Democrats spearheading a gerrymandering effort in Colorado ahead of the 2028 elections are worrying that any delay by the state supreme court in ruling on the validity of their ballot measures may hamper the push.

Colorado Democrats hope to establish up to three new Democratic-favoring congressional districts ahead of 2028,according to The New York Times. Before the Centennial State can adopt any such redrawn congressional map, however, voters must approve two ballot measures, the outlet reported.

One of the new ballot initiatives would green-light mid-decade redistricting in Colorado. The secondwould allow the state to use a temporary, partisan congressional map for the 2028 and 2030 elections, circumventing the independent redistricting commission until new maps are unveiled after the next census, according to the outlet. The two ballot measures reached the Colorado Supreme Court after Republicans filed a lawsuit in an effort to block them. Both parties are still waiting on the court’s decision over 50 days later, the outlet reported.

“The delay creates uncertainty amongst petition signers, volunteers and supporters about the viability of the measure, and further erodes the fundamental right to the initiative power,”backers of the redistricting effort claimed in a Tuesday court filing aiming to speed up the court’s decision, The New York Times reported.

Scott Gessler, a lawyer for the Republicans opposing the redistricting measures,told the outlet in an email that he did not believe the court’s timing was particularly unusual, especially if it plans to issue a written opinion.

“That takes much longer,” Gessler told the outlet. “I think the timeline clearly shows that the court will issue a written opinion.”

Curtis Hubbard, a spokesman for Coloradans for a Level Playing Field, which is backing the gerrymandering push, =told the outlet that the Colorado Supreme Court’s “foot-dragging risks== stripping voters of their chance to weigh in on the most important issues in this election.”

“If the court can effectively run out the clock on citizen initiatives, it casts a dark cloud over the entire process,” Hubbard continued.

While the Colorado Supreme Court is nonpartisan, each of its current seven members were appointed by Democratic governors, the outlet notes.

Both of the ballot measures need about 125,000 signatures from registered voters in the state, and thefinal deadline for signatures to make it on the November ballot is Aug. 3, according to the outlet.

“By tying the two initiatives together through use of the effective date clauses,the proponents are connecting two separate subjects, in violation of the single-subject requirement,” Gessler stated. “This is effectively a way to avoid the single-subject requirementby forcing voters to accept or reject both initiatives as a package deal.”

Colorado Democrats’ ongoing redistricting push comes after California voters approved Proposition 50 in November 2025 in response to Texas redrawing its congressional districts to create more Republican seats. Prop 50 in part “proposes new lines for many of California’s 52 congressional districts,which would negate the five Republican seats drawn by Texas,” according to the state’s Democratic Party.

“Republicans have demonstrated that their mid-decade gerrymanders will not end after the 2026 midterms, and in the face of that continued threat, Colorado is taking a responsible step by asking the voters to weigh in on the state’s temporary response,” National Democratic Redistricting Committee Chairman Eric H. Holder, Jr. said in a February statement. “Let’s be clear: Colorado did not choose this fight. As Republicans pursue mid-decade gerrymanders in other states, the American people, including Coloradans, will fight back.”

Japanese probe set for super-close flyby on July 5: 'We're going to discover another beast to put in the zoo of asteroids'

Japan's Hayabusa2 sample-return spacecraft is on target to make one of the closest ever flybys of a near-Earth asteroid in early July, as part of its extended mission campaign.

Hayabusa2 launched in December 2014 and rendezvoused with the asteroid Ryugu four years later. The spacecraft collected samples and delivered them to Earth in 2020, completing its primary objectives. But the hardy spacecraft still has bold plans to deliver new and exciting science data.

The spacecraft has been operating well, despite needing to briefly enter a protective safe mode last year, and now is set to make a flyby of the asteroid Torifune on July 5, Satoshi Tanaka of the Japanese Aerospace Exploration Agency (JAXA) said in a presentation on Hayabusa2 during the 35th Meeting of the NASA Small Bodies Assessment Group (SBAG) on June 11.

The flyby will see Hayabusa2 get within 1 to 10 kilometers (0.62 to 6.2 miles) of Torifune, using its instrument suite to study the roughly 450-meter-wide (1,476 feet) asteroid as it whizzes past at 5.3 kilometers per second (3.3 miles per second).

"This is one of the closest asteroid encounters ever attempted by a mission of this class," Tanaka said. "By combining advanced navigation techniques and the engineering capabilities of Hayabusa2, we have made it possible to achieve a flyby at a distance of only about 1 kilometer."

Torifune was first given the designation 2001 CC21 before being named for a deity from Japanese mythology.

