15 States Are Moving To Curb Public Health Agency Powers Following Lockdown Carnage

More than a dozen states have passed or advanced legislation to place new checks on the powers of public health agencies in the wake of the pandemic.

Mike Fratantuono grew up in a restaurant. Literally.

For decades, Sunset Restaurant in Glen Burnie, Maryland, was the family business. Over the years, he’d done seemingly every job imaginable: busboy, bartender, and butcher; prep cook and plumber; handyman and manager.

Fratantuono says that’s what made it so hard to watch the family’s legacy become a COVID casualty in 2020.

“It kills me. We were supposed to be getting ready to celebrate our 60th anniversary this year, and instead we’re packing up and closing at the end of this month,” Fratantuono told the Washington Post last year. “I try not to get too sentimental about it, because it won’t change a damn thing, but sometimes the stress hits me and my heart starts going like crazy. I get frustrated. It makes me angry.”

Fratantuono is just one of the countless business owners across America who saw their dreams vanish before their eyes in the wake of government lockdowns that crushed their businesses. Now, in the wake of the pandemic, states across the country are advancing legislation to curb the powers of public health departments following one of the most destructive and contentious years in American history.

Reining in Public Health Agencies

In May, the Network for Public Health Law published a report showing that in recent months no fewer than 15 state legislatures have passed or are considering passing measures that would restrict the legal authority of public health departments.

Among the provisions passed or considered are the following:

● Prohibitions on requiring citizens to wear masks;

● Prohibiting health agencies from closing businesses or schools;

● Banning the use of quarantines for people who have not been shown to be sick;

● Preventing state hospitals and universities from requiring vaccinations for employees and students;

● Preventing local governments from exercising emergency powers that are inconsistent with state health department guidelines;

ICE HSI leads international operation to bust 86 alleged child predators, rescue 15 children

U.S. Immigration and Customs Enforcement Homeland Security Investigations announced the arrests of dozens of alleged child predators and said it had helped rescue 15 children in an international operation that involved more than 100 raids in a half-dozen countries last week.

Between June 8 and 11, the HSI and counterparts in Brazil, Argentina, Paraguay, Panama and Ecuador conducted nearly simultaneous raids on suspected producers and distributors of "child sexual abuse material," or explicit content involving children that authorities call CSAM.

Many of the suspects were using the anonymous chat app Kik to communicate and share materials, according to investigators.

HSI officers in Texas nabbed an illegal immigrant who is a convicted sex offender with two outstanding arrest warrants. In New York, they arrested a man who allegedly possessed roughly 10,000 CSAM files and admitted to sexually abusing minors for more than 20 years.

The task force rescued 15 children in Argentina on June 11 while executing a search warrant, authorities said.

Operation Protected Childhood 8 involved more than 170 search warrants and led to 86 arrests over three days.

The original Operation Protected Childhood took place in Brazil in 2015, according to ICE, and over the years the program has expanded into additional countries. Last year, the operation netted 113 arrests in five countries. Stretching back to 2017, authorities said they had made 861 arrests in the series of operations and rescued dozens of children.

Dozens of arrests, gun confiscations during multi-agency operation in Shreveport

SHREVEPORT, La- Over the weekend, Shreveport Police teamed up with several law enforcement agencies arresting 58 people and taking 47 guns away from people who illegally had them. The operation was called "Operation Blue Night".

It included officers, deputies, troopers, marshals and agents from the Shreveport Police Department, Caddo Parish Sheriff's Office, Shreveport City Marshal's Office, Louisiana State Police, Louisiana Division of Probation and Parole, the ATF, FBI, U.S. Marshals Service, and DEA.

Tuesday, Shreveport Police Chief Ben Raymond talked publicly about the operation's outcome. Raymond said this is a part of their overall plan to reduce violent crime by reducing the number of illegally possessed guns. Raymond explained, research done by notable professional law enforcement organizations recognize that keeping guns out of the hands of people who do not legally possess them is the largest impact in reducing gun violence. Raymond also spoke on keeping those arrested in jail, mentioning the Caddo District Attorney's office and U.S. Attorney's office will work to see these cases prosecuted to the fullest extent of the law.

