Kiev claims NATO will defend arms convoys to Ukraine against Russia

If Russian forces launch an attack on a Western convoy delivering arms to Ukraine, NATO will consider this a reason to invoke Article 5 of the military bloc's treaty, which assures its members’ collective self-defense, Aleksey Danilov, the secretary of Ukraine’s National Security and Defense Council, claimed on Sunday, citing NATO Secretary General Jens Stoltenberg.

“Today, the head of NATO… Mr. Stoltenberg has made a statement: if a single projectile, a single bullet hits a convoy that … [is delivering arms] to Ukraine, [NATO] will consider it a trigger for Article 5 [of the North Atlantic Treaty],” Danilov said while on air on Rada, the Ukrainian parliament's TV Channel.

Neither NATO nor Stoltenberg personally has made any public statements on Sunday confirming or denying Danilov’s assertion. The Ukrainian official’s statement comes a day after Russia’s Deputy Foreign Minister Sergey Ryabkov warned that Russia would consider arms convoys heading for Ukraine to be “legitimate targets” for Russian forces. Ryabkov has not elaborated on whether the convoys could be targeted on Ukrainian territory or elsewhere.

Article 5 of the North Atlantic Treaty says that “an armed attack against one or more” NATO members “in Europe or North America” shall be considered an attack on NATO as a whole and will warrant a response from each of the bloc’s members, “including the use of armed force.”

Previously, Stoltenberg has confirmed that “any attack against any NATO country, NATO territory … will trigger Article 5” after visiting a Latvian military base together with Canada’s Prime Minister Justin Trudeau and the leaders of Spain and Latvia on March 8.

On March 9, he also said that the military bloc “decided to make clear that a cyberattack can trigger Article 5.” Stoltenberg has added, though, that NATO “will never give the privilege to a potential adversary to tell exactly where that threshold is.”

Earlier, and despite insistence from Kiev, the bloc rejected the idea of enforcing a no-fly zone over Ukraine, pointing to the fact that it would lead to a direct military confrontation between NATO and Russia.

On February 24, Russian President Vladimir Putin warned any outside forces that might be “tempted to meddle” in what Moscow calls an “operation” in Ukraine that Russia’s response to such actions would be “immediate” and would have consequences “never seen in history.” Four days later, Russia put its nuclear forces on high combat alert.

Moscow has launched its large-scale “operation” with the argument that it’s aimed at “demilitarizing” Ukraine in the name of protecting the people of the two Donbass republics Russia had earlier recognized. Kiev has blasted the move as a totally unprovoked act of aggression and said it had never planned to attack the two republics in the first place.

Chicago Police Sergeant Identified, Death Ruled A Suicide

Dougherty is at least the fourth Chicago police officer to have taken his own life over the past year.

The Chicago police sergeant who was found dead in his home Saturday morning has been identified by authorities as 52-year-old Edward T. Dougherty. The Cook County Medical Examiner said that Dougherty died of a self-inflicted gunshot wound to the head.

Dougherty was assigned to the 22nd Chicago Police District and lived in Mt. Greenwood. His body was found in his home near 105th Street and Christiana Avenue.

The development comes as White House national security adviser Jake Sullivan plans to travel to Rome on Monday to meet with his Chinese counterpart, Yang Jiechi.

“We are communicating directly, privately to Beijing, that there will absolutely be consequences for large-scale sanctions, evasion efforts or support to Russia to backfill them,” Sullivan said.

Meanwhile, NATO will begin Cold Response 2022 joint military exercises in Norway on March 14, with the participation of 30,000 troops, 200 aircraft and 50 ships from 27 NATO countries.

The thing is — China’s worst fear is internal political instability, the threat of which it buys off with economic growth.

It absolutely does *not* want that growth jeopardized.

So I would be amazed if China helped in any way.

The Fifth Service of the FSB, Russia’s main intelligence service, has been targeted and the leadership placed under house arrest, according to the authors’ sources.

Its head, Colonel-General Sergei Beseda, and his deputy were being held after allegations of misusing operational funds earmarked for subversive activities and for providing poor intelligence ahead of Russia’s now-stuttering invasion. The operation has hit serious obstacles, not least fierce resistance by the Ukrainian armed forces and the unity of the population, including most Russian-speakers, behind President Volodymyr Zelenskyy and his government.

The Fifth Service was responsible for providing Putin with intelligence on political developments in Ukraine on the eve of the invasion. And it looks like two weeks into the war, it finally dawned on Putin that he was completely misled. The department, fearful of his responses, seems to have told Putin what he wanted to hear.

Beseda and his staff — officially known as the Service of Operative Information and International ties — oversee connections with foreign partners, including the Americans. Within it resides the infamous Department of Operative Information (DOI), which is essentially the FSB’s foreign intelligence branch.

The FSB obtained a right to conduct operations abroad in the late 1990s, when Putin became director of the organization. The new directorate was formed and tasked with spying in particular on Russia’s nearest neighbors. It was at that time that the authors of this article began following the activities of this FSB unit, reporting on its activities for Russian and international media.

When a series of popular uprisings known as the “color revolutions” started to topple the regimes in the post-Soviet republics, the directorate was tasked to promote pro-Kremlin politicians in order to keep those countries within Russia’s sphere of influence.

In 2004, that directorate became a full department, the DOI, a move underlining its importance in the eyes of the Kremlin. Beseda soon became its head, having previously served in the FSB section supervising the Administration of the President, where he had established excellent connections. Officers of DOI were spotted traveling to Belarus, Moldova, and Abkhazia, a breakaway region in Georgia whose separatist insurgency was supported by the Kremlin. There they spied and also tried to influence local politics.

But Ukraine was always one of the key targets for the DOI. In June 2010, the authors received information that a website was being launched to leak sensitive documents from the FSB. The website was hosted on the domain name lubyanskayapravda.com, "The truth on the Lubyanka [the FSB headquarters building].”

Sure enough, the site contained a trove of extremely sensitive documents, such as reports of DOI’s successful active measures operations, addressed directly to Putin. Most of them bore the signature of Col-Gen Beseda.

Among the documents was one that had been forged to undermine the relationship between Ukraine and Turkmenistan; it was a faked report of the Ukrainian security services suggesting Kyiv had funded the Turkmenistan opposition. The DOI had then leaked the report to Ukrainian media, and Russia’s main foreign spy agency, the SVR, swallowed the bait and described it as authentic in a write-up to the Kremlin — proof, as Beseda gloatingly relayed, that his Russian intelligence service had duped another Russian intelligence service.

It was a mishap, but worse was yet to come: in April 2014, the Ukrainian Foreign Ministry sent a request to its Russian counterpart to question Beseda. It said the FSB officer had been in Ukraine on February 20-21 of that year, during the Maidan Revolution, when regime scores of unarmed protesters were shot dead. The Ukrainian government believed it was important to speak to him “in the framework of pre-trial investigation in criminal proceedings on the crimes committed during mass events in Kyiv in [that] period.”

The FSB confirmed that Sergei Beseda was indeed in Kyiv on those days. But it claimed he was there to determine ensure the Russian embassy was properly protected, a version that very few Ukrainians accepted. Since 2014, Beseda has been on US and European Union sanctions lists. The FSB was “involved in the funding and supporting of separatist activities in Crimea and eastern Ukraine,” the US Treasury Department stated.

The Fifth Service emerged unscathed despite the scandal – Beseda’s people remained in charge of supplying intelligence on Ukraine, developing sources on the ground, and conducting subversive operations.

It seems that protective umbrella has now been withdrawn.

The targeting is what is key here. If Iran targeted something under construction or an area where nobody should be, the messaging is focused on displaying/reminding/signaling the capability and the will to use it. Russia is also close to Iran. This is a very convenient distraction, although that is just conjecture. If this target area was a place where people usually are, along with other operational capabilities, the intent changes. Regardless it is a major escalation, but maybe not one worth meeting at this time considering everything else going on in the world.

The incident is being investigated by the government of Iraq and the Kurdish Regional Government and we refer you to them for comment.

We condemn this outrageous attack and display of violence.

This statement is very vague and lacking in detail considering the nature of the attack. It seems clear the U.S. is looking to downplay this attack.

