in my country you have to pay (a big sum of money over time) for study at university. this wasn't always like this but after some big changes during a militar period most of education has to be payed for. Being an owner of a school for kids or a university is a big BIG income source for some bussinesmen and people from low/mid classes doesn't like that.
this whole mess resumes that people from lower startas demand to have access to education without having to pay (or at least not to pay if you can't) giant amounts of money just to have the chance to become a proffesional.

MM is really good. It depends on the person, but if you liked OoT then you'll probably like it equally or better.
I like it more than OoT personally. Every place is modeled instead of being 2D unlike OoT, and the sidequests are fun and elaborate. The tricks and glitches are fun too. I personally recommend it.
MM Master Quest is a romhack. It's like OoTMQ but for MM.

Yeah, so do I. The game also feels as stable as a broken statue held together with pritt stick and string. Loading froze, graphics got a little glitchy, and I had to alt-tab out a bit to fix the fullscreen which wouldn't keep for some reason. I think it's working decently now.

The guys I mentioned are my brother and a friend from uni. We basically used to play PC games together quite a lot, including BF2, L4D and various other games.
