A consultant hired by the Trump administration to boost the number of border agents and customs officers has brought on just 15 of the 7,500 called for in its $300 million contract, according to figures provided by the agency.

Customs and Border Protection has so far obligated $43 million on the contract with Accenture, which is worth up to $297 million over five years. The agency invested $23.5 million in Accenture hires and an additional $19.1 million for start-up costs. The company has so far produced just 15 employees who have actually started working for CBP. Another 33 have accepted job offers.

CBP issued the contract to help fulfill President Trump’s mandate that the agency hire 5,000 new Border Patrol agents, which he issued through executive order shortly after taking office. Accenture was tasked with onboarding those 5,000, plus an additional 2,000 customs officers and 500 air and marine officers. Accenture gets paid on a per-hire basis, most of which comes when CBP sends an offer letter to a candidate and the remaining amount when the employee actually starts working.

The $43 million already obligated was slated for Accenture to help CBP bring on 600 employees. CBP is still confident the spending will bear fruit, with a spokesperson saying Accenture has 3,700 additional candidates in the hiring process. The contractor expects a “gradual increase of candidates to successfully exit the process in the coming months,” the spokesperson said.

Asked if CBP is happy with the progress Accenture is making, the spokesperson said the agency is documenting the contractor’s performance, but added Accenture is showing some progress.

“The Accenture contract reached full operating capacity on July 1, 2018,” the spokesperson said. “In the five months since that point, CBP has seen a steady increase in Accenture applicants entering the hiring pipeline, and a small amount are beginning to successfully enter the CBP workforce.”

CBP has long struggled with hiring and retaining employees. In fiscal 2017, Border Patrol hired just 1.36 percent of applicants were given jobs at the agency—a rate that has increased threefold since fiscal 2015. Hiring ticked up in fiscal 2018, but the agency still saw a net loss of 76 agents in the first half of the year. It has sped up the hiring process through a series of reforms to the polygraph process, physical testing and new authorities from the Office of Personnel Management, but it still took 274 days to bring on a new agent in fiscal 2017. More than three out of four applicants still fail their polygraph, and Border Patrol currently employs 7,000 fewer agents than the figure Trump mandated.

CBP still has yet to fill 2,000 customs officer jobs Congress authorized in 2014.

The agency has already adjusted its Accenture contract four times to give CBP more responsibility and lower Accenture’s pay rate, improve a platform used to manage recruiting and other modifications. Sen. Claire McCaskill, D-Mo., the top Democrat on the Homeland Security and Governmental Affairs Committee, previously raised concerns about the structure of the contract.

An individual supporting CBP on a separate contract said it is "widely known" within CBP's human resources management office that Accenture "has not lived up [to] the expectations of the contract over the last year."

"This really has been a huge waste of money since Accenture received a large up-front amount, regardless of if they hired anyone," the individual said, calling the deal "flawed from the beginning" because it created duplicative work CBP was already doing.

A spokeswoman for Accenture declined to comment, referring all questions to CBP.

Trump has also called on Immigration and Customs Enforcement to hire 10,000 new deportation officers, tripling its current numbers. ICE solicited a similar contract for help in bringing on 26,000 new employees, but subsequently canceled it due to delays in receiving adequate funding. The administration said it would re-solicit the contract in the first quarter of fiscal 2019, but has yet to do so.

Report: Firms and ships under investigation in link to illegal North Korean trade

SEOUL, Nov. 28 (UPI) – The United Nations and U.S. authorities have been investigating companies and vessels, involved in illegal North Korean trades, Wall Street Journal reported.

Citing U.N. and U.S. officials, the report said that some 40 ships and 130 companies have been under probe with their involvement in illicit North Korean trade activities, conducted in disguise using various tactics to avoid tracking.

Some of the vessels have made 200 alleged illegal shipments of petroleum products and coal. The report said that such illegal trades help the regime stay afloat and maintain its gasoline prices stable despite tightening sanctions.

Analysis: Ground collapse detected after North Korea's nuclear test last year

SEOUL, Nov. 28 (UPI) – A North Korean nuclear test last year caused ground collapsing and several small earthquakes in the areas near the nuclear test site, according to a seismic data analysis by the U.S. and Chinese scientists.