No surprise here, but the missiles appear to have emanated from Iran.

We were under the impression that a Patriot battery was still in place in Erbil to protect facilities near the impact area and the general area overall. Why wasn't the Patriot battery activated? Maybe it was, but there is no evidence of that at this time and it is hardly something that would be missed. Then again, maybe it was withdrawn as part of a larger drawdown of air defense systems from the region in mid-2021, some of which were deployed only after the 2020 Iranian ballistic missile attacks in Iraq.

Iranian state TV says Iran executed the attack against "secret Israeli bases" according to multiple reports. The Haaretz reports:

Iran's Revolutionary Guards took responsibility for the attack later on Sunday and warned Israel of a "harsh, decisive and destructive response" in case of future attacks, Iran's state TV said. The attack reportedly targeted "secret Israeli bases."

Hezbollah-affiliated Al Mayadeen news outlet cited Iranian sources as saying that the attack was not related to Israel's alleged killing of two Iranian Revolutionary Guard members in Syria last week, but rather to other Israeli operations against Iranian targets.

The report said that the ballistic missiles were fired at Mossad headquarters in Erbil, and that there have been casualties at the site. It also mentioned that Iranian intelligence agents took down an Israeli spy ring operating in the country in an attempt to recruit local agents.

U.S. and Iraqi officials maintain that nothing of significance was hit and that there were no casualties.

Iran's bizarre claims just add to the strange circumstances of this attack and the response to it.

It really got bad-the suppression in the early 1900s right before the FRB created cause once they decided to make silver the industrial metal (a no-brainer at the time) it was something you could never go back on.

I happen to subscribe to the theory that we have plenty of gold in the ground (all the National Parks) but we do not have as much silver as everyone is led to believe.

The Oak Ridge Manhattan Project used billions of ozs of silver for the calutrons and they always said they put it back-even have docs that say they did but when the Hunt bros shit went down in the 1970s-early 80's they actually had to get some from the Defense Dept and issue coins through the Assay Office and some of that was found to have some traces of radiation so they put some of it back but not all of it.

The Waco shit in the 90s also had some elements of this as it was speculated that they had a bunch of physical silver the Feds wanted and those docs were in the Alfred P. Murrah Federal Building in OKC.

Was never able to confirm but have seen several others say same thing..

Did Russia empower Iran’s attack on Erbil? - analysis

Iran is counting on the US being afraid of “war” whiel Russia wants to return Ukraine to its “near abroad.” Iran wants to ride the Russian train as far as it can.

Iran’s attack on Erbil using a dozen large ballistic missiles is a major escalation. The missiles targets key areas, such as a new US Consulate being built. They are a message that Iran can do a lot more damage.

Had Iran wanted to, it could have aimed more at the airport runways or targeted civilian areas more heavily. It’s clear Iran was sending a message of its power more than wanting to wreak total havoc.

Iran’s message may be linked to the breakdown in Iran talks. Russia has attempted to use the Iran talks to squeeze more concessions from the US regarding sanctions on Russia. This has angered Iran because Tehran wants sanctions relief, and it now finds itself being waylaid by Russia at the last moment.

But Iran is also looking to Russia for lessons on how to engage with the West. Iran is learning that Russia has used an invasion to demonstrate that there is international impunity to warmongering and attacks.

The large ballistic-missile barrage on Erbil is not the first time Iran used ballistic missiles like this. It also targeted Kurdish dissidents in 2018 in Koya in northern Iraq’s Kurdistan Region. It also used ballistic missiles in 2020 against the US facility at Ain al-Asad air base in response to the US killing of Iran IRGC commander Qasem Soleimani.

This means the use of these missiles is not new or unprecedented. Iran has used missiles and drones to target Saudi Arabia, and it has also sent missile technology to the Houthis in Yemen for use against Saudi Arabia.

So what is new with the March 13, 2022, attack? The large number of missiles and heavy payload on them was likely a warm-up for larger attacks. Iran wants to showcase its precision and abilities with these types of missiles. Tehran also wants to see if the US will respond.

The US has many voices that are part of the chorus who argue against American escalation in Ukraine and don’t want “war” with Iran or Russia. Russia has used these voices as well, because Russia wants impunity to destroy Ukraine.

Russia counts on the West to be afraid of war – particularly the narrative that any confrontation with Russia is “World War III” – even though there is no evidence that Russia can afford conflict with the West. So Russia sells the “war, war” narrative just as Iran sold the “Iran deal or war” narrative in 2015.

Today, Iran wants to ride the “Russian narrative” bandwagon and pretend that if the US “escalates” by retaliating, then there could be war, even though Iran and Russia are the aggressors.

IN THE past, the US has retaliated when pro-Iranian militias killed US or coalition forces in Iraq. The US often retaliated against Iranian-backed militias in Syria. This is the calculus Iran has. It knows the US could retaliate in Syria – a kind of “everything goes” country where the US can operate with more impunity.

The US would be reticent to retaliate in Iraq because it doesn’t want to violate “Iraqi sovereignty.” The US will also be cautious about targeting Iran, even though the missiles came from Iran. Tehran wants to see if the US backs down; then it has a blank check to use more missiles from Iran to target the US, Israel, Saudi Arabia, the Gulf and others.

Iran already has used the Houthis to target the UAE, and it had Iraq-based militias target the UAE and Saudi Arabia. Iran also used drones to target Israel from Iran last March.

So Iran is upping the deadly game, coming out from the shadows and using drones and missiles directly fired from Iran toward other countries in the region. Iran also targeted Saudi Arabia in September 2019. There was no retaliation. So Iran now thinks it may be able to try to drive the US out of Erbil in northern Iraq.

Iran is watching closely what happens in Russia and Ukraine in this regard. While the US has warned Russia of a tough response about the invasion, the White House also puts out messaging about not wanting any conflict with Russia.

Russia now has said it will target supplies of arms going into Ukraine. Russia is testing the West’s resolve. The US may be backing down.

Meanwhile, Iran sees that the US wants the Iran deal back, and Tehran wants to squeeze Washington to come to terms. This means Iran is using the Ukraine crisis but also browbeating Russia regarding the Iran deal and using the threat of more deadly attacks to try to get something from the US and see if the US will back down or retaliate.

We have uncovered more information connecting the Azov Battalion to Neo-Nazis. In an FBI criminal complaint in October 2018, the FBI accused four men in Los Angeles of being neo-nazis. These men were accused of essentially being behind riots in the US.

(Note that the current FBI will never do the same for Antifa or BLM members even though they killed people and caused billions of damage in 2020.)

In the filing (page 8) the FBI notes that RAM members (the group the accused were associated with) the FBI labels the Azoz Battalion, who these guys met with, as Neo-Nazis.

On August 1, 2018, an Instagram user “tagged” Right Brand Clothing’s account in a post containing a photograph of RAM members during their trip to Germany, Ukraine, and Italy meeting with Olena Semenyaka, the leader of the International Department for the National Corps, which is a political party in the Ukraine that was founded in 2016 out of a regiment of the Ukranian military called the Azov Battalion. Based on my training and experience, I know that the Azov Battalion is a paramilitary unit of the Ukranian National Guard which is known for its association with neo-Nazi ideology and use of Nazi symbolism, and which is believed to have participated in training and radicalizing United States-based white supremacy organizations.

Russia Seeing Humanitarian Crisis of ‘Catastrophic’ Levels as Far-Right Ukrainians Take Hostages

A Russian general pointed to the southeastern Ukrainian port city of Mariupol as a flashpoint, asserting that far-right forces have been firing at those trying to flee the city through humanitarian corridors. Hundreds of thousands of people, including many foreign nationals, are effectively being held hostage, the general stated.

MOSCOW (Sputnik) - Over 6,900 foreign nationals are being held by Ukrainian far-right forces and are being used as human shields in combat, the head of the Russian National Defense Control Center announced on Saturday.

"More than 6,900 citizens from 16 foreign countries are still being held hostage as a ‘human shield’ by Ukrainian neo-Nazis," reported Russian General Mikhail Mizintsev.

