US court demands Edward Snowden cough up $5.2mn in royalties from memoir, claiming violations of NSA non-disclosure deal

A federal judge has ruled that the US government may seize $5.2 million in book royalties from NSA whistleblower Edward Snowden, alleging he breached non-disclosure agreements with the agency and made “unlawful financial gains.”

The Department of Justice announced the ruling on Thursday, the culmination of a year-long legal case launched after the publication of Snowden’s memoir, ‘Permanent Record,’ last September.

“Edward Snowden violated his legal obligations to the United States, and therefore, his unlawful financial gains must be relinquished to the government,” Deputy Attorney General Jeffrey Rosen said in a statement.

As this case demonstrates, the Department of Justice will not overlook the wrongful actions of those who seek to betray the trust reposed in them and to personally profit from their access to classified national security information.

A judge first ruled that Snowden would have to hand over proceeds from the book late last year, but until this week the court had not landed on a specific amount. While a recent CNN report asserted that he “agreed” to pay up last month, Snowden has insisted that is not the case, and his lawyers have maintained that the seizure is unlikely to happen while he remains in exile in Russia.

“This is not like he's going to fork over the money. This gives them a judgment they were going to get anyways,” one of Snowden’s lawyers, Lawrence Lustberg, told CNN last week, adding that the government will have trouble accessing funds kept out of the US.

The government’s case against the whistleblower is centered on the claim that he flouted a mandatory pre-publication review for his book, violating non-disclosure agreements he signed with both the NSA and CIA. He is also said to have breached those deals with 56 “public speeches on intelligence-related matters.”

The civil lawsuit over the memoir is separate from criminal proceedings against Snowden for his prolific leaks of classified material in 2013, for which he has been charged under the World War I-era Espionage Act and faces up to 30 years behind bars. Washington has called for his extradition to face trial in the US, but Moscow has not complied with that demand.

Judge Vanessa Baraitser set judgement day for Jan. 4, 2021 as the last day of testimony in the extradition case of WikiLeaks publisher Julian Assange saw parallels drawn between government misconduct in the cases of Pentagon Papers whistleblower Daniel Ellsberg and Assange.

In testimony read to the court on Thursday of Prof. Michael Tigar of Duke Law School, the defense sought to show that the kind of abuse of power that resulted in Ellsberg being freed in a 1971 mistrial is closely mirrored by government misdeeds against Assange.

Tigar laid out what happened that forced the Nixon administration, which desperately wanted to punish Ellsberg, to drop his case. Nixon’s “Plumbers” broke into Ellsberg’s psychiatrist’s office trying to steal his medical files; Nixon had Ellsberg illegally wiretapped; the government said it lost the wiretaps when asked to produce them at trial; and the government tried to bribe Ellsberg’s judge with the directorship of the FBI.

Compare that with U.S. intelligence contracting with the Spanish firm UC Global to spy 24/7 on Assange in the Ecuadorian embassy and especially on his privileged conversations with his attorneys; with his doctors and journalists visiting as well as discussing plans to kidnap or poison him.

“That’s essentially the same information that ended my case and confronted Nixon with impeachment, leading to his resignation!,” Ellsberg said in an email. “In other words, Julian may, miraculously, walk free on the basis of this (eventually), just as I did!”

If Baraitser decides not to extradite Assange it would be most likely because of this abuse of power against him, or because of his physical and mental health in the face of a brutal U.S. prison system. In either way she could avoid the highly political issue of espionage in conflict with press freedom.

Testimony read out to the court from Assange lawyer Gareth Pierce explained how his attorneys are still feeling “anxiety” and “fear” about being monitored now. Her testimony also raised the matter of Assange’s belongings at the embassy being put in a diplomatic pouch and sent to Ecuador and from there, onto the United States. WikiLeaks has not been able to retrieve any of it.

"Absent a significant realignment, [the] intelligence community will fail [to enable] U.S. competition with China on the global stage," says the report.

WASHINGTON — After two decades of prioritizing counterterrorism, U.S. intelligence agencies are failing to sufficiently understand and counter the national security threat posed by China, the House Intelligence Committee concludes in a new report issued Wednesday. The report, based on hundreds of hours of interviews with intelligence officers and thousands of analytic assessments, finds that the intelligence community must change how it does business — not only to improve its insights into China, but also to better address "the growing importance of interlocking non-military transnational threats, such as global health, economic security, and climate change." The report recommends that spy agencies make better use of open source data, modernize hiring practices and reorient spending priorities. Although the committee's Democratic majority wrote the report, the full committee approved it Wednesday morning in a bipartisan voice vote. "The United States' Intelligence Community has not sufficiently adapted to a changing geopolitical and technological environment increasingly shaped by a rising China," the report says. "Absent a significant realignment of resources, the U.S. government and intelligence community will fail to achieve the outcomes required to enable continued U.S. competition with China on the global stage for decades to come, and to protect the U.S. health and security."

In addition to critiquing U.S. spy agencies, the report offers a stark portrayal of China as a rogue nation that threatens global security, underscoring how dramatically the bipartisan foreign policy consensus about China has changed in the last decade. "The People's Republic of China (PRC) has increasingly sought to revise the international order and global norms in a way that furthers its own strategic interests and undermines those of the United States specifically, and the West generally," the report says. "Militarily, China has embarked on a massive modernization drive — creating a 'blue water' navy, investing heavily in hypersonic weapons, developing its own fifth-generation fighter, militarizing a series of atolls and islets in the South China Sea to strengthen its claims in the region, and building its first overseas military base in Djibouti." Also disturbing, the report says, is China's use of technology to create "a post-modern authoritarian state in which the country's population is monitored around the clock through their phones and an ever-growing network of surveillance cameras equipped with facial-recognition technology. This 'digital authoritarianism' has not only been deployed at home, but has been increasingly marketed to aspiring authoritarians abroad."

