More Infants Prescribed Psychiatric Drugs to Address Behavior

An increasing number of children age 2 or younger are being prescribed psychiatric drugs to address their violent or withdrawn behavior, The New York Times reports.

Experts say there is no published research on the drugs’ effectiveness and potential health risks for this age group.

Among the antipsychotic drugs being prescribed for infants are risperidone (Risperdal) and quetiapine (Seroquel). These drugs are typically used to treat schizophrenia and bipolar disorder in adults. Almost 20,000 prescriptions for antipsychotic medications were written last year for children 2 and younger, the article notes.

U.S. economy gains paltry 20,000 jobs in February

WASHINGTON (Reuters) - U.S. job growth almost stalled in February, with the economy creating only 20,000 jobs as construction and retail payrolls dropped, which could raise concerns about a sharp slowdown in economic activity.

The job growth reported by the Labor Department on Friday was the weakest since September 2017, but it probably understated the health of the labour market as other details of the closely watched employment report were strong.

The unemployment rate fell back to below 4 percent and annual wage growth was the best since 2009. In addition, data for December and January were revised to show 12,000 more jobs created than previously reported.

Still, the economy that in July will mark 10 years of expansion, the longest on record, is slowing and the weakening job gains support the Federal Reserve's "patient" approach towards further interest rate increases this year.

"The sharp slowdown in payroll employment growth in February provides further evidence that economic growth has slowed in the first quarter," said Michael Pearce, senior U.S. economist at Capital Economics in New York. "That adds weight to our view that the Fed will not be raising interest rates this year."

Economists polled by Reuters had forecast nonfarm payrolls rising by 180,000 jobs last month and the unemployment rate falling to 3.9 percent.

The slowdown likely reflected the fading weather-related boost in the prior two months and workers becoming more scarce. A stock market selloff and jump in U.S. Treasury yields in late 2018, which tightened financial market conditions, were also likely factors.

About 390,000 workers stayed at home in February because of the bad weather, not much different from previous years. The length of the average workweek fell to 34.4 hours from 34.5 hours in January.

U.S. stock index futures extended losses and yields on U.S. Treasuries plummeted after the release of the data. The dollar held earlier losses.

Frank Harris III: What MAGA hats mean to me

I was a college junior at Southern Illinois University when I almost bumped into a guy wearing the white robe and hood of the Ku Klux Klan. It was the late 1970s at a university-sponsored campus Halloween party.

This was my first time seeing someone wearing KKK regalia in person. I remember being startled by him and his identically attired friend. Though they were the only two I saw who chose to costume themselves this way among hundreds who did not, their costumes vanquished any semblance of Halloween spirit within me and the other blacks who saw them.

The world knows what the white robe and hood of the KKK symbolizes, particularly to Americans of African descent: anti-black hate, terrorism, violence.

Yes, the people under the hoods that Halloween night could have been in any of my classes sitting next to me who just chose to wear this outfit with no bad thoughts or intentions.

But the symbol precedes and supersedes the thoughts and intentions.

All I can and must go by is what I see — the symbol of hate and violence that this attire represents.

The second time I saw those with white robes and hoods was at a Klan rally in Meriden in 1983. It was not Halloween.

The First Amendment gives everyone the right to wear such outfits, even when they are symbolic of hate and violence. It only becomes a crime, a hate crime, when the words or symbols of hate are accompanied with violence.

Such as Dylann Roof, who before he shot nine people to death in a church in South Carolina in June 2015 posed with the Confederate flag. Such as Robert Bowers, who followed his numerous anti-Semitic posts by reportedly shouting the words “All Jews must die” as he shot and killed 11 worshippers in October 2018.

Whether it is the white robe and hood of the KKK, the stars and bars of the Confederate flag, or the swastika of the Nazis — they are to me, as a black person, symbols of hate and hostility, terror and violence.

I add to this list the red “Make America Great Again” hats.

From the start, the words conveyed negative energy, akin to the wistful words “The South will rise again.” What would such a thing mean to those black like me, 156 years free?

There are those who will argue against my equating the MAGA hats of President Donald Trump with the robe and hood, swastika and Confederate flag. But they are all symbols that to me, as a black person, represent hate.

The symbols tell me I am not welcome. My life is devalued. I must be on the ready.

The MAGA hats represent the hate embodied in America’s President Trump. His words convey hate. His presence exudes hate. His policies carry out his hate. Together they contribute to the atmosphere of hate that has led to the rise in hate crimes in America.

According to FBI statistics, hate crimes in 2017 increased 17 percent from the previous year. Nearly 60 percent of victims were targeted due to their race, nearly 21 percent because of their religion, 16 percent because of their sexual orientation.

Of those targeted over race, nearly half were attacked due to anti-black bias.

This is not to suggest that every wearer of the MAGA hat will become violent toward blacks and other groups, but it is to say that the wearers of these MAGA hats explicitly reveal, align and endorse their heads and hearts with the ilk of these symbols of hate.

Accordingly, these MAGA hats, which can be purchased from such places as Walmart, Amazon and e-Bay, should be treated the same as these other symbols of hate.

