Microsoft’s South African data centers are now open for Azure business
Microsoft had originally promised to bring data centers in Johannesburg and Cape Town online in 2018, but even given that brief delay it will become the first of the major cloud providers to provide local service to Africa.
IBM operates data centers in South Africa but doesn’t provide nearly the breadth and depth of cloud computing services that the other companies do, while Amazon Web Services announced plans last October to bring a South African data center online in 2020.
Location matters on the modern internet, as more and more real-time applications arrive and the demands cloud customers place on infrastructure continues to grow. Processing power and networking capabilities have never been more powerful, but the speed of light still governs internet communications, which means that end-user proximity is extremely important when it comes to serving local cloud customers.

IMF forecasts Uzbekistan's GDP to increase to 5.5pct
The International Monetary Fund (IMF) forecasts GDP growth at 5.5 percent in Uzbekistan in 2019 due to the investment boom in the country, however, external demand for the main commodity exports may weaken, Trend reports with reference to the head of IMF mission Albert Eger.
In November 2018, the IMF predicted GDP growth at 5 percent in Uzbekistan in 2019.
"We expect growth rate of GDP to be 5.5 percent in 2019. The main reason is investment," Eger said at the press conference in Tashkent.
He states that the growth of Uzbek economy in 2020 will be 6 percent, which is also associated with investment demand.
The mission underlines that imports of investment goods of Uzbekistan rose from $4.5 billion in 2017 to $7.5 billion by the end of 2018.
"We see large investment projects, Tashkent city itself has turned into one big construction project," said Eger.
The IMF representative placed the weakening of external demand for the main export goods - gold, natural gas, non-ferrous metals among the short-term risks for Uzbek economy. "Their prices will be lower than today," said Eger.
The mission assessed that the inflation in Uzbekistan in 2019 will remain at last year’s level at 15 percent, after falling from 20 percent in 2017. In particular, the government and the Central Bank will need to take measures to curb the credit growth in the economy, which increased 1.5 times in 2018 and exerts inflationary pressure.
"Inflation is quite high, which is not surprising for a country with transitional economy that is pursuing liberalization and trying to bring prices to the level of self-sufficiency," Eger added.
In November, the IMF said that inflationary pressure on Uzbek economy in 2019 could increase, the consumer price index could reach 17-18 percent due to rising energy prices, wages in the social sector and taxes.
The Uzbek Central Bank stressed that the baseline inflation forecast in the country for 2019 is 13.5-15.5 percent compared to 17.5 percent in 2018. Official data demonstrated that inflation in Uzbekistan at the end of 2017 amounted to 14.4 percent compared to 5.7 percent in 2016, this growth in 2.5 times was associated with devaluation of the national currency - the soum - and liberalization of the country's foreign exchange market.

It found that Kotek and Courtney "failed to take immediate and appropriate corrective action to unlawful employment practices based on sex."

To understand the extent of the effect Huawei has had on information, communication and technology (ICT) in Africa, it is worth considering the major investment it has made into this sector.
In January last year, during the CES 2018 in Las Vegas, amid many product launches and reviews, a story emerged that was not well publicised in mainstream Western media. It centred on the United States president of Huawei’s consumer business, Richard Yu, lamenting the fact that Huawei was unable to forge a successful agreement with US mobile operators to launch its devices.
Yu’s statements were made against the backdrop of a complex issue. According to some media reports, the US Congress has exerted pressure on mobile operators not to do business with the Chinese telecommunications giant, so Huawei smartphones are not available from any major US mobile operator.
The reasons for this can be read in two complex and entirely different ways.
In 2012, Congress’s house intelligence committee informed the US government that Huawei was a “national security threat”, although no evidence for this claim has been made public.
Nonetheless, it has been used as the basis on which to create negativity regarding Huawei and to shut out it and prevent it from forming any meaningful partnership with US mobile operators.
Another less popular view (and something that has also received little coverage in mainstream Western media) concerns Huawei’s growth and expansion.

The new figures reflect the difficulties President Donald Trump has faced as he tries to cut down on illegal immigration, his signature issue. But it could also help him make the case that there truly is a national emergency at the border - albeit one built around humanitarian crises and not necessarily border security.
The Senate is expected to vote next week and join the House in rejecting his national emergency declaration aimed at building border walls, but Trump would almost certainly veto the measure and the issue is likely to be settled in the courts.

