U.S. backs a 15 percent global minimum tax on big companies as it tries to enlist other countries.

The Biden administration proposed a global tax on multinational corporations of at least 15 percent in the latest round of international tax negotiations, Treasury Department officials said on Thursday, a lower-than-expected offer as the U.S. looks to reach a deal with countries that fear hiking their rates will deter investment. Treasury has been holding meetings this week with a panel of negotiators from 24 countries about the so-called global minimum tax, which would apply to global companies regardless of where they locate their headquarters. The Biden administration hopes to reach an agreement in principle with other countries this summer and is counting on the deal to help sell its plan to raise the corporate tax rate in the United States to 28 percent from 21 percent. Treasury officials said their offer was met enthusiastically and characterized it as a pivotal moment in the negotiations, which have dragged on for more than two years. The negotiations over the global minimum tax are part of a broader global fight over how to tax technology companies and come as the Biden administration is trying to fix provisions in the tax code that it says incentivizes moving jobs overseas.

As part of its American Jobs Plan, the Biden administration called for doubling the global intangible low-taxed income (or GILTI) tax to 21 percent, which would narrow the gap between what companies pay on overseas profits and what they pay on earned income in the United States. Under the plan, the tax would be calculated on a per-country basis, which would have the effect of subjecting more income earned overseas to the tax than under the current system. If the 15 percent global minimum tax rate is adopted, it would still leave a gap between that rate and the Biden administration’s proposed U.S. domestic rate. Treasury officials have argued that the new gap would be smaller than the current gap and therefore would not diminish the competitiveness of American companies.Part of the Biden administration’s ability to sell its plan, however, hinges on whether it can reach a deal with other countries on the global minimum tax so that American companies are not at a competitive disadvantage. The finance ministers from France and Germany indicated last month that they were willing to back a 21 percent global minimum tax rate. But countries will have to change their laws to formally make the agreement happen and enforcement of the deal will be complicated. Ireland, which is not a member of the steering committee undertaking the negotiations through the Organization for Economic Cooperation and Development, has a 12.5 percent corporate tax rate and has expressed reservations about such an agreement.

Treasury officials said that they never insisted on the 21 percent rate. However, they view the 15 percent level as a floor and will continue to push for a higher rate. They said they believed that other countries were receptive to the idea of adopting higher rate depending on the fate of the changes to the American tax system that are under consideration. Treasury Secretary Janet L. Yellen has warned that a global “race to the bottom” has been eating away at government revenues, and she has adopted a more collaborative approach to the negotiations than the Trump administration employed.

Ms. Yellen is expected to continue talks about international tax reform with her international counterparts at the Group of 7 finance ministers meeting next month.

Oregon Becomes First State Requiring Vaccination Police to Check Vaccination Identification Before Entering any Business or Workplace Without Mask

Some said it wasn’t legal, others said private companies and businesses would not do it, well, regardless of legality – Oregon is doing it:

OREGON – Oregon has lifted its mask mandate for people who have been fully vaccinated against the coronavirus, but is requiring businesses, workplaces and houses of worship to verify the vaccination status of individuals before they enter buildings without a mask.

This statewide mandate, one of the first of its kind in the country, raised concerns that the procedure of verifying vaccinations could be too cumbersome for workers.

[…] The Oregon Health Authority said in new guidance on Tuesday that effective immediately, businesses would be required to continue to enforce mask requirements unless they had established a policy to confirm proof of vaccination using a card or photo of one before individuals can enter the building without a mask.

Gov. Kate Brown, a Democrat, said last week that Oregonians who were fully vaccinated no longer needed to wear masks in most public settings, except in places like schools, public transit and health care settings.

But she quickly noted that businesses would have “the option” of lifting mask requirements only if they instituted verification. “Some businesses may prefer to simply continue operating under the current guidance for now rather than worrying about vaccination status, and that’s fine,” she said. Why did Bill Gates and Paul Allen start Microsoft in New Mexico?

MITS, maker of the Altair 8800 computer, was Microsoft’s first customer, even before Microsoft was officially organized and named. MITS was based in Albuquerque, New Mexico.

When Gates and Allen first decided to approach MITS about developing a BASIC programming language interpreter for the Altair 8800 in 1975, they were both in Massachusetts. They did their software development there, using only a simulator and no physical Altair 8800. When it was time to demo the software to MITS, Allen flew to Albuquerque.

When the project was green-lighted, and MITS had more software work for them to do, the two relocated to Albuquerque. Allen worked for MITS, and Gates and Allen started Microsoft (actually, Micro-Soft, initially - a name that Allen came up with). The choice of location was purely based on being physically near their first customer.

It wasn’t long before Microsoft had many more customers besides MITS. They were developing BASIC interpreters and other software for a wide variety of computers. In 1979, they moved the company to the Seattle, Washington area, because:

They were getting tired of traveling there to visit family and friends.

It was more difficult to recruit top programming talent in Albuquerque than in the Seattle area.

The idea that there is any science backing a “papers, please” approach to “stopping the spread” is entirely baseless.

Two important points:

First and foremost, there is no comprehensive trial that shows masks actually work at preventing COVID-19, so the premise for the mask policy is false.

There is no evidence that cloth masks help stop the spread of a submicroscopic infectious particle. In fact, there is more evidence demonstrating that masks may act as a vector for disease transmission.

Second, if vaccines work to protect people from serious outcomes related to COVID-19, what exactly is the point of demanding that businesses force customers to show their vaccine papers? Yes, that was rhetorical.

COVID Mania has largely been nothing more than an excuse for politicians and oligarchs to accumulate more power.

If the vaccine protects individuals from people who choose not to take the COVID-19 vaccine, then there is no particular threat to anyone but those who choose to opt out. There is zero science behind the idea of a COVID-19 vaccine passport.

It seems that the next steps for Oregon are obvious. That may come in the form of a more streamlined digital vaccine passport system, as we’ve seen in places like New York and Hawaii (the good news is that these systems are struggling big time).

Therefore, companies will be forced to automate and use corporate authoritarian vaccine passport systems like those designed by companies like IBM, Common Pass, and Clear, among others.

Another side effect of this fascistic dystopian policy is the reality that people will be encouraged to wear their “vaccine credentials” to complement their mask, as a “practical measure” to be allowed entry into a business. It will be understood as the ultimate virtue signal, and a sign of complete obedience to authority, should Oregonians have both a mask on and a vaccine card readily on display.

With the corrupt policies being pursued by the authorities in statewide office, it shouldn’t come as a surprise that not everyone in the state is thrilled with the policies being pushed by Salem.

On Tuesday, 5 Oregon counties voted in favor of leaving the state and becoming part of Idaho.
