It's probably been centuries since the monsters were sealed down there. This means several generations of little or no standardized educational facilities. Toriel hoarded all the books that had any useful knowledge in them. Only thing left are the Snowdin library's useless monster facts and Alphys' comics/anime.

Just think: the monsters that don't have kids (and Toriel/Asgore) are literally immortal like Tolkien elves. To say nothing of carpentry and snail facts, they could spend centuries poring their lives into physics. Gaster probably did, and the CORE is probably some kind of nuclear powered. Imagine if he went into weaponry, instead…?
