I know I'm probably out of place, but I always thought of cyberpunk more cyber-ambient than punk. Like Altered Carbon is the kind of aesthetic that I would enjoy. Or the scene from Ghost in the Shell (the movie) when Motoko returns to her mother. This kind of dead, sterilized, gloomy, grim aesthetic is closer to what I perceive as cyberpunk. A filthy, neon, dark aesthetic is too cartoonish IMO.

I thought cyberpunk societies ought to be dystopian and grim. Isn't that a necessity? Well, at least that's the idea one gets from the most popular cyberpunk movies or novels, like Bladerunner or Altered Carbon.
The 'punk' quality of cyberpunk suggests a constant struggle with the system and the status quo, just like OG punks in the 70s. Therefore, it can't be a 'dream' if you are struggling by definition.
Personally, I think China embodies the cyberpunk aesthetic perfectly. One of the biggest and most oppressive regimes in the history of humans, accompanied by vast electronic markets. Literally spells out "punk plus cyber", heh.

I'm not a believer of considering a city cyberpunk solely based on population alone. If anything you should judge a potential city by population density rather than just raw numbers.
Tokyo is so vastly spread out that it's hard to really consider it a city, as there are multiple regions within that could be considered their own. Also Tokyo, and other major cities in Japan, are too polished to be in the running for a 水, grungy metropolis. All cyber, no punk.

I don't agree on the way you are judging how much cyberpunk a city is.
In my opinion, cyberpunk cities are based around two variables, first: how much technologically advanced is the city (the "cyber"), and second: how dystopian and chaotic the society of that city is (the "punk").
An obvious example of a city with a very notorious amount of the first factor would be of course Tokyo, a great example of the second one would be the Kowloon Walled City. Combine these two and you got the perfect cyberpunk city.

Where do you not agree with me exactly? I side with both of the points you made on how to judge a city's adherence to the genre (or subculture depending on who you ask), and I acknowledged that Tokyo is quite heavy on tech as you've mentioned. I think the merging of Tokyo and the Kowloon Walled City would be a close to perfect embodiment of a cyberpunk setting, but I'm trying to make comparisons to what already exists and find candidates that share both factors of "cyber" and "punk" together.
Tokyo is a near-utopian metropolis that has little to no cases of crime and a culture centered on uniformity and not "rocking the boat". The Kowloon Walled City was an densely-populated settlement injected with drugs, prostitution, and gambling by HK triads in the 50's and 70's, which got turned into a historical city park in 1995. These places only fit the bill when we speculate on what a cyberpunk world could look like, while the locations I mentioned exhibit traits of cyberpunk today, albeit more heavy on the punk.
Sure, population density (or population alone, I guess) isn't a core essential to the theme necessarily, but it is such a prominent trope in some of the earliest instances of cyberpunk literature and cinema that it should be taken into account when it's applicable.

It is a little bizarre to me that so many people bring up Hong Kong in these discussions but almost never mention Mainland China or even the ROC. HK certainly fits the bill but China proper, I think, is even more appropriate when considering a cyberpunk society. The insane wealth disparity and constant surveillance makes literal netrunning a viable and not unheard of profession behind the great firewall.
Rapid urbanization in the last 40 years has contributed to the kind of vibrant street scene, as well as the accompanying squalor and struggle, many cyberpunk media try to capture. The works of filmmakers like Jia Zhanke and Hsiao-Hsien Hou are reminiscent of the infamous Wong Kar-Wai in their presentation of the Mainland and Taiwan. They captivate me in that they are not cyberpunk, the settings and characters are very much real. Yet they feature many of the same themes you find in cyberpunk media by virtue of the society they come from.

Started looking for more content on the building and found that the display's been used as backgrounds for some musical performances, as well as retro games and art pieces that pedestrians can interact with. Along with the typical mesmerizing, Blade Runner-esque visuals/animations, of course.
