U.S. banks would have no longer than 36 hours after finding a cybersecurity breach to flag the issue to their regulators, under a new rule proposed Friday.

The proposal from U.S. banking regulators would direct banks to notify their primary regulator as soon as possible after a breach is discovered that could impair services or the organization itself. In addition, the rule would direct third-party service providers to promptly tell client banks of any breaches that would impair their services.

Poland’s central bank intervened on the currency market for the first time in years, selling zloty, according to two people with direct knowledge of the transactions who asked not to be named because they’re not authorized to speak publicly.

The zloty weakened as much as 1.7% against the euro in thin, end-of-year trading. Earlier in December, the it touched the strongest level against the European currency in three months, as traders ignored repeated warnings from the central bank that the zloty should weaken to help the Polish economy recover.

The central bank’s press office declined to comment on Friday. For the last three months, the bank’s statement after its policy meetings noted that: “The pace of recovery may also be reduced by the lack of a visible and more durable zloty exchange rate adjustment to the global pandemic-driven shock and to the monetary policy easing introduced by the National Bank of Poland.” “This may be a warning to shot that the NBP is monitoring the zloty and they don’t want it to gain too much,” said Piotr Matys, a currency strategist at Rabobank in Warsaw. “Perhaps they are afraid that domestic demand will not be too strong and the burden will be on exports as the main engine of economic growth.”

The zloty traded at a one-month low of 4.4885 against the euro, down 1.1% on the day, at 4:05 p.m. in Warsaw. The last time the central bank admitted that it intervened on the currency market was in 2013, when it sold foreign currency in a bid to strengthen the zloty.

“We were tired, hungry and cold,” Cicchinelli said.

On Jan. 4, 1945, the men of Company A were preparing for an attack on a German machine gun nest near Dairomont, Belgium, but they knew if they opened fire, they might hit their comrades who were circling behind the Germans.

Then came the order that Cicchinelli thought he’d never hear: “Fix bayonets!”

The paratroopers had trained with bayonets a year before in Panama, but they never thought they’d use them. Especially in a country and a climate so different from Panama.

Cicchinelli and the small group he was scouting for attached the bayonets to the front of their rifles and charged. They fought the stunned Germans hand-to-hand, stabbing them in their fox holes and pummeling them with the butts of their guns.

“I remember it as clear as if it were today,” Cicchinelli said. “It was one of the scariest things I ever did.”

When the fighting was over – it lasted only 15-20 minutes – 64 Germans were dead. The rare bayonet attack, for which the 551st is now famous, scored an early Allied victory in what came to be known as the Battle of the Bulge.

“It was the longest 15 minutes of my life,” Cicchinelli said in a recent telephone interview from his home in Sun City West, Ariz.

Cicchinelli, 85, recounts the bayonet attack and other World War II exploits in the new book “GOYA: The Story of Joseph Cicchinelli, a 551st Parachute Infantry Battalion Paratrooper” (Militaria Bastogne), written with Belgian Army researcher Patrick Brion.

Cicchinelli, second cousin of Massillon Mayor Frank Cicchinelli and a former Massillon resident, has spent the last 24 years trying to shed the ghosts of World War II and bring attention to the heroic deeds of the 551st.

Scholars have referred to the 551st as the Lost Battalion because it disbanded days after the Battle of the Bulge, and the records of its World War II service were either destroyed or lost.

IT WAS D-DAY plus five (June 11, 1944) when Robert Cole, a 29-year-old lieutenant-colonel with the 101st Airborne Division, found himself leading a column of 250 paratroops under heavy fire across Normandy’s bocage country. His objective: The Nazi-occupied town of Carentan.

The Allies had been trying (without success) for two days to secure the village. And now, with German mortar and artillery rounds falling as thick as rain, something needed to be done – and fast – to break the impasse before Cole’s detachment was completely wiped out. That’s when the Texas-born career soldier hatched what some might consider a foolhardy plan.

The young commander called in a smoke barrage in front of the German positions and then, to everyone’s astonishment, ordered his men to fix bayonets and charge. Nearly half of his unit was mowed down by machine gun fire as they darted across a patch of open ground on the edge of the town, but more than 100 of Cole’s men did manage to reach the German lines unscathed.

With the “Screaming Eagles” suddenly in their midst, the Axis defenders panicked and fled for their lives. American reinforcements rushed in to hold the ground and by the next day, the town of Carentan was safely in Allied hands.

The brazen attack would go down in history as “Cole’s Charge.” For leading the assault, the young commander would win the Medal of Honor. Sadly, he’d be killed in combat before the citation could be presented. To this day, the action is remembered as one of the few bayonet attacks of World War Two.