Facebook Regulatory Counsel Joins Biden Transition Team As Zuckerberg Commits to Silencing Trump Victory Claims

Jessica Hertz, a former Associate General Counsel for regulatory matters at Facebook, has joined the transition team of Democratic Presidential campaign Joe Biden.

The hire speaks to the close relationship between the Biden camp and big tech platforms such as Facebook which frequently weaponizes its service to censor and suppress conservative users and content. In lockstep with narratives pushed by the Transition Integrity Project, Facebook CEO Mark Zuckerberg recently declared the social media platform would aim to convince Americans that “there’s nothing illegitimate about this election taking additional days or even weeks” to identify the winner. Hertz is part of the campaign’s recent hiring spree for its transition team and joins the effort as a staff member carrying out day-to-day operations. She identifies herself as having “handled a wide range of government inquiries and regulatory investigations” while at Facebook, holding the position of Associate General Counsel for regulatory affairs starting in 2018 before being promoted to Director of the branch in 2019. And during Hertz’s tenure at the company, Facebook was embroiled in a host of controversies where conservatives – including President Trump – saw their content censored and, in some cases, de-platformed. A former partner at law firm Jenner & Block, Hertz assisted the company with “clients dealing with regulatory or other disputes with the government,” perhaps providing insight into the capacity she’ll be assisting the Biden campaign with: pushing social media platforms such as Facebook to echo the desires of the Biden campaign.

Hertz’s links to Biden, however, transcend her position on his transition team. She worked in the Obama White House from 2009 to 2014, where, from 2012 to 2014 she served as Principal Deputy Counsel to then-Vice President Biden. She’s also donated over $5,000 to Democratic candidates since the 2016 election cycle, with $2,000 being funneled directly to the Biden campaign. And Facebook is expected to play a larger role than usual in the 2020 election, with the platform, which nearly three-quarters of Americans use, vowing to suppress “premature claims of victory by candidates.” Echoing the Soros-funded Transition Integrity Project report, which insisted “the concept of election night, is no longer accurate and indeed is dangerous,” Zuckerberg remarked: “We may not know the final result on election night. One of the things I think we and other media need to start doing is preparing the American people that there’s nothing illegitimate about this election taking additional days or even weeks to make sure that all of the votes are counted. In fact, that might be important to make sure that this is a legitimate and fair election.” Twitter’s top lobbyist, Carlos Monje, also departed the social media company to join the Biden transition team.

The James Comey Election

His testimony this week was a reminder of everything that enrages Trump voters.

The political elite remain puzzled—and in agony—over how Donald Trump could still be in the race. A bullying debater! A purveyor of mistruths! A would-be autocrat! How has our country come to this?

The answer sat staring at them on a videolink this Wednesday, in the smug countenance of James Comey.

This obvious truth will be missed by the left and the media, which continue to comfort themselves with the fiction that Mr. Trump won in 2016 by preying on the weak and ill-informed. The opposite is true. The businessman was propelled to office on the fury of those who had seen too much. They’d watched for decades as an insulated elected class—Democrat and Republican alike—broke promises, failed to solve problems, and blamed it on the system.

These voters had watched the swamp take over—IRS targeters, self-righteous prosecutors, zealous regulators—armed with stunning powers and a mentality that they were entitled to make the rules, to tell the little people what was best for them. Voters fumed over the double standard. Hillary Clinton deleted government emails with abandon, while a 77-year-old Navy veteran went to prison for building a pond in contravention of “navigable water” rules.

Mr. Comey personifies what enrages those Americans. His testimony this week was a vivid reminder that the election won’t hinge only on the issues as defined by the media elite. Tuesday’s brawl was mostly about the virus, the economy, violence in the streets, the Supreme Court. But November’s vote for many Americans will be a choice between an administration that believes we the people should run Washington, and those who believe the swamp should rule the masses. Mr. Biden wouldn’t challenge the mandarins; he’d unleash them.

Chairman Lindsey Graham hauled the former FBI director in front of the Senate Judiciary Committee ostensibly to answer for stunning new details in the bureau’s Trump-Russia probe. But the hearing more broadly resurrected the breathtaking arrogance of the swamp. This was the crew that in 2016—based on the thinnest of tips—launched a counterintelligence investigation into a presidential campaign, complete with secret surveillance warrants and informants. Mr. Comey triggered the public release of the collusion accusations. He secretly kept memos of his conversations with a president, for future leverage. He leaked them, to provoke a special counsel and two years of hell.

FBI agent Peter Strzok in 2018 lectured Congress that the bureau had too many “safeguards” and “procedures” ever to allow “improper” behavior. Yet this past week provided evidence the FBI leaders blew through red light after red light. We already knew they based the probe on a dossier that came from a rival campaign. We knew the bureau was warned early on that the dossier was potential Russian disinformation. And now we know it discovered that the man who was the dossier’s primary source had been under FBI investigation as a suspected agent for Moscow. The bureau hid all of this from the surveillance court. It even doctored an email to conceal exculpatory information.

Mr. Biden has yet to be asked on the campaign trail if he approves of this FBI behavior, including its misrepresentations to a surveillance court. Or what he thinks of Mr. Comey, who has been excoriated in three inspector general reports. Or of former Deputy Director Andrew McCabe, fired for leaking and for lying to investigators. But Biden’s failure to voluntarily weigh in on such a consequential scandal may be viewed by voters as evidence that Mr. Biden is fine with it. And why wouldn’t he be? This all took place in Barack Obama’s and Joe Biden’s Washington.

