I've actually been going crazy because I've asked around about this anime so many times in other places and no one has found it for me. I'm starting to think I'm going crazy and I'm making this anime up in my head. I'll tell you what I vaguely remember. It was a movie and it started with two angels who are males and they are watching over earth and one of them falls in love with a girl who has a bomb implanted in her by some organization. At the end she explodes. It was an old anime, like 90's old.

What's the overall art style, if you remember it? Cutesy, shounen, shoujo, semi-real, &c. Also any names, hair colors, overall mood and tone. The crawling feel of Angel's Egg is a lot different from shit like Black Lagoon or Cardcaptor Sakura, and no one could mistake Escaflowne for Doraemon.

Closest I can remember is it did look like it was a shoujo art style. Don't remember any names or hair color. I'm not good at describing tones but it felt dark and ominous, I guess would be the best way to describe it. If I remember correctly the opening scene showed the two angels either sitting on a big rosebud or were holding a rose, or both. I also remember a scene when the girl exploded it literally showed the inside of her chest beating and I think she exploded on a street.

Well I had it on VHS and i'm pretty sure it was movie length. I wouldn't be sure if it were part of an OVA miniseries because the VHS is the only material I've seen of it and I figured it'd be easier to find if it were a series.

at a sleepover with a friend. The MC is slowly ascending a flight of blue stairs in a skyscraper
I think he fights someone at the top, one of them has a sword and then ends up bleeding out on the stairs back down after killing the enemy.