In juxtaposition with these and other businesses’ right to sell the MAGA hat comes the right of the good people of America to ask why these merchants would align, endorse and distribute these hats, which symbolize the moral equivalent of the KKK robe and hood, flag of the Confederacy, and the Nazi swastika.

Legislators in Hawaii, which has some of the most restrictive gun laws in the United States, moved this week to bring their concerns about the Second Amendment to the national level.

In Senate Concurrent Resolution (SCR) No. 42, introduced Tuesday, Democratic lawmakers assert that

in light of the numerous tragic mass shootings at schools, work places, and public events, this body believes that it is necessary to repeal or amend the Second Amendment of the United States Constitution.

In the resolution, lawmakers urge Congress to

adopt a proposed amendment to the United States Constitution pursuant to article V of the United States Constitution to clarify the constitutional right to bear arms.

The sponsors of the resolution suggest the Framers’ use of the term “well-regulated militia” was “intended only to restrict the United States Congress from legislating away a state's right to self-defense.”

Hawaii has a history of enacting gun control. In 2016, Hawaii became the first state in the country to add gun owners in the state to the FBI’s centralized database (known as “Rap Back”), which allows federal authorities to notify local law enforcement when a gun owner is arrested. That bill, SB 2954, was co-sponsored by Sen. Roz Baker, who also introduced this week’s resolution.

Resolution co-sponsor Stanley Chang has a similar history of advocatinggun control measures, while other legislators who introduced SCR No.42, like Sen. Laura Thielsen and Sen. Karl Rhoads, have likewise supportedother anti-Second Amendment policies.

In the suburbs south of Beijing, what could one day be the world’s busiest airport is rapidly taking shape. Nicknamed “the starfish” due to the striking design by Zaha Hadid Architects, the Beijing Daxing international airport is set to open in October, and could eventually handle more than 100 million passengers a year.

While the 52,000-tonne steel exoskeleton covering the airport’s six concourses immediately catches the eye, what lies beneath is familiar to many Chinese mega-projects: concrete – 1.6m cubic metres of it.

Construction of the new airport hub started in 2014, and is one of the largest infrastructure projects initiated by the country’s president, Xi Jinping, in an effort to jumpstart China’s slowing economy and place Beijing firmly on the international stage.

In 2002, as a young pediatrician, I treated an 11-month old girl who had just been adopted from an orphanage in China. She was miserable, and I diagnosed her with a nonspecific viral illness. Days later, she developed a rash, was seen at Seattle Children’s Emergency Department, and a seasoned pediatrician in his late 60s was the one who figured out that she had measles. He recognized it from the 1960s. None of the residents or younger doctors had ever seen measles, other than in textbooks.

That’s because in the early 2000s measles was effectively eliminated in the United States thanks to the hard work of local and state governments to get children vaccinated. Sadly, that is no longer the case. To date this year there have been more than 70 confirmed cases in Washington, with others potentially exposed but Measles is highly contagious, so more cases may still emerge.

So what changed between 2000 and now? In the early 2000s, fringe groups started to claim that there was a connection between vaccinations and autism. These claims have since been debunked by numerous studies. But fear abounds. Washington state’s immunization exemption rate is almost 4.5 times higher than the national average, and one of the highest in the country. Most are for personal or philosophical reasons. Yet these families are still allowed to send children to public schools, and into public places, because of the personal belief exemption. While this gives parents autonomy, it puts our entire community, especially infants and people who have weak or compromised immune systems, at risk.

States with more stringent immunization requirements are better able protect their communities from these illnesses. I urge our state legislators to follow their lead by eliminating the personal and philosophical vaccine exemption and applaud the Washington state House health committee for starting this process.

We can combat this at the national level too. A lot of the debate around vaccines has centered around information and where people get it. Companies like Facebook and YouTube have come out recently saying they are starting to monitor content for untruthful information surrounding vaccines. That is a good place to start but it isn’t enough. We must combat bad information with true, fact-based information. I am in the process of working with the American Academy of Pediatrics and Washington State Secretary of Health to develop legislation to help the Centers for Disease Control (CDC) launch a public information campaign on vaccines. When scared parents are searching the internet about how to best protect their young children, websites like the CDC’s should be the first results, not hoax videos.

I write this not only as a new member of Congress but also as a community pediatrician who has spent 17 years counseling anxious parents about the importance and safety of childhood immunizations. I understand parental anxiety. And I also understand that most of this anxiety stems from an unabashed anti-vaccination misinformation campaign. The number of parents who protested vaccines at the Washington State Capitol and who are calling my congressional office is concerning. The real fear here should be of a potential epidemic of measles or whooping cough, not the immunizations which have been proven safe and effective at preventing those diseases for decades.

I applaud Gov. Jay Inslee and the state Department of Health for their swift and appropriate response to this outbreak in my home state. I hope that state legislatures continue to look for solutions to this issue. Lastly, I encourage parents to meet with their pediatrician, learn about the benefits of immunizations, and then get their children vaccinated. Then we can again say that measles is a disease of the past.

