Posting translation from the pateron
Family: Harpy ・ Type: Avian
Habitat: Forests
Nature: Calm, mild
Diet: Carnivorous (favors small animals)
Owl mages are a nocturnal variant of the harpy inhabiting deep and dark forests. They also called as "Forest sage" because they have extremely high intelligence and wisdom.
They have a medium-sized physique in the harpy family. Although they are weak in a flying ability because they have the voluptuous body and much plumage, their plumage richly storing a mana and they are good at casting magic using this mana.
Glaring big eyes, their feature are superior in a sight in the darkness of night.
In addition, these eyes are "evil eyes" that can cast a spell by making eye contact. It is said that the person who made eye contact with them will go dazed and blank, or lose a sense of direction and drawn towards them.
However, they have mild and calm personality so they are often still in the forest.
If human males meet owl mages in the forest, rational exchange is possible and they would be able to have owl mages teach them a part of knowledge what erudite owl mages have.
However, owl mages are no exception in that the variant of the harpy have a heat cycle.
Although they desire human male as partner of reproduction in their heat cycle, they do not lose control of themselves and do not increase their aggression with the heat cycle.
It means that they put an action for satisfying their reproduction desire first, and they act calmly and thoughtfully. Therefore they become more terrifying hunter for the man as prey.
They do hunting under cover of darkness of night. When an owl mage is gazing at prey with glaring pair of eyes, he would be evoked an eerie expression and an ominous presentiment.
Once the man looks at glint suddenly lighting in the so dark forest that he cannot get a clear view, these are her evil eyes, so he will be put a spell in a moment.
Moreover, they are able to fly without making a sound by the mana inhabiting their plumage. The man who held down with her without noticing would lock eyes with her evil eyes looking down him that is filled with desire.
Thus the darkness of night is a field of her. The man cannot escape from the pair of eyes glaring in the darkness, and he cannot escape from a fate of having a sex with her as the ominous presentiment as prey.
Most member of harpies tend to prefer intense intercourse, this may be attributed to their active behavior. On the other hand, owl mages prefer life such that they spend a lot of time for enjoying sex with their husband without haste in the night, and in the daytime, cuddle husband's body with their fluffy plumage, touch each other, spend a time in quiet and sleep cuddling him. This may come from their habits spending time being still and quiet.
An owl mage also has a habit keeping gazing her husband without looking away while having sex or staying close with him.
The pair of eyes made prey feeling eeriness during the hunting, but it is said that this pair of eyes keeping looking at only her husband and being unable to take her eyes off from him because of love, is so charming for her husband.

I think KC is basing her magic knowledge on the common trope in European and Asian folklore that owls are often the wisest creatures, so your best bet would be to find an owl character in some fairy tale and hope that the author or editor named the character. Ironically, I believe I heard that owls irl are relatively dumb birds.

Including the inferior temporal gyrus and superior temporal lobule, about 25% of the human brain is involved in visual processing. The proportion of total brain volume comprised by all nuclei in the two main visual pathways in owls ranges from 11-30% with a mean of 20% and a standard deviation of 0.06% across 9 species (Gutiérrez-Ibáñez et al. 2013). Visual processing is probably unrelated to owl intelligence.

I think he's talking about the relative size of the eye itself. Owls do have big eyes and the orbits take up a lot of real estate inside the skull [1]. Of course objective and relative brain size, while suggestive, isn't always strictly determinative. A quick search gave mixed scholarly results on owl intelligence:
Owls do poorly in an experiment where they learn to pull a string to get a treat:
Do Great Grey Owls Comprehend Means – End Relationships?, T.A. Obozova and Z.A. Zorina, Lomonosov Moscow State University, Russia
> It has been known that birds with a high level of brain complexity demonstrate a higher level of cognitive abilities (Emery & Clayton, 2004; Krushinskii, 1986; Pepperberg, 1999). A relatively high score of Portman’s index for owl brain made it possible to suggest that the Great Grey Owl species would solve the cognitive tests at the level of corvids and parrots. However, the first results presented in this paper indicate that it is not the case - owls could not comprehend the physics underlying the object relationships involved in the tasks used. And this is unlike ravens, grey parrots, keas, macaws and hooded crows, which were able to comprehend the cause-effect relationship between string and bait (Bagozkaya et al. 2010; Heinrich, 1995; Pepperberg, 2004; Schuck-Paim et al., 2009; Werdenich & Huber, 2006).
< Anoooooooon. I don't wanna play a game. Just give me the treat!
< fluffy pouting intensifies
Owls engage in rudimentary "tool" use (more like "bait" in my opinion):
Use of Dung as a Tool by Burrowing Owls, Douglas J. Levey, R. Scot Duncan & Carrie F. Levins, Nature volume 431
> Here we describe the widespread collection of mammalian dung by burrowing owls (Athene cunicularia) and show that they use this dung as a bait to attract dung beetles, a major item of prey.
< Literal shitposters?
< Khepri BTFO
The "wisdom of the crowd" seems to be that owls aren't particularly intelligent. The main data points are anecdotes about owls flying into things like big fluffy idiots and the fact that they're apparently very difficult to train, although there are contrary anecdotes to both points. I wasn't able to track down the source but supposedly owls have a hunt success rate of 85%, which is phenomenal. That puts them above Lions at ~20%, Peregrine falcons at ~50%, Cheetahs at ~60%, and on par with African wild dogs at ~85%.
[1] Owl brain size reference
The scaling of eye size with body mass in birds, M. de L. Brooke, S. Hanley, and S. B. Laughlin, Department of Zoology, University of Cambridge
> Allometric analysis demonstrated that, within five orders (parrots, pigeons, petrels, raptors and owls) and across 104 families of flying birds, eye mass is proportional to (body mass)0.68 over a range of body masses (6 g^11.3 kg). As expected from their habits and visual ecology, raptors and owls have enlarged eyes, with masses 1.4 and 2.2 times greater than average birds of the same weight.

>hunt success rate
Without having read up on owl's hunt success rate, I'd guess that it's high due to their ecological niche. Besides burrowing, rodents, lagomorphs, and other small mammals have no defence against owls' keen vision and nearly silent flight, especially at night (though only about 30% of owls are strictly nocturnal[4]). Their niche may also have let them avoid selection pressures for intelligence. The most recently evolved corvids, on the other hand, are omnivorous and appeared around the same time as the great aped (5-10 Mya) during a period of climatic instability when intelligence could have helped acquire scarce resources[3].
>bird brains
Relative brain volume is a predictor of intelligence in mammalian carnivores[1], and absolute brain volume has a 0.3-0.4 correlation with human intelligence[6]. This is most likely due to intelligence being highly correlated with prefrontal and parietal gray matter volume[5], and to total gray matter and region-specific gray matter being dependent variables. Instead of increasing brain volume, however, corvids show an increased neuronal density in the forebrain compared to at least pigeons[3]. The relationship between the avian forebrain and intelligence can be shown by lesioning the caudolateral nidopallium, thereby decreasing performance on working memory tasks[3]. Working memory is highly correlated with human intelligence[2].

I'd be okay with swapping the belly fluff for hip fluff, though looking more closely at it I think the leg and belly fluff are supposed to form a shield wall/heat barrier dealie when she's perching or sitting, so it might be fine as-is.