Those eight years featured plenty of other swamp monsters, and don’t underestimate the number of Americans who fear a return to that world. Lois Lerner harassing conservative nonprofits. Supervisors at the Bureau of Alcohol, Tobacco, Firearms and Explosives loosing guns in Fast and Furious. The Environmental Protection Agency minions who burned companies with ever-changing rules. The Bureau of Land Management harassment of ranchers and farmers. Energy Department officials steering stimulus payouts to Solyndra and other projects of Obama donors.

No one knows who will win this election. But the Comey testimony warns against thinking this battle will swing on candidate personalities alone. No matter how much the elite media wills it so.

Under the broad terms of a 1934 federal law, the president has the authority to seize emergency control of almost any electronic device in the country.

Civil libertarians on both sides of the aisle and in both chambers of Congress have joined forces to call for canceling a little-known executive power. Sens. Rand Paul (R–Ky.), Ron Wyden (D–Ore), and Gary Peters (D–Mich.), along with Reps. Tulsi Gabbard (D–Hawaii) and Thomas Massie (R–Ky.), introduced bills this week to abolish the so-called "internet kill switch"—a sweeping emergency executive authority over communications technology that predates World War II. "No president from either party should have the sole power to shut down or take control of the internet or any other of our communication channels during an emergency," Paul argued in a statement announcing the Unplug the Internet Kill Switch Act. The bill aims to revoke Section 706 of the Communications Act of 1934. When that law was passed, there was no internet. But the broad language included in Section 706 means that it could be invoked today to give a president "nearly unchallenged authority to restrict access to the internet, conduct email surveillance, control computer systems, and cell phones," Gabbard explained in her statement on the bill. It's even worse than that. As Michael Socolow wrote in Reason last year, the law is so broad that it effectively gives the president the ability to commandeer any electronic device that emits radiofrequency transmissions. These days, Socolow noted, that includes "everything from your implanted heart device to the blow dryer for your hair. It includes your electric exercise equipment, any smart device (such as a digital washing machine), and your laptop—basically everything in your house that has electricity running through it."

Since the United States is technically engaged in 35 ongoing "national emergencies"—thanks in large part to an executive branch that has stripped those words of their meaning—we should probably be grateful that President Donald Trump hasn't yet reached for this power. He's already invoked Cold War–era laws to impose greater executive control over global commerce in the name of "national security" and has declared illegal immigration to be a national emergency as a political maneuver to redirect funding for a border wall. Like many presidents before him, Trump seems willing to use whatever powers Congress has foolishly granted to the executive branch to the fullest extent. Congress should claw back what it can. "With so many Americans relying on the internet to do everything from online banking to telehealth to education, it's essential that federal law reflect today's digital world, not the analog world of World War II," Carl Szabo, general counsel for NetChoice, a nonprofit that advocates for a free and open internet, tells Reason. How much the federal government could actually do to shut down the internet remains a subject of debate. The very nature of the net—a diffuse network of interconnected computers and servers—makes it virtually impossible for the government to flip a literal on/off switch or push a stereotypical big red button to cut off all Americans.

But the Department of Homeland Security does have protocols for shutting down wireless networks during an emergency, which the agency argues could be used to stop a terrorist from detonating a remote bomb. Given that authoritarian leaders in other countries have shut down wide swaths of internet access during periods of unrest, it's not unfathomable that something similar could happen here. "When governments around the world turn off internet access, they do significant harm to their national economies and their citizens' civil rights," Massie noted in a statement. In the midst of an election season in which partisan lines have grown more rigid than ever and when neither major political party seems all that interested in pro-freedom policies, this team-up of libertarian-friendly lawmakers is a little heartwarming. Gabbard, Massie, Paul, and Wyden may not find many allies in Congress on this issue—and, indeed, they don't always agree with one another—but this is one of those issues that might not seem to matter much until suddenly it really does. It's better not to wait for that moment. "The internet," Wyden declared in a statement, "is far too essential to nearly every part of our democratic system—everything from work, to school and free speech—for any president to have unilateral power to turn it off."

Unpacking Joe Biden’s lies about the Trump job-creation miracle

Try as they might, Democrats, the media and the blue-check Twitterati can’t wish away President Trump’s enormously successful stewardship of the US economy.

“You talk about the economy booming,” moderator Chris Wallace told Trump at this week’s presidential debate. But “in Obama’s final three years as president, more jobs were created, a million and a half more jobs, than in the first three years of your presidency.” Wallace was echoing one of the Biden campaign’s favorite talking points.

But here’s the thing: That talking point depends on misleading and cherry-picked data.

Most significantly, it ignores the worker shortage during Trump’s second and third years in office. Obviously, it’s harder to add jobs when employers can’t find workers. But rather than an economic shortcoming, this shortage was a result of the Trump economy “booming,” producing job openings so abundant that they exceeded the number of people looking for work — by a lot.

It’s called a tight labor market, and it’s good for workers, as economists of every stripe agree.

This worker shortage was the defining difference between the Obama-Biden era and Trump’s first three years in office.

Every month, the National Federation of Independent Businesses asks business owners to name “the most important problem facing your business today.” The No. 1 and No. 2 most important problems under Obama-Biden were — not surprisingly — high taxes and burdensome, unpredictable government regulation. Should we elect Biden president, those will once again be the foremost problems facing businesses.

By contrast, once Trump cut taxes and slashed regulations in 2017, business growth accelerated, and business owners identified “finding qualified workers” as the most pressing problem they faced. The numbers — the full numbers — prove the point.