Foreign crews of over 50 foreign-flagged vessels are stranded in Ukrainian seaports, the general added.

Foreign citizens hail from Azerbaijan, Greece, Georgia, Egypt, India, Lebanon, Syria, Turkey, the Philippines and Jamaica, among others. Moscow has reported that it is in contact with their respective diplomatic missions.

Mizintsev added that some cities in Ukraine are facing a humanitarian crisis of catastrophic proportions as the situation continues to worsen across the country.

“The humanitarian situation in Ukraine, unfortunately, continues to deteriorate and is of catastrophic proportions in some cities. Nationalist armed forces have been planting bombs in residential neighborhoods, destroying bridges and roads,” the Russian military general stated.

The top military representative also noted that, on March 12, for humanitarian purposes, Russia had provided humanitarian corridors in the direction of Kiev, Chernigov, Sumy, Kharkov and Mariupol, for the eighth time, beginning at 10 am, local time.

Kiev has rejected multiple attempts by the Kremlin to conduct humanitarian evacuations of civilians into Russia from the southeastern Ukrainian port of Mariupol.

"Kiev has not yet authorized any of humanitarian corridors to Russia, once again showing how much the authorities are indifferent to their own people," Mizintsev announced.

The Russian general additionally accused troops in Ukraine of violating humanitarian corridors while "hunting" those who flee eastward. The Ukrainian national security agency - the SBU - has, according to the Russian military general, been tracking phone calls and conducting mass searches and arrests to stop people from traveling to Russia.

"People are being forced to find excuses for seeking protection in Russia," Mizintsev stated.

Some 450 civilians heading toward the bordering Russian region of Kursk, from Ukraine’s Sumy region, had their transports seized and were driven away from the border, according to Mizintsev's report.

Russia as evacuated at least 9,787 people from conflict zones across Ukraine and the Donetsk and Lugansk people’s republics in the past 24 hours, according to the Kremlin. The total number of evacuees has topped 231,000, which includes 51,996 children.

Moscow, Mizintsev continued, has been contacted by over 2.6 million civilians and foreigners stranded in Ukraine in hopes of leaving the conflict-torn country, with a reported 19,963 pleas for help over the past 24 hours alone.

Russian Forces Down Ukrainian Mi-24 Helicopter, Three UAVs, Including Bayraktar Drone, MoD Says

The Russian Armed Forces are continuing to conduct the special operation in Ukraine, which was ordered by President Vladimir Putin on 24 February following a request from the Donetsk and Lugansk People's Republics (DPR and LPR) to protect them.

Russia’s military shot down one Ukrainian Mi-24 (NATO reporting name: Hind) helicopter and three unmanned aerial vehicles, including a Turkish-made Bayraktar drone, the Russian Defence Ministry reported. All four aircraft were downed in one day, the ministry clarified.

Defence Ministry spokesman Igor Konashenkov stated that Russian forces have destroyed a total of 3,593 military objects in Ukraine over the course of the special military operation, which was launched on 24 February. He clarified that Russian forces have downed 61 Ukrainian helicopters and 126 drones, in addition to 1,159 tanks and other armoured vehicles.

Forces of the Lugansk People's Republic (LPR) have moved deeper into territory controlled by Kiev's forces, seizing Vozgorye, Molodezhnoe, and parts of Popasnaya, Konashenkov said. He added that LPR troops are approaching the city of Severodonetsk.

Russian forces, in turn, seized Novoandreevka and Kirillovka, drawing near to a group of settlements held by Ukrainian forces – Novomayorskoye, Pavlovka, Nikolskoye, Vladimirovka, and Blagodatnoye.

President Vladimir Putin ordered Russian troops to launch a military operation in Ukraine following a request for help from the Donetsk and Lugansk People's Republics (DPR and LPR), also citing the need to protect the two republics that have been suffering from constant shelling by Ukrainian forces. Putin described the goals of the special operation as the demilitarisation and de-Nazification of Ukraine.

According to him, 99 aircraft, 128 unmanned aerial vehicles, 1,194 tanks and other armored combat vehicles, 121 multiple rocket launchers, 443 field artillery pieces and mortars, 991 units of special military vehicles were destroyed.

Russian President Vladimir Putin said in a televised address on February 24 that in response to a request by the heads of the Donbass republics he had made a decision to carry out a special military operation in order to protect people "who have been suffering from abuse and genocide by the Kiev regime for eight years." The Russian leader stressed that Moscow had no plans of occupying Ukrainian territories.

Russia has stronger nerves than EU for energy standoff – Moscow

Moscow has a greater safety margin than Brussels, a Russian Foreign Ministry official has said

Moscow is ready for a vigorous standoff in the energy sector if the EU goes ahead with its plans to abandon Russian gas, oil and coal, a high-ranking Foreign Ministry official has said.

“Russia remains a reliable supplier [of energy resources]; a world-class guarantor of energy security,” Nikolay Kobrinets, who heads the Department of European Cooperation, told Interfax on Saturday.

“We value this reputation, but we are ready for a harsh standoff in the energy sector, if necessary,” he said.

The EU “will definitely not benefit” from such confrontation because “we [Russia] have a greater margin of safety and stronger nerves,” insisted the Foreign Ministry official.

Earlier this week, European Commission President Ursula von der Leyen complained that the EU was “too dependent on Russian fossil fuels and, in particular, gas.” She promised to present a plan by mid-May that would allow the bloc to cease using Russian fossil fuels by 2027 by optimizing and decarbonizing the energy market.

Von der Leyen’s statement was made amid an ongoing Russian offensive in Ukraine, which was met with widespread international condemnation and draconian sanctions against Moscow. The Kremlin insists that it had to send troops into the neighboring country to “demilitarize” and “denazify” the Kiev government, and to prevent what it called the “genocide” perpetrated by Ukraine against civilians in the breakaway republics of Donetsk and Lugansk.

Kobrinets noted that, according to the European Commission’s own data, the EU gets 45% of gas, 25% of oil and 45% of coal from Russia. “So Brussels has to understand its vulnerability,” he pointed out.

However, judging by the statements coming from the bloc, it intends to achieve energy independence from Russia “at any price,” he said. And this price “will have to be paid not by the top EU bureaucrats, but by ordinary European taxpayers.”

According to Kobrinets, the plans by Brussels “aren’t too rational” from an economic point of view. “There’s already turbulence on the world energy markets, if not panic.”

“It’s unknown how high the prices will skyrocket. But it’s already clear that the EU would have to pay triple prices for gas, oil and electricity, if not more. But it’s their choice,” he said.

The state lender is offering maximum interest rates for Chinese currency deposits to attract customers

With Russia now officially cut off from both the US dollar and the euro, the state-owned VTB Bank has offered its clientele the opportunity to open Chinese yuan savings accounts that yield a maximum interest rate of 8%. The country’s second-biggest bank has been hit by the Western sanctions aimed at the total financial isolation of Russia over its war in Ukraine.

“In light of the rising dollar and euro exchange rates, many clients are showing interest in investing in other currencies, and the yuan is one of the most affordable and promising options for investing funds,” the bank said in a statement.

Existing customers are reportedly able to open deposits remotely on VTB Online with a minimum amount of 100 yuan ($16). At VTB branches, they can deposit a minimum of 500 yuan.

According to the bank, the latest offer will be the most profitable alternative to deposits in other foreign currencies. The annual yield on a three-month deposit is 8% in dollars and 7% in euros.

Meanwhile, a six-month ruble deposit currently offers an annual percentage yield of 21%. VTB said that, over the past week, customers had invested over a trillion rubles ($15 billion) in traditional savings products.

Russian financial institutions have been placed under increasing pressure after Ukraine-related sanctions were introduced. The banks have had to turn to China to start using its UnionPay system for credit cards, after Visa and Mastercard announced the suspension of operations in the country.

“Some Russian banks can’t get access to other currencies, so yuan is probably the best other alternative,” Khoon Goh, head of Asia research at the Australia & New Zealand Banking Group, told Bloomberg.

“Still, the easiest way for Russia to raise yuan would be to receive yuan via trades. Russian banks’ clients who are exporters could sell to China and receive renminbi as payment.”

