Let me entertain something.
Speaking as a monarchist who respects the institution and suspects real power when it is present, aristocrat-san, this is not real power. Power is present in an authority and people act upon it. Norton almost had the authority since the People did recognize his proclamation to extent. His social contract foundation is solid for legitimacy. However, as a self-proclaimed Emperor, providence did not sway his way, but he did have the comfort of being somewhat recognized as a cultural ruler. When it comes to sovereign power, there is this factor and there is chance that someone becomes an authority, and Emperor Norton I is a good half-way mark of what that actually looks like. I think it is a good scenario to imagine, someone declaring themselves Emperor and what factors into them having real power from that declaration. Any monarchist should contemplate this. I don't really have much against Emperor Norton I himself, aristocrat anon, except for those few things I stated.

Not necessarily civil society, but commonwealth. The thing about Hobbes is that 'The People™' as social contract autists refer to are united in the Sovereign as are the Multitude. The multitude cannot rule without the Sovereign and subject to the Sovereign. However, 100% of the People™ underneath the Sovereign are totally unified within his social bond and criminals are basically deviants who take renegade justice without 'The People™' aka the Sovereign allowing it. There is no civil society – you are part of the sovereignty, and you are part of 'The State', so to speak, from the perspective of Hobbes. In the earlier chapters, it is clear that not the majority or the percentages matter. This view of commonwealth is understood as everyone following their self-interest because the pre-societal world is considered too unsafe. For Hobbes, it's either you get a sovereign or someone else comes to rule you. That's the best you're getting. It's no matter of 'you participate and get a banana sticker to become member of the State', you already are part of it. Hobbesian commonwealth views 'the State' is under Aristotle's influence and reformed in social contract theory. It just presumes that there is the Sovereign (ruling class) and the City (body politic). That includes your ordinary people and your households as part of the sovereign order, the households and families, and everyone else within this degree of authority. The only difference is they are all in the Sovereign and it is social contract. As Hobbes stated, 'The People' is already within the King, but not the multitude, or whatever mental gymnastics.

I wish kiddos would try other absolutists other than Hobbes. Hobbes is like our Marx. For philosophy majors and other idiots. I have a soft spot because Leviathan was one of my first reads in political theory too, but I want to recommend other people. If you want to understand absolutism and divine right better, you read Jean Bodin, Robert Filmer, and Bossuet, then Hobbes for the added surplus of social contract in the game. And there are plenty of people who take upon themselves a medievalist interpretation like The King's Two Bodies (which nobody uses in an interesting fashion except to justify regicide lately, but I have read the book and it's not bad). If you're a Medievalist looking to understand Christian monarchy, read the Bible, lol. NRx likes to experiment with Bertrand de Jouvenel, but that's more for the libertarian flock than the absolutist flock. Jouvenel's view on authority is spectacle and helps make it seem less evil. Honestly, above all, read the classics. You don't just read Hobbes without first reading Aristotle's Politics.

Went to southern Italy and stood at a marina in the morning while all the fishermen went out to sea.
