Frisk has a neutral expression so it won't interfere with the player's personal feelings over the game. It's for the same reason they have an neutral gender. If they ever smiled, or frowned, or scowled, it would be telling the player "You're supposed to be feeling happy/sad/angry right here. If you're not, you're doing it wrong!" which goes against what Toby wanted the protagonist to be: a blank slate.
