Beryl Alaine Howell (born December 3, 1956) is an American lawyer and jurist who serves as a senior United States district judge of the United States District Court for the District of Columbia. She was district's chief judge from 2016 to 2023. As chief judge, she supervised federal grand juries in the District, including for the Mueller special counsel investigation into Russian interference in the 2016 United States elections and investigations into attempts to overturn the 2020 United States presidential election.

Mahmoud Khalil Deportation Hearing Live: Columbia Activist to Remain in ICE Custody

Mahmoud Khalil will remain in an ICE detention facility in Louisiana after procedural hearing in New York.
The Columbia University graduate was arrested at his New York home on Saturday, and his green card was revoked, over his role in the campus protests against the Israel-Hamas war in 2024.
Federal judge Jesse Furman ruled today to block any deportation efforts until Khalil's attorneys and the federal government appear in court.
What to Know:
In court on Wednesday, Furman ordered Khalil be allowed at least one private call today and tomorrow with his lawyers who said they have not been able to speak to him since his arrest.
Khalil's attorneys had petitioned for his release today, arguing that his actions were protected under the First Amendment and that he is being targeted for his speech.
A protest erupted outside the New York courthouse Wednesday after he was remanded in the ICE facility.
The government is seeking to revoke Kahlil's student visa and green card due to his participation in anti-Israel protests and they have accused him of making statements in support of Hamas. He has not been publicly accused of providing any material support to the group.
The White House has warned that more deportations of individuals with alleged ties to terrorism could follow.

Administrators at Columbia University has warned students and faculty at its journalism school not to publish stories on Gaza or Ukraine if they're not U.S. citizens after Mahmoud Khalil was detained over his involvement in protests against the war in Gaza, the New York Times reports.
"Nobody can protect you," said the journalism school's dean, Jelani Cobb. "These are dangerous times."
Adjunct professor and attorney Stuart Karle urged non-U.S. citizens at the journalism school not to cover Gaza, Ukraine and or even protests related to their former classmate's arrest for fear they could also be detained and deported.
"If you have a social media page, make sure it is not filled with commentary on the Middle East," he added.

ICE arrests over 32,000 migrants since Trump's inauguration
U.S. Immigration and Customs Enforcement has arrested more than 32,000 migrants living in the country without legal status since January 21, the day after Trump took office, according to Department of Homeland Security officials.
The arrests include individuals taken into custody through ICE operations, the Criminal Alien Program, and the 287(g) partnership program, a senior ICE official said.
In the first 50 days of the Trump administration, ICE reported arresting over 14,000 convicted criminals, 9,800 migrants with pending criminal charges, 1,155 suspected gang members, and 44 foreign fugitives.
An additional 8,718 arrests were categorized as "immigration violators."

A disgruntled leftist spray-painted “long live the Ukraine” and accidentally lit himself on fire when he torched three Tesla chargers in a South Carolina parking lot on Friday.
The angry Trump-hater lit the clothes on his back on fire after hurling incendiary devices at the Tesla charging stations.
No arrests have been made yet by authorities.
A man burned three Tesla chargers in a South Carolina parking lot and also apparently inadvertently set his clothes on fire, police said.
The man spray-painted “long live the Ukraine” and a crude reference to President Donald Trump on the pavement next to the charging stations Friday near an outlet mall in North Charleston, according to a report from the North Charleston Police.
The man then ignited an unidentified material stuffed into beer bottles and began to throw the bottles at the stations, police said. While doing so he caught the clothes on his back on fire, then ran from the parking lot, witnesses told police.
Masked man vandalized a Tesla location in South Carolina with spray paint writing “F*** Trump” & “long live Ukraine.” He then set charging stations on fire with Molotov cocktails and accidentally set himself on fire too.