Now, the invasion of Ukraine has helped catalyze a number of his predicted scenarios.

Here are several Fringe Finance excerpts from Larry’s thoughts on the Ukraine invasion and the markets heading into 2022, from prior to the invasion.

Russia Invading Ukraine Has Caused A ‘Monetary Earthquake’

What just happened in the last two weeks is enormously important and misunderstood by many investors.

The Russian invasion of Ukraine and the corresponding Western sanctions and seizure of Russian FX reserves are nothing short of a monetary earthquake. The last comparable event was Nixon's abandonment of the gold standard in 1971.

Russia, with the backing and support of China, just told the world that it is no longer going to sell its oil, gas and wheat for Western currencies which are programmed to debase.

The West in its response just said to all countries around the world: “If you have foreign exchange reserves, held in our system, they are no longer safe if we disagree with your politics.”

It is similar to what the Canadians did when they moved to seize the bank accounts of Canadians who had demonstrated support for the truckers without due process of law.

Both of these political moves are blatant advertisements for what I call "non state controlled money without counterparty risk", like gold and bitcoin. If governments can weaponize their money when they do not like what you are doing, what is the natural defense?

Gold Will Rip Higher Because Of What Russia Is Doing

The US Dollar has been the reserve currency of the world since WW II and the Bretton Woods agreement. This has given the US an enormous advantage and subsidy from the rest of the world because everyone else needs to produce goods and services to obtain dollars and the US can simply produce dollars at no cost by printing them.

Putin is now cast in the role of Charles de Gaulle who complained about the "exorbitant privilege" of the US with its dollar hegemony. As we all know, de Gaulle demanded gold in exchange for France's US dollar FX surpluses and this outflow forced Nixon to close the gold window.

Recall that post this event, gold went from $35 per ounce to $800 per ounce (23x). Russia's move will lead to a similar move in favor of gold. Putin could see that the US fiscal and monetary situation was becoming untenable and he decided to use this to create an existential threat to the US and the world financial system.

He undoubtedly knows that the West has artificially suppressed the price of gold and that is why he has been building his gold reserves steadily for the past 20 years.

Putin just shot "King Dollar" in the head.

We can see it in the financial markets, as the price of everything commodity related is going up relentlessly in dollar terms.

Russia is long commodities, long gold and doesn't need fiat currency. His debt to GDP ratio is low and taxes are low. If the world financial markets collapse on a relative basis, the position of Russia will be improved significantly. This is what I believe he is playing for. If investors do not recognize this they will be caught wrong footed as I believe many are today.

The implications for investors are quite clear. None of us own enough gold, real assets or commodities. Fiat currencies are going to fail spectacularly, and soon, in my opinion.

Before Russia invaded Ukraine, Larry predicted that a “crack up boom” could be on its way and also offered his take on gold, inflation, monetary policy, bitcoin, fiscal policy, the ongoing supply chain crunch, and much, much more.

Now, the invasion of Ukraine has likely catalyzed a number of his scenarios.

A Crack Up Boom Could Be Coming

The bottom line is that the monetary system is exhibiting many of the early characteristics of a crack-up boom.

Bitcoin and cryptocurrency prices are on a tear this week.

The bitcoin price rocketed up past $40,000, gaining 11.7% from its lowest March point. Other major cryptos also rose but trailed in bitcoin’s wake. Ethereum’s price rose 7.7%, BNB 4.8%, cardano 2.4%, XRP 2.7%, and solana 3.3% over the week

Cryptos jumped after Biden signed the long-awaited (and dreaded) executive order, which came out more pro-crypto than expected. The directive calls on federal agencies to coordinate crypto oversight, but it didn’t lay out any specific regulations.

In fact, policymakers appear to recognize digital assets’ role in monetary innovation. As Coindesk reported: “one part of the order will direct the Treasury Department to create a report on the “future of money,” including how the current financial system might not meet consumer needs.”

Biden’s crypto agenda seems to back the bold claim of Zoltan Pozsar, global head of short-term interest rate strategy at the giant investment bank Credit Suisse that “we are witnessing the birth of Bretton Woods III – a new world (monetary) order.”

And that bitcoin may largely benefit from it.

President Biden’s “maskless” State of the Union signifies the near-end of the COVID tyranny we have lived under for the past two years. Fortunately for Congress, the President, and the Federal Reserve, the Ukraine-Russia conflict is replacing COVID as a ready-made excuse for their failures and a justification for expanding their power.

Even before politicians began declaring the end of the pandemic, polls showed that rising prices were the people’s top concern - particularly the increase in gas prices. Since Russia is one of the world’s leading energy producers, sanctions imposed on Russia, as well as Germany’s decision (made under pressure from the US) to shut down the Nord Stream 2 pipeline, provide a convenient excuse for rising gas prices. This is the case even though the US, citing the “instability” in world energy markets created by the Russian-Ukraine conflict, has yet to officially ban imports of Russian oil.

The Federal Reserve has been planning several interest rate increases this year, even though some fear that rate increases could decrease growth and increase unemployment. The Russian crisis allows the Fed to either postpone rate increases or blame Russia for any unemployment that accompanies the rate increases. Either way, the Fed can use the crisis to deflect attention away from its responsibility for our economic problems. As of now, it appears the Fed will go through with at least a modest rate increase this month, but because of the Ukraine crisis, the increase will be smaller than previously expected.

The Ukraine crisis also provides an excuse for Congress to do what Congress does best: increase federal spending. President Biden has requested Congress provide an additional $10 billion in emergency military aid to Ukraine. Congress will likely quickly approve the President’s request. This will not likely be the last time Congress rushes billions of “emergency” money to Ukraine.

It is also certain that lobbyists for the military-industrial-complex are already “explaining” to a very receptive Capitol Hill audience why the Ukraine crisis justifies increasing the military budget to “counter the threats” from Russia, China, and whoever else can serve as a convenient boogeyman. It is unlikely there will be much resistance in Congress to a further increase, even though the US already spends more than the combined defense budgets of the next nine biggest spending countries.

Over the past two years, many leading Internet companies did the government’s bidding by “de-platforming” anyone who expressed skepticism of vaccines or promoted alternative treatments — even when they presented evidence to support their claims. These companies are once again helping the government by de-platforming those who question, or are suspected of questioning, the official narrative regarding Ukraine. Yet these companies’ concerns with “fake news” have not led them to stop people from sharing widely debunked stories supporting the US-backed Ukrainian government.

The lockdown and mandates did more harm than the coronavirus itself. They were based on lies promoted by the government and its allies in the “private” sector.

Yet too many Americans refuse to even question the US government’s claims regarding the Ukraine crisis or question whether Russia is really responsible for our economic problems as opposed to a spendthrift Congress, successive spendthrift Presidents, and an out-of-control Federal Reserve. The only way to stop authoritarians from using crises like these to grow their power is to make enough people understand a simple truth: authoritarian politicians will always lie to the people to protect and increase their own power.

Amid the US banning imports of Russian oil and gas, reports have emerged suggesting that Washington is considering relaxing sanctions against Venezuela in exchange for oil supplies. The White House, however, said there has been no conversation about importing oil from Caracas "at this moment".

Announcing the American ban on Russian oil and gas, US President Joe Biden said that this decision will mark the moment "the American people deal another powerful blow to Putin's war machine".

Yet, according to many energy experts, the American people might have to deal with the harsh consequences of the move first - and so might the Biden administration.

Red Wave in November?

Dr Gal Luft, co-director of the US-based Institute for the Analysis of Global Security, believes that the crackdown on Russian oil could "mark the beginning of the end of the Biden presidency". Since it does not seem like the administration has a clear plan on how to replace the imports from Russia - a country that provides 10 percent of the world's oil supply - the bold decision has caused a spike in fuel prices just before the summer driving season.

The ban is likely to hurt all Americans, who are highly dependent on driving and long commutes - and the pain that awaits them at the gas pump may be reflected in the midterm elections.

"Americans will soon realise that their leaders effectively imposed on them a 'Ukraine tax'", explains Luft. "They will not be happy about it and will do what they always do - punish their leaders in the voting booth. […] With the Democratic Party doing poorly in the pre-midterm election polls, the current crisis could catalyse a Red Wave in November".