"Many of these arrested, the US attorney will look at them and determine whether they are a good candidate for a federal prosecution," said Raymond. "And US attorney will work closely with Judge Stewart in determining which cases need to be brought the federal level which we need to take take to Caddo District Court. A lot of times determining where an individual might get the most time whether we are we to keep an offender off the street for the longest period,"

People were arrested for a variety of charges. There were many convicted felons arrested with a gun in their possession. Raymond also noted others were arrested for second degree homicide, attempted homicide, first degree rape, and possession of foreign controlled dangerous substances, among other charges.

Raymond said this was not an isolated operation, that agencies run special operations like this on a monthly and quarterly basis. However, "Operation Blue Night" was large scale compared to the operations they normally run. He noted it can be difficult to get all of the law enforcement agencies together but it is part of an ongoing effort.

The U. S. Space Force successfully launched the Tactically Responsive Launch-2 (TacRL-2) mission on a Northrop Grumman Pegasus XL rocket from Vandenberg Space Force Base on June 13 at 4:11 a.m. EDT, delivering a technology demonstration satellite to Low Earth Orbit.

Pegasus, the world’s first privately-developed commercial space launch vehicle, is an air-launched threestaged rocket carried aloft by Northrop Grumman’s specially modified “Stargazer” L-1011 aircraft. Shortly after its release from Stargazer, at approximately 40,000 feet above the Pacific Ocean, Pegasus ignited its first stage, beginning its successful flight carrying TacRL-2 to its intended orbit.

Tactically responsive launch, as a concept, seeks to introduce speed, agility, and flexibility into the launch enterprise in order to respond to dynamic changes in the space domain or an operational theater and insert or replace assets on orbit much faster than standard timelines to meet emerging combatant command requirements. “Today’s successful launch is a clear signal to our strategic competitors that we will not cede access to space,” said Chief of Space Operations Gen. John W. “Jay” Raymond. “When I challenged the Space and Missile Systems Center about a year ago to demonstrate a responsive space capability, they accepted and delivered! The team presented an integrated Space Domain Awareness satellite ready for launch in record time; what normally would have required two to five years, took 11 months. “The space domain is defined by speed,” Raymond said. “And with this effort, we demonstrated the kind of speed it will take to win. We executed a ‘21-day call-up’ to get a satellite on orbit – pulling the payload, mating it with the rocket and integrating the combined package onto the aircraft. The TacRL-2 mission was executed by the Small Launch and Targets Division within the Space and Missile Systems Center’s Launch Enterprise, in partnership with SMC’s Space Safari Office, and launched a satellite built and operated by the Air Force Research Laboratory and Space Dynamics Laboratory. During a six-month standby period, a notice to launch was executed and the satellite launched several weeks later, exercising Concept of Operations, tactics, techniques and procedures required of a responsive launch. “I am very pleased with the success of this tactical launch demonstrating rapid and responsive technologies, and what it means for the continuous Space Force support to the warfighter,” said Lt. Col. Ryan Rose, chief, Small Launch and Targets Division. “The team completed the launch vehicle design, build, integration and testing in only four months from contract award, and then executed the launch within a few weeks of call-up.” TacRL-2 was the first mission supported by SMC’s new Space Safari Program Office. Space Safari rapidly integrates mature technology and systems to quickly respond to specialized space needs. For TacRL-2, Space Safari successfully demonstrated their end-to-end approach to tactically responsive missions by acquiring and integrating the space vehicle, launch vehicle, payloads and ground elements in record time, as well as conducting on-orbit planning and operator training.

This mission was a first-of-its-kind effort that has already identified several constraints and lessons learned. The USSF will use this information to improve upcoming TacRL missions with the Space Safari office planned to launch in 2022 and 2023. Tactically Responsive Launch is the first step toward the USSF acquiring a tactical space mobility and logistics capability to support combatant command’s future requirements for tactical spacepower.

Newsom Claims California’s Electronic Vaccine Verification System will be ‘Voluntary’

Democrat Governor Gavin Newsom this week said California’s electronic vaccine verification system will be ‘voluntary.’

California’s Covid restrictions were lifted on Tuesday.

However, only vaccinated people are allowed to enter businesses without a mask.

Now that the state is fully reopening, businesses can require people to “show their papers” to prove they’ve been vaccinated so they don’t have to wear a mask.