Tanaka says the asteroid is somewhat similar to Itokawa — the target of Japan's first Hayabusa mission — but little is known for sure about Torifune, adding a level of uncertainty to this extended mission objective.

"It's still a risky operation, because they had not planned for this," Patrick Michel, the principal investigator for the European Space Agency's Hera asteroid mission and part of the Hayabusa2 science team, told Space.com.

"The second thing is that we have a high uncertainty on the size of the object," he added, with the dimensions of the asteroid unknown.

The asteroid could, for example, be a contact binary, according to Michel, in which two separate bodies came together at low velocities.

Known contact binary small bodies include the Kuiper belt object Arrokoth, imaged by NASA's New Horizons, and comet 67P/Churyumov-Gerasimenko, described as a "rubber duck" when visited by ESA's Rosetta spacecraft.

"We're going to discover what it looks like. And each time we have seen a new asteroid, we've been surprised," Michel said. "We're going to discover another beast to put in the zoo of asteroids."

The very high velocity of the flyby means there will be limited time to collect images and other data on the asteroid, but the rapid encounter will also provide a useful test for planetary defense, as well as adding to planetary science.

The flyby, using advanced navigation techniques to guide and control the spacecraft, will be a useful test of a rapid reconnaissance concept that could be used to determine the physical properties of an asteroid.

Such reconnaissance could provide vital information before intercepting a threatening asteroid with a kinetic impact, as demonstrated by NASA's DART mission in 2022.

Tanaka said that Hayabusa2 has been busy during its deep space cruise phase, including making observations of the zodiacal light and exoplanets, and the Torifune flyby will, hopefully, not be its final act.

The ultimate goal of the Hayabusa2 extended mission is to visit the tiny asteroid 1998 KY26 in 2031, which would be the smallest asteroid ever visited. The spacecraft could even attempt to land on the miniscule world, which is just 11 meters (36 feet) wide.

A 54-minute secret recording from a December 11, 2021, closed-door meeting inside Minnesota Attorney General Keith Ellison’s official state office is resurfacing amid explosive revelations that 70 Somali community members in Minnesota participated in stealing $250 million in federal COVID child-feeding funds.

Drivers reported more vehicle problems this year than ever before, but some automakers continue to stand out for reliability.

This graphic, created by Visual Capitalist's Niccolo Conte, ranks the car brands with the fewest reported problems in 2026 based on J.D. Power’s Problems Per 100 Vehicles (PP100) metric. Lower scores indicate fewer owner-reported issues and better long-term dependability.

Lexus Extends Its Reliability Lead

Lexus ranked first for the fourth consecutive year, recording just 151 problems per 100 vehicles.

Buick placed second at 160 PP100, while MINI rounded out the top three with 168.

Several Japanese automakers performed well throughout the rankings.

Subaru, Toyota, Nissan, Honda, and Mazda all finished above the industry average, reinforcing Japan’s long-standing reputation for dependable vehicle manufacturing.

Luxury brands also demonstrated strong reliability. Cadillac, Porsche, BMW, and Genesis all ranked in the upper half of the study.

Software Problems Are Becoming the Biggest Headache

The study also highlighted significant differences between vehicle powertrains.

By contrast, gasoline-powered vehicles were the only powertrain type to show improvement, averaging 198 PP100.

To mark the centenary of its Trident emblem, Maserati turned the logo into a real constellation between Leo and Boötes — with INAF astronomers picking each of the 100 stars.

Maserati sent its Trident into space — and it did so literally. In the year the legendary emblem turns exactly 100, the Italians have unveiled the Trident Stars initiative, turning the brand’s logo into a real constellation in the night sky.

The logo’s story began in 1926: that was the year the Trident first appeared on the racing Tipo 26, which went on to win the Targa Florio in the very same season.

A century later, the brand decided the milestone deserved more than a routine ad campaign — it deserved a place among the stars, quite literally.

The new constellation is made up of 100 stars — one for every year the emblem has existed. It sits between the constellations of Leo and Boötes, and the stars themselves are arranged to trace the outline of the Trident.

The project was developed with researchers from INAF — the Astronomical Observatory of Padua, Maurizio Pajola and Anna Lucchetti.

Each star is dedicated to someone who has helped shape Maserati’s history: loyal customers, employees, collectors of classic models, owners of Maserati Fuoriserie cars, brand ambassadors and gentleman drivers who take the GT2 and MCXtrema to the track.

And here’s the most intriguing part — every star has a double nature. Its digital twin is secured on the blockchain via a smart contract, while its physical counterpart comes with a certificate for a real star out in space.

