A federal appeals court in Washington ruled on Tuesday that the Department of Justice must hand over grand jury materials from former special counsel Robert Mueller's investigation to Congress.

A three-judge panel on the D.C. Circuit Court of Appeals upheld a federal judge's decision that the House's impeachment inquiry justified its request for the sealed documents.

"In short, it is the district court, not the Executive or the Department, that controls access to the grand jury materials at issue here," Judge Judith Rogers wrote in an opinion for the panel's 2-1 majority. "The Department has objected to disclosure of the redacted grand jury materials, but the Department has no interest in objecting to the release of these materials outside of the general purposes and policies of grand jury secrecy, which as discussed, do not outweigh the Committee’s compelling need for disclosure."

Japan passes nearly $10bn aid package for coronavirus-hit businesses

The government of Japan on Tuesday night approved a financial aid package worth 1 trillion yen ($9.6 billion) for small and medium-sized enterprises as well as self-employed workers affected by the new coronavirus.

"Financing will focus on small and tiny businesses which need financing over the next two to three weeks," said Finance Minister Taro Aso. The government rolled out its first financial support package worth 500 billion yen in February, which provides low-interest loans for SMEs, particularly in the tourism industry. The second package will bring the total amount of financial support to 1.6 trillion yen.

Kengo Sakurada, chairman of corporate lobby Japan Association of Corporate Executives, said the government's fiscal stimulus would be key to avoiding an economic downturn. "It's important to offer abundant support early," he said. As part of the second package, the government will consider offer loans of up to 300 million yen at less than 1% annual interest to SMEs whose sales have declined 5% or more due to the viral outbreak. For SMEs and self-employed workers who saw a 10% to 20% decline and have to borrow from a bank, the government will pay the interest on the loans.

"Damages from the new coronavirus has hit small and medium-sized businesses particularly hard, regardless of region, industry or company size," said Nobuo Tomoda, senior manager of the research department at Tokyo Shoko Research.

Some companies have seen business plans gone awry or have halted procurement, forcing them dangerously close to bankruptcy. Production at a semiconductor parts manufacturer in Tokyo has stalled due to a difficulty in shipping parts to China. Shipping delays have left the company and others like it with little chance in the short term to recover development and production costs. The 1 trillion yen package will also help large companies. The Development Bank of Japan, among others, will draw on a 200-billion-yen war chest to support companies who want to relocate production back to Japan. The funds will utilize a crisis financing system created in the wake of the 2008 global financial crisis.

The Japan Bank for International Cooperation will also secure approximately 250 billion yen in funding, mainly to support the overseas operations of Japanese companies. Parents burdened by school closures requested by Prime Minister Shinzo Abe on Feb. 27 will be compensated, starting with school meal fees. In addition, some freelancers and self-employed parents may receive a daily compensation of 4,100 yen if forced to curtail work. A provision in the aid package calls for offering freelancers and non-regular workers interest-free loans of up to 100,000 yen. If their annual income declines by 20% or more, the government will consider waiving their debts.

Asked by reporters on Tuesday whether the government will need a supplemental budget to address the coronavirus, Aso said, "We don't know yet because we haven't fully assessed the situation."

The government will also contribute about 15 billion yen for emergency assistance to infected countries through the World Health Organization and other institutions. In a related matter, Abe extended by "around 10 days" the period he wants big sports and cultural events to be canceled or postponed, saying he would like to see how that and other containment measures are working out.

The original request, made Feb. 26, was for two weeks.

Ben Sasse calls on DOJ to investigate Pornhub over alleged videos showing 'victims of trafficking being raped'

Sen. Ben Sasse has called on the Department of Justice to investigate Pornhub for allegedly streaming acts of rape and exploitation. The Nebraska Republican sent a letter to Attorney General William Barr on Tuesday arguing for an investigation into the pornography site’s practices. Sasse also called for an investigation into Pornhub’s parent company, MindGeek, which is headquartered in Luxembourg.

"In several notable incidents over the past year, Pornhub made content available worldwide showing women and girls that were victims of trafficking being raped and exploited," he wrote. "The problem of Pornhub streaming content featuring women and children victims of sex trafficking reached the point in November that Paypal cut off services for Pornhub, refusing to facilitate this abuse any longer."