He points out that, if Republicans hold a majority in either one or both houses of Congress, Biden will not be able to implement the remainder of his domestic agenda and 2023-2024 will be years of legislative paralysis, possibly paving the way for a GOP candidate to return to the White House.

To hold back the rising fuel prices, Biden could give up the environmental regulations hampering domestic oil supply, such as opening more public lands for exploration and production, approving pipeline construction, suspending the Renewable Fuel Standard, and reducing the gasoline tax. That, however, would be a blow to his climate agenda - an agenda that now appears to be rattling the oil industry and with this sink the American economy, which has already weathered a major health crisis in the form of the coronavirus pandemic.

Venezuela to the Rescue…or Not?

There have been speculations about Washington being ready to bury the hatchet with Venezuela amid the growing tensions between the US and Russia that led to Biden's import ban.

Caracas is, as acknowledged by the White House, "a large, very large producer of oil". Yet, due to the American sanctions from 2014 to 2020, Venezuela lost 98.6% of all foreign exchange earnings, with the allocations of PdVSA (Venezuela's state-owned oil company Petroleos de Venezuela) to the country's central bank plummeting more than 99%.

Now, according to reports by Bloomberg, Washington appears ready to relax the economic restrictions on Venezuela amid the Russian oil ban. This intention was not confirmed by the White House, with press secretary Jen Psaki assuring reporters that "currently" there are no discussions underway about imports of Venezuelan oil.

Many observers, however, refuse to rule out this possibility.

Americans Panic Hoard Ammo In Wake Of Russian Invasion Of Ukraine

Ever since Russian forces invaded Ukraine, Americans have panic hoarded all types of ammunition, according to a top US online gun retailer.

"A recent surge in consumer demand for small arms ammunition – the onset of which perfectly coincided with the Russian invasion of Ukraine on Feb. 24, 2022," AMMO, Inc., a US-based ammunition and components manufacturer, said in a press release Friday.

Los Angeles-based Ammo reports between Feb. 24 and Mar. 10 that revenues surged 166%, and transactions are up 110% over the previous two weeks. Website traffic for the period is up 59%.

Customers in Texas, Florida, and Washington bought the most ammunition by volume. They mainly bought 9mm and 5.56x45. Here's the complete list of the top ten states for ammunition sales for the period.

"We noted a similar surge in demand for ammunition during the onset of the COVID-19 pandemic," said Alex Horsman, marketing manager for Ammo.

"As neoconservatives and the mainstream media both began calling for American intervention in the Russian invasion, wary firearm enthusiasts sensed that the products they need to enjoy their favorite hobby could soon become scarce.

"Many Americans predict that a war effort would significantly limit the amount of ammunition available to consumers. Others fear that the Biden administration, via executive fiat, will somehow limit private sales of ammunition under the pretext that those products must be shipped overseas in support of the Ukrainian resistance."

Across the Mid-Atlantic area, Maryland-based gun shop The Machine Gun Nest notes that the conflict overseas has sparked buying interest for AR platform weapons and increased ammo sales in-store and on their online e-commerce shop.

"We have definitely seen a major surge in ammo sales here in the mid-Atlantic region. The war in Ukraine certainly sparked interest in the US, particularly among gun owners, who feel that the Ukrainian people are a testament to the absolute necessity of an armed population.

"We have seen sales of 9mm & 5.56mm skyrocket, with some customers purchasing as many as 20,000 rounds at a time. We've also seen increased demand for Russian ammo, with 7.62x39 and 5.45x39 seeing increased demand. The Biden Administration blocked the importation of Russian ammunition with sanctions in the fall of 2021, and the war has certainly added to the demand for these imports that are slowly drying up."

Taking a look at ammo prices via ammo tracking website Ammo Prices Now, they report 9mm prices are steady near 30 cents a round on Saturday. However, 5.56 has jumped 23% since the invasion, from .44 cents to .55 cents.

Also, internet searches for 5.56 ammo jumped to the highest level since January 2021, when people were panic buying guns and ammo due to the summer of social unrest in 2020.

The firearms market has since "cooled significantly from the height of the pandemic surge," according to Smith & Wesson Brands Inc.

However, with a larger pool of gun owners since the pandemic and corporate media feeding people wartime propaganda, another round of gun buying could be underway. Maybe this time around, people will be panic hoard larger caliber weapons because of war threats.

Baltic state asks for permanent US troop deployment

The Latvian president has said an American presence at Russia’s doorstep will send a ‘strong signal’ to Moscow

Latvian President Egils Levits has called for a “permanent presence” of US troops in the Baltics amid Russia’s offensive in Ukraine. He argued that the move would deter Moscow from “aggression beyond Ukraine.” Russia has repeatedly stated it does not plan to attack any other countries, insisting that its actions in Ukraine were aimed at protecting the Russian-speaking population of Donbass.

During an interview with CNN’s ‘State of the Union’ on Sunday, Levits said a permanent US military presence in the region was “absolutely” necessary to combat what he said was Russian “aggression.”

“NATO should strengthen the NATO eastern flank, the Baltics, Poland, Romania, so that this would be a strong signal to Moscow that NATO is ready to defend the member states,” he suggested, adding, “I welcome also the American troops in Poland, in Baltics.”

We need a permanent presence of American troops in this area

Levits accused Russia of harboring “ideas of aggression beyond Ukraine” – something Moscow has denied – and argued that keeping NATO troops permanently in the Baltics would be a “response” to the alleged Russian threat to the region.

During the interview, Levits also claimed Russia’s conflict with Ukraine was “not only aggression against a state,” but also an act of “aggression against the West” and “against the Western values.”

The US and NATO have only ever had a rotational presence in the Baltics.

Latvian Foreign Minister Edgars Rinkevics said last week that the country would have to increase its defense budget in response to Russia’s Ukraine conflict.

Moscow attacked its neighbor in late February, following a seven-year standoff over Ukraine’s failure to implement the terms of the Minsk Agreements, and Russia’s eventual recognition of the Donbass republics in Donetsk and Lugansk. The German- and French-brokered protocols had been designed to regularize the status of those regions within the Ukrainian state.

Russia has now demanded that Ukraine officially declare itself a neutral country that will never join the US-led NATO military bloc. Kiev insists the Russian offensive was completely unprovoked and has denied claims it was planning to retake the two republics by force.

Former WWE star Scott Hall suffered three heart attacks on Saturday night and is now on life support, according to a report from PWTorch.

Hall, 63, reportedly had hip replacement surgery last week but suffered a serious complication due to a loose blood clot. He is at Wellstar Kennestone Hospital in Marietta, Ga., per PWTorch. Hall was originally hospitalized after suffering a broken hip just over a week ago.

Hall has dealt with health problems, including cardiac issues that resulted in him getting a defibrillator and pacemaker implanted in his chest, as well as drug abuse.

if you're watching developments with Ukraine and Russia, you may be thinking that a lot of what's being reported doesn't make sense or lacks context. We're often getting one side of a story portrayed in black and white terms.

And it's difficult to know what "news" is coming from which sources.

A good example is the early report about the "brave Ukrainian soldiers" on a place called Snake Island that told Russian military intruders to "Go F*ck Yourselves," and died in a blaze of glory.

Many in the media accepted and reported the information as if they'd confirmed it happened, and without question. They said that Ukraine's President Zelenskyy had honored the men posthumously for their bravery.

It turns out pieces of that story may not have happened, as reported. In fact, multiple reports now say all of the Ukrainian soldiers are still alive. If so, it would mean they didn't receive posthumous recognition, as had been reported. It's also hard to know if those reports are accurate.

What to believe?

A documentary called "Ukraine on Fire," made long before the Russia invasion, provides a lot of context that's not being discussed. Filmmaker Oliver Stone interviews Ukrainian figures involved in decades of civil war, infighting, and controversies. The documentary also explores the US role in Ukraine's political upheavals over the years. And it discusses manipulation of media messaging.

The House and Senate have passed a sweeping $1.5 trillion omnibus spending package that will keep the US government operational through September 30 and will also provide new humanitarian, economic and military assistance to Ukraine. The bill was late in coming, more than five months into the fiscal year it represents.

