Winter Haven commissioners vote to remove fluoride from water, citing RFK Jr.

The Winter Haven City Commission voted Tuesday to stop adding fluoride to drinking water after a lengthy public comment period where residents shared health concerns.

Commissioners voted 3-2 to remove the fluoride by January 1, or on a date “as soon as reasonably practical thereafter.”

The resolution cited a federal court decision that “expressed concerns regarding the effects of fluoride in public water supply.” The court ordered the U.S. Environmental Protection Agency to research the effects of fluoridated water and crack down on regulating it.

For many commission members and audience members, the issue at hand was government overreach.

“The government really should not be involved in healthcare, or what goes into the bodies of citizens,” Mayor Pro Tem Brian Yates said, after hinting that fluoride in the water supply and his hyperthyroidism may be correlated. “Those really should be left up to the patient and the (healthcare) provider.”

Yates later denied that a reported 9,000 children face significant barriers to accessing fluoride because of existing public health services. Commissioner Brad Dantzler suggested giving some of the estimated $48,000 saved by adopting the resolution to charities that can provide dental health products.

Commissioner Clifton E. Dollison, who was one of the two dissenting votes, along with Mayor Nathaniel J. Birdsong, Jr., said he may be “the poster child” for the benefits of fluoridated water.

“My mother had nine children. We grew up poor, lived in a project. I never saw a dentist until I was an adult,” Dollison said. “I went to the dentist, got my first checkup … he said, ‘You do not have a cavity in your head. You must have lived in a place where there was fluoride’.”

Removing fluoride would be doing away with something beneficial to “those less fortunate” in the community, according to Dollison.

Dantzler said, in response to correspondence with dental professionals, that city commissioners acknowledge that fluoride is beneficial for dental health, but they have concerns about what may happen when it “gets in the gut.”

The commissioner cited concerns posed by 2024 Presidential candidate Robert F. Kennedy, Jr. and falsely stated that President-Elect Donald Trump named him to a high-ranking health policy position. Multiple residents repeated this during public comment.

“I’ll tell you that after the recent election, President Trump has named Mr. Kennedy to be his H-something-something director, and Mr. Kennedy has made it well known and has publicly said that he wants fluoride out of the water around the entire country,” Dantzler said. “So this issue, we may be at the front of it, but this issue is coming just based upon current events and what’s going on in Washington D.C.”

As pointed out by Dantzler and some public commenters, the discussion echoed those during meetings in the COVID-19 pandemic.

“This is reminiscent of what happened with COVID,” Dantzler said. “All four of us, with exception of Commissioner Dollison, were here during COVID and asked to make medical decisions on things that were very complicated, and we don’t completely understand.”

Winter Haven resident Hannah Bush described purchasing a reverse-osmosis filter to remove perceived toxins from her family’s drinking water, but said it wasn’t enough to get rid of the fluoride. She also took issue with the chemical being used in dental health products.

“I can get false teeth if needed. I only have one brain,” Bush said.

In September, a federal judge in California ruled the environmental protection agency must strengthen regulations on fluoride in drinking water, saying levels that are too high could pose a risk to the intellectual development of children.

“Now if the EPA comes out and says it’s all fine, we will add it back in, but as it stands right now, I think we made the right decision to protect children,” Dantzler said.

Is fluoride a “toxic” chemical? Why is it added to drinking water?

In 1950, federal officials endorsed water fluoridation to prevent tooth decay, and continued to promote it even after fluoride toothpaste brands hit the market several years later. Though fluoride can come from a number of sources, drinking water is the main source for Americans, researchers say.

Officials lowered their recommendation for drinking water fluoride levels in 2015 to address a tooth condition called fluorosis, that can cause splotches on teeth and was becoming more common in U.S. kids.

In August, a federal agency determined “with moderate confidence” that there is a link between higher levels of fluoride exposure and lower IQ in kids. The National Toxicology Program based its conclusion on studies involving fluoride levels at about twice the recommended limit for drinking water.

A federal judge later cited that study in ordering the U.S. Environmental Protection Agency to further regulate fluoride in drinking water. U.S. District Judge Edward Chen cautioned that it’s not certain that the amount of fluoride typically added to water is causing lower IQ in kids, but he concluded that mounting research points to an unreasonable risk that it could be. He ordered the EPA to take steps to lower that risk, but didn’t say what those measures should be.