The online financial service PayPal cut off business with Pornhub after finding that the pornography site was using the platform to make unauthorized transactions. Pornhub later said it was "devastated by PayPal’s decision to stop payouts to over a hundred thousand performers who rely on them for their livelihoods." "Pornhub must not escape scrutiny. I therefore request that the Department open an investigation into Pornhub and its parent entity MindGeek Holding SARL for their involvement in this disturbing pipeline of exploiting children and other victims and survivors of sex trafficking," Sasse said.

The website was accused on Monday of allowing people committing crimes such as sex trafficking and rape to post videos to the platform. "This is a company that is generating millions in advertising and membership revenue, and yet they do not have an effective system in place to verify reliably the age or consent of those featured in the pornographic content it hosts," said Laila Mickelwait, founder of the activist group Exodus Cry. MindGeek denied the accusations, saying in a statement: "Pornhub has a steadfast commitment to eradicating and fighting non-consensual content and under-age material. Any suggestion otherwise is categorically and factually inaccurate."

The fatalities occurred in Iran’s Khuzestan and Alborz provinces. Some rumors have been circulating on Iranian social media that drinking alcohol is a way to fend off COVID-19. However, since drinking alcohol like wine, beer and liquor, are prohibited in Iran, people have turned to industrial alcohol that is used for cleaning purposes.

“Some of the citizens of Ahwaz had heard that drinking alcohol could help them fight the coronavirus, so they used it as a preventive measure,” said Ali Ehsanpour, who serves as spokesman of Ahwaz University of Medical Sciences in Khuzestan, according to the Mehr News Agency.

According to Iranian news agencies, the official number of confirmed COVID-19 infections in the province of Khuzestan was 73. Moreover, at least 218 Iranians were hospitalized from alcohol poisoning in the medical centers affiliated with Ahwaz University of Medical Sciences.

“One of the victims got blind and some others are in critical condition,” Ehsanpour said.

Iran has the most confirmed COVID-19 cases in the Middle East. More than 7,161 have been infected, with at least 2,394 recoveries and 237 deaths, a health ministry spokesman told the Fars News Agency.

A Manhattan federal judge declared a mistrial Monday after a jury was unable to decide whether to convict computer engineer Joshua Schulte on charges of leaking CIA materials to WikiLeaks.

While the jury was hung on eight counts, including illegal gathering and transmission of national defense information, jurors convicted him on charges of contempt of court and making false statements to the FBI, The New York Times reported.

The jury reportedly deliberated for six days, with one juror replaced after researching the case against the judge’s orders. She was never replaced, leaving 11 people to determine the final verdict.

Veteran chickenhawk Lindsey Graham once again beat his over-used war drum, this time because he wants NATO to get involved in Idlib, Syria to stop “Syrian aggression.” Yes, when will Syria stop intervening in its own country?

The South Carolina senator said that he fully supports US President Donald Trump’s efforts to “get NATO more involved in Syria,” arguing that the defensive alliance should aid Turkey as it “defends Idlib against Russian/Syrian aggression.” He further argued that the “fall” of Idlib would result in a humanitarian crisis felt around the world, which is why NATO should be more “supportive” of its Turkish ally.

The senior statesman apparently doesn’t seem particularly fazed by the fact that Idlib is part of Syria – making accusations of “Syrian aggression” slightly nonsensical. The province is now home to the last bastion of extremist jihadist militias, some of which are directly affiliated with Al-Qaeda.

This is hardly the first time that the US hawk has demanded direct intervention in Idlib. In February, he called on the Pentagon to impose a no-fly zone over the Syrian province, claiming it would help stop the “destruction” of Idlib by Syrian, Iranian, and Russian forces.

As far back as September, Graham was issuing statements warning over “the wholesale massacre” of civilians in Idlib, insisting that “we either act now [in Syria] or pay a heavy price later.”

The senator’s melodramatic representation of a terrorist-infested Syrian province being under siege by the Syrian military shouldn’t come as a surprise to US political observers. Graham has been portrayed as part of former Arizona Senator John McCain’s “foreign policy club” – a euphemism for hardcore neocon interventionism.

