President Biden sought to reinvigorate America’s image as a world leader in a speech at the United Nations on Tuesday, brushing aside criticism from allies that he has ignored their concerns on issues including Afghanistan and COVID-19.

The speech before the annual U.N. General Assembly, Mr. Biden’s first as president, kicked off a week of diplomacy designed to recast America as a dependable ally at the forefront of efforts to combat climate change, COVID-19 and cybercrimes.

“I know this: As we look ahead, we will lead. We will lead on all of the greatest challenges of our time, from COVID to climate, peace and security, human dignity and human rights, but we will not go it alone,” he said.

Mr. Biden didn’t mention concerns from NATO allies about his go-it-alone approach to exiting Afghanistan. Several allies urged Mr. Biden to push back his self-imposed Aug. 31 withdrawal deadline but felt impotent when he refused. Others griped that the chaotic withdrawal left them scrambling to evacuate their own citizens ahead of a Taliban takeover.

Mr. Biden defended the Afghanistan withdrawal. He said it was a step toward repositioning the U.S. to head up the global battle against inequity and poverty.

“All the unmatched strength, energy, and commitment, will and resources of our nation are now fully and squarely focused on what’s ahead of us, not what was behind,” he said, noting that the U.S. is not at war for the first time in 20 years.

Republicans said Mr. Biden is failing the leadership test on the world stage. Rep. Michael T. McCaul of Texas, the top Republican on the House Foreign Affairs Committee, said the president’s speech “does not match his actions.” ..

Pier T Terminal at Port of Long Beach Begins Pilot Program for 24-Hour Cargo Pickup

The Port of Long Beach will be launching a pilot program at the port’s largest terminal to widen access and speed deliveries amid the ongoing cargo surge.

The new pilot program at the Total Terminals International container terminal on Pier T will make it easier for trucks to access the facility during overnight hours and allow for 24-hour cargo pickup.

The program is aimed at reducing “dwell” time, i.e. the amount of time cargo spends waiting for pickup on the dock, at the port’s largest terminal. The Port of Long Beach said it hopes the step will increase cargo pickup in the late night, early morning hours, when there is less traffic on the region’s freeways and surface streets.

Under the pilot program, truckers with appointments from 11 p.m. to 1:30 a.m. will be allowed access to the TTI terminal whenever they arrive, thus widening the window typically available. TTI will also opening gates during the third shift, from 3-7 a.m., Monday to Thursday, for two-way, prearranged truck appointments to both drop off and pick up containers in the same trip. Known as “dual transactions,” the practice pairs transport of a truck-hauled empty container for export with a loaded import container, thereby increasing efficiency. Visits will be arranged in advance, with chassis equipment drawn from the region’s “pool” so everything goes smoothly.

The pilot program announcement comes after the ports of Long Beach and Los Angeles, who are neighbors at the San Pedro Bay Port Complex, announced last week steps towards 24/7 operations, in conjunction with U.S. Department of Transportation.

“We are in the midst of an historic surge in cargo, and our terminal operators and other supply chain partners are giving their all to keep it all moving,” said Port of Long Beach Executive Director Mario Cordero. “We welcome this pilot project by TTI as a first step toward extending gates to 24/7 operations, and we encourage our cargo owners and trucking partners to give this innovative program a try.”

“This is an ideal time to start these new measures as we work across the supply chain to find solutions to the current capacity crunch,” said Long Beach Board of Harbor Commissioners President Steven Neal. “Our supply chain workforce is to be commended for toiling tirelessly throughout this surge to keep record amounts of cargo moving.”

The new TTI truck access pilot program, which will be evaluated periodically and adjusted as necessary, was developed with the intent to drive down on-terminal dwell and increase driver productivity. To assess the program’s effectiveness, the terminal will monitor gate utilization, dwell time of import containers, and truck driver productivity.

“If we can increase utilization of our late night gates, we can better serve the supply chain, and help speed cargo to market,” said Bill Peratt, CEO of TTI. “By making it more convenient for truckers, we are optimistic that these steps can reduce the dwell time at our terminal.”

As we have been reporting, the numbers of vessels waiting at and outside the congested ports of Long Beach and Los Angeles has hit records in recent weeks as containerized imports continue to pour into U.S. ports ahead of the holiday season, driving record volumes at ports from coast to coast.

By Sumit Khanna (Reuters) Indian officials said on Tuesday they had seized nearly three tonnes of heroin originating from Afghanistan worth an estimated 200 billion rupees ($2.72 billion) amid the chaos following last month’s takeover of the country by the Taliban.

Afghanistan is the world’s biggest illicit opiate supplier, but since taking power, the Islamist Taliban have said they plan to ban the drug trade, without giving details on how.

Two people had been arrested in connection with the haul and investigations were ongoing, an official in Gujarat said, declining to be named as he was not authorized to speak publicly.

The Directorate of Revenue Intelligence (DRI), India’s top anti-smuggling agency, seized two containers at western Gujarat’s Mundra Port on Sept. 15 after receiving intelligence that contained narcotics, the official said.

The containers had been imported by a firm in the southern coastal city of Vijayawada, the official added.

“Investigation conducted so far has also revealed the involvement of Afghan nationals, who are under investigation.”

DRI officials declined to comment.

