And the problem with a selection process, any selection process, is that it encourages sociopaths and sycophants to rise to the top, as all the candidates jockey with each other for the approval of whomever it is that chooses the heir, whether it's "the people" or the current ruler. Rome had an appointment system for the emperors, and look at how that turned out.
