SAN JUAN, Puerto Rico

Puerto Rico's Department of Education said Wednesday that a U.S. judge issued an arrest warrant for the agency's boss but later withdrew it after officials pledged to submit documents related to a federal investigation.

The department said the unidentified documents sought by the court are from 2011 to 2013, before Julia Keleher was appointed education secretary in December 2016. The documents are being sought as part of an investigation into a school tutoring program, officials said.

The department's statement contradicted an earlier interview published by the newspaper Primera Hora that quoted Pedro Fortier of the U.S. Marshals Service as saying an arrest warrant was not issued. Fortier did not return messages for comment.

Lymarie Llovet, a spokeswoman for the U.S. Attorney's office, also had said that an arrest warrant was issued. She added that the documents in the case are sealed and that she had no further details.

That is unacceptable,” said Yessyka Santana, Special Agent in Charge of the U.S. Department of Education Office of Inspector General’s Southeastern Regional Office. “Tracking down those who would cheat this important program is a priority of our office.”

President Donald Trump is headed to Miami on Monday to speak about the ongoing turmoil in Venezuela, a move that could embolden interim president Juan Guaidó and put further pressure on Nicolás Maduro to flee the country.

Trump is scheduled to speak at Florida International University, where he’ll reaffirm his support for Guaidó and, according to the White House, hammer socialism as a scourge. The president will deliver his address at the university’s Modesto A. Maidique campus in Sweetwater, which is immediately south of Doral, home to the largest concentration of Venezuelans in the U.S.

Trump, who is expected to travel to Mar-a-Lago ahead of the Presidents’ Day weekend, is looking to increase pressure on Maduro to leave Venezuela, while extending an opportunity to military leaders if they will disobey the Venezuelan leader and allow aid into the country. The timing is crucial as Trump and the administration seek to keep momentum building against Maduro.

So, criminal justice reform has been in the forefront of the news lately, and I’d like to throw in my 2¢…Without divulging too much information regarding my qualifications on the topic, I’d like to discuss recidivism, and life-long labels that I believe contribute to it.

Regarding the Scarlet Letter of the justice system, the Felon, this is a life-long label that simply tells the law breaker, “You will never, in your entire life, be anything other than a Felon.”. Sure, they can have other successes in life…raising a close-knit family, successfully entering a (limited) workforce, positively contributing to the betterment of their community…otherwise proving their rehabilitated status. They have a social security number, pay their taxes, and perhaps…help their landlady carry out her garbage. However, they can feel it when they look out their window or when they turn on their television. They can feel it when they go to work…when they go to church…when they pay their taxes…like a splinter in their mind. ( ; - j )

It’s no secret that if you repeat something over and over again, you’ll start to believe it…the same holds true in this scenario. If you continually remind someone that they are a Felon, with no hope of redemption, with no hope of ever being anything other than a second-class citizen, inalienable rights stripped away for the remainder of your life…well, they’ll eventually start to see themselves as nothing more than that. This form of punishment is often worse than incarceration…because it removes ALL hope of ever escaping its bonds. That, in itself, is cruel.

Of course, there are those of you out there that will disagree, have never had momentary lapses in judgement, and will proclaim, “If you can’t do the time, don’t do the crime!”. You’re absolutely correct, and being labeled a Felon should act as a deterrent…but NO ONE can do the time. Even after death, your legacy of all of your post-conviction successes will forever be tarnished and shadowed by this Scarlet Letter. The 19 year old naive “kid”, that was convicted of a “non-violent” financial crime of passing a bad check because he hadn’t learned how to manage his money yet, will have received a “life-sentence”. It’s a shame and a miscarriage of justice.

All crimes are punishable by a maximum sentence, yet seeing the severity, level of involvement, and personal responsibility the offender has taken regarding the admission of their guilt (among other criteria), judges more times than not, reduce the sentencing to less than this, however, the branded “F” this person receives (if in Federal court) WILL NOT, and CAN NOT be removed…EVER. Well, this is the Land of Opportunity, and we, as Americans, believe in second chances and forgiveness. I would propose some criminal justice reform, whereas first-time, non-violent felony convictions (excluding Sedition and Treason) would impose whatever sentencing that the judge deems appropriate, however the Felon label will be imposed only for the duration of the Maximum Sentence outlined in the federal sentencing guidelines. For example, if you are a first-time convict of a non-violent offense, which carries a Maximum Sentence of 10 years, but the judge imposes a sentence of no time served, 3 years probation, and a fine (based off of your cooperation, remorse, etc…), you will remain a Felon for 10 years, provided you have no other felony convictions during that time. This would apply at both the State and Federal level.