In parallel, Maserati has overhauled its online configurator — and done so on the same grand scale. 3D environments, widescreen visuals in cinematic 21:9, photorealistic rendering.

The car no longer hangs in some faceless neutral void; instead, it becomes the hero of scenes steeped in Italian style and luxury.

Colours, materials, finishes, personalisation details — all of it can now be examined the way you used to be able to only at a dealership.

After spending one month aboard China's Tiangong space station, the Shenzhou-23 crew has continued a range of space science experiments, including collecting ultrasound data from different parts of their bodies, while also enjoying freshly baked pumpkin in orbit, according to the China Manned Space Agency (CMSA).

A video published by the CMSA on Sunday shows that taikonauts placed sweet pumpkin chunks into the space oven, bringing a touch of home-cooked warmth to life aboard the orbital outpost.

Over the past week, the three crew members have maintained a busy and productive schedule.

In the field of space medicine, the crew used an ultrasound diagnostic device to perform ultrasound scans on one another's necks, wrists and abdomens.

The data collected will support research on pan-vascular blood flow spectroscopy, spatiotemporal blood flow mapping, and the remodeling of muscle groups that are particularly sensitive to microgravity.

The Shenzhou-23 crew also interacted with the space robot Xiaohang, conducting touch-based interaction tests to collect data that will help optimize motion planning for robots operating in orbit.

Having served aboard the Tiangong space station for more than a year, Xiaohang has now worked alongside four taikonaut crews.

Research into in-orbit electroencephalogram (EEG) testing has also progressed smoothly.

The three taikonauts used EEG acquisition equipment to carry out a series of experiments, including tests on visual-motor processing and behavioral responses to different lighting conditions.

Scientists on the ground will use the data transmitted from the space station for further research, according to CMSA.

In the field of microgravity physical science, the crew completed the installation of multiple experimental modules and units.

They also carried out routine maintenance, including replacing samples in the containerless experiment chamber, servicing electrodes in the levitation system and cleaning observation window lenses.

As part of their health management program, the taikonauts used a traditional Chinese medicine diagnostic device to collect physiological data, providing researchers with information to support long-term health monitoring during extended space missions.

They also used specialized equipment to help counter bone loss and maintained a regular exercise regimen in orbit. In addition, the crew carried out routine tasks such as organizing supplies aboard the space station.

China launched the Shenzhou-23 crewed spaceship on May 24. The mission is notable for including a one-year in-orbit stay experiment, which will provide crucial data for future long-duration space exploration, per Xinhua News Agency.

Over £500 million will be committed to continue the transformation of the UK Commando Force, including with new high-speed Commando Insertion Craft.

Defence Secretary has shifted Defence Investment Plan towards more immediate priorities, including getting the latest kit into the hands of military personnel on the frontline.

The DIP is expected to be published ahead of the NATO Summit and set out funding to support the Armed Forces, bolster British industry and strengthen NATO’s deterrence and defence.

The UK’s elite Commandos will be equipped with new high-speed boats and the latest drone and autonomous technology, as the new Defence Secretary shifts spending towards front-line priorities to deter emerging threats. 

Dan Jarvis has spent the last two weeks refocusing the Defence Investment Plan - expected to be published ahead of the NATO Summit - so that it prioritises getting the latest kit into the hands of military personnel, including for the UK’s elite Commandos.

The UK Commando Force is the elite frontline, rapid-reaction force of the UK Armed Forces, capable of deploying anywhere in the world at very short notice.

They form the vanguard of NATO’s rapid-reaction forces, transitioning seamlessly from year-round Arctic defence missions to immediate crisis-response operations in the Middle East.

The refreshed DIP will see over £500 million committed to transforming the Commandos into the Future Commando Force, focused on the High North due to its growing importance to UK and NATO security.

This lethal Force will be equipped with new high-speed Commando Insertion Craft (CIC), which could be used to seize further Russian shadow fleet tankers and other maritime security operations.

‘Invasion of Washington’ UFO tape may surface as lawmakers push release

(NewsNation) — UAP disclosure advocates are eager to obtain a piece of evidence that could shed light on “The Invasion of Washington,” a series of UFO sightings over the nation’s capital 74 years ago.

On Thursday, Rep. Eric Burlison, R-Mo., announced at a forum on UAP transparency that a tape exists of a UFO briefing between Air Force officials and scientists in 1952.

He said MIT’s Lincoln Laboratory, a federally funded research and development center, has agreed to make the material available.

