A United Arab Emirates sovereign wealth fund plans to buy a stake in an Israeli natural-gas field for as much as $1.1 billion, in what would be the biggest business deal since the nations normalized ties last year.

Abu Dhabi’s Mubadala Investment Co., a fund with $232 billion of assets, signed a memorandum of understanding to buy Delek Drilling LP’s 22% stake in the Tamar offshore field. Mubadala is carrying out due diligence, according to a person familiar with the matter.

“If finalized, the transaction will be the largest commercial agreement” since the signing of the Abraham Accords, Delek said in a statement.

The company’s shares rose as much as 9.1% on Monday in Tel Aviv, before paring gains to 2.7%. Delek would use most of the proceeds to pay down debt, according to the same person.

EU launches lawsuit against AstraZeneca over vaccine supply failures

The EU has launched legal action against AstraZeneca after Brussels accused the drug company of failing to supply enough COVID-19 vaccines to the bloc. The European Commission claims AstraZeneca failed to respect its contract with Brussels, which states the company would use “best reasonable efforts” to supply 180 million vaccine doses to the EU in the second quarter of this year.

However in March AstraZeneca informed EU members it would only be able to deliver a third of what was agreed due to supply chain issues, leading to the start of legal action from Brussels. All 27 EU members have backed the lawsuit against the drugs giant, which also claims AstraZeneca failed to create a “reliable strategy to ensure timely delivery of doses”.

The company denies breaking its contract with the EU, and has said they will supply over 50 million vaccine doses to the bloc by the end of April.

The European Commission has been criticised for its slow vaccine rollout. Both Britain and America have inoculated over 50% of their populations, compared to just 21% in the EU. Leaders in Brussels blamed vaccine manufacturers for delays and supply shortages, and claimed that AstraZeneca vaccines meant for the EU were going to the UK.

In March the CEO of AstraZeneca hit back at these suggestions, and said the British government had agreed its vaccine contract three months before the EU, meaning supply chain problems had been solved by the time the jab had been approved by regulators. The British government has defended the company for producing vaccines at cost and for creating a jab which can be stored at room temperature.

Emmanuel Macron and other European leaders came under fire for raising doubts about the Oxford jab without evidence, which may have led to a lower uptake in vaccines amongst Europeans.

SPOKANE, Wash. – Homeland Security Investigations (HSI) special agents are asking for the public’s help to identify potential minor victims of inappropriate sexual contact and for investigative information concerning a man who volunteered at multiple local volleyball clubs from 2017 to 2021.

The suspect, Sergio Donizetti Luciano, 59, who is currently in federal custody, is a fugitive from justice in Brazil with a prior conviction for rape of a minor. While there may or may not be any victims in the United States, there is an ongoing HSI investigation into that possibility.

Ukrainian President Vladimir Zelensky’s statement he has issued instructions to make preparations for a meeting with Russian leader Vladimir Putin remains part of a "mass media ping-pong game and a public relations gimmick," the director of the Ukrainian Institute of Politics, Ruslan Bortnik, told TASS on Monday.

"Against the backdrop of the continuing Donbass crisis and disrupted ceasefire President Zelensky’s teem is desperate to demonstrate at least some changes and to give some hope for peace. The more so, since a large share of Ukrainian society supports the idea of Zelensky’s direct talks with Putin, which is well seen in opinion polls. We are witnesses to a ping-pong game in the mass media space and attempts to score public relations points on a socially significant issue," he believes.

Bortnik warns that Ukraine is still far away from real negotiations, shaping an agenda and setting a date and place of such a meeting.

"All these instructions [to the head of the Ukrainian presidential office] Andrei Yermak and the claims that in Ukraine there is no problem of the Russian language or the Church, which he is ready to state at a meeting with Putin - all these moves are PR tricks," Bortnik said.

He added that the possibility of a meeting between the two leaders should not be ruled out altogether, but, he speculates, it may take place rather on the condition of European or US brokerage.

"The Russian leadership does not need a meeting for a meeting’s sake, if there are no chances of achieving strategic agreements. In the meantime, these are hardly possible," Bortnik concluded.