The study, published in Seismological Research Letters, an international journal of research in earthquake, found that the underground nuclear test conducted at Punggye-ri nuclear test site in North Korea was the largest among previous tests.

The test, conducted in September 2017, caused an earthquake about eight minutes after the explosion and a major ground collapsing. It also found that the test caused severe damages over an area of about nine square kilometers.

North Korea had conducted six known nuclear tests from 2006 to 2017.

In May, North Korea dismantled the Punggye-ri nuclear test site as a step to denuclearize its nuclear weapons in a ceremony attended by international journalists.

Now Larry Culp must figure out what to do with the troubled remnants of GE Capital, the finance arm that nearly sank General Electric Co. a decade ago.

With anxiety over GE running high on Wall Street, Culp, the new chief executive officer, has a lot of work to do. So far GE – once the quintessential American conglomerate – just keeps stumbling from bad to worse.

But perhaps Culp’s most formidable challenge is the gaping hole inside the financial unit. A big part of the trouble has to do with GE’s book of long-term care insurance, a vestige of GE Capital that backs policies which pay for things like home health aides and nursing-home stays. Once little more than an afterthought, the portfolio has turned into a money pit that threatens to complicate efforts to turn around GE as worries grow over a funding shortage.

While GE has tried all year to offload the liabilities and Culp said no issue at the finance arm gets more attention, few see any easy answers. The problem is twofold. As medical costs soar and Americans live longer, GE’s assumptions about what it will have to pay out are proving to be too rosy. This year, the firm said it will need an extra $15 billion to cover future claims.

But unloading them on a would-be buyer will likely come at a very steep price. Past deals have suggested transactions of this type are often “prohibitively expensive,” analysts at Evercore Inc. have said.

Insurers including Athene Holding Ltd., backed by private equity firm Apollo Global Management LLC, have expressed interest in GE’s insurance assets, but talks have since cooled under Culp, according to people familiar with the matter. GE has also held talks with Warren Buffett’s Berkshire Hathaway Inc. about absorbing its insurance liabilities, two people said.

“It’s very difficult to sell” these types of policies, said GB Taglioni, North American leader of Boston Consulting’s insurance practice. He declined to talk about GE’s situation specifically. “There have been a lot of sellers and there have been, up until now, very few buyers.”

A GE spokeswoman declined to comment beyond recent filings and public comments, while Athene and Apollo also declined to comment. A Berkshire representative didn’t respond to requests for comment.

The situation has become all the more pressing as worries about GE’s finances deepen. In the past year, the company’s woes have wiped out more than $90 billion from its stock market value, called into question the sustainability of its debt burden and cost Flannery his job. Under Flannery, the industrial giant tried in vain to appease Wall Street by selling various businesses, like its energy finance and industrial gas-engine units, to shore up its balance sheet.

The insurance business itself came to the fore in spectacular fashion earlier this year after GE disclosed a $6.2 billion charge for the fourth quarter of 2017. It led to an ongoing regulatory investigation of GE’s accounting practices and shined a light on how precarious GE Capital’s situation had become.

And just this week, Gordon Haskett analyst John Inch flagged a potential trouble spot within one of the more profitable parts of the finance unit – GE’s aircraft leasing arm. The division, which Inch sees as vulnerable to a pullback in the energy industry following a rival’s bankruptcy, has been the subject of intensifying deal speculation. In August, Singapore’s sovereign wealth fund expressed interest in buying some or all of GE Capital Aviation Services, people familiar with the matter said.

While GE is hardly alone when it comes to the headaches caused by long-term care policies, it stands out because of the sheer size of its reserve deficit. Complicating matters is the fact that, as a reinsurer of roughly 300,000 long-term care policies, GE is on the hook for payouts tied to those policies but has no power to increase rates itself and must rely on the primary insurers to raise them. (Some are held by Genworth Financial, a GE unit spun off in 2004.)

