CR (TwiX) NEW: Footage released of Kentucky sheriff Shawn Stines k*lling Judge Kevin Mullins after the pair had an argument in the judge's office.

Mullins and Stines had lunch together just hours before the incident.

They later met in the judge’s office where an argument unfolded.

“I was told Sheriff Stines tried to call his daughter and tried to call his daughter from the judge's phone also,” Kentucky State Police Det. Clayton Stamper said.

Stines asked Mullins for his phone and reportedly tried calling his daughter.

Seconds after seeing the judge's phone, Stines got up and began sh**ting.

A Kentucky State Police spokesperson says the agency is investigating the sh**ting but has not identified a possible motive.

Our G3 scientists know exactly how to have fun on snowy winter days…talking about spies and spy technology! Our recent program focused on spies and all of the cool gadgets they use. As always, we began with a presentation that introduced a lot of really interesting history about spies and the tools they have used through time.

Spies and espionage were being talked about as early as 400-500 BC, when a Chinese diplomat and military strategist named Sun Tzu wrote a still very famous book called The Art of War. In his book, he said that “…an army without secret agents is exactly like a man without eyes or ears,” and he described different types of spies and various techniques they could use to gather information about enemies. Many famous leaders throughout history have made great use of espionage and spy tools. Take for example Julius Caesar. He invented an alphabet cipher that has actually come to be known as the “Caesar Cipher” and was used for all of his communications with his army generals and key contacts. It is one of the simplest and most used shift ciphers. Basically, the cipher alphabet is the plain alphabet rotated left or right by some number of positions. For example, by shifting all letters 3 places to the left, the letter A would be replaced by the letter D, the letter B would be replaced by the letter E, etc. Alexander the Great also used spies, and Ghengis Kahn made a point of recruiting local people from the villages he conquered to act as his spies.

Spies aren’t just men, though. There have been many famous women spies throughout history. During the Civil War, both Belle Boyd and Mary Elizbeth Bowser were active and successful spies. Boyd spied for the Confederates by mingling with Union soliders that gathered at her father’s hotel. And Bowser pretended to be an illiterate servant so she could listen in on the Confederate President’s conversations and bring information back to the Union troops. One of the most famous female spies was Mata Hari. She was a double agent that spied for both the French AND the Germans during World War I…until she was betrayed and then executed (by hanging) for her crimes.

In the United States, we have 2 agencies with spies: The Federal Bureau of Investigation (FBI) and the Central Intelligence Agency (CIA). What is the difference between the two agencies? The FBI is primarily a law enforcement agency, collecting intelligence related to domestic security and performing crime investigation. The CIA is an international intelligence agency which is not responsible for domestic security. In simplest terms, the FBI investigates crimes and the CIA gathers intelligence. Here are some fun facts about the CIA in particular:

The CIA felt it was too much of a security risk to allow a person to come to their offices and mow their lawns…so they had their scientists invent robot lawnmowers to do the job!

Every 5 years, all CIA employees MUST take a lie detector, or polygraph, test.

The CIA is always monitoring every single television station and program.

The CIA has 7 supercomputers, and they are all named after the 7 dwarfs from Snow White (Doc, Dopey, Bashful, Grumpy, Sneezy, Sleepy and Happy)

The CIA has its own police force…and its own zip code!

Some medicines may cause people to talk while asleep during an operation. If a CIA officer has surgery, another CIA officer must be there to make sure nothing secret is said.

One of the coolest things we explored during the program were the various tools that spies have used (and still use) for their work. Some of these tools included:

Listening devices in watches and shoe heels

Microdot cameras

Cipher disks from the 1790’s and up

The Enigma Machine used by the Germans during World War II

Objects with secret compartments (like shoe heels, empty shaving cream cans, and even egg shells!)