Cop Charged for Refusing to Investigate Dozens of Child Sex Crimes, Gets Off With $300 Fine

Horry County, SC — Those who frequent the Free Thought Project know that cops are charged on a regular basis with sexual misconduct. Many of these cases involve the exploitation of children and most of those cases resolve with the officers doing little to no time in jail. In short, the system appears to protect child rapists or give them special privilege if they are cops.

One of these cops who is part of the system that facilitates the exploitation of children is retired Horry County police officer Todd Cox. Cox was staring down potential decades behind bars for refusing to investigate dozens of sex crimes against children as well as other crimes. However, likely due to his connected status, on Monday, this facilitator of child rape was sentenced to a year in jail and a $300 fine — with the year in jail suspended.

Showing that this special privilege is not some isolated incident is the fact that three other Horry County police officers – Luke Green, Allen Large and Darryl Williams – were indicted in September 2016 along with Cox on dozens of charges of misconduct in office. However, Green’s record was expunged after he entered a pre-trial diversion program, Large died before facing any consequences, and Williams is still fighting for a sweetheart deal.

Cox’s sentence is incredibly insulting given the sheer amount of criminal acts against children he was charged with ignoring.

According to Myrtle Beach Online, investigators say that Cox failed to investigate dozens of cases while serving as a detective with Horry County police. The indictments detail a lengthy list of misconduct. They allege that Cox did the following:

Indictment 1: Failed to investigate 18 cases.

Indictment 2: Unassigned himself from a criminal sexual conduct case.

Indictment 3: Unassigned himself from a criminal sexual conduct case.

Indictment 4: Unassigned himself from a criminal sexual conduct case.

Indictment 5: Unassigned himself from a criminal sexual conduct case.

Indictment 6: He closed an attempted murder case without investigating.

Indictment 7: Unassigned himself from a child abuse case.

Indictment 8: Unassigned himself from a shooting into a home case.

Indictment 9: Unassigned himself from an overdose case.

Indictment 10: He closed a cruelty to children case without investigating.

Indictment 11: He closed a kidnapping case without investigating.

Indictment 12: He closed a criminal sexual conduct case without investigating.

Indictment 13: He closed a sexual exploitation of a minor without investigating.

Indictment 14: He closed an armed robbery case without investigating.

Indictment 15: He closed a lynching case without investigating.

Indictment 16: He closed a criminal sexual conduct case without investigating.

According to the report, the three other officers who were charged with Cox were also involved in this scandal. Instead of taking responsibility for her officers’ actions when they were charged, then-Horry police chief Saundra Rhodes abruptly retired.

As MBO reports, the South Carolina Law Enforcement Division investigated the cases against the four officers. The unit uncovered allegations of Large coercing women for sex and inappropriate relationships with victims. Large also discussed participating in nude catfighting videos with some of the victims he was supposed to be helping.

Naturally, Cox’s police union-appointed attorney was ecstatic that his client — who ignored serious crimes against children — got off with less than a slap on the wrist.

“Todd is glad to have this behind him,” his attorney Morgan Martin said. “He dedicated 22 years of tireless service to the community and we feel that a small fine as assessed by the court is a proper resolution.”

Demanding More Cash, Erdogan Walks Out of EU Meeting Over Migrant Crisis

The Islamist leader of Turkey walked out of his meeting with European Union officials after the two sides failed to reach an agreement on the migrant crisis at the Greek border Monday night.

In a meeting in Brussels on Monday, Turkish President Recep Tayyip Erdogan demanded that the EU send more financial support in return for halting the flow of migration into the bloc, claiming that the cost of housing an estimated 3.5 million migrants cost Turkey €40 billion.

The meeting between Mr Erdogan and the president of the European Commission, Ursula von der Leyen and European Council President Charles Michel, was cut short after just an hour and forty-five minutes after the two sides failed to reach an agreement, according to The Times.

The Turkish leader also called on the European Union to grant visa-free travel for Turkish citizens, as well as the EU taking in more refugees from the Middle East. Mr Erdogan accused the EU of failing to meet its obligations of the 2016 agreement that halted the flow of migration into the bloc in exchange for €6 billion in aid.