A member of the Duma says “con artists” swindled more than a billion dollars from people last year
Russian lawmakers should consider banning “esoteric” and “spiritual” services, along with various outlets that advertise them, Russian MP Nina Ostanina said in a statement on Tuesday.
A new bill proposed by the lawmaker and her colleagues would amend preexisting laws, banning the promotion of various occult services and online resources that advertise them, aiming to protect vulnerable citizens from psychological and financial harm.
“These practices, including astrology, magic, energy ‘healing’ and fortune telling, have no scientific basis, mislead people, and are often used for fraud,” Ostanina wrote on her Telegram channel, posting the draft bill. (I don’t know, but energy healing works, God made us with energy. But the others are just wasting time and money. Doesn’t Russia use psychics in their secret programs?)
“These con artists swindled more than 100 billion rubles ($1.15 billion) from households and families in 2024 alone,” she added.
If accepted, the bill would affect tarot card readers, mediums, crystal therapists, numerologists and other esoteric services, according to the bill’s explanatory notes.
International precedents suggest that regulating these kinds of businesses “reduces the risk of fraud,” Ostanina said.
“Ignoramuses, crooks, charlatans and deceivers – I declare war on you,” she wrote.
According to a poll last year by The Russian Public Opinion Research Center (VTSIOM),roughly six out of ten Russians had resorted to esoteric servicesat least once in their lifetime,and one in four believed in their effectiveness.
The Russian ‘magic’ market niche grew by 20%, while traffic to websites providing the services spiked by 38% in 2024, the newspaper MK claimed in December. According to the outlet’s estimates, the industry’s total annual turnover in Russia reached trillions of rubles last year, comparable to Russians’ annual spending on groceries.

During the inspection, Baker-Hill informed the inspector she was not able to live safely in the home while the repairs were being made. Consequently, FEMA approved benefits for Baker Hill to assist with home repairs and for two months of rental assistance. The approval letter from FEMA indicated that the rental assistance money was to be used solely to help Baker-Hill pay rent and essential utility costs while she was in temporary housing.

German spies hid evidence of Covid origin for years – media
Berlin decided against sharing intelligence suggesting the virus came from a lab, fearing political fallout
Germany’s foreign intelligence agency (BND)obtained evidence in the early days of the pandemic that convinced it that Covid-19 originated in a laboratory, Die Zeit and Sueddeutsche Zeitung (SZ) newspapers reported on Wednesday. Berlin then decided to keep the conclusion secret out of fear of a possible mistake and potential political fallout, the media outlets said, citing their own investigation.
TheBND dispatched a team of specialists to investigate the origins of the virus in the early weeks of 2020, the report said.They focused on Chinese government agencies and scientific institutions,including the Wuhan laboratory, where they reportedly discovered documents the German media describe as “fascinating and explosive.”
The German intelligence agency’s findings reportedly included data on experiments with coronaviruses,as well as a series of unpublished studies from 2019 and 2020, including those dealing with effects of coronaviruses on the human brain.
“The material suggests thatan unusually large amount of knowledgeabout the supposedly novel virus was available in Wuhan at an unusually early stage,” Die Zeit reported.
The materials were reportedly evaluated by a team of BND analysts led by a virologist. The teamcross-referenced the datawith publicly available studies and materials obtained from other nationsand concluded “with 80 to 95% certainty” that Covid “likely originated in a Chinese laboratory.” The BND reportedly believed that the outbreak was caused by an accident stemming from lax safety rules in the Wuhan lab.
Theresults were presented to former Chancellor Angela Merkel’s government, but it was skeptical and decided not to share the information with anyone, including the World Health Organization (WHO) and the German parliament, according to the media. Berlin was reportedly afraid of potential complications in relations with Beijing and Washington.
The government of Chancellor Olaf Scholz, which succeeded Merkel’s,also reportedly did not find the BND conclusions convincingenough and initially decided to keep them under wraps.It was only in late 2024 that the BND was allowed to share its findings with the CIAand a carefully selected group of scientists, according to the outlets.
The CIA said in January 2025 it believed “with low confidence” that Covid-19 likely originated in a lab. The Chinese government has repeatedly rejected the lab-leak theory. Another major theory suggests that Covid-19 emerged from a natural source, specifically through zoonotic transmission from animals to humans.
Following SZ’s and Die Zeit’s inquiry, Berlin said it would share the BND findings with the German parliament and the WHO andrelease some materials related to the scientific assessment of the agency’s conclusions to the public at some point in the future.