Proposal for a meeting

On April 20, Zelensky invited Putin to meet "at any point in Donbass where the conflict is continuing." On April 22, the Russian leader commented on the Ukrainian president’s idea that "if the point at issue is a discussion of Donbass problems, then the Ukrainian leadership should meet with the leaders of the Lugansk and Donetsk people’s republics first thing." This is precisely what settlement efforts in Donbass should begin with. Such issues can be discussed with any third country, including Russia, only after that. Putin added that he would be ready to see Zelensky in Moscow at any convenient moment for a discussion of bilateral relations.

Putin said it was such steps by the Ukrainian leadership as violations of the rights of the Russian-speaking population and attempts to undermine the unity of the Orthodox Church in Ukraine that harmed bilateral relations.

Earlier on Monday, Zelensky said in reply to this statement that he had issued instructions to Yermak to arrange for a meeting with Putin. He added that the agenda of the meeting was really important to him, while its venue was a detail of secondary importance. Also, Zelensky said he was ready to discuss the status of Russian speakers and the Church in Ukraine.

Russian presidential spokesman Dmitry Peskov told TASS that no details of a possible meeting were available at the moment.

New emails uncovered by Judicial Watch’s FOIA request detail how FDA employees were working with buyers to get 'fresh' aborted baby organs for experiments.

In what should have been a national headline, the exposure of the U.S. government’s involvement in trafficking aborted baby bodies is now even more newsworthy following Friday’s announcement from the White House. At President Biden’s direction, the Department of Health and Human Services reversed the Trump administration’s policy protecting preborn Americans from the callous dehumanization of organ harvesting and further desecration of their bodies in research disguised as “science.”

This sickening decision now gives license to our “best and brightest” government researchers and agencies, those in charge of steering the country towards medical breakthroughs and scientific progress, to use the skin, brains, and eyeballs of children in research that affects all of us and is funded by our money. For this very reason, we must know the full extent of how federal agencies traffic aborted baby body parts.

These top 10 shocking examples come from the latest emails uncovered by Judicial Watch’s FOIA request and recent investigations.

1. The FDA Paid $2,000 Per Baby

The U.S. Food and Drug Administration paid an estimated $2,000 per individual baby, at times adding up to $12,000 per box of harvested organs.

Email records confirm the FDA agreed to pre-pay Advanced Bioscience Resources (ABR), likely the country’s largest fetal tissue trafficking firm, an estimated $2,000 for each aborted child, adding up to $12,000 per average box of tissue with shipping and packaging fees.

2. FDA Bought Organs of Dismembered Babies

The FDA bought organs like livers, brains, and eyeballs of dismembered babies for hundreds of dollars apiece, courtesy of ABR’s collusion with local Planned Parenthoods.

ABR fee schedules and pricing charts obtained during a U.S. Senate Judiciary Committee Investigation allow us to piece together how much a baby costs by body part, as if each child was a slaughtered animal sold in sections.

3. ABR Sold the Skin of a 21-Week-Old Down Syndrome Baby

FDA’s purchases were calculated according to ABR’s current “Fees for Services Schedule,” which maintained the same prices for all buyers. One procurement log records the sale of a 21-week old baby with Down Syndrome. This child’s limbs, organs, and skin were sold at hundreds of dollars apiece. ABR made $2,600 in total from the sale of this baby.

Whether or not the FDA itself purchased any of this tissue, the fact it entered a contract with a company that makes money off of selling the body parts of children with Down Syndrome is beyond inhumane.

It’s worth looking closely at this chart to see the level of dehumanization inflicted on this child. Each baby (“specimen”) is given a number (“No. xxx602”) and its individual body parts are sold to different customers. A 21-week old child who could have survived outside of the womb becomes just another statistic.

DOJ launching Louisville police investigation, second 'pattern or practice' probe under Biden

Garland announced a similar probe in Minneapolis last week

Attorney General Merrick Garland announced that the Justice Department is launching an investigation into the Louisville-Jefferson County Metro Government and the Louisville Police Department.

Garland said during a brief address Monday afternoon that the DOJ will be conducting a "pattern or practice" investigation into the Kentucky city's police, one year after Breonna Taylor died after being shot by a Louisville officer in her apartment who were executing a search warrant.

"It will determine whether LMPD engages in unconstitutional stops, searches and seizures, as well as whether the department unlawfully executes search warrants on private homes," Garland said.

The probe comes as Louisville has seen a surge of violent crime. According to police statistics, murders, rapes, and robberies were up more than 81% above the five-year averages in January and February. This followed a 2020 where police retirements and resignations were at a five-year high after Taylor's death. Approximately 15% of the police force left during that time.