The bill is heading to President Biden's desk for approval.

On a 68-31 vote, the Senate passed the 2,700-page omnibus bill. Members of Congress say there was no time to read what was in it before voting on it.

It reportedly contains:

All 12 fiscal 2022 spending bills that fund the US government and would normally be passed individually with scrutiny

$13.6 billion in supplemental appropriations of taxpayer money to address the crisis in Ukraine

A lengthy list of unrelated measures that gained clearance "to ride on the must-pass vehicle"

The $15.6 billion for Covid-19 relief that House Democrats were seeking was not included since they refused to accept Republican demands that new funding be paid for with cuts in previously passed pandemic aid.

Ever since the Steele Dossier was published in full by Buzzfeed News in January 2017, there has been intense speculation as to who Steele’s sources were for the Trump/Russia collusion allegations found within it.

Because of documents declassified just a few days ago, SpyGate researchers at long last were able to nail down who Steele’s elusive PSS was. And wasn’t some highly placed person with an extensive network of Kremlin sources.

It turns out the PSS Steele identified to the FBI is a man named Igor Danchenko, a long-time research assistant at the Brookings Institution, a DC think tank where Ukraine impeachment witness Fiona Hill is a prominent figure.

From what I have been able to find, Danchenko does not appear to have been in Russia all that much since he came to the United States to become a facilitator for the Open World Program from 1999 to 2005.

From 2006 to 2009 Danchenko earned a Master of Arts degree from Georgetown University’s School of Foreign Service while he also began working at Brookings as a research expert on Russian subjects.

Since 2009 he appears to have rattled around Washington DC being an available “Russian analyst for hire” with various energy firms and think tanks. His quotes appear in many different political and energy-related publications where he provides analysis from a “Russian expert” supposedly familiar with Moscow’s recent policies and Putin’s current state of mind.

That seems strange, making a living being a Russian expert at DC think tanks and energy firms when for all appearances Danchenko hasn’t spent any real time in Russia since 1999, a period of over twenty years.

Danchenko’s Disavowal Raises Big Questions

It is not accurate to say Igor Danchenko was Steele’s source for the false Carter Page allegations which ended up in the FISA surveillance warrant because when the FBI finally got around to asking Danchenko about this, he strongly disavowed having given Steele any of the warrant information.

If Danchenko was telling the truth, this would mean one of two things: Steele either made up the information himself or he got it from someone else – and he took steps to protect their identity from even the FBI.

If Steele lied to federal agents about where he got much of the Trump/Russia allegations that appear in his fake dossier, the question that naturally arises is: what else did he lie to them about?

The Timeline Is Important

Let’s remember the chain of events that happened as revealed by DOJ Inspector General Michael Horowitz’s FISA Abuse Report from last December:

FBI Confidential Human Source [CHS] Stefan Halper spent several months setting up meetings with Trump campaign personnel such as Carter Page and George Papadopoulos to surreptitiously record them making incriminating statements. Begun in Spring of 2016, these recorded conversations continued into the Fall.

As late September turned into early October, the FBI’s Crossfire Hurricane team realized time was running out. Since it was becoming increasingly apparent the secret recordings by Halper weren’t going to give them what they needed for the surveillance they wanted on the Trump campaign, they were forced to go back to Steele and make use of his dossier.

In a rush to get the FISA warrant approved ahead of the fast-approaching election, no steps were taken to verify the allegations taken from Steele that went into the warrant.

Only when the warrant was up for its first renewal in January of 2017 were FBI agents dispatched to interview Steele’s PSS, who strongly disavowed having given Steele the allegations that appear in the FISA warrant.

Despite knowing the PSS has disavowed being the source for any of this, the FBI renewed the tainted warrant anyway, and then twice more, in April and June.

It was declassified this past May that Steele had revealed to State Department official Kathleen Kavalec that the two primary Russian sources for his dossier’s Trump/Russia allegations were a former high ranking KGB officer, Vyacheslav Trubnikov as well as a former Kremlin government official and close Putin advisor named Vladeslav Surkov.

When this State Department document was made public last May I instantly recognized Trubnikov’s name. Trubnikov has direct ties to someone right in the middle of the SpyGate scandal: former CIA operative and recent FBI informant Professor Stefan Halper.

As former Cambridge University Russia research fellow Svetlana Lokhova discusses in her new book, “SpyGate Exposed”, Halper invited Trubnikov to Cambridge to give several speeches at intelligence seminars.

Was Steele’s real source for much of his dossier actually Trubnikov and Surkov? If this turns out to be the case, it will mean Steele deliberately lied to federal agents. Which would not be inconsequential, since the false information he gave the FBI ended up being used to obtain a warrant to spy on multiple American citizens.

And thanks to the Crossfire Hurricane team and the Mueller Special Counsel going after General Flynn for supposedly making false statements to FBI agents, we know what a serious crime it is to lie to federal officials, right?

That FISA warrant being based on fake information is such a serious matter that IG Horowitz investigated it for more than a year and a half before releasing his report. Then, US Attorney John Durham was tapped to investigate and is reported to be in the closing stages of his own year and a half long criminal probe.

Wherever Steele got his fake Trump/Russia collusion allegations from, it’s clear that he’s likely in an increasing amount of legal trouble.

Reinvention at the Center of History

For an example of the entrenched, protective, and largely unaccountable “deep state” that many see as a central problem in Washington, one would be hard-pressed to find a more fitting embodiment than Stefan Halper. Like the fictional character Leonard Zelig in Woody Allen’s 1983 mockumentary, Halper – who worked for Republicans until he helped try to take down a GOP candidate – has used his ability to reinvent himself to stay at the center of history.

Little information is available about Halper’s childhood. His Wikipedia entry says he was born in 1944. A relative who requested anonymity said he was reared in New Jersey. His public biography picks up in 1967, when he graduated from Stanford University – though he was not, as he later claimed, class president. That honor belonged to Jim Binns, a Vietnam veteran who would later go on to have a distinguished career in government service. According to the Stanford Quad yearbook, Halper was president of the Institute of International Relations club.

After Stanford, Halper earned a Ph.D. from Oxford in 1971, according to both his Ford White House resume and one posted until 2020 on the website of the Institute for World Politics, a foreign policy graduate school where Halper was on the faculty as a “research professor.” At Oxford, such a doctoral degree requires a dissertation to be submitted to the university’s library system, a search of which showed no listing for Stefan Halper. The school would neither confirm nor deny for RCI whether Halper had earned a Ph.D. from the university. A 1968 newsletter does place him at the school. The dust jacket of a book of essays he co-edited in 1972 says that he “recently completed a doctoral thesis at Oxford.”

Halper’s Ford resume states that he was a Fulbright Scholar in 1971. Peter VanDerwater, Head of Outreach and Recruitment for the Fulbright Student and Scholar Programs, said he was not “able to locate [Halper’s] name in the directories we publish for the Fulbright Student and Scholar programs.”

Halper’s claims about Stanford, Oxford and the Fulbright scholarship were among the discrepancies and gaps in the official record RCI asked Halper to clarify. He declined.

The Nixon Years

During that same busy year of 1971, according to Halper’s Institute for World Politics resume, he joined the Nixon White House as a member of the Domestic Policy Council. If this were true, it would have placed him near the nerve center of Nixon-era dirty tricks. Council staff were recruited by John Ehrlichmann, who also oversaw the infamous White House Special Investigations Unit – better known as the “plumbers.” With a team that included CIA alum E. Howard Hunt, the unit was designed to stop leaks of damaging information questioning America’s role in the Vietnam war. The plumbers would later execute the break-in at Democratic National Committee headquarters at the Watergate office complex in Washington, which led to Nixon’s resignation and landed Hunt, Ehrlichmann, and others in prison.

But civil service records obtained by RealClearInvestigations indicate that Halper did not work for the Domestic Council. His job title is listed as “Special Assistant to the Director, Special Action Office for Drug Abuse Prevention” (SAODAP). Although this office was overseen by the Council’s head, Egil “Bud” Krogh Jr. (who was supervised by Ehrlichmann), it was a separate program within the Executive Office of the President.