By giving non-repeat, non-violent Felons some hope for their futures…something to look forward to, some incentive to “keep their nose clean” and the opportunity to better themselves…I believe this will drastically reduce the amount of recidivism in this country. Everyone needs a wakeup call at least once in their life. Let us help wake them up.

Basic premise of US constitution: Men are ruled by God, not other men (government). Government is a necessary evil wrt to borders and national defense.

Basic premise of citizenship wrt POTUS: God's law (natural law) is preferred over laws made by men. Children of the natives are natives. No law written by men is necessary to determine this. Any child born to two natives, from the founding of the US to the current day, will always be and have been a US citizen. Note that the founders except those persons who were residents of the US at the time of it's founding from the POTUS must be a natural born citizen rule. If this hadn't been done, they would have to have waited 35 years before any person became eligible. The fact that this is an exception shows that those excepted persons were not considered to be natural born US citizens, even though they may have been born on American colony soil. The colonies had been in existence for more than 200 years and most of those excepted had also been born of two American colony born parents. They were not considered natural born of the US because it had been determined at their birth, being native children born to English parents on English soil, if not by two English parents by virtue of laws made by Englishmen, that they were English citizens, thus they had to be naturalized into US citizenship.

It follows that any child born at any time in the US into a condition in which that child would also have been a US citizen at the time of the foundation of the US is natural born. A child born in Boston in 1992 to two parents also born in Boston would also have been a US citizen in 1892 and 1792. The citizenship of a child born to one foreign parent in 1992 may or may not be that of a US citizen in 1892 or 1792, dependent upon those laws made by men that were in force at that time of birth, thus they are not a US citizen by the law of nature. The acid test of any POTUS candidate, then, would be to determine if that candidate would always have been a US citizen since the foundation of the US; a US citizen by the law of nature.

This rationale follows from the desire of the founders to eliminate arranged marriages and childbirth by foreign entities with the goal of assuming power. Men could change citizenship law to enable that to occur. God's law, or natural law, could not be changed.

weeks ago, Democrats and Republicans---the House, the Senate, and the White House—agreed to reopen the government for 3 weeks to be able to continue negotiations on border security.

It was a pretty straightforward conversation. President Trump said: We trust you on this.

We agreed to reopen the government for 3 weeks to focus on border security.

Now it appears that based on the negotiations that are happening right now in this building, this has become a Lucy-and-the-football-type negotiation because this doesn’t seem to be about border security anymore.

My Democratic colleagues have said: Now we want to add one thing. We will vote for fencing at the border as long as you agree to defund a section of ICE.

The whole negotiation now is this: Yes, we will add border fencing, but you have to agree to defund ICE.

Here is the way that works. Their agreement is this: You will have to limit the number of people that ICE can detain."

"Coyotes now try for any adult who is coming to try to have them bring a child with them because they know if a child travels with the adult, they are going to get a special lane into the country, as if they are coming as a family. They get their own fast lane into being released into the country.

If you have this ICE detainer cap, coyotes will know: Bring people in mass migration because ICE can’t release enough people at once. So if you come as a thousand across the border or 500 across the border, they have to be released into the country because ICE can’t quickly release 500 people from detention to add the new 500 people who are coming through.

My Democratic colleagues also know that it currently takes about 41 days for someone who is in detention to go through the whole process to get a hearing and get finished. This would accelerate the process of getting those people out and released into the country, rather than getting them through the actual hearing.

The better solution on this is to add judges and actually get people to go through the process and get due process faster, instead of releasing people into the country. Once someone crosses our border illegally and they are released into the country, the vast majority of those individuals never get deported because they either don’t show up for the hearing at all or, when they do show up for the hearing and they are told, no, you can’t legally stay, they disappear.

This cap negotiation that is going on right now is exactly the wrong direction to go. It is not about border security. It is about releasing people into the country."

"The reason we don’t already have a deal that is already done right now, with this body debating it, is that debate about capping ICE detentions got added into the conversation last weekend and blew up the whole negotiation.

This is not the White House blowing up negotiations. This is not Republicans blowing up negotiations. This is my Democratic colleagues saying they want a cap on ICE detentions and allowing coyotes to be able to rush large quantities at the border or forcing ICE to have to make difficult choices about which gang members they are going to release and which they are going to hold, literally getting a briefing every morning saying: We can’t arrest anyone today because we don’t have enough detention space, so today we have to look the other way.

That is an absurd proposal, and we should reject it."