Weapons like a lipstick gun, a ring gun, a flashlight gun, and the famous “Bulgarian Umbrella”

The Microdot Camera was particularly cool, and is still used today. It can convert a full page of text into a tiny dot that then requires the recipient to read it through a microscope! The flashlight gun is no doubt a particularly effective weapon – I imagine that a spy/agent could blind an enemy with the light and then shoot. Our G3 scientists also learned about the true story behind the Bulgarian Umbrella. The KGB (the Russian secret service) decided to kill a famous Bulgarian writer and had one of their agents sneak up behind the Bulgarian and poke him in the leg with an umbrella designed to inject a poison capsule. Needless to say, the Bulgarian got poked and a few days later died from the poison.

Even better than tools was our discussion about all of the ANIMAL spies that have been used throughout history (and even some crazy stories about animals suspected of being spies!):

Homing Pigeons (used as early as Ancient Egypt up through World War II!)

Dolphins wearing special cameras patrol on the west coast

The doomed (and very expensive) CIA project: “Acoustic Kitty”

Bomb-sniffing bees

Adrenalin-sniffing Gerbils

Spy squirrels??

OUR PROJECTS FOR THE DAY

I had several projects set aside for our G3 scientists. First order of business: invisible ink. There are a lot of different recipes for invisible ink. Some of the most popular versions involve using a lemon juice solution to write your message, and then using a heat source to reveal the message after the paper is dry. It was difficult for me to find a good heat source for us to use during our program, so I used another popular recipe for invisible ink that requires just a couple of common household ingredients:

1 tablespoon baking soda

1 tablespoon water

plain grape juice (the purple kind)

You mix the baking soda and water together in a cup. Once mixed, you can use either a paintbrush or a cotton swab (we used cotton swabs) to dip into the baking soda/water mixture and write your message on a blank piece of paper. Once the paper is dry, lay it flat on a surface (preferably with a tablecloth or something underneath to protect your surface). Dip a clean cotton swab into some regular grape juice, and rub it back and forth across the paper. The grape juice reacts with the baking soda to reveal your secret message!

Next, I showed our scientists a neat “spy” trick I learned in The Master Spy Handbook by Rain Newcomb: The coded rubber band!

First, you stretch a rubber band around a book. [The more you can stretch it out, the better.]

Next, you write a message on the rubber band with a pen…something like “science is cool!” [HINT: The smaller and skinner you can make your letters, the better!]

Finally, you pull the rubber band off of the book and let it shrink back to it’s normal size.

Voila! Your original message should be very difficult to read once the rubber band shrinks. You can shoot the rubber band to the person your message is intended for. All they have to do to read the message is stretch the rubber band back out. As an example, check out the before and after pictures of a rubber band message from one of our very own G3 scientists below!

I knew we also needed to test our scientists’ powers of observation. I distributed several puzzles and codes for them to decipher/work on, including a “Find the Hidden Picture” puzzle from a recent Highlights Magazine, a ‘compare the 2 images and spot the differences’ puzzle, and a genuine picture cypher from World War II for them to find a hidden meaning in. Both groups did a great job finding the solutions…without using my answer keys!

Finally, we attempted to use a cipher wheel (our template came from Kids Make Stuff). This task proved the most challenging. Many of our scientists took it home with my instruction sheet to play with it some more in their free time. Some of the scientists started to get the hang of it before our time ran out. Basically, to encrypt text (or make it secret) you first turn the inner/smaller disk to set a code letter (that letter will appear through the small cut out window in the smaller disk). Then, for each letter of your message, you find your letter in the outer ring and replace it with the letter shown on the inner ring. To decode text, you turn the inner disk to set the correct code letter (as given to you by your partner), and then you find each letter of their message on the smaller disk and replace it with the true letter shown on the outer disk.

All in all, our G3 scientists proved that they had the skills necessary to put them on the path to being very successful spies! 🙂 For more information – or to explore the sources where I got a lot of my information – check out these books from the Cheshire Public Library collection:

New reports reveal California’s bullet train construction project is costing $2.8 billion more than anticipated. What’s happening now and what it could mean in the future.

California's biggest boondoggle just broke the bank.

Not only is the massive high-speed rail project 11 years behind schedule and billions in the red, managers are now saying they will need to ramp up spending to hit a 2033 deadline.