For the eight years of the Obama-Biden administration, there wasn’t a single month when job openings exceeded the number of people unemployed. Zero.

In fact, when Obama and Biden left office in January 2017, there were 1.9 million more people unemployed than there were job openings. So there was an abundance of people looking for work, but too few jobs opportunities open to them.

A little more than a year later, in March 2018, that situation had reversed. Following Trump’s regulatory overhaul and passage of the Tax Cuts and Jobs Act, employment openings exceeded the number of people unemployed for the first time on records going back to 2000.

Astoundingly, that remained the case for 24 consecutive months — until the pandemic — with over 1 million more job openings than people unemployed for 17 of those months.

Before a once-in-a-generation pandemic decimated the whole global economy, Trump took the weakest economic recovery since the Great Depression and turned it into the strongest labor market in modern times, maybe ever. Democrats cherry-picking the economic data to make it appear otherwise won’t change that reality.

House Speaker Nancy Pelosi, D-Calif., confirmed she would take the coronavirus vaccine if it’s approved, after some Democrats have expressed alarm that President Trump is rushing its approval.

“I’m not a big needle taker. I mean, I had a hard time getting my ears pierced. I’m not a big needle fan,” she told reporters at a press conference.

“I mean, they have to talk me into the flu shot under great duress each year — but if it serves as a model to other people, yes I would take the vaccine if it is approved by the regular order of things.”

The speaker alleged that the Trump administration wants to bypass Phase Three trials that prove the safety of the vaccine, but said she trusts U.S. health officials and drug companies to ensure safety and efficacy.

“I don’t like the pressure that the White House is bringing on all of this and the statements that ‘Maybe we don’t need clinical trials as we normally do, we can just do it two instead of three’ and all that,” she said.

Pelosi added: “Let me salute the scientists at the FDA, and even some of the people at the CDC … who have been there for a long time about the highest caliber of science now backing the FDA working on this initiative."

“Let science determine this, not politics, and then people will have confidence in the product,” she said.

Meanwhile, the Democratic presidential ticket has been criticized for sowing fear related to the coronavirus vaccine.

“We can’t allow politics to interfere with the vaccine in any way,” Biden said last month. “Americans have had to endure President Trump’s incompetence and dishonesty when it comes to testing and personal protective equipment. We can’t afford to repeat those fiascos when it comes to a vaccine, when it occurs. The stakes are too high.”

City will pay gun-rights group about $150,000 for lawsuit over unconstitutional ordinance

A federal court ordered Los Angeles to hand over more than $100,000 to the National Rifle Association after ruling that the city had violated the gun-rights group's First Amendment rights.

Federal district court judge Stephen Wilson struck down a city ordinance aimed at punishing prospective contractors with ties to the NRA as an infringement on the right to free speech and association. On Tuesday, he ordered city officials to pay for the Second Amendment group's attorney fees, which totaled nearly $150,000.

"In this case, the text of the Ordinance, the Ordinance's legislative history, and the concurrent public statements made by the Ordinance’s primary legislative sponsor evince a strong intent to suppress the speech of the NRA," Wilson ruled in December. "Even though the Ordinance only forces disclosure of activity that may not be expressive, the clear purpose of the disclosure is to undermine the NRA’s explicitly political speech."

The NRA filed suit against the ordinance shortly after it was implemented in April 2019. Amy Hunter, a spokeswoman for the NRA, told the Washington Free Beacon the rulings prove the city unfairly targeted the group because of its advocacy.

"Violations of any constitutional rights by government officials should carry consequences," she said. "The courts have rightfully imposed those consequences upon Los Angeles. The NRA will continue our fight and, as always, work to hold politicians accountable."

Neither Los Angeles mayor Eric Garcetti (D.) nor councilmember Mitch O'Farrell (D.), who sponsored the ordinance, responded to requests for comment.

Los Angeles is not alone in targeting the group. San Francisco's Democratic mayor stopped a similar ploy in response to an NRA lawsuit. The group is still locked in a First Amendment challenge over a letter sent by New York officials that warned banks away from working with the group. The ruling may put a damper on enthusiasm for similar measures from other government officials opposed to the NRA.

Los Angeles Ordinance No. 186000 took effect on April 1, 2019, and explicitly stated it was intended to prevent the city from doing business with anyone who had ties to the NRA.

"The City of Los Angeles has enacted ordinances and adopted positions that promote gun safety and sensible gun ownership," the ordinance reads. "The City's residents deserve to know if the City's public funds are spent on contractors that have contractual or sponsorship ties with the NRA. Public funds provided to such contractors undermines the City's efforts to legislate and promote gun safety."

"I do think that the way that President Trump deals with China is the right way by playing hard ball," said Honk Kong media baron and democracy activist Jimmy Lai. "I don't think Biden would have such a strong impact."

Hong Kong dissident Jimmy Lai said he is worried that a Joe Biden White House won't protect pro-democracy activists in Hong Kong the way that he believes President Trump is.

The media tycoon was arrested last month under a harsh new national security law that mainland China imposed on Hong Kong as part of an intensifying crackdown. After a public outcry by pro-democracy activists, Lai was released on bail. Earlier this month, a court in Hong Kong found him not guilty of criminal intimidation charges stemming from a separate 2017 case.

Lai's Apple Daily news outlet has also reportedly been searched by Chinese authorities wary of Lai's outspoken criticism of the Chinese Communist Party (CCP).

