The only canon abilities Sans has is being extremely perceptive, and willing to break the "rules" regarding combat by doing stuff like ignoring invincibility frames and dodging your attacks. He has ZERO control over time like Frisk/Chara/Player has; he just knows it's happening and can infer things about it by reading facial expressions.
Just because Sans is the hardest boss doesn't mean he's the strongest character. Thinking otherwise is just falling for the hype. It's right there in his stats: he's actually the weakest; he has literally only 1 HP and 1 ATK/DEF. A kick in the ass from Monster Kid could kill him if he didn't see it coming.

Toby used a lot of free sound assets, including sounds from Earthbound, obviously. If Sans loaded a savestate you wouldn't be able to kill him because he'd just reload the save like Omega Flowey; since that doesn't happen, he must not have that ability. Also, unlike Flowey, who uses attacks based on RNG (and reloads states if you dodge one), Sans' attacks are always exactly the fucking same in the same order; he'd change it up every time if he were reloading. You're reading too much into a mere sound effect.
Nobody knows what Sans' "shortcuts" are. It's completely up for interpretation; I've heard people say it might be pausing time; in my fanfic I chalked them up to magic portals invented by Gaster that anyone can use if they know how to open the doors to them. But we do, at least, know that it's not an ability particular to Sans, because Frisk can use them, too. For that matter, the Gaster Blasters aren't his, either, because their name tells you.
Other monsters like Papyrus and Muffet, and even Alphys' freaking cellphone, can change the condition (color) of Frisk's SOUL. That's not special, either.