California’s money pit cost taxpayers $3.1 million a day last year. But that’s small potatoes compared to what they’ll have to shell out over the next four if they want to meet their deadline and budget, estimated most recently at $100 billion in a report last month by the New York Times.

The California High Speed Rail Authority will have to increase its daily spending by nine times.

“It’s a very aggressive spending rate,” Russell Fong, the authority’s chief financial officer told The Los Angeles Times, admitting that future goals may be difficult to achieve.

If the rail authority misses its 2033 target, inflation will likely raise the project’s pricetag by as much as $2 billion a year. That’s because billions of dollars of work would be shifted to the future when costs will be higher. Not hitting the deadline means the state will have to keep employees, contractors and consultants on the payroll much longer than anticipated.

Fong said that the agency’s estimates for future inflation are based on a composite of figures from Moody’s, the California Department of Transportation, the Bureau of Labor Statistics and the Department of Energy.

Bullet train planners have been under increasing pressure to make progress on the system that many believe has no plausible way of living up to its goal of getting riders across the state in three hours or less.

California voters approved the pricey proposal in 2008. Backers – including several Democratic lawmakers – heralded it as an inventive concept that would connect Californians and transform transit policies down the road.

But critics maintain the bullet train project is a waste of time and money.

“This so-called bullet train is a solution in search of a problem that is plagued by billions of dollars in cost overruns and fiscal mismanagement,” San Diego Councilman Mark Kersey told Fox News earlier this year, adding that the billions wasted on the project “could have been invested in our current infrastructure needs, such as water storage, flood control, highways and bridges.”

While supporters say the project should continue because so much money has already been spent, others say it’s time to cut and run.

The DOT is also currently auditing the West Coast venture at the request of Rep. Jeff Denham, R-Calif. A final report is due in the fall.

Denham asked for a review of the previous administration’s oversight of federal expenditures. His office told Fox News they want to know if all precautions and risk analysis were taken to ensure the state’s finances were viable to meet their non-federal match requirements. The office says while they hope the federal government didn’t break the law, they are concerned that proper safeguards weren’t in place.

The Justice Department announced Wednesday it has appointed former FBI Director Robert Mueller as a special counsel to oversee a federal investigation into the probe of alleged Russian influence in the 2016 presidential election.

The appointment came amid a growing Democratic outcry for someone outside the Justice Department to handle the politically charged investigation.

“In my capacity as acting Attorney General, I determined that it is in the public interest for me to exercise my authority and appoint a Special Counsel to assume responsibility for this matter," Deputy Attorney General Rod Rosenstein said in a statement. "My decision is not a finding that crimes have been committed or that any prosecution is warranted.”

The appointment gives Mueller, who led the FBI through the Sept. 11 terrorist attacks and served under presidential administrations of both parties, sweeping powers to investigate whether Trump campaign associates colluded with the Kremlin to influence the outcome in his behalf, as well as the authority to prosecute any crimes uncovered during the probe.

"I accept this responsibility and will discharge it to the best of my ability," Mueller said in a statement

The broad mandate, beyond any specific Trump-Russia connection, also covers "any matters that arose or may arise directly from the investigation."

Senior DOJ officials told Fox News the White House was informed of the decision for a special counsel after the order had been signed, through the White House Counsel’s office, about an hour before the decision went public.

"As I have stated many times, a thorough investigation will confirm what we already know – there was no collusion between my campaign and any foreign entity," President Trump said in a statement in reaction to the DOJ announcement. "I look forward to this matter concluding quickly. In the meantime, I will never stop fighting for the people and the issues that matter most to the future of our country."

The Justice Department said Mueller has resigned from his job at a private law firm to take the job of special counsel.

The decision by the DOJ followed the revelation Tuesday that fired FBI Director James Comey wrote in a memo that President Trump had asked him to end an investigation into former national security adviser Michael Flynn.

TRUMP AND THE RUSSIA INVESTIGATION: WHAT TO KNOW

Rep. Jason Chaffetz, R-Utah, Chairman of the House Committee on Oversight and Government Reform, called the appointment a "great selection."