Disclosure Foundation Executive Director Jordan Flowers told NewsNation the document is believed to be a reel-to-reel audio tape recording about the Washington, D.C., incidents.

He credits Burlison, a member of the so-called UAP Caucus in Congress, with shaking the artifact loose.

‘Invasion of Washington’ UFO sightings shook US in 1952

The July 1952 UFO sightings over the U.S. capital were observed on radar as well as by eyewitnesses, including airline pilots who reported unusual lights in the sky. Military jets were scrambled in response — to no avail.

The story became sensationalized as news accounts described the mysterious objects as flying saucers. Cold War paranoia sparked theories that the Soviets were somehow behind the unexplained incursions into U.S. airspace.

The Air Force famously held a news conference at month’s end to tamp down all of the speculation, with authorities attributing the UFOs to the weather.

News that there is a tape recording about the Washington sightings is important, Flowers said, because it “proves that there’s significant material that have not been disclosed to the public about our government taking these things seriously for at least 70, if not 80 years.”

The pending acquisition marks another example, too, of how the culture of secrecy over UAP is changing, he said.

Dimitry Yakoushkin, who recorded part of the confrontation, posted the footage to X. “Scott Wiener showed up to the trans march and for the first time we kicked his a— out,”he wrote.

The crowd’s anger traced back to Israel. Activists accused Wiener, who is Jewish, of backing a “genocide in Gaza” and screamed “we f*cking hate you” as he retreated, as seen in the video. One demanded, “How could you do this to San Francisco?”

The hostility followed Wiener around the city. Two days earlier, activist Jesus “Frisco Lens” Coba filmed himself confronting the senator inside the Napper Tandy Irish bar during a World Cup match, according to the Independent Sentinel. “Wiener, you gotta get the f*ck up out my hood, bro,” Coba said. “It’s free Palestine here, you already know what it is, we are against the genocide.” The clip drew more than 198,000 views on Instagram within a day.

Wiener had long resisted labeling Israel’s military campaign a genocide before changing his position in January.

The episodes come as Wiener tries to succeed Pelosi in Congress. He took a commanding lead in the June primary and will face Supervisor Connie Chan, who carries Pelosi’s endorsement, in November, according to the San Francisco Standard.

The Russian military has struck a training facility of the Ukrainian special operations command center ‘South’, the Defense Ministry has said, publishing a video of the attack. The troops hit barracks and storage facilities hosting sea drones in a series of “high-precision strikes,” it added.

A short video published by the ministryshows several single-story buildings engulfed in thick plumes of smoke, with the ground near them still burning. The clip also includes a successful strike on one of the targets, causing a major explosion.

According to the statement published on Telegram on Sunday, the troops used several Geran drones that hit their targets in a “self-homing” mode. The ministry did not comment on the extent of the damage caused by the strikes.

The development comes as Russian forces continue their offensive on the front lines. On Sunday, the Defense Ministry reported that its troops had liberated the village of Novoselovka in Russia’s Zaporozhye Region and took over the village of Pisantsy in Ukraine’s Dnepropetrovsk Region by driving the enemy away from their fortified positions.Ukrainian forces lost dozens of soldiers, as well as nearly a dozen of armored fighting vehicles and over 40 heavy strike drones in two operations, according to the statement.

Kiev is ramping up long-range strikes on Russia, targeting civilian and energy infrastructure as Ukrainian frontline troops suffer setbacks. On Friday, the Russian military reported intercepting 660 Ukrainian kamikaze drones in just one night – the largest number to date.

On Saturday, the governor of Russia’s Rostov Region reported aUkrainian drone attack on a popular local World War II museum complex, which injured 12 people.

Russia maintains that such “terrorist”attacks will not force it to abandon its key security goals in the conflict. Moscow has previously warned that it would respond to such actions with “systematic and consistent strikes” on Ukraine’s military infrastructure.

About UAP and Interstellar Objects

Below is a set of questions from a reporter that I had received this morning along with my answers:

1. How should the public, and the scientific community, interpret the recently declassified U.S. files? What do you think is the most important part of the recently released U.S. files?

The release of files on Unidentified Anomalous Phenomena (UAP) is a blessing to both national security of the U.S. and science more globally.

There are two possibilities: either UAP are human-made, in which case the fact that they hover over strategic assets implies that they were sent by adversarial nations for the purpose of espionage.

However, even if one technological object is not human-made, this will be the biggest discovery ever made by humanity.

The latest UAP file release on June 12, 2026 includes a new report (accessible here) dated June 5, 2026, signed by Dr. Jon Kosloski, the director of the All-Domain Anomaly Resolution Office (AARO) in the Pentagon.