For centuries, cold-steel assaults were part of nearly every infantry engagement, both large and small. But with the advent of semi-automatic rifles and rapid-fire machine guns, bayonet attacks had become risky, even suicidal. Yet amazingly, there were still a handful of occasions during the Second World War and in the decades that followed in which leaders in various situations would call out the words: “Fix bayonets!” Consider these:

A Brief History of the Bayonet

The bayonet transformed the musket from a medium to long range weapon into one effective at close range as well. There was no longer a need for pikemen to defend musketeers in battle because one soldier could defend himself against an enemy less than 100 yards away. The bayonet was primarily used during cavalry charges and in close range combat. The weight, shape and attachment of bayonets have changed throughout history in order to increase the effectiveness of the musket and the bayonet.

The first use of bayonets was simply a knife stuck on the end of a musket barrel used by French hunters catching wild boar. This combination was then used in warfare, and became known as a plug bayonet. Though an effective weapon, a downside of the plug bayonet was that the musketeer could not shoot after affixing it. The plug bayonet was succeeded by the socket bayonet, which fit over the muzzle of the barrel. A zig-zag motion around the bayonet lug allowed the musketeer to easily affix or remove the bayonet while still securing it in place. The major advantage to the socket bayonet was that the musket could still be fired while the bayonet was attached. To overcome the fact that not all soldiers used the same weapon, or weapons with the same barrel sizes, the socket bayonet was modified to have a split down the side. An intentional slit running the entire length of the socket allowed for an adjustable fit of the socket to the size of the barrel. Unlike the plug bayonet, the socket and split-socket bayonets had three edges, giving them the name “triangular bayonets”. Given forging processes at the time, a triangular blade was easier to create, and offered increased stability from a two sided or knife blade bayonet without much additional weight. During the War of 1812, bayonets for the British Brown Bess, French Charleville, and United States Springfield muskets were between 12 and 15 inches in length, and continued to have the triangular shape.

TREASURIES-Yield curve steepest in three years as market awaits COVID-19 stimulus

The Treasury yield curve steepened on Friday to its highest since February 2018 as investors waited to see whether the U.S. Congress would agree on $900 billion in fresh COVID-19 relief by the end of the day.

The spread between the two- and 10-year yields , the most common measure of the yield curve, rose as high as 82.7 basis points on Friday afternoon, its steepest in three years. The spread between the five- and 30-year yields also widened, but only to its highest since Dec. 7. The yield curve broadly has steepened this week on stimulus and vaccine optimism, as well as the Federal Reserve’s decision on Wednesday to maintain its current pace and duration of bond buying, which pushed longer-dated yields higher. A recent move higher in longer-dated yields sparked debate over whether the Fed would alter its Treasury purchases to cap yields. The 10-year yield was last up 1.3 basis points at 0.943%. The 30-year yield rose 1.8 basis points to 1.693%. The short end of the curve dipped, with the two-year yield last down 0.4 basis point at 0.123%.

Oil futures score a 7th straight weekly gain

Oil futures climbed on Friday and marked a weekly gain for a seventh consecutive session. Crude prices rose as Moderna Inc.'s MRNA, -2.62% COVID vaccine is poised to get vaccine authorization from the U.S. Food and Drug Administration, said Edward Moya, senior market analyst at Oanda. However, "successful vaccine execution" is what is needed to send U.S. benchmark crude prices well above the $50 level and "that is unlikely to happen for months." January West Texas Intermediate crude CLF21, +1.43% rose 74 cents, or 1.5%, to settle at $49.10 a barrel on the New York Mercantile Exchange. For the week, prices based on the front-month contract rose 5.4%, according to FactSet data.

Congress looked increasingly unlikely on Friday to meet a deadline to agree on a new coronavirus stimulus bill and instead may pass a third stopgap spending bill to keep the government from shutting down at midnight. But the move steeper in the Treasury market suggested investors still believed a deal would get done. With Brexit and U.S. fiscal negotiations expected to stumble across the finish line this weekend, and U.S. stock market indexes lower, U.S. Treasuries “showed hardly any sympathy to established correlations,” wrote Edward Acton, U.S. rates strategist at Citigroup.

“After a modest flattening rally on the New York open ... the term-structure promptly sold off back to the overnight yield and curve highs and tread water there for the vast majority of the afternoon,” said Acton, noting that low trading volume - roughly 60% of the 30-day average - contributed to the lack of movement. The majority of the Fed's purchases of Treasury debt since March have been in shorter maturities, which has helped keep yields at the short end of the curve low and has allowed the longer-dated yields to rise modestly. The continuation of that policy left the curve slightly steeper, on trend with the recent direction of the market.

Stimulus hopes, and the rollout this week of a COVID-19 vaccine, have so far allowed the Treasury market to shrug off the bleak labor market data.

At the time, I believed that the flights forced the raid revelation.
