Surely, this should be obvious, the police do investigate and make arrests of cp downloaders/uploaders (here's the proof, look at this link). Just look at the videos in that link for educational purposes. Of course, this is redundant to point out, since everyone knows that cp is illegal.

cp is definitely something the Feds are investigating and making arrests for. This is not something they ignore or doesn't investigate, they TOTALLY are investigating it on the Internet. just saying, you have to be extremely careful to not get arrested for it, don't do stupid shit like telling people on non-anonymous social media (like Facebook and Twitter) that you have it saved on your devices, don't tell your friends in real life that you have it on your devices (if you tell people about it in non-anonymous places, then they could file a report/tip off to law enforcement, and therefore they arrest you).

well, the Feds are mostly investigating and arresting the producers and distributors of porn, but they do sometimes make arrests of the consumers/downloaders, too. Even the downloaders/consumers need to be ultra careful because the Feds are after them, too. It is best to be ultra careful rather than careless and unsafe. But you are right it is usually the distributors/uploaders that get caught/arrested.

I remember reading in the news about someone in the USA getting arrested for merely accessing/downloading it, without actually distributing/uploading it. And this guy has no record for prior sexual crimes, so he wasn't on probation/a watch-list, so he didn't breech his terms of probation. And he was also using Tor to access it. What I'm saying is people shouldn't be accessing this illegal cp crap, because it is definitely not "safe" to access. There have been many cases of people getting arrested for merely accessing/downloading it (without distributing/uploading it). Don't think someone is safe just because they are a mere consumer rather than a distributor.