The report mentions that during two days in October 2023 law enforcement officials noticed UAP including an orange “mother” orb launching smaller red orbs, with 40% of the reported phenomena being unresolved as they lack a reasonable explanation as human-made technologies.

In the same week, I was asked to lead a UAP Science Advisory Council to the Office of the Director of National Intelligence (ODNI), AARO, the White House, the FBI and the Intelligence Community.

By now, I assembled a team of 15 brilliant members which submitted a request for over 50 items of information. The quality of the council’s findings will depend strongly on the data we are provided.

We will make the best lemonade out of any lemons we have.

Whether UAP are non-human made is not a philosophical debate. It should be settled by high-quality scientific data. The current uncertainty about the nature of UAP reflects the inconclusive data that was released publicly so far.

Many people feel uneasy about uncertainty and wish to have definitive answers through a belief system (for believers) or prejudice (for skeptics).

Scientific research is characterized by uncertainty because if we were absolutely certain of a particular notion — there would have been no reason to conduct the research.

2. After 3I/ATLAS made its closest approach to Earth, what could be the basis for new discoveries suggesting extraterrestrial life?

The next interstellar object — say 4I/Rubin if it will be discovered by the Rubin Observatory in Chile — should be studied more closely than 3I/ATLAS was.

For example, if it sheds methane gas near the Sun, we should check whether that might be a biological signature of microbial life.

Also, if 4I/Rubin does not behave as expected for a comet or an asteroid, as 1I/`Oumuamua did, we should plan a rendezvous space mission that will intercept its path and take a high-resolution image of it.

As in the case of UAP, there is nothing better than high-quality data to settle all disputes about priors.

3. Are there any updates about the Galileo Project Observatories? Why did you first start this project, and what is the ultimate target of it?

The Galileo Project operates three observatories, with the most advanced one in Las Vegas, Nevada. It contains three units observing the sky in the infrared, optical, audio and radio, separated by 10 kilometers from each other.

This allows us to infer the distance, velocity and acceleration of objects of interest through the method of triangulation. We plan to release multiple scientific papers about our results this summer.

The Project was established 5 years ago, shortly after ODNI released the first report to the U.S. Congress suggesting that UAP are real and require further study.

The Galileo Project represents the first sustained scientific effort to monitor the entire sky at all times from multiple sites. The Project’s goal is to find out whether there might be non-human-made technological objects near Earth.

In addition to the three observatories, I have led a Pacific Ocean expedition in June 2023 in search for materials in the crash site of an interstellar meteor. We are planning future expeditions of this type.

4. How can we distinguish rationally between “unexplained” and “evidence of extraterrestrial origin”? What kind of evidence would you consider truly compelling? What standards should scientists use when evaluating online sighting videos?

That we might be visited by alien technologies is an ordinary claim, given that most of the hundred billion Sun-like stars in the Milky-Way galaxy formed billions of years before the Sun. As such, it deserves ordinary evidence.

The evidence could be maneuvering outside the performance envelope of human-made technologies, a high-resolution image, or a sample of materials that indicate a non-human technological origin.

5. If humanity were to make contact with an extraterrestrial intelligence, what posture should we adopt? If extraterrestrial life exists, what form do you think it is most likely to take?

Our response should depend on the nature and intent of the visitor. It would be prudent to observe the other side before reaching any conclusions, as the encounter will be a learning experience for us, as expected from an interstellar blind date.

My guess is that the visitors will be friendly, because they had plenty of time to destroy our civilization by now.

I am particularly curious to learn whether the visitors are robots with artificial intelligence made of silicon chips or living creatures which were optimized through synthetic biology. This will provide us with a hint as to our own future.

6. For those who feel frightened by these developments, what reassurance can science offer? What is the most rational way for the public to approach this topic?

The scientific approach of being guided by evidence is our best path for adapting to the cosmic reality that surrounds us.

Ridiculing the notion that we might be visited will not rid us from these visits for the same reason that the Earth continued to move around the Sun even when the Catholic Church insisted otherwise.

7. Are there places on Earth where extraterrestrial life or unusual phenomena may be easier to observe? If so, what makes those places special?

We do not know. This is work in progress. Naturally, the UAP reports are clustered where most sensors and people are concentrated.

A high-ranking Ukrainian intelligence officer behind a thwarted terrorist attackin Russia’s Crimea has been killed, local news agencies have reported, citing a source in the Russian security services.

“Rustem Fakhriev, a colonel of Ukraine’s military intelligence agency (HUR), was eliminated on May 18,”the source said.