No country has stepped in to fill the void left by China, which means that America and other countries must adapt
China’s decision to ban imports of recycled material from wealthy countries has brought the American recycling industry to the point of an existential crisis.
Recycling has now become so expensive that more cities in the United States are sending recyclables to waste incinerators, where they are burned along with non-recyclable trash to generate electricity, according to Gizmodo.
In years past, cities would collect recyclables, sort them, and clean them so that they could be sold as commodities to manufacturers.
But when China announced last year that it would stop taking in American recycled materials to combat pollution, the recycling industry could not find a new buyer.
That sent prices of these materials plunging. If mixed paper once sold for $100 a ton, it dropped to about $3 a ton
China not only banned 24 foreign materials, including mixed paper and post-consumer plastic, but it also put a strict 0.5 per cent contamination thresholds on products it would be willing to accept, such as corrugated cardboard.
The average contamination rate of American recyclables is around 25 per cent, which forces facilities to spend more money in sifting through materials to make sure they are clean enough to export.
The skyrocketing costs of recycling has now forced cities to either cut down on the list of items it is willing to accept for recycling, or sending the recyclables to landfills or incinerators.
In 2012, Philadelphia was selling its recyclables to processors at $67 a ton.
Last year, however, it was paying the contractor, Republic Services, $20 a ton to take its recyclables.
In September, the city and the contractor began negotiations on a new contract.
The contractor asked the city to pay $170 a ton to continue recycling.
As a result, the city decided it would sell half its recyclables to Waste Management for $78 a ton, and send the other half to Covanta, a company that incinerates trash to create energy.
For months, a major recycling facility for the greater Baltimore-Washington area has been facing a big problem: it has to pay to get rid of huge amounts of paper and plastic it would normally sell to China.
Beijing is no longer buying, claiming the recycled materials are ‘contaminated.’

Just days after the collapse of President Trump and Kim Jong Un's second summit in Vietnam, new satellite images have revealed that North Korea is 'rapidly rebuilding' a long-range missile launch site.
The Sohae Launch Facility, which the country uses to launch satellites into orbit and other technologies to aid its intercontinental ballistic missile (ICMB) program, had previously been partly dismantled after the two leader's first meeting last summer.
An engine test site had been taken down, along with a rocket launchpad and a rail-mounted building, which would help transport vehicles to the launchpad.
However two days on from the stalemate in Hanoi, Satellite images captured on March 2 show operations at the once-dormant Sohae sight have resumed full-throttle - with its facilities once again under construction.
The news broke just hours after Kim returned to North Korea on Tuesday, and may signal the end of the dictator's nuclear detente.
Experts believe this may be a sign of retribution from Kim, after Trump denied his request to lift any of the US' sanctions currently imparted on North Korea.
However, in a private meeting at South Korea's National Assembly on Tuesday, officials from it's National Intelligence Service (NIS) hinted that North Korea may actually have been secretly re-building the Sohae site before the summit in Vietnam.
Based on commercial satellite imagery, efforts to rebuild these structures started sometime between February 16 and March 2, 2019,' a 38 North report said.
Two cranes have been pictured at the site - also known as Tongchang-ri - where new walls and a new roof has been added to the launch pad.
Efforts are also being made to to rebuild the rail-mounted building and engine test sight were new roofing has been installed and other construction materials can be seen stacked nearby.
Possible trailers have also been cited in the satellite imagery, adding to the suggestion a construction work force are likely operating at the facility.
'This renewed activity, taken just two days after the inconclusive Hanoi Summit between President Donald Trump and North Korean leader Kim Jong Un, may indicate North Korean plans to demonstrate resolve in the face of U.S. rejection of North Korea's demands at the summit to lift five U.N. Security Council sanctions enacted in 2016-2017,' an analyst from Beyond Parallel told NBC.
Beyond Parallel believes the activity currently being observed at Tongchang-ri suggest North Korea is preparing for a test, though no missiles have yet been sighted.
At the NIS briefing on Tuesday director Suh Hoon is also said to have reported that the structures being restored at the launch site include roofs and building doors.
An unnamed lawmaker who was at the meeting quoted Suh as saying that the move could be preparation to restart long-range rocket launches if nuclear diplomacy completely collapses, or could be an attempt to add structures that could be dramatically blown up in a show of denuclearization commitment when U.S. inspectors visit if negotiations with Washington go well.
The communist state hasn't conducted any nuclear or missile tests since November 2017 - a hiatus President Trump has repeatedly credited to his imposition of hard-line sanctions on North Korea.
On the same day the site was pictured, Trump told reporters talks with Kim had been 'very productive' and the pair had made 'great historic progress'.
'But sometimes you have to walk away,' he continued. 'Because every once in a while, you have to walk, because the deal wasn't a deal that was acceptable to me.'
He reassured reporters that one thing the pair had agreed on was no nuclear testing, insisting 'no missiles going up, no rockets going up'.