On Monday, Newsom tried to clarify things after receiving backlash and said the system would be “voluntary.”

“It’s not a passport, it’s not a requirement, it’s just the ability now to have an electronic version of that paper version, so you’ll hear more about that in the next couple of days,” Newsom said.

Newsom will be announcing more details on California’s vaccine passport later this week.

JPMorgan to exclude Petronas, Pertamina from EM ESG index

Malaysian company Petronas and Indonesia’s Pertamina are on a watchlist for removal from JPMorgan’s ESG EMBI index, the bank said in a statement on Tuesday.

JPMorgan said both state-owned oil majors “are expected to exit the JESG suite at the June month-end rebalance” as their scores fell below a required threshold and they are no longer eligible for inclusion. JPMorgan uses outside firms to assess the ESG score required for inclusion in the index. Sustainalytics, one of them, said some of Petronas’ or its affiliates’ activities in “high-risk regions” may be viewed as a violation of a United Nations arms embargo, according to the bank’s statement. The decline in score is also related to “ongoing exposure to multiple incidents related to human rights” and “the ongoing political situation in Myanmar.” Petronas did not immediately respond to a request for comment.

Pertamina’s score decline was partly due to a refinery fire in West Java that forced the evacuation of close to 1,000 people as well as discussions with the government regarding a settlement over historical oil spills where cleanup is ongoing, JPMorgan’s statement said. Pertamina did not immediately respond to a request for comment. Petronas currently has a 121 basis points weight in the index, while Pertamina’s stands at 49 bps.

Peter Daszak’s EcoHealth Alliance Has Hidden Almost $40 Million In Pentagon Funding And Militarized Pandemic Science

Following the EcoHealth Alliance’s money trail to the Pentagon

Collecting dangerous viruses is typically justified as a preventive and defensive activity, getting ahead of what “Nature” or “The Terrorists” might throw at us. But by its nature, this work is “dual use”. “Biodefense” is often just as easily biowarfare since biodefense and the products of biowarfare are identical. It’s simply a matter of what the stated goals are.

This is openly acknowledged [See below] by scientists associated with EcoHealth Alliance when talking about alleged programs in other counties — like Iraq.

For much of this year, Daszak’s EcoHealth Alliance garnered a great deal of sympathetic media coverage after its $3.7 million five-year NIH grant was prematurely cut when the Trump administration learned that EcoHealth Alliance funded bat coronavirus research at the WIV.

The temporary cut was widely depicted in major media as Trump undermining the EcoHealth Alliance’s noble fight against pandemics. The termination was reversed by NIH in late August, and even upped to $7.5 million. But entirely overlooked amid the claims and counter-claims was that far more funding for the EcoHealth Alliance comes from the Pentagon than the NIH.

To be strictly fair to the media, Daszak’s EcoHealth Alliance obscures its Pentagon funding. On its website EcoHealth Alliance states that “A copy of the EHA Grant Management Manual is available upon request to the EHA Chief Financial Officer at finance ( at ) ecohealthalliance.org”. But an email to that address and numerous others, including Peter Daszak’s, requesting that Manual, as well as other financial information, was not returned. Neither were repeated voicemails.

Only buried under their “Privacy Policy,” under a section titled “EcoHealth Alliance Policy Regarding Conflict of Interest in Research,” does the EcoHealth Alliance concede it is the “recipient of various grant awards from federal agencies including the National Institute of Health, the National Science Foundation, US Fish and Wildlife Service, and the US Agency for International Development and the Department of Defense.”

Even this listing is deceptive. It obscures that its two largest funders are the Pentagon and the State Department (USAID); whereas the US Fish and Wildlife Service, which accounts for a minuscule $74,487, comes before either.

Meticulous investigation of U.S. government databases reveals that Pentagon funding for the EcoHealth Alliance from 2013 to 2020, including contracts, grants and subcontracts, was just under $39 million. Most, $34.6 million, was from the Defense Threat Reduction Agency (DTRA), which is a branch of the DOD which states it is tasked to “counter and deter weapons of mass destruction and improvised threat networks.”

Most of the remaining money to EHA was from USAID (State Dept.), comprising at least $64,700,000 (1). These two sources thus total over $103 million. (See Fig).
