A blind genocide run is completely impossible. You have to kill everything in the Ruins before leaving it, which involves grinding screens for hours with literally nothing telling you to. Nobody would actually do that unless they knew it would change something. They'd just blitz on through, killing occasionally, and by the time they get to Toriel they've already failed.

The grind in the ruins is relatively short, and there are people who would do it. After you leave the ruins you get enough instructions to be able to figure it out. A blind genocide run must be rare, but I'm sure it happens sometimes.
