I am disappointed in the amount of DIY in this thread.
The current vest I wear is an all black punk-inspired denim vest with black patches painted with black paint, (so they're shiny and visible if you look closely) black pin-buttons, and black pyramid studs. I wear it with shirts and ties that I like, sometimes I go full void and wear an all-black shirt, black tie, black jeans, and my doc martens.

The pin says I READ B.A.NNED BOOKS and has a little image of an open book with a flame above it. Another has a little chibi style Cthulu. and another simply reads "log in" in yellow letters on a black background. I picked them up at a local shop I like that sells tabletop games and card games and little kitchy things like coffee mugs made out of a camera zoom lens and superhero themed art from local artists and vintage clothing. Almost picked up a nice flatcap from there that was made in 1956 but someone else had bought it before I had the brouzouf to snatch it up.
To me, in terms of cyberpunk stuff, one of the coolest things to do is to buy from as many local and small businesses as possible, even stuff on etsy and rebelsmarket, rather than to buy things from big corporate conglomerates.
Oh, and the rest of my pins are The Vibrators, The Forgotten Rebels, Orphan Grinder, The Matadors, Nekromantix, Charged G.B.H, The Creepshow, The Brains, and The Protomen.
I actually want to get a lot more. I have plans to get a vest made by a friend when I have the brouzouf. Leather and black canvas, maybe some EL strip accents, and plenty of pockets for electronics. I dig that kind of stuff, plus it's more of supporting a local artisan.

anyway as a result especially where i live where the weather is harsh in both summer & winter i have been getting more into the technical side of clothing. reading about different fabric types isn't exactly exciting and schway but i've been a lot more picky in my outerwear and casual wear even for clothes i'm not wearing for running.
i have a thing for clothes that don't call a lot of attention to yourself but if you were to inspect it you could definitely see the 'tech' influence and how well made it is.

For example, I have been playing the game Ruiner, and most characters have a distinct /cyber/ look without any hardship.

I've got wearable computers. Just little Pi-boxes and stripped down vid-glasses. You can make them for $100 real easy.
I've got an ESP8266 De-Auth box on my workbench that I'm adding to a calculator watch to make a double-watch (Like from Alien), but I'll be able to turn it on, and control it from my phone. Including the $1.50 Aliexpress watch and ESP8266, that whole project will probably run me under $10.
Wearing a little FM broadcast unit that broadcasts a signal 30 meters around me, while I wear FM headphones tuned into my own channel.
I've got a pirate box in the inside pocket of my jacket. Just a cheap WiFi router with a USB battery pack black-taped to it. That's the jankiest looking thing I wear, but it's in a pocket, so who cares?
Just toys, for pranks, but it gives me something to do.
As for the clothes? I tend toward light, air-dry materials. Dark, but not edge-lord all-black. Army green pants and a black long sleeve works well.
I have a cheap leather, much like your pic, but I made my own buttons by printing out photos at Walmart of my art, then cutting them to button size and gluing them down to 3D printed button pieces, and then covering them in a clear acrylic.
I laugh when people ask me where I got my gear, because it never occurs to anyone I made it.
The trick, with style, is that less is more. A few buttons that no one's ever seen, a watch that looks normal, except it has two bodies, headphones that look a little off … people notice if they look twice, but it's all streetable. It's not mall-ninja shit, just unique.

I'm not posting pics. Some of my stuff has already been posted here by others, and I'm not into outing myself.
That said, I've done two pirate-boxes. I started with an MR2040, because it has a built-in battery and is thin. It was fine until the battery started getting older, and now it dies too quick. So, I got an MR3020, and strapped a fat external power block to it. That thing will go a LONG time.
The ESP8266 of choice for me has been the WEMOS mini. I bought 10 of them one night, and I've been tossing them into different projects since. All you need is a basic USB->USBMicro cable, and some free software to get started. I usually buy my batteries and chargers from Adafruit, and everything else from AliExpress. Adafruit's prices are ridiculous, but battery fires aren't a risk I want to take with shit I'm strapping to my body, like a watch.
FM broadcast is easy. Right now I'm using a Raspberry Pi Zero W. Again, just strap it to a cheap power block and throw it in your bag. I turn mine on when I'm walking around, and log into it from my phone to change playlists and stuff. The Pi Zero can already serve as a low-power radio station with some free software, and you've got a little linux box to SSH into with you all the time too.
For buttons, I've been using a Poloriod Zip now that I've got one. It prints out little 2x3 stickers, so I just make a few thumb-nail designs I like, print them out on one 'sheet' and 3D print a pin back for them, with a nice little border border, then I pour transparent resin over the picture, and it looks like a professionally made pin.
As for wearable computers, I've done a few pi builds. They're pretty cool, but hard to wear without sticking out like a sore thumb. I'm working on a new one, where it'll be in a pair of headphones, and as 'hidden' as I can make them. Hopefully they won't stick out, we'll see.
As for clothes, really, I hit the army surpluss for some cheap jackets now and then. I got a chinese hoodie for, like, $8 shipped … shit like that, and then since I'm paying under $10 for them, I don't feel bad at all trying to learn to paint on them, or attaching stuff. There's some really good painted jackets and stuff going around the streetwear scene right now, so you can do that with a little Cyberpunk influence without it sticking out, if you apply a little taste and restraint.

Well, at best they could search for 'glowing non-face', but you don't seem to understand how these systems work.
Typically, If the system doesn't recognize a face, then it's not entered into the database at all. There's no way to search the footage except for time, and then you cant track between cameras, because you can't say 'show me other clips with this face in it', which is how you follow someone through a database of different camera feeds.
At best, you could say 'Show me bright non-faces, if the system has been configured to recognize those and classify them, but even then, it only takes more than one person wearing a rig like that to make the camera facial recognition practically useless.