Acknowledging the failure of the meeting, Mrs von der Leyen said that the two sides could not agree on the terms of the agreement, saying: “The 2016 agreement remains valid and we need to implement missing elements. We have indicated to President Erdogan that we are willing to move forward as long as it is reciprocal.”

Mr Michel said that despite the failure of the meeting on Monday, talks will continue between the two sides “to work to clarify the implementation of the deal to be certain we are on the same page”

Greek Government: Only Four Per Cent of ‘Refugees’ Breaching Border Are Syrian

Just four per cent of the supposed refugees who have breached the Greek border in recent days are Syrians, according to the Greek government.

Recep Tayyip Erdogan, the Islamist president of Turkey, claimed he was opening his borders to Europe in response to the threat of a fresh wave of refugees from Syria — despite the fact his reason for invading the north of the country was, ostensibly, to carve out a safe zone for Syrian refugees to be settled in.

However, the Greek government reports that only a small minority of the migrants who have breached their border defences since Erdogan “opened the gates” are Syrian — and even then many are said to be people long-established in Turkey, not new migrants fleeing the fighting between Turkey, its jihadist rebel clients, and the Russian- and Iranian-backed Syrian government.

The vast majority of the migrants detained in Greece, the government claims, are actually Afghans, comprising 64 per cent of the total.

Migrants from Pakistan account for almost a fifth of detainees, at 19 per cent, with migrants from Turkey itself in third place, at 5 per cent.

Syrians are said to be in a distant fourth place, at just four per cent, followed by Somali migrants at 2.6 per cent, with migrants from countries across Asia and Africa including Iraq, Iran, Ethiopia, Morocco, Bangladesh, and Egypt accounting collectively for 5.4 per cent.

The Turkish government disputes the Greek government’s numbers, however, suggesting that well over a hundred thousand migrants have reached Europe, and not only a few hundred as the Greeks suggest.

Erdogan’s decision to “open the gates” to Europe is widely regarded as a form of punishment for European governments’ lack of sufficient report, as he sees it, for the Turkish invasion of Syria, and was taken after a number of Turkish soldiers were killed in an airstrike mounted by either the Syrian government or its Russian allies.

Greek prime minister Kyriakos Mitsotakis has insisted that “Europe is not going to be blackmailed by Turkey” and that his government has “every right to protect our sovereign borders”, which is also part of the common external border of the European Union’s frontierless Schengen Area.

Officially, the European Union is backing Greece — although the rhetoric from some of the bloc’s more left-liberal members has not always been helpful, with the millennial feminist-led Finnish government having branded Greece’s decision to suspend asylum applications while the crisis is ongoing “wrong”.

Spring break has intersected with the coronavirus outbreak. Some universities are extending time away for students and/or telling them to study remotely in an effort to reduce the spread of the virus that causes COVID-19. SecAf Reveals When New US Space Command HQ Will Be Selected

As the U.S. Space Force begins to redesignate Air Force units with a space-only mission and to realign and rename bases accordingly, it will also restart its search for a permanent headquarters for U.S. Space Command, the military's 11th combatant command, which stood up in August.

"We will be issuing an invitation for communities to come forward and identify that they would like to [be considered]," Air Force Secretary Barbara Barrett said Tuesday. She first disclosed the move last week during a House Armed Services Committee hearing.

The Pentagon will make its choice "late in the year, or early next year," she said during an Air Force Association event in Washington, D.C.

The new process is a result of staff and personnel movements between Space Command and the U.S. Space Force, Barrett said. The newest military branch, which falls under the Department of the Air Force, was signed into law in December.

"That reshuffles what would be the command headquarters operation, so we are reevaluating and restarting that process," she said.

The secretary's latest comments come after Defense Secretary Mark Esper last week disclosed that some lawmakers whose states are vying to host SPACECOM felt the process wasn't transparent enough.