Accompanied by newly-confirmed Deputy Attorney General Lisa Monaco and Associate Attorney General Vanita Gupta, Garland stated that the investigation will look into whether Lousiville police engage in "discriminatory conduct on the basis of race," as part of what will be a "comprehensive review" of the department's policies and practices.

This is the second such invesitgation that Garland will be announcing in the span of less than a week. On Wednesday, the attorney general announced a similar investigation of the Minneapolis Police Department following the murder conviction of former officer Derek Chauvin for the death of George Floyd.

Garland noted that the city of Louisville has already "taken some steps towards reform," including as part of a settlement with Taylor's family.

"We commend those measures and our investigation will take them into account," Garland said.

Similar probes were commonly used by the Obama administration, and as Garland noted when announcing the Minneapolis investigation have often resulted in consent decrees whereby police departments must comply with various measures to institute reforms regarding policies and practices.

The cities of Ferguson, Missouri and Baltimore entered into consent decrees under the Obama administration following the deaths of Michael Brown and Freddie Gray, respectively, despite neither situation resulting in police officers being found guilty of crimes. Chicago entered into a consent decree under the Trump administration in 2019.

LOS ANGLES (AP) — The parents of missing California college student Kristin Smart on Thursday sued the father of the man charged with killing their daughter nearly 25 years ago.

The lawsuit filed in San Luis Obispo County Superior Court said Smart’s body was buried in Ruben Flores’s backyard and he moved the body “under cover of darkness” to another location a few days after investigators searched his property in February 2020.

Ruben Flores, 80, pleaded not guilty to accessory after murder on Monday, and his son, Paul Flores, 44, pleaded not guilty to murder.

The father and son were arrested last week after investigators said they found “biological evidence” indicating Smart had been buried under Ruben Flores’ deck behind his home in nearby Arroyo Grande and was recently moved, according to a court document.

"It's now been 638 days since I filed a simple, straightforward Title IX complaint" against female-only program, professor says.

When the University of Denver hosted race-based gatherings for students, faculty and staff "to process the outcome" of the November election, a student filed a complaint with the Department of Education's Office for Civil Rights.

Christi Collins got a quick response from an enforcement attorney in OCR's Denver office, and they scheduled a phone call. Then the attorney asked to postpone, and disappeared for two months. Their last contact was Feb. 22.

"At this time, OCR is evaluating your complaint, and I apologize for the delay and inconvenience," Lori Welker wrote in the email, one of several communications Collins shared with Just the News. "I will be in touch when we have completed the evaluation."

Two months later, it's still unclear what action, if any, OCR has taken with regard to Collins' complaint. The University of Denver, which is private, told Just the News it has "not been notified of any investigation by OCR or the Department of Education."

The department and OCR Denver office didn't respond to queries. Welker ignored questions from Just the News, saying the Denver query had been forwarded to the D.C. press office.

According to a professor who says he's filed hundreds of civil rights complaints against university programs restricted by race and sex, this is par for the course with the Denver office.

"The Denver OCR is a notoriously bad actor, much worse than any other regional office from my experience (and others)," University of Michigan-Flint economist Mark Perry wrote in an email to Just the News.

The American Enterprise Institute scholar shared his own correspondence with the Denver office and D.C. headquarters all the way through last week, regarding a complaint that's nearly two years old.

"It's now been 638 days (21.3 months or 1.72 years) since I filed a simple, straightforward Title IX complaint vs. the University of Utah on July 17, 2019, for a single, single-sex, female-only program called Hi-Girls Engineering Abilities Realized," Perry wrote to multiple OCR officials April 15.

Regarding the handling of Collins' complaint, filed in the lame-duck Trump administration, Perry doesn't think the switchover to the Biden administration is responsible for its pace.

Supreme Court Rejects Republican Bid to Revive Trump’s ‘Public Charge’ Rule

The Supreme Court on Monday declined to take up a motion filed by Republican state attorneys general to resurrect former President Donald Trump’s “public charge” immigration rule that enabled new restrictions on immigrants who receive some form of government aid. The high court, in its order, left open the possibility for the attorneys general to try again at a later time, saying that the states can raise arguments before lower courts and return to the Supreme Court if needed. President Joe Biden’s administration formally rescinded the Trump-era rule last month, sparking the lawsuit from the attorneys general.