Building a digital army: UN peacekeepers fight deadly disinformation

With smartphones, editing apps, and innovative approaches, some UN peacekeeping operations across the world are building a “digital army” aimed at combating mis- and disinformation on social media networks and beyond.

Designing ways to fight back against falsehoods that can trigger tensions, violence, or even death, the UN has been monitoring how mis- and disinformation and hate speech can attack health, security, stability as well as progress towards the Sustainable Development Goals (SDGs).

“It has become clear that business as usual is not an option,” UN Secretary-General António Guterres said in a policy brief launched in June on information integrity on digital platforms.

“The ability to disseminate large-scale disinformation to undermine scientifically established facts poses an existential risk to humanity and endangers democratic institutions and fundamental human rights,” he wrote in the brief.

Disinformation can be dangerous in other ways. Several UN missions have reported social media campaigns in recent years targeting their peacekeeping work.

In 2019, the UN mission in the Democratic Republic of the Congo (DRC), known by its French acronym MONUSCO, raised grave concerns about social media disinformation campaigns calling for violence against peacekeepers during an Ebola epidemic and following a deadly attack by an armed group in the restive eastern region.

By 2022, the Security Council had adjusted the mandates of its four largest peacekeeping operations – DRC, Central African Republic (CAR), Mali, and South Sudan – and added the task of preventing disinformation campaigns aimed at undermining a mission’s credibility

“This is a war that is going on through social media, the radio, and traditional news outlets,” said Bintou Keita, who heads MONUSCO. Fighting deadly disinformation has been a “painful curve” to learn of this new battlefield, but the mission has now become proactive on social and other media platforms, to help stop its spread, she added.

To fight back against disinformation, UN peacekeepers are putting new tools into the hands of civilians of all ages, including 15-year-old Blessing Kasasi in DRC.

An activist advocating for the rights of women and children, Ms. Kasasi readily joined a workshop in the capital city of Kinshasa, with 30 young people who learned about detecting “fake news” and countering it with the most effective weapon: the truth.

Guillaume Kingh-Farel, one of the workshop trainers, said disinformation is “used as a weapon of war to undermine MONUSCO’s peace efforts in the DRC”.

As such, the MONUSCO-supported workshop to train “a digital army capable of detecting false information” by producing content with the help of a smartphone and editing software and simultaneously spreading objective, credible information through “relay clubs” that disseminate these messages through their networks.

“From a smartphone, I will produce videos to echo good information,” Ms. Kasasi said after the workshop.

For UN peace operations, some communities they engage are welcoming the new approaches this summer.

In Mali, where a transitional Government has been in power since a coup in 2021, the UN mission, MINUSMA, hosted the first of its kind blogger festival, attracting nearly 400 participants in Mopti in early June.

“With the advance of technology, digital media is increasingly being used to spread misinformation,” said a popular local blogger who attended the event. “A festival to combat misinformation is an innovative approach to overcome this challenge, a useful means for deconstructing hate speech and fake news.”

By the end of June, at the Malian Government’s request, the UN Security Council terminated the mission, which is slated for a complete withdrawal from the country by 1 January 2024.

Other efforts are unfolding elsewhere. In early August, in Abyei, a contested zone straddling Sudan and South Sudan, the UN mission there, UNISFA, launched Voice of Peace, an internet radio station aimed at countering hate speech, and fake news.

Meanwhile, in DR Congo, MONUSCO’s initiatives continue to reach communities plagued by disinformation-triggered tensions. This includes recruiting digital experts, building multimedia products, and reaching out to communities, especially social media savvy youth, mission chief Ms. Keita said.

LNG Tankers Divert to Europe From Asia After Russia Halts Supplies to Austria’s OMV

LONDON, Nov 18 (Reuters) – At least five cargoes of liquefied natural gas have diverted from Asia to Europe in the past few days, drawn by higher gas prices on the continent after Russia’s Gazprom halted supplies to Austria’s OMV, data from analytics firm Kpler showed.

On Saturday Gazprom halted supplies to top Austrian gas importer OMV after OMV threatened to impound some of the Russian state firm’s gas as compensation for an arbitration it had won over a contractual dispute.

Gazprom notified OMV of the planned halt on Friday, causing European gas prices at the Dutch TTF hub to surge, making it more profitable to send gas to Europe rather than Asia.