"During my talks on the Hill prior to my nomination, particularly after my hearing here, I visited the House and heard from members on both sides of the aisle that they thought the process that had been run was unfair and not transparent," Esper said during a Senate Armed Services Committee hearing March 4. "So I directed at that time that we pause in place ,.. [and] we directed it be revisited and a different approach be taken."

Leaders are expected to disclose how candidate bases may be selected "this spring," Barrett said. Bases will be scored based on criteria that could be based on "talent and infrastructure" but may also include "things like the quality of schools and the ability of spouses to get jobs, so the occupational reciprocity of the states," Barrett said.

In May 2019, the Air Force announced it was weighing four Colorado locations, including Buckley Air Force Base, Cheyenne Mountain Air Force Station, Peterson Air Force Base and Schriever Air Force Base, to accomodate SPACECOM. Other options are the Army's Redstone Arsenal in Alabama and Vandenberg Air Force Base in California.

A decision was originally due this summer.

But that February, nearly a dozen elected officials tried to petition the Defense Department and President Donald Trump to have Space Command placed in Florida.

Florida Gov. Ron DeSantis, a Republican, said he would formally ask the president to locate the department's unified combatant command for space at Kennedy Space Center in Cape Canaveral.

BP To Turn Smart Cities Into 24/7 Real-Time Listening Devices Using Fiber Optic Cables

A recent article in Offshore-Technology revealed that British Petroleum (BP) bought a majority interest in a fiber optic innovation company called Fotech.

Why would anyone care about BP buying Fotech?

Because Fotech "uses artificial intelligence and edge computing in its products, covering areas such as surveillance, transport management, cable monitoring and rail management."

Roughly translated, they use fiber optic cables to surveil vehicles, people, pipe lines, public transit, etc.

Fotech's "products" page reveals how they plan to turn smart cities into real-rime listening devices using "Distributed Acoustic Sensing (DAS)."

"Distributed Acoustic Technology converts thousands of kilometers of optical fibers already in place in our cities into millions of acoustic and vibration sensors. DAS converts cables into a network of state-of-the-art sensors. This allows cities to send and receive information with the benefit of providing anonymity to its citizens, but also to monitor city infrastructure continuously – in real-time and on a much more detailed level."

Two years ago, Fotech and Dr Robert Ferguson revealed how the city of Calgary could use DAS to track vehicles and people.

“We have installed what’s called a distributed acoustic sensing system along the entire route of the autonomous vehicle and we’ve repurposed an oilfield instrument…We can track, with high precision, the location of not only the autonomous vehicle but anything else that’s moving around close to the autonomous vehicle” Ferguson said.

Fotech's "Smart City Solutions" boasts that they can use DAS to "recognize and detect the acoustic and seismic signatures of footsteps, vehicles, trams and trains."

Cities can easily be converted into DAS public monitoring platforms

Fotech's "Making smart transport networks a reality with DAS" report revealed that cities can easily be converted into DAS monitoring platforms because they can use pre-existing or 5G fiber optic networks.

"DAS monitoring platforms harness a key piece of existing city infrastructure – the fiber optic cable networks beneath our feet."

Fotech's story titled "Smart City Expo 2019" revealed how smart cities can use DAS to transform fiber optic cables into "highly sensitive acoustic sensors – innately listening to the activities around them."

Imagine a smart city using fiber optics, CCTV surveillance cameras, Ring video doorbell cameras, StingRay devices, license plate readers, Bluetooth readers, etc., to monitor vehicles and people in real-time. Is that the kind of world the public wants or is it the kind of world Big Brother wants?

DAS is a great way for law enforcement to secretly monitor people because fiber optic cables are hidden from public view.

"Using fiber optic cables that are often hidden from view, Fotech’s DAS technology can monitor international borders automatically, giving you an enhanced understanding of in-situ (on-site) activities, and gather intelligence on events and patterns in and around your border."

And isn't that really what smart city surveillance is all about? Secretly monitoring people and vehicles and gathering intelligence on everyone?

BP bills Fotech as "a security management platform optimized to protect and secure your assets 24/7." But it should really be billed as a 24/7 public monitoring platform optimized to track vehicles and people in real-time.

BP joins a long list of private corporations that stand to profit from turning cities into 24/7 smart city surveillance platforms.