Jerry Jaffe, the former head of the SAODAP program, confirmed in an email to RCI that, “Mr. Halper worked for the special action office for drug abuse prevention, and that the dates were approx 1971 to 1973.” Jaffe added: “SAODAP was not part of the Domestic Council.”

Other records show that Halper tried and failed to secure a prominent role in the administration as a speechwriter. In a 1972 memo regarding Halper’s job interview, Nixon speechwriter Harold J. “Tex” Lezar described him as “very smooth,” “a little surer than he had a right to be,” “something of a schemer,” and “a bit disingenuous.” Nonetheless, a resume Halper submitted to the White House in 1975, which is stored at the Gerald Ford presidential library, claims that he served as a “consultant” to Nixon’s speechwriting staff in 1972.

Questions were raised back then about Halper’s resume.

“I remember that at some point after he was hired someone on the staff pointed out that there were discrepancies between the credentials he claimed to have earned and those we could verify,” Jaffe wrote RCI. ”After more than 50 years, I can no longer recall what was done about these findings.”

The resume Halper submitted to the Ford White House raises other questions. Along with a White House memo dated July 23, 1975, it states that he was working at the Office of Management and Budget.

Halper’s later resume posted by the Institute for World Politics places him in a far more significant position. It says that from “1974 - January 20, 1977” Halper worked at the “White House Office of the Chief of Staff [as] Assistant to the Chief of Staff. (responsibilities included summary and analysis of foreign developments and security issues).” This would have been a very significant position, as it meant Halper had worked under Ford’s noteworthy chiefs of staff – Donald Rumsfeld, Dick Cheney, and Alexander Haig.

But documents obtained from the Gerald Ford Presidential Library show that Halper was employed by OMB during much of that time and didn’t join the Ford White House until May 17, 1976, where he was a "consultant" in the press secretary's office. On August 9, 1976, he moved to full-time status with the title of Staff Assistant for Communications. The Ford Library also has a December 1976 memo to Halper from Ron Nessen, Ford’s press secretary, thanking him for his service as the administration drew to a close.

While it appears that Halper struggled to gain prominent political jobs, his career soon got a leg up thanks, in part, to family ties. In the mid-1970s, Halper married Sibyl Cline, whom he met while she was working at a drug abuse council and he was working at the OMB. Her father was Ray S. Cline, who served as a codebreaker for the Navy during World War II until he was assigned, in 1944, to the newly created Office of Strategic Services – a precursor of the CIA. (E. Howard Hunt had worked alongside Cline in the OSS during World War II and later at the CIA.) Cline, who died in 1996, became Director of the Directorate of Intelligence during the pivotal years from 1962 to 1966 – the No. 2 position at the Agency – and later served as the Director of the Bureau of Intelligence and Research in the Nixon administration.

“I think that [Halper’s] career early on was promoted by Ray [Cline],” says Richard Perle, a prominent former national security official who knew Halper from their time together in the Reagan administration. “And Ray was a pretty widely respected intelligence official.”

In 1980, Halper joined the ultimately unsuccessful first presidential campaign of former CIA Director George H.W. Bush. A Washington Post article that year reported that Bush’s primary campaign was generating “rumblings of uneasiness” over its close ties to the intelligence community. The article specifically noted that Ray Cline “recommended his son-in-law, Stefan A. Halper, a former Nixon White House aide, be hired as Bush’s director of policy development and research.”

After Ronald Reagan’s victory over President Carter, with Bush as Reagan’s running mate, Cline appears to have helped his son-in-law get a job at the State Department’s Bureau of Politico-Military Affairs. Richard Burt, whose long record of government service included a stint as Director of the Bureau during the Reagan Administration, confirms Cline’s influence was pivotal. “And as is typical with these new administrations you're running or in charge of a small bureaucracy. There are usually these political types that have some kind of in with the new administration,” he said. “And you're sort of told that you're going to hire them.” A New York Times report from 1983 was even more blunt: “State Department officials said the White House, and [Reagan adviser and later Clinton adviser David] Gergen in particular, had applied a great deal of pressure to create this position for Mr. Halper.” Gergen did not respond to an emailed request for comment.

Michael Ledeen: Halper “was on Stef Halper’s team,” he recalled. “He was unreliable … a very murky person.”

Though Halper was closely associated with his father-in-law, those who knew them in the Reagan administration had divergent opinions of the two men. Barbara Ledeen, an ex-Senate staffer who worked in the Department of Defense in the Reagan administration, says she and her husband, Michael, who also worked under Reagan, were “old buddies through the fight against communism” with Cline during the cold war. But their interactions with Halper were off-putting. “[Halper] was like a guy who was pretending to be a Republican, but he really was not on our team at all,” Ledeen said. “He was on Stef Halper’s team.” Michael Ledeen added, “He was unreliable … a very murky person.”

Halper’s time on the Reagan team did connect him to another scandal – “Debategate.” In July 1983, the New York Times reported that Reagan’s 1980 campaign had engaged in a spying operation that obtained top secret briefing materials Jimmy Carter was using to prepare for the candidates' second presidential debate. According to the Times, the operation “involved a number of retired Central Intelligence Agency officials and was highly secretive” and “sources identified Stefan A. Halper, a campaign aide involved in providing 24-hour news updates and policy ideas to the traveling Reagan party, as the person in charge.”

Cline told the Times that reports suggesting former CIA officials were running a spy ring for the Reagan-Bush campaign were a “romantic fallacy.” Halper told United Press International the report was “just absolutely untrue.”

The Times report noted that Halper was no longer working for the State Department at the time.

Now out of government, Halper landed a surprising position, this time in the private sector: Despite having no previous experience in finance or banking, Halper was chairman and majority shareholder, according to his IWP resume, of the Palmer National Bank in Washington.

Palmer was initially financed with nearly $3 million from Herman K. Beebe, a Louisiana financier who was convicted in 1985 of defrauding the Small Business Administration over a loan to allegedly finance a nursing home. Beebe was sentenced to community service for defrauding the SBA, but he would later serve 10 months in prison for a later fraud conviction for his role in Savings and Loan crisis of the late 1980s.

Beebe also had extensive ties to Louisiana and Texas politicians, including George H.W. Bush, as well as relationships with organized crime. Other key figures involved in the founding of Palmer had ties to the vice-president and former CIA director, including William Kilberg, an attorney who was part of the Reagan-Bush transition team, and Harvey McLean, Jr, a real estate developer who worked on Bush’s campaign and whose father had worked for Bush at an offshore oil drilling company.

According to “The Mafia, CIA, & George Bush” – a 1992 book by former Houston Chronicle investigative reporter Pete Brewton in which Halper was interviewed and quoted – Halper was “eased” out of his position as chairman of Palmer National Bank in 1984 as Debategate attracted more publicity. Halper then became chairman (and, according to his IWP resume, majority shareholder) of the National Bank of Northern Virginia, a bank that, according to Brewton, “Palmer expressed interest in purchasing at one time.”

A Connection to

Oliver North and Iran-Contra

The Palmer National Bank would go on to become closely associated with the Republican Party in the Reagan era – managing the finances of various GOP political action committees and conservative organizations, including Sen. Bob Dole’s PAC and the influential American Legislative Exchange Council. However, the bank had less reputable clients, and it appears that despite being at a different bank, Halper was still involved in operations at Palmer. Brewton reports that “a former top officer at Palmer” said Halper was responsible for bringing on conservative fundraiser Carl R. “Spitz” Channell as a client at the bank – a claim that Halper denied, telling Brewton he had “never met Spitz Channell in my life.”

Channell established an account at Palmer for the National Endowment for the Preservation of Liberty, an organization that raised some $10 million for contras fighting Nicaragua’s ruling communist Sandinistas, after Congress prohibited U.S. military aid. Eventually that money made its way from Palmer National to Swiss bank accounts controlled by Marine Lt. Col. Oliver North. While working for the White House National Security Council, North was responsible for selling weapons through cutouts to Iran, and using the profits from the arms sales to fund the contras. The Iran-contra scandal would result in weeks of televised congressional hearings and become the biggest scandal since Watergate. Channell later pleaded guilty to defrauding the government as a result of his involvement in Iran-contra, and died in 1990 at age 44 after being hit by a car while standing on a street in Washington D.C.