WEST HAVEN, Conn. (AP) — A terminally ill Connecticut man who's a big supporter of President Donald Trump is getting a bucket list wish fulfilled, with help from his Democratic sister.
Jay Barrett, of West Haven, who has cystic fibrosis, left the hospital to begin palliative care at his sister's home last weekend and asked for some sort of contact with the president before he dies.
His sister, West Haven City Councilwoman Bridgette Hoskie, who describes herself as "100 percent Democrat," went on social media to help make it happen. Friends and other supporters sent emails to the White House.
The efforts paid off Tuesday night when Barrett, 44, received a call from Trump.
"Mr. President, through thick and thin, you know there's been a lot of thicks, and there's been a lot of thins, I support you," Barrett said.
Trump told Barrett he's a "champ," and that a personal letter is coming his way.
"You're my kind of man, Jay. … I'm very proud of you," Trump said. "I'll talk to you again, Jay, OK? You keep that fight going. We both fight."
Barrett told the New Haven Register that he also received calls from the president's son Eric Trump and U.S. Department of Housing and Urban Development regional chief Lynne Patton on Monday.
Eric Trump "told me they're pulling for me and praying," Barrett said.
Patton, who is from New Haven, said she's coming to Connecticut on Saturday to give Barrett a signed gift from the president. She also reached out to the Trump family after a New Haven Register story about Barrett's wish was posted online.
Barrett, who for most of his life considered himself an independent, voted for President Barack Obama in 2008, but didn't like many of his polices, including the Affordable Care Act.
Barrett said he came to realize he was a Republican and fell in love with Trump's style at the launch of his campaign, and later, because of his policies.
His original goal was to get to Washington to meet the president in person and shake his hand, but he said he's grateful for anything.
Even though he's supposed to have only six months to live, Barrett said he intends to be around to vote in 2020.

Prior to the stop, Detectives had received information there was a male on board and this male had eluded California Law Enforcement during an earlier stop of the same bus. The male was not located by California Law Enforcement.
During the stop in Redmond, Oregon, Detectives with the CODE team contacted and spoke with several individuals aboard the bus. As the investigation continued, a drug detection K-9 dog from the Redmond Police Department was requested. A subsequent search of various luggage items aboard the bus was conducted. Items located and seized during the search included approximately 15.4 pounds of methamphetamine, which carries a street value of approximately $300,000, and approximately 8.3 pounds of heroin, which carries a street value of approximately $820,000. Detectives discovered that these items were being transported in two separate pieces of luggage and packaged in a manner to avoid a drug detection dog from alerting on the presence of the narcotics located in the luggage.

South Carolina Stands Up to University, Defends Study of Founding Documents
Last month, the South Carolina Senate passed the Reinforcing College Education on America’s Constitutional Heritage Act (REACH Act), which requires all college students at state colleges to take a three-credit-hour class on the Constitution, the Declaration of Independence, and the Federalist Papers.
In fact, the REACH Act passed by the South Carolina Senate is not a new law, but merely updates existing law.
For 95 years, South Carolina law has required public colleges to teach students the founding documents of the United States for “one year.”
But in 2014, University of South Carolina President Harris Pastides called this law “archaic” and refused to comply with it.
He said the law was inconvenient to follow, in need of “modernization,” and that the University of South Carolina teaches the founding documents in ways that “best benefit modern undergraduate … exposure and understanding” by passing out pocket Constitutions on Constitution Day.
Under this logic, the university must also think it could teach chemistry by handing out copies of the periodic table on World Science Day.
As The Daily Signal previously reported, the college president’s argument for why he won’t comply with the state law hinges on a portion of the statute that requires that before a student can graduate, the “power of his loyalty” to the Constitution must be examined.
Pastides claims that’s “problematic” and would generate “lawsuits in the federal judicial system.” So, because he views one small non-essential portion of the law as unconstitutional, he has elected to ignore the other requirement that mandates classes on the Constitution, Declaration of Independence, and the Federalist Papers.
This resistance by Pastides to teaching the Constitution—as required by existing law—is what prompted the South Carolina Senate last month to act to “update” the law by passing the REACH Act.
South Carolina Senate Majority Leader Shane Massey said he was more than annoyed that the “universities don’t think they have to follow the law.”
The REACH Act updates the existing law by removing the law’s loyalty provision and by revising the length of required instruction from “one year” to three credit hours.
The South Carolina Senate debated this legislation for more than three hours, with opposition from several Senate Democrats. Ultimately, by a vote of 29-7, the Senate passed the REACH Act and sent it to the state House of Representatives.

Cohen has denied the dossier’s allegations since the report was published by BuzzFeed on Jan. 10, 2017. He sued BuzzFeed and Fusion GPS, the opposition research firm that hired Steele, a year later. But Cohen’s denials carried little weight until after he began cooperating with the special counsel’s office as part of the Russia probe.
And his testimony last week was the first time he has publicly disputed the Prague claim under oath.
“I’ve never been to Prague,” Cohen testified, adding: “I’ve never been to Czech Republic.”