We should keep in mind; a potential ceasefire carries with it a potential benefit for Russia inthat a cessation of hostilities provides the opportunity for Ukraine to hold elections. There is a strong sense that current Ukrainian President Volodymyr Zelenskyy would not win if elections were held in the embattled country.
During his trip to Ireland, Secretary Rubio took multiple questions about the framework of the ‘ceasefire’ terms that Ukraine has outlined. From the Trump/Rubio perspective, the goal is to stop the killing. It is likely that Steve Witkoff will travel to Russia with a broad outline of the discussions so far. From that point another conversation between President Trump and President Putin is likely.
Secretary Rubio stays focused on the primary objective, to get both sides to agree to come to the table, with an interim goal to talk about the conditions for a 30-day ceasefire. WATCH:

Trump border czar Tom Homan ventured to Albany, New York, Wednesdayto stand with state Republicans and to blast Democrats for what he says are their “pro-illegal immigration” policies.
Homan criticized Democrat Gov. Kathy Hochul and state Democrats for interfering with federal immigration enforcement, WNYW-TV reported.
The Trump official also said he intends to meet with New York City Mayor Eric Adams andslammed Hochul, saying, “She goes and tries to fire the mayor, who wants to help me find public safety threats.”
While in New York, Homan will rally with SenateRepublicans who are looking to roll back sanctuary policiesand institute requirements for state law enforcement to work with Immigration and Customs Enforcement (ICE).
Hochul is not expected to meet with Homan, according to the New York Post.
Sparks flew, though, as soon as he arrived in the state capital, as protesters, including assemblymember and NYC mayoral candidate Zohran Mamdani, tried to assail the Trump official.
State Republicans arehoping to convince legislators to adopt the Laken Riley Act, which would require state law enforcement to work with ICE and other federal immigration enforcement officials.
The Empire State has become a target of the Trump administration over its lenient sanctuary policies. U.S. Attorney General Pam Bondi recently sued the state for violating constitutional requirements to work with the federal government on immigration.
“New York has chosen to prioritize illegal aliens over American citizens. It stops. It stops today. We’re here today because we have filed charges against this,” AG Bondi said in February. “Violent criminals, gang members, drug traffickers, human smugglers will no longer terrorize the American people.”

The post on Wednesday showed that Dorsey has 11 hours remaining in his lock-out.

Florida’s healthcare system was burdened with $660 million in unpaid hospital bills in 2024 incurred by illegal migrants, according to the state’s most recent report.
The Sunshine’s State’s “Hospital Patient Immigration Status Report,” released by the Florida Agency for Health Care Administration (AHCA),says hospitals go “largely uncompensated” for the health care they dole out to illegal migrants, and the large number of indigent patients is a “direct contributor to the strain on Florida’s health care system.”
The report adds that, in 2024, $659.9 million was spent on “providing care to illegal aliens across the state.” The number tops the $566 million lost to illegals in 2023, though in 2023 the numbers only began tracking the costs starting in June after the state’s legislature passed a law requiring the amassing of the data on unpaid hospital bills, the Tallahassee Democrat reported.
“The agency remains dedicated to fulfilling Governor DeSantis’ commitment to protecting taxpayer dollars from being used on individuals who are not lawfully present in the United States,” said AHCA Deputy Secretary Kim Smoak.
The AHCA manages the state’s Medicaid program, regulating and licensing healthcare facilities and publishing state health data. The agency also has a dedicated Medicaid fraud unit that works directly with the Florida Attorney General’s office.
As a result of the 2023 law, the AHCA publishes its report on healthcare costs for illegal aliens on March 1 of every year. But, even with the reporting, the loss might be worse because the current law is based on data from patients who self-report their immigration status and many illegal migrants do not volunteer that information.
The ACHA’s Hospital Patient Immigration Status Dashboard breaks the data down to the county level to allow residents to look up the information online.
The counties with the highest percentage of patients who told doctors and administrations that theywere illegal aliens include Miami-Dade, Lee, and Manatee counties.
The top three counties included Miami-Dade, which reported losing $282.2 million, Broward County, which lost $77 million, and Hillsborough, which reported $64.4 million in losses.
Overall, thereport claimed illegal aliens accounted for 67,700 emergency room visits. However, the real number is likely far higherbecause many of the state’s hospitals noted that more than half of their patients refused to say if they were legal residents or not.
Tampa General Hospital Spring Hill, for instance,said 63.4 percent of its emergency room patients did not answer the citizenship question on admitting paperwork.

