No idea what is his name is, but the face is based on Tsar Nicholas II, the belt is based on one of the pictures of him. The sash and collar are based on an image of Emperor Meiji. The battle-ax is based on Richard the Lionheart's famous Danish battle-ax. The coat was based on Frederick the Great's coat from "Frederick after the Battle of Kolin", but I changed the color. His boots and trousers were Prussian military wear (different colors again), and the crown is loosely based on a mix of Frederick I's and the Monomakh's Cap.
He has dark-brown hair, with even darker eybrows, and his eyes are a dark, almost-gray blue color. His uniform is a rich dark blue with golden cuffs hidden underneath the coat, and his gloves are white. His trousers are a light-blue with red stripes, and he wears brown-leather boots. His coat is a light-gray with red collars/edge/cuffs. His sash is red with purple edges, like the Meiji in pic related. His medals are many, including an Iron Cross. The crown is gold, with redish and purple jewels, and the velvet is a dark green, and the orb and the cross are silver. It has a fur brim, white, with light gray streaks and black spots.
I'm not the best at coloring, and I'm not a fashion designer, so I am unfamiliar with parts of clothing or cloth items.
