They do when it helps the plot, even though A-Wings only had one seat in Return of the Jedi. The same thing happened in the Holiday Special cartoon where they had a Y-Wing with two seats even though they only had one seat in the movie.
I think wookieepedia explained the discrepancy away by saying the two-seaters were special training models or something, but in reality it's just a useful way for writers to send Luke, C-3PO and R2-D2 on an adventure without needing to invent a larger ship.

I like the idea of the Y-Wing having two seats. It's a bomber, an expensive ship capable of doing extensive damage: it should have a dedicated pilot and a dedicated bomberman. Same goes for the TIE Bomber.
As for the A-Wing, even the X-Wing has more merits for holding two seats. The A-Wing is supposed to be super sleek and fast and oriented for tactical surgical strikes, so unlike the bulky Y-Wing it should be as small as it can and shouldn't carry two people because of space. Think of a Jedi Starfighter for non-force users.
The A-Wing is the more beautiful ship, by the way.
