In business, a "Clean-up Guy" (or “Turn-Around Guy”) is brought in when a company/organization is truly on fire/a total mess.

The reason the Clean-up guy has a predetermined length of time to work, is that the people left in the surviving organization can "compartmentalize" the often traumatic time during the Turn-Around, by mentally assigning the entire period to that one, single individual; the Clean-up Guy. He provides the necessary intelligence and "fresh perspective" to see the crippling issues in the organization clearly–without the blurring caused by a broken culture, traditions, poorly-behaving key individuals and/or historical artifacts within. He also provides the requisite "scapegoat" which aids in the post-turn-around world.
Organizationally and/or operationally, it is nearly impossible to withstand the new, Teflon-coated Turn-Around Guy (as long as legal guidelines are followed), as there is 1) a deep, un-spoken cultural understanding WHY he is empowered and 2) things often move so swiftly and with so much calculation–the perpetrators don't have time or power to organize a resistance or fight the inevitable. Finally, those "good" people within the organization understand HOW/WHY things got so bad in the first place–and they quietly support the clean-up effort from the shadows, in order to secure their jobs and potentially, see "justice" served.
Mueller cannot withstand the “TEMP” (Clean-up Guy) currently in power.
Mueller cannot hide from the NEW BOSS who is forthcoming.
Mueller's hand is being forced, one way or another (cooperating player or out-of-time perpetrator) and he knows it.

Rubio One-Ups Sanders And Schumer With Plan To Curb Corporate Buybacks

For better or worse, Republican Senator and one-time presidential candidate Marco Rubio isn't about to let the Democrats own the fight to curtail one of the most flagrant examples of post-crisis corporate excess. And if he can carve out a niche for himself that might one day help him credibly pitch himself as a populist firebrand, much like the man who went on to claim the presidency after defeating him in the Republican primary, well, that sounds to us like a win-win.
To that end, the senator from Florida on Tuesday unveiled a proposal to limit corporate buybacks. Unlike a plan pitched by Bernie Sanders and Chuck Schumer earlier this month, Rubio's plan would seek to end preferential tax treatment of share buybacks, by decreeing that any money spent on buybacks would be considered - for tax purposes - a dividend paid to shareholders, even if individual investors didn't actually part with any stock.
According to CNBC, the plan calls for every shareholder to receive an imputed portion of the funds equivalent to the percentage of company stock they own, which, of course, isn't the same thing as directly handing capital to shareholders (it simply changes the tax rate that the company buying back the shares would pay).
ltimately, Rubio hopes that these changes would discourage companies from buying back stock. Those companies that continued to buy back shares would help contribute to higher revenues by increasing the funds that can be taxed, while also raising the rate at which this money can be taxed. Any tax revenue generated by these changes could then be used to encourage more capital investment, Rubio said. As part of the proposal, Rubio would make a provision in the tax law that allows companies to deduct capital investment permanent (that provision is currently set to expire in 2022).
But before lawmakers take their next steps toward regulating how and when companies should return excess capital to shareholders, they might want to take a look at a column recently published by WSJ's "Intelligent Investor" that expounds a concept called "the bladder theory."
Overall, however, buybacks (and dividends) return excess capital to investors who are free to spend or reinvest it wherever it is most needed.
By requiring companies to hang onto their capital instead of paying it out, Congress might - perhaps - encourage them to invest more in workers and communities.
But the law most likely to govern here is the Law of Unintended Consequences.
The history of investment by corporate managers with oodles of cash on their hands isn’t encouraging. Hugh Liedtke, the late chief executive of Pennzoil, reportedly liked to quip that he believed in "the bladder theory:" Companies should pay out as much cash as possible, so managers couldn’t piss all the money away.
That companies bought back a record $1 trillion worth of stock last year while employers like GM slashed jobs and closed factories has stoked criticisms of the Trump tax cuts, but as the gulf between the rich and the poor grows ever more wide (a phenomenon for which we can thank the Federal Reserve and other large global central banks) it's worth wondering: facing a simmering backlash to one of the most persistent marginal bids in the market place, have investors already become too complacent about proposals like Rubio's?
We ask only because the Dow soared more than 350 points on Tuesday, suggesting that, even as Rubio added a bipartisan flavor to the nascent movement to curb buybacks, investors aren't taking these proposals too seriously - at least not yet.