"If he becomes president, I'm sure President Biden will play gentlemen, with China [in a way] that President Trump would not," Lai told Just the News in a video interview. "I think the pandemic, the Wuhan Virus, is a Pearl Harbor to the people of the U.S. and the free world that woke up the people to the bad behavior of CCP, which is detrimental to their lives. They feel very uneasy about it, their decency and values were hurt by it. And I think the people who have a resentment about CCP will be the determinants of the politics in the U.S."

"But I do think that the way that President Trump deals with China is the right way, by playing hard ball," Lai continued. "I don't think Biden would have such a strong impact. And I haven't seen Biden being very strong against China. I'm afraid that if he becomes president, he will be more reconciliatory to China than President Trump."

Peter Navarro, White House trade and manufacturing policy adviser, told Just the News in an interview that he agreed with an assessment by the Office of the Director of National Intelligence that China prefers that President Trump lose re-election in November.

"Well, there's no question that's true," Navarro said. "Donald J. Trump is the toughest — only president — he's the toughest and only president to stand up to China since Nixon and Kissinger went to China back in the '70s. I mean, every president since then has allowed in some way … the Chinese Communist Party [to] have their way with the United States economy, and also our defense sector."

Lai said he was confident that Trump would ultimately prove victorious over Biden.

Former Chief Science Officer for Pfizer Says "Second Wave" Faked on False-Positive COVID Tests, "Pandemic is Over"

In a stunning development, a former Chief Science Officer for the pharmaceutical giant Pfizer says "there is no science to suggest a second wave should happen." The "Big Pharma" insider asserts that false positive results from inherently unreliable COVID tests are being used to manufacture a "second wave" based on "new cases."

Dr. Mike Yeadon, a former Vice President and Chief Science Officer for Pfizer for 16 years, says that half or even "almost all" of tests for COVID are false positives. Dr. Yeadon also argues that the threshold for herd immunity may be much lower than previously thought, and may have been reached in many countries already.

In an interview last week Dr. Yeadon was asked:

"we are basing a government policy, an economic policy, a civil liberties policy, in terms of limiting people to six people in a meeting…all based on, what may well be, completely fake data on this coronavirus?"

Dr. Yeadon answered with a simple "yes."

Even more significantly, even if all positives were to be correct, Dr. Yeadon said that given the "shape" of all important indicators in a worldwide pandemic, such as hospitalizations, ICU utilization, and deaths, "the pandemic is fundamentally over."

Yeadon said in the interview:

"Were it not for the test data that you get from the TV all the time, you would rightly conclude that the pandemic was over, as nothing much has happened. Of course people go to the hospital, moving into the autumn flu season…but there is no science to suggest a second wave should happen."

In a paper published this month, which was co-authored by Yeadon and two of his colleagues, "How Likely is a Second Wave?", the scientists write:

"It has widely been observed that in all heavily infected countries in Europe and several of the US states likewise, that the shape of the daily deaths vs. time curves is similar to ours in the UK. Many of these curves are not just similar, but almost super imposable."

In the data for UK, Sweden, the US, and the world, it can be seen that in all cases, deaths were on the rise in March through mid or late April, then began tapering off in a smooth slope which flattened around the end of June and continues to today. The case rates however, based on testing, rise and swing upwards and downwards wildly.

Media messaging in the US is already ramping up expectations of a "second wave."

The European Central Bank has applied to trademark the term “digital euro” as officials prepare to release an assessment of the benefits and drawbacks of creating a digital version of the currency.

The application was filed on Sept. 22 by the ECB’s legal representatives Bock Legal, according to the website of the European Union Intellectual Property Office. An ECB spokesman confirmed the filing.

Central banks across the world have been experimenting with digital versions of their currencies, with the idea of safely adapting to digitizing economies. ECB policy makers have recently stressed the need to stay on top of global changes in payments – both due to evolving technology and an increase in protectionism.

A team of experts from across euro-area central banks is due to publish an assessment soon. ECB President Christine Lagarde has repeatedly talked about the topic, and said in an address to the European Parliament last week that a public consultation will be launched within days.

“The Eurosystem has so far not made a decision on whether to introduce a digital euro. But, like many other central banks around the world, we are exploring the benefits, risks and operational challenges of doing so,” she said in a speech last month. “We have a duty to play an active role in balancing the risks and benefits of innovation in payments, so that money continues to serve Europeans well.”

WASHINGTON (Reuters) - The CIA and National Security Agency directors opposed U.S. spy chief John Ratcliffe’s decision to declassify and send to a top Republican lawmaker unverified Russian intelligence that may have been fabricated, according to current and former U.S. officials.

The disclosure that CIA Director Gina Haspel and NSA Director Paul Nakasone opposed the material’s release comes after Democrats and former U.S. intelligence officials alleged Ratcliffe made it public for the political purpose of helping President Donald Trump as he pursues a tough re-election fight.

Three U.S. officials and a former U.S. intelligence official said Haspel resisted the material’s release, with two saying she worried that its disclosure could reveal the methods by which it was obtained.

Nakasone, whose agency intercepts worldwide communications, also opposed the materials’ release to Senator Lindsey Graham, said two sources, one of whom acknowledged that the Army general had the same concern as Haspel.

Moreover, a U.S. official said, the material Ratcliffe supplied to Graham in a letter the Senate Judiciary Committee chairman released on Tuesday was “selective” and misrepresented intelligence reporting.

The sources requested anonymity because of the issue’s sensitivity.

The CIA and the NSA declined to respond to requests for comment. “We won’t comment on internal IC (intelligence community) deliberations,” said a Ratcliffe spokeswoman, who did not respond to charges the intelligence was politicized.