Treasury Designates Iran-Based Financial Facilitators of Malicious Cyber Activity and for the First Time Identifies Associated Digital Currency Addresses

November 28, 2018

WASHINGTON – The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) took action today against two Iran-based individuals, Ali Khorashadizadeh and Mohammad Ghorbaniyan, who helped exchange digital currency (bitcoin) ransom payments into Iranian rial on behalf of Iranian malicious cyber actors involved with the SamSam ransomware scheme that targeted over 200 known victims. Also today, OFAC identified two digital currency addresses associated with these two financial facilitators. Over 7,000 transactions in bitcoin, worth millions of U.S. dollars, have processed through these two addresses - some of which involved SamSam ransomware derived bitcoin. In a related action, the U.S. Department of Justice today indicted two Iranian criminal actors for infecting numerous data networks with SamSam ransomware in the United States, United Kingdom, and Canada since 2015.

“Treasury is targeting digital currency exchangers who have enabled Iranian cyber actors to profit from extorting digital ransom payments from their victims. As Iran becomes increasingly isolated and desperate for access to U.S. dollars, it is vital that virtual currency exchanges, peer-to-peer exchangers, and other providers of digital currency services harden their networks against these illicit schemes,” said Treasury Under Secretary for Terrorism and Financial Intelligence Sigal Mandelker. “We are publishing digital currency addresses to identify illicit actors operating in the digital currency space. Treasury will aggressively pursue Iran and other rogue regimes attempting to exploit digital currencies and weaknesses in cyber and AML/CFT safeguards to further their nefarious objectives.”

@MikePenceVP is not the Vice President’s twitter account. There’s no blue verified check mark, and the account’s bio notes that it is a “fan account" of the Vice President, whose official handle is @VP.

On Wednesday morning, the president retweeted @MikePenceVP. “I’m thankful for every day Hillary Clinton is not President!" the tweet read. The original tweet was a few days old – from Thanksgiving.

The president’s Twitter bursts have a history of dipping into the online culture of his supporters – and into the misinformation worlds that feed some of the memes that go viral there. But over the past 12 hours, @realDonaldTrump has churned out the Twitter equivalent of a greatest hits album.

Here is a guide to what he tweeted – and the online places that may have inspired them.

10:38 p.m., Tuesday: Trump explains an old Photoshop meme about Brenda Snipes

On the evening of an election in Mississippi, the President tweeted a swipe at a supervisor of elections in a complete different state, Brenda Snipes of Broward County, Florida.

The source of this tweet appears to be an old meme, one with likely origins on the r/The_Donald message board on Reddit. On Nov. 10, as the election results in Florida were still unsettled, someone on the board photoshopped a picture of Snipes to make it look as if she was wearing dozens of “I Voted” stickers. It’s not a particularly good photoshop, and it was probably never meant to be: the image was a meme, created in the midst of a MAGA Internet push to make the claim that the Florida elections were being “stolen” go viral.

As Mediaite noted, the image in question did the rounds on the right-wing Internet, ending up everywhere from white supremacist blogs to Mike Huckabee’s Twitter account. Huckabee tweeted the meme on Nov. 14, towards the end of its useful life as a joke for Trump supporters. That is, until the president tweeted that Snipes was “just spotted” wearing “300 I VOTED signs.”

8:39 a.m., Wednesday: Trump attacks the special counsel

A tweet where the president is mad about special prosecutor Robert Mueller is not particularly notable these days. As The Post’s John Wagner noted, the tweet begins the third day in a row that Trump has fired off angry tweets about the investigation into possible coordination between his presidential campaign and Russia.

Just after 8:39 a.m.: Trump retweets the Trump Train

Choo choo, here we go.

Trump retweeted popular MAGA Twitter account “The Trump Train” four times on Wednesday morning. The four tweets contained, in order:

1) A meme showing several political figures in jail for “treason," including Mueller and former president Barack Obama.

2) The observation that “If GM doesn’t want to keep their jobs in the United States, they should pay back the $11.2 billion bailout that was funded by the American taxpayer.”

3) A previously debunked hoax about federal assistance for “Illegals” (my Washington Post colleague Philip Bump has more on this retweet.)