I found this 1986 transaction between a Maxine Williams and a Sidney Williams but without seeing the document I don't know if Maxine ever used Williams as a surname and this transaction may or may not be them. Canadian Man Who Traveled To Disney World In Hopes Of Having Sex With 11-Year-Old Is Sentenced
A Canadian man was sentenced to 11 years in federal prison for sending scores of messages over social media attempting to coerce an 11-year-old from Ohio to engage in sexual activity.
Daniel Jason Wnek, 28, of Toronto, pleaded guilty last year to one count of coercion and/or enticement of a minor.
Wnek contacted the victim, identified as H.M., via Instagram in 2017. Wnek used the photograph of a younger male and falsely told H.M. he was 14 years old. Wnek eventually switched their communication to Snapchat, according to court documents.
Wnek eventually sent messages to H.M. that were sexual in nature, such as: “Would u lie on top of me when we meet?” and “Yea x we can take our pants off n I’ll bring a blanket,” according to court documents.
Wnek on Nov. 2, 2017 sent H.M. a sexually explicit photo via Snapchat. He also suggested picking her up, engaging in sexual activity and asked H.M. to send him sexually explicit photos of herself, according to court documents.
H.M.’s family contacted police and on Nov. 3, in the presence of law enforcement, another person posing as H.M. engaged in a Snapchat conversation with Wnek. He continued to solicit H.M. for sex, sent H.M. sexually explicit images and asked H.M. to send him sexually explicit images of her, according to court documents.
On Nov. 13, Wnek advised who he thought was H.M. that he planned to travel to Disney World in Florida for his birthday. Wnek was arrested after traveling from Toronto to Orlando, according to court documents.
“This case demonstrates how predators will target our children over social media by posing as people different from who they truly are,” U.S. Attorney Justin E. Herdman said. “Parents and trusted adults need to make it their business to know who their kids are communicating with.”
“Daniel Jason Wnek traveled thousands of miles in order to meet up with a child for sex after luring the child online,” said FBI Special Agent in Charge Eric B. Smith. “We must protect our children from online predators. The FBI will continue to pursue these vicious criminals and is pleased that Mr. Wnek will not be able to threaten children’s innocence or lives any longer.

Car dealer is not the normal career path to foreign service, but if Sidney Williams prevails, he will go from being a Mercedes-Benz dealer in Hollywood to being the U.S. ambassador to the Bahamas.
At 51, Williams has been a lot of other things, too: former professional football player (Cleveland Browns, Washington Redskins), aide and chief of staff to former Los Angeles City Councilman David Cunningham, a minority business developer with former teammate Jim Brown.
But when it comes to ambassadorial appointments, perhaps his most influential credential is that of husband to Rep. Maxine Waters (D-Los Angeles), one of President Clinton's earliest and most prominent black supporters.
Most congressional observers believe that Williams, who has won committee approval, will be confirmed when the Senate votes on his nomination in the next few weeks.
Nevertheless, Williams is getting a lesson in how Washington works. Every time a president takes office he can count on a few of his ambassadorial nominees causing a tussle with the opposition party, and Williams is among four being targeted this time. The rumblings about Williams, one of two Los Angeles residents to be nominated for an ambassadorship (California Secretary of State March Fong Eu was nominated last week to be ambassador to Micronesia), are the classic ones that dog many presidents' political nominees for ambassadorships.
"The best justification that he has for being ambassador is that he traveled to the Bahamas on vacation," said one congressional aide familiar with Williams' confirmation process.
His backers say that is a cheap shot and point out that many political appointees blossom into fine ambassadors.
The State Department, which issued a report on Williams to the Senate, said his background would serve him well in the diplomatic corps: "Mr. Williams developed strong discipline, strategic thinking and negotiating skills as a professional football player."
As for Waters and Williams, they're not talking. "The strict instructions from the State Department are to stay out of the newspapers until after he's confirmed," said Waters, declining to relay a message to her husband. "He's not running for a beauty contest."

But Waters has made sure that the right people know how she feels. Last February, Waters wrote to Bruce Lindsey, senior adviser and assistant to the President for personnel: "This letter is to alert you of my support of Sidney Williams for the position of Ambassador to the Commonwealth of the Bahamas," reads the first line. "Sidney's public relations and diplomatic skills have been well honed over the years." Only in the fourth sentence does she let slip the detail of their relationship: "Sidney Williams, who is my spouse, was a professional football player for the Cleveland Browns and Washington Redskins."
Williams, a Shreveport, La., native, married Waters in 1977 and was at her side as she rose to political prominence, first in the state Assembly and then in Congress.
"I've always admired him because she's very flamboyant, and I've never sensed in him any insecurity," said Jim Brown, the former football player, who has known Williams since they played for the Cleveland Browns in the mid-1960s. "That can be difficult for many men–to have a flamboyant, dynamic wife."
Brown and Williams, a former linebacker, played on the 1965 Cleveland Browns NFL championship team. "He was a really good football player," said Brown, one of the greatest running backs to play the game, who now works with gang members and on gang-related issues.
Williams, who has two stepchildren, worked with Brown from 1966 to 1974 on the Black Economic Union, a now-defunct organization that Brown started to help develop minority businesses. Brown describes Williams as detail-oriented, methodical and tenacious. "For example, he decided to lose weight and he just did it," Brown recalled. "He lost like 30 pounds. He's small now. No one ever realized it, but he was really big."

Williams worked for former Los Angeles City Councilman David Cunningham in the mid-1970s, overlapping at one point with Maxine Waters. The two were not married at the time but they were dating, as far as Cunningham can recall. She was chief of staff until her departure in 1976, when she was elected to the state Assembly.
