I would imagine, insofar as I can discern, Putin is decidedly nationalistic, which runs counter to the current popular opinion in many places. The bullying is just shaming a incongruent opinion, not unlike telling /tech/ that you use Windows.

I don´t know, I haven´t bothered to verify the sources of the claims that Russia is almost as welcoming to Muslims and other inmigrants as the EU, I wouldn´t be surprised though. It´s cliche but I think all politicians without exception are definitily not working for the local worker class, those who believe they do are just making deaf ears to contrary evidence although when it happens it´s probably a byproduct of policies for self benefit primarly. I doubt he's particularly kind. You don't get to the top in politics without stabbing a few people in the back and stepping on a few heads. Russia's laws certainly aren't what I would describe as "kind", although the same is true of basically every country on Earth.
Remember, there is a difference between doing a few good things and actually being kind. Everyone does some good things, particularly to people they like, but genuine kindness is rare.

There may not be a rule against talking politics or other sensitive subjects, but if threads about certain topics or characters are shown to be prone to name-calling, with lots of stupid meme buzzwords repeated ad-nauseam and general bigotry, I personally deem it as an un/kind/ subject.
