 2018 business tax known as Proposition C. The city is expecting to spend more than $1 billion over the next two years on homelessness. Mayor Breed calls it a “historic investment," according to the SF Chronicle.

Supervisor Hillary Ronen said at a budget meeting: “It is a big deal to have showers and bathrooms, and I don’t dispute that. But the cost just doesn’t make any sense.”

Supervisor Matt Haney, chair of the board’s Budget and Finance committee, argued for the idea: “In the past, the city would spend a lot of money without a plan. Now we actually have a plan. Prop. C is the plan. Now we have to make it work and make it real, we have to track outcomes and follow the data and be transparent about successes and challenges.”

MARION, S.C. — A former South Carolina state lawmaker and failed congressional candidate has been placed on leave from her Pentagon job during a probe into allegations of an unauthorized release of classified information, according to her attorney.

Since early 2019, Katie Arrington has been working as chief information officer for the Acquisition and Sustainment Office at the Defense Department, overseeing a cybersecurity initiative.

On May 11, she was informed that “her security clearance for access to classified information is being suspended” as “a result of a reported Unauthorized Disclosure of Classified Information and subsequent removal of access by the National Security Agency,” according to a memo first reported by Bloomberg News and confirmed Tuesday to The Associated Press by Mark Zaid, Arrington’s attorney.