The court noted that on March 15, the Department of Homeland Security (DHS) one a lower court’s “now-effective judgment to remove the challenged rule from the Code of Federal Regulations without going through notice and comment rulemaking” and that after “DHS had voluntarily dismissed its appeal, a group of States sought leave to intervene,” which was denied. The states—led by Texas Attorney General Ken Paxton—then sought relief in the courts and argued DHS prevented enforcement of the rule and insulated the lower court decision. Specifically, the officials earlier this year tried to intervene in a case in Illinois, where a district court judge had vacated the rule U.S.-wide, coming after the Biden administration had dropped its appeal of the ruling, which essentially allowed the “public charge” rule to expire. “The States also contend that DHS has rescinded the rule without following the requirements of the Administrative Procedure Act,” according to the Supreme Court’s unsigned order. “We deny the application, without prejudice to the States raising these and other arguments before the District Court, whether in a motion for intervention or otherwise.”

In March, DHS Secretary Alejandro Mayorkas said that when the 2019 rule was rescinded, it “closed the book on the public charge rule.” Mayorkas said it would “have placed undue burdens on American families wishing to sponsor individuals lawfully immigrating to the U.S.,” adding that it’s part of a plan to implement reforms “that improve our immigration system and reduce unnecessary barriers to legal immigration.” Biden’s move to rescind the rule—among other rules, including halting construction of the U.S.-Mexico border wall and eliminating the “remain in Mexico” policy—has drawn sharp criticism from Republicans. They have argued that the orders and White House messaging on immigration has triggered a surge in illegal immigrants and created a humanitarian crisis. Biden and other top administration officials, however, said they are attempting to create more humane immigration policies and alleged that Trump left them with a broken system.

Supreme Court Seems Primed to Reverse Kamala Harris's Attack on Free Speech

On Monday, the Supreme Court heard arguments in the key First Amendment case Americans for Prosperity v. Rodriguez, which centers on the State of California’s requirement that nonprofit organizations disclose their donor information to the state. Back in 2015, then-Attorney General Kamala Harris (D-Calif.) demanded that two conservative nonprofits, Americans for Prosperity (AFP) and the Thomas More Law Center (TMLC), hand over their donor lists. This demand threatened to reveal the identity of donors, potentially subjecting them to threats and harassment.

Legal representatives for AFP and TMLC said the Supreme Court justices’ questions and remarks suggested they are likely to strike down California’s requirement as an unconstitutional violation of the First Amendment.

“The justices appreciated very well that membership and donations to an organization are protected by a right to privacy in association, not just a right to associate,” Kathleen Sullivan, legal counsel for Americans for Prosperity Foundation, said on a press call after the oral arguments on Monday.

She noted that the justices cited many friend-of-the-court briefs written by ideological opponents of AFP and TMLC that nonetheless support these conservative organization’s rights to donor anonymity. The American Civil Liberties Union (ACLU), the National Association for the Advancement of Colored People (NAACP), and the Human Rights Campaign (HRC) proved particularly noteworthy in this regard.

Many of the justices cited the key legal precedent NAACP v. Alabama (1958), in which the Supreme Court struck down Alabama’s order that the NAACP hand over a list of its members. Alabama issued this order during the era of segregation when the Ku Klux Klan held tremendous power in the state. The Court rightly upheld the NAACP’s organizational privacy.

“In particular, the justices seem to understand that what is not controversial today may be controversial tomorrow,” and that views that are now commonly-held were controversial in the past, Sullivan noted.

The justices also grasped the inherent “paradox” of requiring “an organization that is fearful that its donors may be chilled” to “come forward to the government and apply for an exemption.”

John Bursch, legal counsel at Alliance Defending Freedom (ADF) and a lawyer for TMLC, cited specific statements or questions that the justices made during oral arguments.

He noted that Justice Neil Gorsuch suggested that a ruling for California might allow the government to demand the addresses of donors that nonprofits use when they send out Christmas cards. Justice Brett Kavanaugh cited the fact that the ACLU, the NAACP, and HRC came forward in opposition to Kamala Harris’s donor disclosure mandate.

Justice Clarence “Thomas explained that the government used confidential census data information to locate Japanese citizens for internment,” Bursch noted. “Sotomayor noted that donors may not have faith in California” because the state had leaked the records of more than 1,700 donors.

