^ Soundtrack FLAC torrent from nyaa.net of dubious origin (no log/cue sheet) which does include both the opening and ending (tracks 06 and 17).
Appears to be one of the 2 CD releases with an embedded picture taken from one of the vinyl releases, going by these spectrograms I made.
As far as I know there's no perfect release, torrent or not, of either of the 2 soundtrack CDs of this. In fact this random one is the only torrent of the soundtrack I found, and I looked at a few private trackers I'm in. At most there's the opening and ending loose in some random nyaa torrent, and this thread on ffshrine which returned a cached result on google when I was scouring for the file but even the cached result is gone now (ffshrine is dead):

Alright, since I couldn't post it last night, here's the OP and ED. Looking slightly worse than the actual video however as it's encoded.
I love Tokimeki Tonight, but it's probably a little too 80s for most people, even on /animu/. All of my friends wouldn't even consider watching the show simply because it looks old, lol, but seems like it still has a decent following on imageboards.

Similar case with khinsider to my knowledge: There's certainly a focus there (Kingdom Hearts in that case), but their music offerings far extend that, even into hosting various anime soundtracks. It's not on Orpheus either, and I don't know ffshrine's history but it was a forum where people fileshared a lot of music. Mostly music files copypasted off of games, but they also had television/anime sections where people shared television and anime soundtracks. A lot of people bought CDs just to upload there, so they had a lot of obscure material.
Anyway I've extracted the subs of the DVD releases that together complete the series and they will need resyncing to fit DragsterPS. The subs are unsynced from the very start and they get worse as the DVD cuts come up.
I haven't downloaded many DragsterPS episodes to check if the lack of sync is at least consistent because the download speed is glacial but I'll try to sync the first episode with aegisub and if that's straightforward enough maybe we can start a sub group to collaborate on this.

The first episode is mostly complete, it's the first time I use aegisub and I've already taken nearly half a day to do it though so I don't know how complete this will be. In particular what's left for episode 1 is the next episode preview and ending, quality checking beyond fixing the most obvious spelling mistakes, and I need people to tell me what they think of my timing once the episode is done.

Episode 1 is complete.
Please watch it with the first episode from magnet:?xt=urn:btih:2d8947d3f0d70c837b276a0127b1f1144cacd775 and report issues with timing such as text not being around long enough or out of place, the vectors I drew to hide the Japanese text as pictured (I'm just going to call that kind of thing a hider) and in the episode name clipping into the borders around them or not blending with the background well enough, and grammatical errors.
The text appears to be British English with a few typos and errors such as using "it's" instead of "its" to refer to property belonging to "it", but whatever I fix might cause trouble on its own as I'm an ESL who speaks American English.
If the timing job is good enough the next step can happen, If the timing is not good we find a different a different rationale for doing it.
The next step is going over every episode and doing the initial work of resampling the subtitle file to 1080p, removing the DVD opening/ending karaoke and putting in my slightly edited one in every episode, removing Kuro's title card, putting my hider in the video's title frame, and writing the title in English in the video's title eframe.
After that step is done there's only dialogue timing left and I'll post a tar with the half-complete subs, at which point anyone interested can easily join as the work of timing dialogue for multiple episodes is easily split.

Thanks for syncing the subs though, i'll probably check out the episode later today. Have you done this before? You seem pretty knowledgeable on subbing. I once ripped subs for a DVD release and put it on the BD upload, but that was much easier as the timing was the same (and if course only one file to port subs to), so that's the extent of my knowledge with this. I'm pretty sure I couldn't even get the subs to have the same styling as the original, it just came out as the generic white with black border. Maybe it's because I used a separate program to slow the timing of all the subtitles by .5 seconds and it stripped the sub styling or something.

Nope, which sucks. You'll either have to become a paypig and get a seedbox or start uploading an obscene amount. They hand out freeleech tokens once in a while though, so I guess that's better than nothing. There are a few specific people that create very nice uploads of Japanese music on there, so I generally use all of my tokens on them. The tracker has been down for something like a month now, it's ridiculous. It only manages to be up for a short time each day, but people still kiss the boots of the admins. If it didn't have a handful of uploaders that I like then I would have dropped the site altogether. RED has a pretty good invite forum, so if you want to half cheat your way there, just spam upload freely available music from band camp or install smLoadr (Deezer music downloader). Spamming uploads from Deezer is an easy path to PTP, Ourbits (which can get you to u2), AHD, BIB, GGn and others.

It turned out there was- more non-timing work to be done, but that doesn't matter, I've already done the bulk of it. I've finished doing almost everything that is not timing for all 34 episodes.
Anyone can take an episode and time it now, there are instructions and a list of work that needs to be done on a README.txt file inside the archive.
The only detail is that the exact times of lead in and lead out are still up for discussion, but what I've used so far is listed in there.
I'll take episode 2 for me and start working on it once I see what other people think of episode 1's timing.

I actually enjoyed the first episode more than originally. The cheese is still cheesy. And no, you can assign styles to text which include margins/font/blur/size/etc, and you can style individual lines manually. All of the OP/ED text has its own style, and changing the style changes all lines using it for that .ass file.

I really think she's perfect.
I suspected it during the first episode, but I was sold when I saw her giggling in bed, Ranze is the perfect woman.
I forgot to announce it before doing it but I finished the rollercoaster of emotions that is episode 2. This time over it took much less time.

If you have not already seen it Akazukin Chacha is from the mid 90s. I ran across it when i was searching through some PC-FX anime freak discs. It is a lot of fun too.