Sen. Jeff Merkley, D-Ore., praised the decision by the DOJ, calling it "a victory for all Americans."

“This is a victory for all Americans who believe in the integrity of the rule of law," he said. "This investigation must be given the full resources and independence it needs to succeed. We must follow the facts wherever they lead, and demand complete accountability for any wrongdoing that is found.”

ROBERT MUELLER APPOINTMENT TO LEAD RUSSIA PROBE WINS BIPARTISAN PRAISE

Mueller is the former FBI director appointed by President George W. Bush who did a two year extension under President Obama beyond his 10-year fixed term before retiring in 2013.

He became FBI Director shortly before the 9/11 attacks, and was at the heart of turning the FBI into a counter terrorism and counter intelligence operation.

Muller, along with his then-deputy James Comey, threatened to quit over the Bush administration surveillance.

Muller's notes were used at the time to back up Comey's version of events, when they were questioned by the Bush White House.

Senate Intelligence Committee Chairman Richard Burr says the appointment of Mueller is a "good decision" that "assures the American people that there's no undue influence" in the probe of Russian meddling in last year's election.

Burr, who heads the Senate investigation into the Russian activity and possible connections to associates of President Donald Trump, says his committee will "continue to proceed forward" and the panel's job hasn't changed.

As special counsel, Mueller will have all the same powers as a U.S. attorney, though he will still ultimately report to Rosenstein. Still, he is not subject to the day-to-day supervision of the Justice Department. He can keep the same investigators in place, or request new or additional staff including from outside the department in addition to requesting a budget that includes personnel.

Some Republicans however expressed concern over the decision by the DOJ due to the wide scope of the influence that special prosecutors have.

"I'm worried with all special counsels because there's no control over them and they can abuse their power," Rep. Peter King of New York told the Associated Press.

In the 1990s, Democrats insisted that independent counsel Kenneth Starr, who investigated former President Bill Clinton, overstepped his authority.

Rosenstein appointed Mueller under a statute that has been used only once, in 1999, when John C. Danforth was appointed to investigate allegations of government wrongdoing in the siege at the Branch Davidian compound in Waco, Texas.

Danforth's investigation cost millions of dollars and included hundreds of interviews and a restaging of the final hours of the 51-day standoff with federal agents. He ultimately produced a 150-page report clearing then-Attorney General Janet Reno and other top government officials of any responsibility.

Washington, D.C. — Today, in response to the Biden-Harris administration’s botched Hurricane Helene recovery efforts, U.S. Congressman Matt Gaetz (FL-01) sent a letter to Department of Homeland Security (DHS) Secretary Alejandro Mayorkas demanding answers as to whether the Federal Emergency Management Agency (FEMA) misappropriated taxpayer funds in the Disaster Relief Fund to be used on non-disaster-relief programs for illegal aliens.

The Office of Rep. Gaetz has been in contact with numerous whistleblowers who have stated FEMA has severe mismanagement issues, which left federal, state, and local responders on the ground to assist with Hurricane Helene recovery efforts without deployment orders. This comes after DHS redirected $1.4 billion of taxpayer dollars on illegal aliens due to Border Czar Kamala Harris’ open-border policies. Now, DHS Secretary Mayorkas told reporters that FEMA “does not have enough funds to make it through the [hurricane] season.”

Dear Secretary Mayorkas:

Yesterday, you stated that the Federal Emergency Management Agency (FEMA), which is a part of your department, “does not have enough funds to make it through the [hurricane] season.” This news comes after FEMA has spent hundreds of millions of taxpayer dollars on migrants due to Border Czar Kamala Harris’ open border instead of prioritizing funding for Americans impacted by disasters.

My office has been in contact with whistleblowers in numerous emergency-management functions at the federal, state, and local levels, and they all point to the same critical mismanagement issues. FEMA has wasted taxpayer funds, misappropriated funds, and left other federal, state, and local responders without deployment orders on the ground. As reported and further confirmed by my office, hundreds, if not thousands of service members were deployed by the Department of Defense to North Carolina and have sat idle, waiting for FEMA.