In his letter, Ratcliffe said a Russian intelligence analysis alleged that Hillary Clinton, the 2016 Democratic presidential candidate, approved a plan to create “a scandal” by tying Trump to Russian President Vladimir Putin and the Russian hacking of Democratic National Committee computers.

Ratcliffe, a former Texas congressman who the Senate narrowly confirmed in May as director of national intelligence, provided the material despite noting that it was unverified by U.S. intelligence agencies and “may reflect exaggeration or fabrication.”

The material contradicted a 2017 U.S. intelligence report and the bipartisan findings of a Senate Intelligence Committee investigation that Russia used hacking and other means in an operation designed to sway the 2016 vote to Trump. Russia denies election interference.

The Senate Intelligence Committee reviewed the material and discarded it as unreliable, said a congressional source.

The Vatican’s number-two official asserted the city state’s right to pursue an accord with Beijing on the appointment of bishops that has been strongly criticised by US Secretary of State Mike Pompeo following talks between the two sides in Rome.

Pompeo met Secretary of State Cardinal Pietro Parolin and Foreign Minister Archbishop Paul Gallagher on Thursday on a visit marked by Vatican irritation over Pompeo accusing the Holy See of putting its “moral authority” at risk if it renewed an agreement with China on the appointment of bishops.

The essay, published in a conservative US Catholic publication that has called Pope Francis’ pontificate a failure, sparked a minor diplomatic crisis. Vatican officials suggested Pompeo was trying to drag the Catholic Church into the US presidential election by denouncing its relations with China; an allegation Pompeo denied.

Parolin, second only to the pope in the Vatican hierarchy, spoke to reporters on the sidelines of a book launch on Thursday night and said the two sides’ positions remained far apart on their approach to China.

“He (Pompeo) explained his reasons for making those statements and we explained our reasons why we intend to move ahead on the path we have already chosen,” Parolin said.

The Vatican “asserts (the right to move forward) with a choice that has been thought through, reflected on, prayed over, a choice the pope has made, therefore the freedom to move forward”, he added.

The Vatican wants to extend the China accord, which was signed in 2018 and envisages a process of dialogue in the selection of bishops. It hopes the agreement will help unite China’s Catholics, who have been split between those clandestinely following Rome – and those belonging to an official, state-sanctioned church set up by the Communist Party.

The temptation is too great on the right.

The hope is fading now that we could just ignore the whole QAnon phenomenon while it fermented and evaporated away in the social media swill mill.

If anything, here in Texas, it’s becoming ever more apparent that it isn’t going away, and that Q-friendly folks are popping up all over the state in surprisingly public ways. Sussing this out will be important but difficult.

Important because it’s hard to imagine that rational adults would entertain even the thinnest association with a dangerous web of conspiracy theories that culminate in the belief that a secretive band of child-abusing, blood-drinking illuminati are working in the highest echelons of society and government and that President Donald Trump is secretly fighting them.

Difficult because it is never quite clear just how deeply those who dabble in Q really believe, or at what point they lose track of where the actual problem of sex trafficking ends and derail into the darkness that brought us Pizzagate and threatens even greater violence.

What we can say is that a time-to-worry level of Q-craziness is upon us in Texas. Up from the bowels of Reddit chat rooms and the Twitter sewer, here it surfaces in the office of the state attorney general. As my colleague Lauren McGaughy reported last month, Assistant Attorney General Nick Moutos was fired after sending both bigoted tweets and tweets in support of the conspiracy.

“My support for [The First Amendment] & against #Censorship & #Purging of Q followers & supporters was used as a reason to terminate my employment,” Moutos tweeted.

That statement should represent an awakening moment about something that had before seemed possible to ignore. This wasn’t some internet crackpot or professional Twitter troll putting more garbage on the garbage fire. It was a staff attorney for the state, publicly embracing a theory that threatens to unify a movement for — what exactly? If Q is a promise for anything, it is a promise to undermine trust in reality itself. What comes from the chaos that would sow is anyone’s guess.

Moutos' firing might be the most worrisome indication of Q influence in state politics, but it is hardly the only one.

We are seeing a handful of politicians and far right media figures (enter Alex Jones, et al) embrace Q as a way to juice their following on social media and in the real world.

Over the summer, Texas Monthly’s Ciara O’Rourke detailed Q-friendly political statements around Texas. Most people she talked to were coy about Q, what they understood about it, why they liked or otherwise engaged Q posts online. That’s common. Dabbling in Q can pay off on social media and helps align candidates in a squirrely way with the sort of Deep State nonsense that Trump sometimes promotes.

This runs from national to state to local office. Earlier this year, the Fort Worth Star-Telegram’s Bud Kennedy wrote that Colleyville Mayor Pro Tem Bobby Lindamood had posted a Q symbol to his Facebook page on a post about sex trafficking. Lindamood told me he thought that was what the Q symbol meant — stop sex trafficking. That might be where the conspiracies start, but just about everyone now understands that Q takes the real problem of trafficking and twists it into an insane narrative of conspiracy.

Lindamood said he’s no conspiracy theorist, but he cited Jeffrey Epstein and his “Lolita Island” as an indication there is more afoot than we know.

“But do I know of names being spread around as accomplices are true? No. I wait for facts and I hope anyone and everyone who ‘might’ be involved will be punished to the highest extent,” Lindamood wrote.

Lindamood said he would take the Q post down if people were offended, but he’s left it up so people could see his response to the attention — a hope that Trump would help stop child sex trafficking.

It was notable that in all of our messages over the course of a day, Lindamood never quite got to a cold and clear statement that Q conspiracies are crazy fabrications.

In its ongoing crusade to keep QAnon stans from congealing on its platform, this week Facebook announced new restrictions aimed at limiting the conspiracy movement’s spread online.

