ENHANCEMENT OF TIES ACCLAIMED
According to a survey released ahead of the 14th Beijing-Tokyo Forum held here earlier this month, more than 70 percent of the respondents in China and Japan view bilateral relations as important and more than 60 percent hope the two countries enhance bilateral and multilateral cooperation.
"In fact, it's a common understanding among Japanese politicians as well as the Japanese people that enhancing relationship with China is very important," Akio Takahara, a professor at the University of Tokyo, told reporters at the Foreign Press Center of Japan.

Why Is Canadian Crude Selling For $20?
Oil prices in Canada plunged late last month, with the losses continuing throughout much of October. Canadian oil producers exposed to the low prices are now fetching around $40 to 50 per barrel less than their counterparts in the United States.
Western Canada Select (WCS), which tracks heavy oil from Canada, typically trades at a discount relative to WTI. The lower price reflects quality issues, as well as the cost of transport from Alberta to refineries in the U.S.
In early 2018, the discount started to grow significantly, the result of Canadian pipelines filled to the brim. The inability of the Canadian oil industry to build a major pipeline from Alberta to either the U.S. or the Pacific Ocean is increasingly dragging down WCS. Keystone XL, Northern Gateway, Energy East, Trans Mountain Expansion – all of these pipeline projects have run into years of delays, and in the case of Northern Gateway and Energy East, scrapped all together.
That left WCS prices languishing at discounts in excess of $30 per barrel at times this year. But the problem blew up into a deeper crisis in late September. Maxed out pipelines are still a problem, but now refineries in the U.S. Midwest are in maintenance season, curtailing demand for Canadian oil.
BP’s massive Whiting refinery in Indiana, Phillips’ Wood River and Marathon’s refinery in Detroit all undertook maintenance, according to CBC. WCS plunged to the low $20s per barrel, implying a discount of about $50 per barrel to WTI. The recent decline of WTI below $70 per barrel has somewhat narrowed the differential to the mid-$40s per barrel.
The discounts mean that the oil industry in Alberta is losing around $100 million per day, according to GMP FirstEnergy and CBC.

According to court documents, in January 2018, the Franklin County ICAC Task Force received a CyberTip from the National Center for Missing and Exploited Children (NCMEC) regarding a video depicting child sexual abuse. The video was uploaded to Google from the username “David TwistedBottomFreak Fairchild” and depicted an adult male anally penetrating a toddler-aged child.
The 11-count second superseding indictment alleges Fairchild sexually abused a female victim, born in 2016, and created child pornography involving the victim.
Likewise, it is alleged that Szuba attempted to produce child pornography involving a boy born in 2014.
Szuba and Fairchild allegedly met on Craigslist and communicated with each other about sexually abusing the toddlers. During their communications, they exchanged child pornography files and discussed plans to engage in various sex acts with each other and the victims.
It is further alleged that Szuba suggested other sex acts that Fairchild perpetrate against the female victim and asked Fairchild to send Szuba pictures or videos of that abuse.
In response to watching a video of Fairchild sexually abusing the toddler girl, Szuba messaged Fairchild that he “liked” the video “espically [sic] when she started whimpering.” Between January 26 and January 31, 2018, Szuba repeatedly requested, and Fairchild repeatedly sent, images and videos depicting sexual abuse of the female toddler.
Fairchild sent child pornography files to Allen, as well.
Szuba pleaded guilty in late August to advertising for child pornography, which is punishable by a range of 15 to 30 years in prison.
Conspiring to produce child pornography is also a federal crime punishable by a range of 15 to 30 years in prison. Receiving child pornography carries a potential sentence of five to 20 years in prison.

US Police Evacuate Passenger Plane at Miami Airport Due to Security Concerns
Miami-Dade police are investigating a possible security threat related to an American Airlines flight out of Miami bound for Mexico City, local media reported Wednesday.
According to the Local10 ABC News outlet, the flight N257 was scheduled to depart Miami International Airport at 6:50 p.m. local time. However, the flight was delayed and local authorities have launched the investigation into the incident.
