Because they honestly thought the brand was invincible. Lucas learned that wasn't true after the Holiday Special and made sure to always put in the effort afterwards. It was going to crash the moment Abrams made TFA, but Rian found a way to fuck it up so bad that people are galvanized to shit on the reboot trilogy. Quite honestly they still might rebound. IX is eleven months away, and as it gets closer Disney will start leaking more 'you'll LOVE it' stories to fool the weak into attending. I suspect they'll also start talking about 'tight market' and 'competitive timing' of other films so they can claim they beat forecast. If it gets Rogue One's opening numbers - even if it's shit and there's a TLJ drop the next week - they'll declare victory. It's likely they'll renegotiate merchandising with Mattel (dropping Hasbro) and claim profits based on the licensing. The goal will be to break even so there's no more embarrassing reports to shareholders.

Most large media companies selling products these days aren't doing or need to do it for acquiring capital but instead produce for political messaging to Western men and women. In that way Disney is doing very well, further most "fans" of anything be it gaming or Star Wars don't actually care that they are being propagandized to so there isn't any risk in continuing the political messaging.
Its all about continuing the broadcast to the normalfags through whatever means necessary.