According to the National Alliance for Model State Drug Laws, 37 states already have statutes that allow substance abusers who have not committed a crime to be briefly detained against their will. In most cases the legal bar is high.

Over the past several years, however, states have been quietly revising their laws to allow for longer periods of commitment with fewer legal hurdles….passing a new measure that allows individuals with substance abuse problems to be held up to 90 days against their will.

A petition can be filed by “any adult with direct personal observed knowledge of the respondent’s impairment,” and must only show probable cause that the individual has “lost the power of self-control with respect to substance abuse” and are “incapable of making a rational decision regarding his or her need for care.”

Democratic Assemblyman Joseph Lagana (Paramus), would allow a police officer with no addiction training to detain a person if they have “reasonable cause” to believe that the person is in need of involuntary treatment.

David Freed, district attorney for Cumberland County, Pennsylvania—where overdose fatalities doubled in 2016—supports the measure, and says states have a “moral obligation” to help drug addicts who he says won’t help themselves.

“The process should be seamless. It should be standard, and frankly, it should not be optional,” he testified last year.

Debra Hicks went to work on Sept. 19, 2011, to teach California high school students about the Constitution. But that night she got a crash course on how easily her own civil rights could be violated, when she overdosed on her pain pills and a psychiatrist she’d never met involuntary committed her to Glendale Adventist Medical Center, near Los Angeles.

Like millions of other Americans, Hicks suffers from chronic pain issues, including fibromyalgia—a painful nerve condition—three herniated disks and two pinched nerves.

Her treatment includes seeing a pain management specialist, and taking prescribed medications that include opioid painkillers.

According to a lawsuit she filed in Los Angeles Superior Court, on the day her ordeal began Hicks had forgotten to take her morning dose of painkillers…..

Though she managed to walk to the ambulance that would take her to the emergency room, doctors there told Hicks that, as a matter of protocol, patients who have suffered a drug overdose must speak to a psychiatrist before being released.

According to her lawsuit, Hicks waited nine hours after she was discharged from the emergency room before a nurse informed her she was being detained under a 1967 law that  gives psychiatrists in California limited powers to hold a person who is dangerous to themselves or others due to mental illness against their will for up to 14 days.

By the time she was released six days later, Hicks claims she had been placed in five-point restraints and “forcibly and unwillingly subjected to the use of strong antipsychotic medications”—according to an ongoing lawsuit against the facility.

Hospital records attached to Hicks’ lawsuit say her only formal diagnosis was “depression.” When Hicks attempted to leave the hospital—a full 24 hours after being released from the ER—she was chased down and brought back by local police and hospital security guards, she asserts in her complaint.

First time posting, thought I found some interesting things with people at Facebook.

First image: This goes over the now-known divisions in Facebook, including the newly discovered Building 8 / Portal. It was headed by Regina Dugan (we know her connection already but here she is). She was DARPA's first female director. She went on to work for Google and started their own skunkworks laboratory, which birthed the ATAP work group where Project Ara was housed (Project Ara were those modular phones that nobody cared about a few years back). Project Ara was run by a man named Rafa Camargo, who went on to be a VP for Building 8. Rafa worked for Regina.

The second image shows a loose link between BBN Technologies and Facebook. BBN was heavily funded by the CIA in it's early days and worked closely with DARPA to produce ARPANET (basically the proto-internet). Of note, here, are Anita Jones who was on BBN's board of directors, and also oversaw DARPA to some official capacity. Another person on BBN's board of directors was Jim Breyer, who donated $12.7 million of his own cash to Facebook in it's very early days to get it off the ground and running. As a side note, Sean Parker (Facebook's founding President) was a CIA recruit for his software engineering genius.

The next image is a side note for a man named Taner, who had built Facebook's initial infrastructure. He went on to fund OfferSavvy who's CTO was Kevin Raison, also a former DARPA employee.

And my last note is of a few notable original Facebook employees. Matt Cohler went on to be a founding member of LinkedIn. Steve Chen went to co-founder YouTube shortly after Facebook got off the ground. And Chris Hughes (Facebook's first spokesman) went on to work for Barrack Obama as his Social Networking Coordinator.

Update functions are often used as vectors for exploit because they typically have access to the hardware as opposed to userland which can only access the operating system (without further exploits) This could also be used for data exfiltration if they can get the wifi problem sorted out.

It is common to use pre-installed apps as they are often not updated or the code is garbage. Pre-installed apps also often come from 3rd parties which means different standards for code-review.

Since 2014 most/all of these have probably been addressed. Another thing to think about, 2014 was a while ago and there are glaring downsides to this method of collection (namely the amount of audio, the right people are going to notice 131GB of data a year). A simple fix for this with todays technology would be to use the hardware responsible for recognizing phrases (ex 'Ok Google') to perform speech to text analysis (highly accurate) and send the text of the conversation instead of the audio. This would save a ridiculous amount of data (maybe over 90%) so there's no way they're not doing this. Once it's speech to texted and encrypted there's no telling what it is.