Facebook will reject ads that “praise, support or represent militarized social movements” including QAnon, anarchist groups, and self-proclaimed militias (like the violent mob that swarmed Kenosha, Wisconsin, in August following a call to arms on Facebook). Pages and groups that have been restricted but not removed will also have their content pushed down further in their followers’ news feeds. In August, the company reduced the visibility of nearly 2,000 Facebook groups and more than 10,000 Instagram accounts linked to QAnon pending review.

Facebook is also taking additional steps to point users toward credible sources when looking up hashtags related to child safety like #savethechildren, which supporters of QAnon employ as part of their recruitment effort.

“Starting today, we will direct people to credible child safety resources when they search for certain child safety hashtags. In addition, content about QAnon and child safety is eligible for fact checking through our third-party fact-checking program,” the company said in a blog post on Wednesday.

Facebook’s also labeling and down-ranking content that’s been debunked by its third-party fact-checkers, as well as filtering that content out from Facebook’s Explore feed and hashtag search results on Instagram.

For the uninitiated, QAnon is a crackpot group of far-right conspiracy theorists who somehow got it in their heads that a covert network of Hollywood actors, liberal elites, and government operatives are out to get President Donald Trump and his supporters. Adherents allege that this so-called “deep state” worships Satan and operates a child sex ring, hence the co-opting of child safety hashtags. The movement metastasized from posts on 4chan, 8chan, and 8kun from a mysterious figure(s) named “Q” who claimed to possess high-level government intel.

Despite how absolutely ridiculous it sounds, QAnon-related groups on Facebook and Instagram gained an estimated 4.5 million followers over the past two years before Facebook began its crackdown in August. More than a dozen QAnon adherents have run for office, some of which have been endorsed by Trump, who’s also repeatedly pushed the conspiracy theory without evidence.

A "John Roberts" was on Epstein flight logs, correct? Wasn't there a hot mic episode showing that John Roberts wasn't really afraid of coronavirus? I think he said "We've been vaccinated." Are there different versions of biologics or vaccines given to people in on the DS plot? Don't know, but I wonder.

Also, CV death rate seems to spike in the elderly. Either there is no virus, but elderly people are more fragile and easier to "off" than younger folks or maybe something "special" is injected as you get older that increases your risk. On my list: Flu shots, "special" flu shots for elderly (they stop giving live vaccine to people over 50), or possibly pneumococcal. Interestingly the pneumococcal is not on the list of vaccines covered by the 1986 Act giving pharmaceutical companies immunity for vaccine damage. I think this means that if it turns out to have massively increased CV19 risk, maybe you could sue.

Arunachal Pradesh is Indian territory and the United States strongly opposes unilateral attempts to advance territorial claims in Arunachal Pradesh by incursions, be it military or civilian, across the Line of Actual Control (LAC), US State Department official said.

"We have our position on some parts of the border for sure is explicitly clear. For nearly six decades, the US has recognised that Arunachal Pradesh is Indian territory. We strongly oppose any unilateral attempts to advance territorial claims by incursions, by military or civilian incursions across the established LAC," the state department official said, during a Foreign Press Centre briefing on Thursday, amid the India-China border face-off.

Giving an update on the India-US bilateral relations, the senior official said, "At a time when India is facing substantial security challenges, the growth in our defense partnership is exceptionally important. This partnership includes defense sales, particularly our offers of advanced US weapon systems, as a demonstration of our commitment to India's security and sovereignty."

"Interoperability between our military services has reached unprecedented levels, as demonstrated by the Tiger Triumph exercise last year and the Indian Navy's recent passage exercise with the USS Nimitz Carrier Strike Group in the Indian Ocean."

The official also said that the US is looking forward to the 2+2 ministerial later this year.

Over the upcoming Quad meet in Tokyo next month, the official said, "One final highlight on the multilateral front is our increasingly strong Quad partnership with Australia, India, and Japan. We look forward to the upcoming meeting of Quad foreign ministers on October 6th and we welcome additional opportunities for engagement such as having Australia join the Malabar naval exercise."

The official also spoke about China's growing military aggression. He said that one just has to "open the internet browser to see various areas where China has engaged in aggressive, hostile, or bullying behaviour against its neighbours or against its own citizens."

Capt. Fred Goldhammer took the helm of the aircraft carrier USS Ronald Reagan from Capt. Pat Hannifin on Thursday during a scaled-down change-of-command ceremony in the Philippine Sea, according to a Navy statement.

Due to coronavirus precautions, the ceremony took place in the ship’s pilot house, broadcast over the public address system, in lieu of a traditional in-person event, according to the Thursday statement. Photos of the event show Hannifin, Goldhammer and others wearing masks. Pre-pandemic change-of-command ceremonies were often all-hands events, gathering large groups of sailors to see a departing commander off and welcome a new one.

The aircraft carrier, home-ported at Yokosuka, has been patrolling the Indo-Pacific region since June. Command changes while a warship is underway are not unusual.

“Reagan is and will always remain poised to fight and win in combat,” Hannifin said during the ceremony, according to the statement. “Every year and every age has challenges – we have certainly had ours here – but this team wins.”

Since taking command in September 2018, Hannifin has led the ship through numerous multinational exercises, including Talisman Saber and Keen Sword, in the Indo-Pacific region.

The carrier in July also took part in two dual-carrier exercises with the USS Nimitz in the South China Sea, the first time in eight years that two U.S. aircraft carriers had worked together in the contentious region.

“To the crew and the full team that’s onboard Reagan: I appreciate your service. It is the honor of my life to have served among you,” Hannifin said, according to the statement.