Russia’s Federal Security Service (FSB) said previously that Fakhriev organized a failed assassination attempt against a high-ranking Russian officer in Crimea on December 1, 2025.

A Ukrainian national, who had been recruited by the HUR colonel, was killed in a gunfight with Russian security forceswhen he tried to plant a Western-made explosive device on the officer’s car. An accomplice was also detained and slapped with terrorism charges, according to the FSB.

Late last year,Fakhriev was added to the list of extremists and terroristsby Russian financial watchdog, Rosfinmonitoring.

Ukrainian spy agencies have tried carrying out multiple bomb attacks against Russian officials, officers and public figures since the escalation of the conflict between Moscow and Kiev in February 2022. Only some of them have suceeded, with most being thwarted by the Russian security serices.

In August 2022, Ukrainian agents carried out a car bombing outside Moscow that killed journalist Darya Dugina, the daughter of philosopher Alexander Dugin.

The following year, an improvised explosive device was used to asasinate military blogger Vladlen Tatarsky during a fan meeting at a café in St. Petersburg.

In 2024, Lieutenant General Igor Kirillov, commander of Russia’s Radiological, Chemical, and Biological Protection Forces, was killedalong with his aide when an improvised explosive device detonated outside his apartment building in Moscow.

Russian Foreign Ministry spokeswoman Maria Zakharova has previously branded the Ukrainain government “a true terrorist cell that receives international support with weapons and money.”

The UK’sentire fleet of nuclear-powered attack submarines is currently stuck in port due to maintenance bottlenecks, the UK Defence Journal reported on Saturday. Former Royal Navy officers have warned that the situationmakes Britain look “toothless” amid the continued stand-off with Russia.

All five of the Royal Navy’s operational Astute-class submarines are unavailable, the outlet said,citing open-source tracking of the fleet. A sixth boat, the HMS Agamemnon, was commissioned last year but remains in sea trialsand is not yet ready for frontline service, while a seventh is still under construction.

Two of the submarines are effectively inactive at Faslane on the Clyde in Scotland, after long spells out of the water, while two more areundergoing extended deep maintenanceat Devonport, Plymouth — the only UK base equipped to service nuclear-powered vessels. A fifth boat, the HMS Anson, recently returned from deployment and is undergoing routine procedures.

According to the report, the core problem is not the submarines’ performance at sea but Britain’s capacity to maintain them. Devonport has limited dry-dock space, while shortages of spare parts and specialist engineers have compounded delays – with at least one boat reportedly partly cannibalized for parts to keep others running.

The UK has plans to rebuild dry docks at Devonportbut the effort will take years to deliver, offering no short-term reprieve, the outlet noted, adding that the overall infrastructure woes mean that submarine personnel – already in short supply – are also losing the chance to maintain their sea-going skills while their boats remain tied up.

Naval commanders cited by The Telegraph said the situation leaves Britain looking “toothless” against Russia. Former nuclear submarine captain Cdr. Ryan Ramsey called it a “serious wake-up call,” addingthat the problem had been “hidden for decades” but “kicked down to the next person in charge.”

The infrastructure bottlenecks became so conspicuous that The Times reported in February that theUK military had failed to spend. over £500 million ($660 million) allocated forsubmarine maintenance since 2018, with constant delays in scheduled work.

In December, retired Rear Admiral Philip Mathias, a former director of nuclear policy with the UK Defense Ministry,warned that Britain was “no longer capable” of running a nuclear submarine program, citing “shockingly low availability” driven by budget cuts and personnel mismanagement.

“This is an unprecedented situation in the nuclear submarine age.It is a catastrophic failure of succession and leadership planning,” he said at the time.

The Ghost of Christmas Yet to Come …

LONDON — Defence Analysis will hold its mitts up straightaway: what we outline here is very much what might be called, “the right of arc”, the extreme position, the less/least likely possibility. But then, if what Defence Analysis is about to outline is that unlikely, we wouldn’t be writing this. But, yes other futures are available ….

It is 2026, maybe 2027, and what do UK defence capabilities look like? Bluntly, they look appalling, a complete whisp of what they once were. As the Ghost of Christmas Yet to Come showed Scrooge of what awaited him, so Defence Analysis will do the same ….

Knackered Navy

The crisis in availability of pretty much every platform has accelerated, as was obvious it would in 2023. Because fleet management, maintenance, overhaul, and the underlying infrastructure had been so badly managed from the 2000s onwards, the Royal Navy is, in effect and not by choice, taking a series of capability holidays.

