Maybe they don't care, but they sure as hell don't like to put kemono (especially female ones in fact) in their products. It's rare as hell.

One of the reasons why they avoid it is because they don't assume some people would prefer it.
Most of them just want to play it safe and only make generic looking Moe girl characters.
Basically it mirrors the trends in otaku culture.
But recently some see the market in pondering to Kemono fans as evident by CC2 making marketing SFW content apart form just games.
Or Polt being added as fan service in last episode of Monster girl anime and then making an entire Polt themed ova just to appease fans.
Now i don't know how big the market for kemono is in Japan.
But if someone made a decent JRPG that had kemono characters i am sure kemono fans would buy it and a lot of other people would also buy it because its a good JRPG in the first place.
Kinda what happen whit Zootopia.
The Furrfag/Yiff in hell stigma you see on the internet is exactly that.
Something that only exists on the internet.
People in general like animals and cute animal people are actually appealing to most people.

Their face are still too flat for my tastes (it's really visible when they're facing sideway) but it's borderline Kemono and I guess it's better than nothing.

I just don’t think musous are very popular, especially outside of Japan. And KoeiTecmo aren’t a very reputable company either. So I think it was just a mild success and only Japan. The game is still worth playing for a bit, even outside the kemonos it has some good fan service if you like other KT games like nioh and ninja gaiden.
