I'm inclined to give the fallen child some slack because I interpret the genocide route differently. If genocide is about powerplaying and killing the fairytale that is the rest of the game because the player doesn't care, then the fallen child doesn't need any more purpose other than the meta-commentary. If genocide is about not caring about any of the game, then why should the character embodying it not be equally as apathetic to reason or sense?

Chara did nothing wrong. We know that there is no difference between Frisk/Chara in either of the Neutral/Pacifist/Genocide routes at the beginning; they're a blank slate, so to speak. The only difference is how the Player plays it. Yes, at the end of Genocide, Chara appears to take control from the Player to kill Asgore and Flowey on their own, but that's only by the very end.
But what did you expect!? Chara is a LITTLE KID! If you take a perfectly normal and kind child on a months-long crusade across the countryside murdering small animals by pounding them to death with a baseball bat, and you're an adult, they're going to come out of it believing that this must be the way to do things. No child is born wanting to kill people, yet terrorists have no problem recruiting prepubescent soldiers and suicide bombers.