4) Some media analysis:

Some time between 8:39 a.m. and 9:43 a.m.: Trump retweets a well-known fake account of Vice President Pence

As we mentioned above, Trump retweeted @MikePenceVP, a pro-Trump account that impersonates Mike Pence online. This was the tweet:

It’s not clear whether Trump assumed the account belonged to Pence, or whether he was simply re-broadcasting a semi-viral tweet from MAGA Twitter. The account holder, whose bio says that the account’s goal is “to expose liberal hypocrisy and Fake News Bias," seems interested in making sure the president’s supporters know it’s a satire. At the time Trump retweeted it to his 56 million followers, the account’s name displayed as “The Vice President.” The account holder has since changed it to “VP FAN.”

This isn’t the first time @MikePenceVP has gained some notoriety. It’s been popular on MAGA Twitter for awhile – mainly for its success at fooling liberals and journalists into thinking its the real Pence. In 2017, I wrote about how this account was designed to provoke a response from liberals, and succeeded at it in the early days of the Trump administration.

Some time between 8:39 a.m. and 9:43 a.m.: More old memes

In a late October interview, Hillary Clinton attempted a joke. She was correcting a moderator, who confused Sen. Cory Booker, D-N.J., and former Attorney General Eric Holder. The joke attempt was: “Yeah, I know they all look alike.”

On the right-wing Internet, Clinton’s quip was taken as either evidence of liberal hypocrisy or a literal statement of belief, and memed into oblivion. On Wednesday, Trump retweeted two of the many tweets to come out of that deluge:

In 2009, we addressed Snopes.com’s alleged political bias and wrote that we found the website’s work to be “solid and well-documented,” and that its articles appeared “utterly poker-faced” when tackling rumors about Democratic and Republican politicians.

We also noted at the time: “We even link to Snopes.com when it’s appropriate rather than reinvent the wheel ourselves, which we consider high praise.”

At no point did we ever “expose” the myth-busting website as “an extremely liberal propaganda site with an agenda to discredit anything that appears to be conservative.”

That false claim was made in a meme that began circulating on Facebook and other platforms in February. Several of our readers have asked us about it.

The meme says that Snopes.com has been “busted” as a “100% fake fact-checking site,” and that the Democratic National Committee and hedge fund billionaire George Soros have been “exposed” as its “clients.” It also features two photos purportedly showing the “Snopes CEO” meeting with Soros, who has long supported Democratic candidates and causes.

But David Mikkelson, the founder and executive editor of Snopes.com, is not in either photo. One shows Soros shaking hands with Gordon Bajnai, an economist and former prime minister of Hungary from 2009 to 2010, and the other photo shows Soros with Andrew Baron, the son of the late trial lawyer and Democratic fundraiser Fred Baron.

The meme also falsely claims that “Snopes has no employees,” when it actually has 10 editors and writers, according to its staff page. The website has posted its sources of funding online as well, and there is no mention of the DNC or Soros.

The otherwise bogus meme managed to get one thing right, though.

Snopes.com is one of several organizations working with Facebook to help identify and label false stories flagged by readers on the social media network.

FactCheck.org is participating in the same fact-checking initiative.

Q's latest post is solely a message to Soros and blackhats. They are being informed it doesn't matter if "50 votes for the wall act" doesn't pass, they can build the wall anyway by showing clear proof Mr.Soros was directly funding and coordinating these migrant caravans. "50 votes for the wall act" recommends $25 billion dollars for the wall and and Security Trust Fund starting from or after october 1st 2018. Now take a look at this:

Mac Thornberry (R-Texas), chairman of the House Armed Services Committee, said in a statement. “These same officials had begun to view degraded readiness and lost agility as risk factors they would have to accept when facing increasingly sophisticated adversaries. Today, President Trump’s signature begins to turn that situation around. It is a monumental achievement. By funding our military in full and on time, we can begin to restore its strength, agility, and effectiveness.”

So basically Trump approved $674 billion for the military for year 2019 and since 2019 fiscal year already started on october 1st 2018, the military already has that $674 billion budjet in use. Isn't it pretty interesting how the "50 votes for the wall" act just happened to have same october 1st 2018 as the date from which they suggested $25 billion dollars should be used for the wall and Security Trust Fund(the voting on this act will take place next month by the way) Still confused? To put it short: if "50 votes for the wall act" doesn't pass, they will simply allocate needed funds from the $674 billion military budjet.