Goldhammer, of New York City, comes to the Reagan after commanding the amphibious transport dock USS Mesa Verde, home-ported in Norfolk, Va., according to the statement.

After graduating from the U.S. Naval Academy in 1993, Goldhammer began his career as a naval aviator flying E-2C Hawkeyes, according to his biography on the Reagan’s website. He later worked in the Pentagon in several assignments, including as executive assistant to the director of Navy staff.

Hannifin’s next assignment will be at the Navy’s Air Warfare Division in Washington, D.C., according to the statement, which did not say in what role he would serve.

Virginia Allen: I am joined by the former secretary of the Navy, William Middendorf. Sir, thank you so much for being here today. We really appreciate it.

J. William Middendorf: Well, thank you very much.

Allen: Your bio is incredibly impressive. You served as the United States ambassador to the Netherlands before becoming the secretary of the Navy in the mid-1970s.

You also headed the CIA transition team for then-incoming President Ronald Reagan. And you served as the U.S. representative to the European Economic Community, now known as the European Union. We could go on and on about all of the various roles that you’ve served in.

You’ve also authored a number of books, including your latest, “The Great Nightfall: How We Win the New Cold War.” And you were serving in the Navy and positions of leadership in the American government, really all throughout the Cold War. Do you mind just taking a few minutes to tell us a little bit about what that was like to be serving on the front lines during the Cold War?

Middendorf: I was mainly in the shipbuilding side of that. Of course, the secretary of the Navy’s job is to provide the material and weapons and recruit the men and women for the Navy. So during the Cold War, I sponsored long lead time ships and planes that were needed to win the Cold War. Long lead time is about 10 years.

So, to build any weapon system, we began production on a Trident submarine, which is the Ohio-class submarine, which carries the CBM nuclear warhead, long-range nuclear warhead. It was the final shield of America, 70% of our entire nuclear arsenal was deployed on them.

We also started the Aegis Missile program, building a fleet of 60 ships, the early work class cruisers with advanced radar that could detect advanced weapon systems from the Soviet Union and shoot them down.

And then finally, we built the F-18 advanced aerial attack fighter. Ten years later, they were front and center at the apagoge of the Cold War and [with them], along with advanced weapons developed by the Air Force and Army, we were able to win the Cold War. The Soviets had to stand down.

Based on that experience, I wrote the book “The Great Nightfall: How We Win the New Cold War,” which is basically against China. China … is building some very advanced weapons systems and they pose a threat today that’s exponentially greater than the threat we faced at the end of the first Cold War.

Allen: Can you tell us a little bit more specifically about that threat? Because I think many Americans, we view China as a threat, certainly economically, certainly technology-wise. But specifically, how is China a threat to America militarily?

Middendorf: Several ways, both conventional and unconventional warfare. Their Navy now exceeds ours. They have built 350 ships and ours is 293. Most people are not aware of that. And they’re building their certain force carriers and they’re proposing a fifth carrier, which will be nuclear.

The missile capabilities they have are very advanced. They and the Russians have developed hypersonic cruise missiles, 4,000 mile. And we have no defense. As [former] Secretary [of Defense James] Mattis said, “We have no defense against these.” This could be a checkmate in a serious altercation. They built some very competent advanced submarines and anti-submarine warfare capabilities.

In addition to that, they’ve gone heavily into nonconventional warfare systems, the EMP threat, the electromagnetic pulse threat to America is vital because we lay naked, so to speak, as they set off a nuclear blast a couple of 100 miles over Omaha.

It would incapacitate most of our electrical grid for many months. And the Defense Department a few years ago said that we would lose 80% of the population in six or eight months before that could be fully repaired. We’re working hard to correct that imbalance, but we’re not there yet.

Amid tensions between India and China in eastern Ladakh, long-range anti-submarine warfare and maritime surveillance aircraft of the US Navy, Boeing-built P-8 Poseidon, landed at the Andaman and Nicobar Islands last week.

From a picture posted by Livefist, observers said, the aircraft appears to have landed at the Veer Savarkar International Airport in Port Blair.

The US Navy aircraft, the defence blog says in a tweet, landed at the strategically located island chain in the Indian Ocean for refueling.

Experts said the aircraft may have been refueled under the Logistics Exchange Memorandum of Agreement (LEMOA), a pact signed between the US and India in 2016. LEMOA gives both countries access to designated military facilities on either side for the purpose of refueling and replenishment.

Under the same agreement, Indian Navy warship INS Talwar, on a mission-based deployment in the northern Arabian Sea, undertook refueling with US Navy fleet tanker USNS Yukon last on 14 September.

India has signed similar logistics exchange agreements with other ‘Quad’ countries — Japan, Australia, and France, a close strategic partner.

These agreements provide a framework under which the Indian Navy can visit bases operated by these countries for refueling and replenishment. While France has bases in the western Indian Ocean, Australia can provide support in the south-eastern part of the water body.

Similarly, Indian warships deployed in the South China Sea or transiting through the area can receive support from the Japanese Navy.

The landing of a US Navy P8 aircraft at the Andaman and Nicobar Islands amid tensions between India and China could also be a message to the Chinese Navy and its submarines in the Indian Ocean, China watchers in India said, adding that the presence of the People’s Liberation Army Navy submarines in the Indian Ocean Region has grown significantly since 2008.

The Indian Navy also operates P8 aircraft. The Navy currently has at least 12 of these submarine-hunting aircraft and many more are on order.

The P8 aircraft in service with the Indian Navy are armed with Harpoon anti-ship missile and the Mk 54 air-launched lightweight torpedo.