A new four-lane highway cutting through tens of thousands of acres of protected Amazon rainforest is being built for the COP30 climate summit in the Brazilian city of Belém.
It aims to ease traffic to the city, which will host more than 50,000 people - including world leaders - at the conference in November.
The state government touts the highway's "sustainable" credentials, but some locals and conservationists are outraged at the environmental impact.
The Amazon plays a vital role in absorbing carbon for the world and providing biodiversity, and many say this deforestation contradicts the very purpose of a climate summit.
Along the partially built road, lush rainforest towers on either side - a reminder of what was once there. Logs are piled high in the cleared land which stretches more than 13km (8 miles) through the rainforest into Belém.
Diggers and machines carve through the forest floor, paving over wetland to surface the road which will cut through a protected area.
Claudio Verequete lives about 200m from where the road will be. He used to make an income from harvesting açaí berries from trees that once occupied the space.
"Everything was destroyed," he says, gesturing at the clearing.
"Our harvest has already been cut down. We no longer have that income to support our family."
He says he has received no compensation from the state government and is currently relying on savings.
He worries the construction of this road will lead to more deforestation in the future, now that the area is more accessible for businesses.
"Our fear is that one day someone will come here and say: 'Here's some money. We need this area to build a gas station, or to build a warehouse.' And then we'll have to leave.
"We were born and raised here in the community. Where are we going to go?"
Claudio Verequete says the trees he harvested açaí from have been cut down
His community won't be connected to the road, given its walls on either side.
"For us who live on the side of the highway, there will be no benefits. There will be benefits for the trucks that will pass through. If someone gets sick, and needs to go to the centre of Belém, we won't be able to use it."
The road leaves two disconnected areas of protected forest. Scientists are concerned it will fragment the ecosystem and disrupt the movement of wildlife.
Prof Silvia Sardinha is a wildlife vet and researcher at a university animal hospital that overlooks the site of the new highway.
She and her team rehabilitate wild animals with injuries, predominantly caused by humans or vehicles.
Once healed, they release them back into the wild – something she says will be harder if there is a highway on their doorstep.
"From the moment of deforestation, there is a loss.
"We are going to lose an area to release these animals back into the wild, the natural environment of these species," she said.
"Land animals will no longer be able to cross to the other side too, reducing the areas where they can live and breed."
The Brazilian president and environment minister say this will be a historic summit because it is "a COP in the Amazon, not a COP about the Amazon".
The president says the meeting will provide an opportunity to focus on the needs of the Amazon, show the forest to the world, and present what the federal government has done to protect it.
But Prof Sardinha says that while these conversations will happen "at a very high level, among business people and government officials", those living in the Amazon are "not being heard"...