14 Russians Targeted in UK’s New Anti-Corruption Sanctions

Earlier in the day, British foreign secretary Dominic Raab outlined updated UK policies pertaining to its fight against illegal schemes around the world.

A total of 14 Russian nationals have been targeted in Britain's new list of international anti-corruption sanctions, the Foreign Office announced on its website. The newly updated document also contains citizens of other countries, the ministry's website reads.

Among those who have been named are officials, businessmen, and bank owners who, as claimed by the UK Foreign Office, were involved in a corruption scheme which misappropriated $230 million of state property in December 2007.

Earlier on Monday, UK Foreign Secretary Dominic Raab outlined a number of rules to parliament with regards to international anti-corruption sanctions.

Essentially, London is set to wage a war against corruption schemes around the world by freezing the assets of those it considers to be involved in them, and banning the people concerned from entering the UK and channelling money through the country.

The foreign secretary vowed thereby to stop corrupt individuals using the UK as a safe haven for dirty money.

The global anti-corruption sanction list closely followed the global human rights sanctions regime introduced in July 2020, which has resulted in the UK imposing economic restrictions on 78 individuals and entities involved in what the UK sees as serious human rights violations, including those from Myanmar, Belarus, China and Russia.

After London added three Russian nationals and one unit of the Russian National Guard to the sanctions list over purported "egregious human rights violations" on 10 December, Moscow hit back saying it reserved the right to respond in kind, dubbing the move a political "demarche".

Supreme Court Takes Up Major NRA-Backed Gun Rights Case

The Supreme Court on Monday decided to take up a major, National Rifle Association (NRA)-backed lawsuit that challenges a New York law restricting an individual from carrying a concealed handgun in public. It has been more than 10 years since the Supreme Court weighed in on a significant case involving the Second Amendment, coming in the wake of President Joe Biden’s and top Democrats’ recent push for more gun-control initiatives including bans on so-called “ghost guns,” proposing models for “red flag” laws, and expanding and lengthening background checks. “The petition for a writ of certiorari is granted limited to the following question: Whether the State’s denial of petitioners’ applications for concealed-carry licenses for self-defense violated the Second Amendment,” reads a brief order from the high court on Monday.

Over the years, the NRA and other gun rights groups have criticized the Supreme Court for not taking up any major lawsuits relating to the Second Amendment. In 2008, the court said for the first time that the Second Amendment protects Americans’ rights to keep and bear arms for self-defense at home. Supreme Court Justice Clarence Thomas, considered possibly the most conservative justice, wrote several years ago that courts have engaged in a “general failure to afford the 2nd Amendment the respect due an enumerated constitutional right.” Going further, he wrote: “If a lower court treated another right so cavalierly, I have little doubt that this court would intervene … The 2nd Amendment is a disfavored right in this court.” Justice Brett Kavanaugh, after the court dismissed a gun case last term, wrote in early 2020 he hopes the court will take up a Second Amendment-related challenge in the near future, writing: “The Court should address that issue soon, perhaps in one of the several Second Amendment cases with petitions for certiorari now pending before the Court.”

On Monday, the NRA praised the court for taking up the legal challenge, describing it as a case that challenges “New York’s restrictive concealed-carry-licensing regime,” noting that it sets up the stage “for the Supreme Court to affirm what most states already hold as true, that there is an individual right to self-defense outside of the home.” The case, according to the gun rights group, challenges New York state’s requirement that applicants for pistol permits show “proper cause” to carry a gun, which they argue violates the Second Amendment to keep and bear arms. “The NRA believes that law-abiding citizens should not be required to prove they are in peril to receive the government’s permission to exercise this constitutionally protected right,” the group wrote, noting that if the Supreme Court rules favorably, it will “affect the laws in many states that currently restrict carrying a firearm outside the home.” Robert Nash and Brendan Koch, the two men who brought the lawsuit, both applied for licenses to carry handguns in New York state for self-defense but were denied. A district court later said that neither had proper cause to carry a handgun because they did not face “any special or unique danger to [their] life.”

New York Attorney General Letitia James, a Democrat, wrote in a legal brief calling on the Supreme Court not to grant the case, saying the state law is consistent with prior rulings. James said that New York’s law was “supported by a centuries-old tradition of state and local measures regulating the carrying of firearms in public” and existed in the same essential form since 1913. “New York’s law directly advances the State’s compelling interests in protecting the public from gun violence,” she said. The court is expected to take up the case during the next term.