The Type 23 flotilla has fallen off a cliff. The early retirements that started in 2022 and into 2023 (HMSs Monmouth and Montrose) has accelerated. The drive to pretend that HMS Westminster was in any shape to be upgraded has been abandoned - the costs have leaked, and the contractor(s) will not sign up for unlimited liability if they take the work. But HMS Somerset has proved to have equalled HMS Westminster: sure, she was in refit for several years, but, in effect, with all of the work and money spent, it was only ever painting over some pretty serious cracks, and there are persistent engineering problems which cannot be overcome without a tidal wave of cash.

HMS Lancaster started the inevitable slide towards oblivion during her time as the Forward Deployed Escort in the Gulf, and returned home with rust everywhere, looking in as bad shape as she actually was. So, much like HMS Montrose, she is quietly tied up, the RN pretends she is operational, but after six months, there is no hiding the truth. And both HMS Northumberland and Kent, both of which have been “well used” (aka “thrashed”) are faced with either unscheduled - and expensive – refits, or retirement.

The shortage of funds means it is the latter.

The Type 23 fleet by 2027 is down to six hulls - and RN fleet managers fear it will be down to five, maybe even four, pretty soon – and the official out of service date of the last Type 23 is 2035 ….

But, but… the new frigates classes! HMS Glasgow is on trials, sure, as is HMS Venturer, HMSs Cardiff and Active are not far behind. But the build tempo was set at a remarkably slow rate in the late 2010s, and attempts to speed things up always failed on the altar of cost: the RN didn’t have the money to retain the older escorts, while speeding up deliveries of the new ships. And there were not the crews to man both the old and the new ships.

One Type 45 destroyer is still tied up due to a lack of crew, but the age of the class - the oldest ship will be shy of 25-years by then – means that one ship, which had seen maintenance and obsolescence management shaved in the 2010s and 2020s, is looking like a Type 23: too expensive to keep in service.

Despite claiming that the extra tied up Type 45 is “at high readiness, and can be used operationally at short notice”, she is now known in Portsmouth as HMS Doomed.

The Type 45 fleet is down to four operational useable ships - and there are concerns that another ship might also have to be declared unusable.

Crewing issues, both of ships and aircraft, means that keeping two aircraft carriers in anything like constant service has proved to be a bridge too far. Much as happened with the LPDs in the 2010s, one carrier is put into extended readiness, that is tied up alongside with no crew, with a general lack of maintenance.

The plan to retain the Hunt-class MCMVs failed as the RN could not budget to buy new second-hand tender vessels to host unmanned underwater vessels, as well as extending the life of the in-service MCMVs. The UK, the RN, which used to have a fleet of 30 MCMVs, the most capable mine warfare fleet in the entire world, is down to five Hunt-class ships - and they are showing their age – plus two UUV tender vessels – not enough to maintain the Gulf deployment, as well as the growing task for underwater infrastructure protection.

The UK MoD has been trying to “burden share” with Norway, the Netherlands, France, and even Belgium in the North Sea and Western Approaches.

The state where both HMS Albion and Bulwark were tied up, and the deep maintenance period for the latter over-ran, becomes not an anomaly, but the norm. And as a saving, one of the ships isn’t just kept at “extended readiness”, but at “very extended readiness”. As a result, HMS Albion just begins the process of deterioration and rotting.

The decline of the Royal Fleet Auxiliary, that started with discontent with pay and conditions in the early-2020s, and actually led to strikes, continued. Now, with a shortfall of over 500 sailors, not only can it not crew both the three Landing Ship (Auxiliary) as well as the Replenishment Ship, it can’t find the crew for three operational Tide-class tankers, so the RN has only two fleet tankers.

On top of all this, as Defence Analysis revealed last month, the submarine fleet is not facing a cliff edge - it’s gone over it. The cost of upgrading a neglected and knackered HMS Victorious means that she is retired early – although this is not admitted for two years until a document leaks. And the two years when HMS Vanguard was being refuelled, and HMS Victorious was tied up awaiting dock space saw HMSs Vigilant and Vengeance being completely thrashed – and HMS Vigilant’s reactor has time expired.

What Does Section 1361 Say?

The offense of destroying government property is quite broad and may include various actions. Let's review the legal definition and its scope.

18 U.S.C. § 1361 is a federal law prohibiting the destruction of federal property. The law itself makes it a felony for anyone who "willfully injures or commits any depredation against any property of the United States, or of any department or agency thereof, or any property which has been or is being manufactured or constructed for the United States, or any department or agency thereof, or attempts to commit any of the foregoing offenses..."