Both men were charged earlier this year.
After two public servants in Box Elder County were charged with offenses involving child sexual abuse, new findings show that the pair allegedly had a sexual relationship with one another, shared child pornography, and discussed fantasies of abusing children together.
Both men were charged earlier this year. First, Tremonton Fire Chief Ned Brady Hansen was accused of possessing and sharing child sexual abuse material. Then Box Elder County Judge Kevin Robert Christensen was charged with similar offenses.
In a search warrant filed by FBI agents investigating Hansen’s case, they said they learned that Hansen was often sharing child sexual abuse material with other users online and discussing twisted fantasies. According to the report, they learned that one of the people Hansen was chatting online with was Christensen.
Investigators also learned from the chats that Hansen and Christensen had met up in real life and engaged in sexual acts. They also allegedly discussed fantasies of sexually abusing children together.
They also discovered that when Hansen was arrested, law enforcement had requested that he be held without bail — but Christensen denied the request and allowed Hansen to be released.

Any combatants committing crimes against civilians on Russian soil will be treated as terrorists, the president has said
Foreign mercenaries fighting for Kiev should be aware that they do not have the same legal protections under international law as regular Ukrainian combatants, Russian President Vladimir Putin said during a visit to Kursk Region.
Speaking at a meeting with the Russian General Staff and military commanders on Wednesday, the president stated that any Ukrainian soldier or foreign mercenary captured on Russian soil can be “treated as a terrorist under Russian law.”
“All people who commit crimes against the civilian population on the territory of the Kursk Region, confront our Armed Forces, law enforcement agencies and special services, are terrorists in accordance with the laws of the Russian Federation,” Putin said. “This is how the Russian Prosecutor General’s Office and the Investigative Committee qualify their actions.”
Putin stressed that Russia “treats and will treat all people humanely,” including prisoners of war (POWs), but warned that mercenaries lack the same legal status as regular troops.
“I still want to remind you that foreign mercenaries are not protected by the 1949 Geneva Convention on POWs,” the Russian leader said.
The border region faced a major incursion by Ukraine in August 2024, and Russian troops have been gradually pushing them back in an operation that has intensified in recent weeks. In liberated areas, Russian investigators have found evidence of Ukrainian troops committing rape, torture, and murder against civilians during the occupation.
Foreign mercenaries have also played an active role in Ukraine’s incursions, according to the Russian authorities, who have warned that any troops supporting Kiev will be considered “legitimate targets.”
Under the Third Geneva Convention, regular combatants fighting for a recognized party in a conflict are granted protections if captured by the opposing side. POW status guarantees access to shelter, food, medical care, and protection from hostilities, as well as safeguards against violence, intimidation, and degrading treatment. They also cannot be prosecuted simply for taking part in hostilities unless they have committed war crimes.
However, Article 47 of Additional Protocol I to the convention explicitly excludes mercenaries from being classified as regular combatants, meaning they are not entitled to POW status.
The Russian authorities have consistently prosecuted foreign mercenaries fighting for Kiev. In January, a Russian court sentenced retired US Army Ranger Patrick Creed to 13 years in prison for serving with the Ukrainian from 2022 to 2023. In March, British citizen James Scott Rhys Anderson was sentenced to 19 years behind bars by a Russian court after being convicted of crimes against civilians in Kursk Region.

A new study highlights how much states rely on federal aid compared to what they contribute in taxes. The study evaluates three key metrics: return on federal taxes, federal funding as a share of state revenue, and the percentage of federal jobs in each state.
Most dependent states include Alaska, Kentucky, and West Virginia, while New Jersey, California, and Delaware are the least reliant, according to a new WalletHub study.
The report found that Red States (average rank: 21.48) depend more on federal funding than Blue States (32.05). Additionally, states with lower per-capita GDP tend to receive more federal support. Notably, Illinois ranks among the least dependent but has the nation's highest tax rates, while Alaska, the most dependent state, has the lowest taxes.
WalletHub writes that Alaska ranks as the most federally dependent state, with over 50% of its revenue coming from federal funding. The state's harsh weather, large landmass, and small population contribute to its reliance on federal dollars for infrastructure, disaster relief, and resource management.