Despite Halper denying to Brewton any knowledge of Palmer’s role in the scandal, the day Ollie North was fired from the White House for his role in the clandestine mission to fund the contras, North titled an entry in one of his notebooks “Legal Defense Fund” and under the heading was written Halper’s name. Halper told Brewton: “Ollie is a friend of mine. His daughter and my daughter are in the same pony classes, stuff like that.” He also admitted to helping North after he was enmeshed in scandal. “We at that time thought we might be able to help him [North] in the development of a legal defense fund. The fund got off the ground. He did develop a legal defense fund. We got trustees and put it in place,” he said.

Further, Brewton reports that Curtis Herge, an attorney with the National Bank of Northern Virginia where Halper was chairman, represented Channell, the National Endowment for the Preservation of Liberty, and another organization, the Nicaraguan Resistance Education Foundation, which got into legal trouble for a role in funding the contras. Herge also worked for the National Conservative Political Action Committee, a large client at Palmer National Bank.

Halper’s father-in-law, Cline, also ended up testifying before the congressional committee investigating Iran-Contra about his role advising GeoMiliTech, a company that was also heavily involved in private efforts to arm the contras. The fees GeoMiliTech paid Cline went to a company whose stockholders were members of Cline’s family, including his daughter Sibyl, Halper’s wife. Halper and Sibyl Cline would separate at some point around this time. By 1989, Sibyl Cline was travelling around Africa with Col. Bob Mackenzie, a notorious mercenary and editor at “Soldier of Fortune” magazine. They married and had a child before Mackenzie died fighting in Sierra Leone in 1995.

Throughout the 90s, Halper’s IWP resume says, he retreated into the world of think tanks and journalism. He wrote books, a syndicated newspaper column, and had various affiliations with foreign policy think tanks including the Center for Strategic and International Studies, the Center for the National Interest, and the Paul H. Nitze School of Advanced International Studies. But if Halper avoided public controversy during this time, his personal life appeared troubled. In 1994, he was arrested in Washington D.C. for possession of crack cocaine – though the case file detailing the circumstances of the arrest has been destroyed.

In 2001, he became a professor at the University of Cambridge, where in 2004 he claimed a second Ph. D. According to Barbara Ledeen, Halper “went to England because nobody would hire him over here.”

Whether through personal pique at being frozen out by old allies or an epiphany, Halper appears to have undergone a significant ideological transformation in the early 2000s. In 2004, as the post-9/11 war on terror was in full swing, Halper, along with Jonathan Clarke, authored “America Alone: The Neo-Conservatives and the Global Order,” a book that attacked many figures in the Republican party foreign policy establishment whom Halper had previously worked alongside.

Perle says he was not surprised by Halper’s about face. “He was the sort of person who would befriend people with ulterior motives … He always gave the impression that he valued our relationship, which I think wasn't sufficient to constitute a real relationship,” he said. “And then one day he, out of the blue, he writes this book about neoconservatives in which he attacks me relentlessly. It was a complete 180-degree turn.”

According to one former student, Halper didn’t exactly keep a low profile at Cambridge. In a town notable for historic buildings going back to the 13th century, Halper lived in an expensive, modernist residence with an elaborate video security system, and the student told RCI that he just assumed Halper did intelligence work. It was an astute assumption. Despite his checkered past, Halper returned to government work in 2008 – this time as an FBI informant. But controversy followed. According to an Inspector General report, in 2011 the FBI stopped using Halper as a “confidential human source” because of his “aggressiveness toward [his] handling agents” over a dispute about what he was getting paid for his services. The IG report also added that the FBI had additional concerns about “questionable allegiance to the [intelligence] targets.” The IG report doesn’t specify what “targets” the FBI was referring to, though it’s known that Halper had relationships with Russian intelligence.

But Halper rose from the ashes almost immediately. Still working at Cambridge, he began a lucrative side gig in 2012 writing research papers for the Department of Defense’s Office of Net Assessment. Ultimately he would earn more than $1 million over the next few years for foreign policy studies that appear to have made little impact until another IG report cited them as evidence of deep problems at ONA. The 2019 report notes that the cost basis for a study of potential Russian-Chinese collaboration against the U.S. included travel to Moscow and Beijing where Halper would interview key players. “None of the 851 footnotes” in that study, the IG found, “attributed source material to an interview conducted by Professor Halper.”

Halper was awarded his largest ONA contract – $411,575 for two studies on the Chinese economy – on September 26, 2016. At that same time, he was also working for the FBI. How he rekindled that relationship remains a mystery. Halper reported to the FBI after meeting with two men affiliated with the Trump campaign who were invited to events at Cambridge: George Papadopoulos, whose supposed knowledge of Russian “dirt” on Hillary Clinton was cited as the cause for initiating the FBI’s investigation of the Trump campaign, and Carter Page, whose Russian business dealings led the Department of Justice to surveil him even though he had assisted the FBI in an earlier investigation.

It’s been widely speculated the ONA was being used as a cutout for intelligence services to pay informants, as well as for other dubious services.

Adam Lovinger: Couldn't find a valid reason for Halper's large contracts with his Pentagon agency, the Office of Net Assessment.

In 2016, an ONA employee, Adam Lovinger, complained internally that he couldn’t find a valid reason for the agency’s contracts with Halper, as well as an $11 million ONA contract given to a company owned by a close friend of Chelsea Clinton, the daughter of the former president and 2016 presidential candidate Hillary Clinton. What Lovinger did not know at that time was that Halper was also working as a confidential source for the FBI trying to find Trump campaign ties to Russia in the final weeks of the campaign against Clinton. In January of 2017, just as Lovinger was poised to start a new job working at the Trump administration’s National Security Council under National Security Adviser Michael Flynn, who was a target of the FBI’s Russia investigation, Lovinger’s supervisors at ONA filed a series of charges against him involving mishandling of classified information. In May of 2017, Lovinger’s security clearance was revoked. Lovinger claims that the charges against him are politically motivated. He has been at the center numerous legal actions disputing them since then.

Also ongoing are congressional attempts to get to the bottom of ONA’s payments to Halper. On February 7 of this year, Iowa Republican Senator Grassley gave a floor speech titled “The Office Of Net Assessment Is A Failure.”

“Since 2019, I’ve repeatedly asked for a full accounting of Stefan Halper’s contracts,” said Grassley. “Either they never had one or they’ve decided to obstruct Congress.”

Halper is currently listed as a trustee of the Cambridge Security Initiative, a consultancy chaired by Richard Dearlove, the former chief of the British intelligence service MI6 who, the Washington Post reported, advised former British spy Christopher Steele regarding his now discredited “dossier” alleging Trump colluded with Russia.

Notably, Dearlove also hosted a dinner in 2014 that resurfaced years later in the heat of the Russiagate furor. Two who attended and conversed at the dinner, Flynn and Russian-British scholar Svetlana Lokhova, were now linked in widely leaked innuendo about an illicit affair. In 2019, Lokhova sued Dearlove's colleague Halper and various news outlets for defamation, asserting that that Halper intentionally misrepresented her as a "Russian spy" who "had an affair with General Flynn on the orders of Russian intelligence" and "compromised General Flynn."

A federal judge threw out the case against the publications because the one-year statute of limitations had expired. And the suit against Halper was dismissed because there was no evidence he was the anonymous source for the article – the news outlets never revealed who the source was. An FBI agent who later worked with special counsel Robert Mueller wrote a memo in which he concluded the bureau’s original tip about Flynn and Lokhova was unreliable.

Unable to reach Halper by email, RCI went to his northern Virginia home on Feb. 23 to ask about the Flynn-Lokhova episode and other questions surrounding his long career. As he remained silent, the woman beside him ordered the reporter to leave. A few hours later, his lawyer sent a threatening letter, to which RCI responded by asking Halper to clarify the discrepancies reported in this article. Instead of providing answers, Halper’s counsel threatened legal action.

Like the fictional Zelig, Halper remains ubiquitous, in plain sight, yet hard to pin down.