The narcotics were headed to Delhi and the two arrested people had sought an import-export license based on a house address in Vijayawada, police in Vijayawada said in a statement on Monday.

The containers had been declared as containing semi-processed talc stones from Afghanistan and had been shipped from Bandar Abbas Port in Iran to Gujarat Mundra port, the Gujarat official said, adding that forensic tests confirmed the presence of heroin.

More than 2,988 kg of heroin was recovered in one of India’s biggest such hauls to date.

Since the arrival of Covid-19 vaccines, a crucial but largely unspoken question has loomed large for countries looking towards returning to pre-pandemic life: how much sickness and death will occur even after nearly everybody has been jabbed?

Possible answers to that question are coming into view as a growing number of territories get close to their maximum vaccination rates.

Although varying considerably, the emerging picture points to a post-vaccinated future in which societies may have to accept significantly more Covid-19

While European countries with high vaccination rates have largely returned to normal life, living with Covid-19 could prove more difficult to accept for Asia-Pacific economies that avoided even flu-level death rates by sealing their borders.

“My personal feeling is that, after brainwashing people in many places with this fight against the virus and suppressing it, telling people that everything would be back to normal with a vaccine, politicians are finding the inconvenient and unpalatable truth difficult to sell,” said Roberto Bruzzone, an infectious-disease expert and co-director of the HKU-Pasteur Research Pole in Hong Kong.

“It seems that we can die of all kinds of diseases, but not of Covid-19. We do not need numbers to be anaesthetised and trivialise suffering, but death is part of life and we need to keep this pandemic in perspective.”

Despite growing frustrations among residents and businesses, Hong Kong

– where 213 deaths have been reported – has yet to lay out a road map for easing some of the world’s strictest border controls, including 14 to 21 days of mandatory hotel quarantine for practically all arrivals.

More so than the city’s vaccination rate, which is about 52 per cent, many observers believe reopening depends on Beijing. The central government is widely expected to keep China closed until well into 2022 and possibly even beyond.

Australia

, which has abandoned its “zero-Covid” policy amid major outbreaks in Sydney and Melbourne, is looking to end lockdowns and restart international travel before the end of the year, even as debate rages among health experts and state leaders about whether Canberra is moving to reopen too fast. After a slow start, Australian authorities have ramped up vaccinations in recent weeks, with about 38 per cent of the total population now fully covered.

New Zealand

, which is about 33 per cent fully vaccinated, in August laid out a road map for a phased reopening of its borders from early next year, but government figures have since expressed doubt about the plan amid the emergence of the highly transmissible Delta variant.

A Wisconsin judge rejected efforts by prosecutors to tar the image of Kyle Rittenhouse, who is charged in the shooting deaths of two men during last summer’s Kenosha riots. He is also charged with wounding a third man.

On Friday, Kenosha County Circuit Judge Bruce Schroeder rejected two of three efforts by Assistant District Attorney Thomas Binger to use incidents linked to what he called a “strong theory of case — that he’s essentially a teen vigilante involving himself in things that don’t concern him,” according to the Milwaukee Journal-Sentinel.

Schroeder poured cold water on the third effort by the prosecution to show an unrelated video to the jury, but did not make a final ruling.

Binger said Rittenhouse, now 18, was a “chaos tourist” who was “drawn like a moth to the flame” to riots, according to the Journal-Times of Racine, Wisconsin.

Binger said Rittenhouse, after being freed from jail long after the riots, met leaders of the Proud Boys when he went to a tavern. Photos of the meeting were posted on social media. Binger also claimed Rittenhouse met national Proud Boys leaders in Miami.

“The defendant, I believe, was drawn to this incident because of his beliefs, which I believe are consistent with those of the Proud Boys,” Binger said, according to the Journal Times.

Defense attorney Corey Chirafisi countered that there is not a shred of evidence that Rittenhouse was ever connected to the Proud Boys.

“This is not a political trial, this is not going to be a political trial,” Schroeder said, according to the Journal Times, noting that the connection was not relevant and could not be used unless evidence materializes that Rittenhouse met with the group on the night of the shooting.

Schroeder also rejected a prosecution request to use a video from June 2020 that showed Rittenhouse hitting a girl fighting with his sister.

An August 2020 video the prosecution wanted to introduce was not rejected, although Schroeder said he was leaning against allowing it.

The video shows what appear to be thieves running from a CVS store and stashing items in a trunk.

A speaker the prosecution says was Rittenhouse then says, “Bro, I wish I had my (expletive) AR, I’d start shooting rounds at them.”

“That video doesn’t show anything, he didn’t have a gun, he was sitting in a vehicle having a conversation with someone, he never made contact with those people. If you watch the video they don’t even know he’s there,” Chirafisi said, according to the Journal Times. “He doesn’t do anything. He doesn’t open his window. He doesn’t honk his horn. He doesn’t insert himself (into the situation). He could have, but he didn’t.”

Binger disagreed.

“This is giving the jury an honest insight into the defendant’s state of mind. This is information the jury should have in making those decisions, they drive to hear the truth of what the defendant is thinking,” he said, according to the Journal Times.

Schroeder indicated he is against allowing the video to be used, but did not make a final ruling, the newspaper reported.

The trial is scheduled to begin Nov. 1.