The law generally covers damage or destruction of property owned or leased by the federal government, such as buildings, vehicles, equipment, and furnishings.

It also includes items manufactured under contract for the U.S. government and any department or agency that contracts to produce them.

Additionally, the law makes it a federal crime to attempt to commit any of these offenses, so trying to damage government property is considered just as illegal as actually doing so.

What Is "Depredation?"

While the word "depredation" isn't explicitly defined in the statute, it is commonly understood to refer to acts of plundering or looting.

Courts have historically interpreted it as "plundering, robbing, pillaging, or laying waste," covering a wide range of actions, including theft, vandalism, and property destruction.

Imagine a man breaking into a copper wiring factory, damaging equipment, and stealing copper wire to sell illegally.

The factory had a contract with the federal government, and the stolen wire was part of that contract. In that case, he may be charged with a federal crime because the property they pillaged legally belonged to the federal government.

What Are the Related Federal Laws?

18 U.S. Code Chapter 65 outlines the federal statutes related to the destruction of government property, including the following provisions:

18 U.S.C. § 1361 - This law imposes penalties for intentionally damaging or destroying U.S. government property.

18 U.S.C. § 1362 - This law concerns intentionally damaging communication lines, stations, or systems.

18 U.S.C. § 1363 - This statute concerns intentionally and maliciously damaging structures, conveyances, or property within the territorial jurisdiction of the United States.

18 U.S.C. § 1364 - This statute criminalizes damaging or destroying articles or places involved in foreign commerce by fire or explosives with the purpose of preventing or hindering product exports to other countries.

What are the Penalties?

The penalties for damaging or destroying government property vary depending on the value of the property.

For damages valued under $1000, the maximum penalty can include a fine, up to one year of imprisonment, or both. If the damage exceeds $1000, the maximum sentence escalates to 10 years in prison.

I just returned from a tour of various Statues, Monuments, Fountains and, most importantly, an old and run down Golf Course located throughout Washington, D.C., our Nation’s Capital. Almost all of the Statues, Monuments, and Fountains have been completely renovated and restored, and are in, after suffering years of Graffiti, Abuse, and Vandalism, perfect shape. They are truly beautiful, even nicer than the day they were built. The Reflecting Pool is now in full use after suffering great damage from Criminal, Radical Left Vandals, people that truly hate our Country. They cut the lower surface of a very expensive and strong waterproof padding, in the color of American Flag Blue, and put their hands underneath the surface, and ripped it. Likewise, they cut and butchered a 350 foot long strip, with many 1 and 2 foot individual cuts, creating great damage to this beautiful piece of art that was, last week, 100% free of leaks, and any of the other problems it has had since its building in 1922. It never worked properly until last week and, right after July 4th, when we will drain the water to treat the damage caused by these “animals,” it will again be in perfect shape. In the meantime, it is working well, the criminally made algae is gone, and the grass, which was destroyed, is being replaced shortly. The visit to Lafayette Park, opposite the front entrance of the White House, which is now complete except for a replacement of some of the original pavers, was wonderful. Lafayette Park has not looked so good since its inception in 1820! Most importantly on today’s visit, however, was the Secretary of the Interior, and his people, together with me and my staff, studying the dilapidated, worn out, and very dangerous and outdated Golf Course known as East Potomac Golf Links. Tom Fazio, the Great Golf Course Architect, and his son, Gavin, participated on the tour with us, whereupon it was determined that, on this fantastic site, with water and unparalleled views of D.C.’s Monuments, we will build one of the Greatest Golf Courses anywhere in the World which, importantly, will also be made available to the Public. When completed, this Course will have the ability to host Major Golf Tournaments, including The U.S. Open, The Ryder Cup, The PGA Championship, and other top PGA Tour events. Many of the trees are badly damaged from years of neglect, putting people in great danger from falling branches, and the trees falling themselves. Additionally, the sprinkler system is gone, there is no filtration, and the remaining sprinklers are incapable of even doing 10% of what is needed. The grass is largely dead, the greens are virtually unplayable, and the Course is in very poor general condition but, after many years of horrendous maintenance, and little money devoted to the process of upkeep, we have determined that this location can bring tremendous success and prestige back to Washington, D.C., along with what we have already done with respect to the lowest Crime Numbers in many years, and the fixing of 73 of our most important Statues, Monuments, and Fountains. The Course is virtually unplayable! Work on the new Course, which will go quickly, will begin on September 1st. Tom Fazio will be the Course Architect. It will be built through the Department of the Interior, and designed to the Highest Standards of Golf, but also in such a way that the General Public will love it.