“The JKM-TTF spread flipped into negative territory last week amid Russian pipeline gas supply concerns and an upcoming cold spell, which saw traders divert LNG cargoes away from Asia and towards Europe,” said Laura Page, manager of gas and LNG insight at Kpler.

The benchmark front-month contract at the Dutch TTF hub was trading at 46.00 euros per megawatt hour on Monday, or $14.49 per mmBtu, the highest level since Nov. 23, 2023. The Asian benchmark Japan Korea Marker (JKM) was trading at around $14/mmBtu, LSEG data showed.

Vivert City LNG tanker, which loaded a cargo from Equatorial Guinea and was heading to Bangladesh, diverted on Friday and is now heading towards Britain’s South Hook terminal.

Gaslog Windsor tanker, which had a cargo loaded with U.S. LNG from Sabine Pass that was initially headed to China, changed its destination on Friday towards Britain’s Isle of Grain terminal.

BW Lesmes tanker had a cargo loaded form Nigeria and was initially headed to China but changed direction towards Britain’s Isle of Grain.

“One of the main reasons ships are switching to the UK, though, is likely that the UK’s terminals weren’t so busy as some of the main Continental terminals, meaning there were more spare unloading slots for traders to access when they decided to divert Asian cargoes to Europe,” said Alex Froley, senior LNG analyst at data intelligence firm ICIS.

The Diamond Gas Crystal, originally headed to South Korea, has switched back and is now heading to the Dutch Gate terminal.

The Flex Vigilant tanker has diverted from China and is now headed to Europe, awaiting orders.

Russian gas exports through Ukraine to Europe – the main transit route for Russian gas to the EU – were stable on Monday, according to Gazprom.

Ukraine has said it will not extend a gas transit deal with Russia once a five-year agreement expires at the end of the year.

This downward march in the value of the dollar creates problems. It drives up asset prices, favoring those who have investment savvy while eating away at the value of people’s savings and undermining the prosperity of those on fixed incomes. The steady fall of the dollar also distorts price calculations and expectations.

I’ve argued elsewhere that the Fed has been a prime culprit in boosting housing prices and, as a result, creating a “transitional gains trap” where homeowners with significant equity, juiced in large part by easy money, have organized to protect their equity by putting up local legal barriers to building new housing.

But Good as Gold includes much more than criticism of the Fed. Dr. Shelton points out that unstable money and exchange rates create costs to doing business. International firms must devote time, energy, and money to protect themselves from erratic fluctuations in currency exchange rates. Creating these “hedges” to protect their profitability from exchange-rate risk necessitates additional classes of assets and asset traders – contributing to greater “financialization” of the economy. While the services being offered create real value for corporations, they come at a price and would not be needed under more stable monetary arrangements.

Besides the frictions and costs that unstable money introduces into day-to-day business operations, it also creates long-term consequences when it comes to investing. If certain exchange rates can move 15 percent, 30 percent, or more in a single year, Dr. Shelton asks, then how can investors rationally allocate capital based on real factors and comparative advantage? The structure and mix of capital investment we currently have across countries and within the same country looks very different than it would in a world of stable money.

Dr. Shelton makes this point indirectly in a fascinating chapter about the monetary debate between Milton Friedman and Robert Mundell. Both were staunch advocates of free markets, but they differed in what monetary regime they thought best. Friedman argued in favor of freely floating exchange rates set by market participants. In this world, governments would feel pressure from markets, in the form of capital outflows, if they engaged in domestic monetary policy shenanigans. Mundell, on the other hand, favored more stability in exchange rates that would require domestic prices to adapt to changes in trade and capital flows. Friedman and Mundell both agreed, however, that government officials and central bankers should have very little discretion in how they managed a country’s monetary system.

In a later chapter, Shelton offers the problem of “currency manipulation” as a reason for implementing a sound money regime. Her argument basically asserts that countries that actively depreciate or weaken their domestic currency experience short-run benefits (in the form of more competitive exports) and long-term costs (in the form of inflation and capital outflows). Other countries, however, feel short-run pain as their exports decline and their factories shut down – even though they also receive cheaper goods and reallocate much of the displaced labor and capital. I find this line of reasoning a bit curious.

Shelton rightly champions free trade and argues that it works best when countries do not artificially manipulate the value of their currencies. No objection here. But I am not convinced that a sound money regime, even a gold standard, would change other countries’ incentives to devalue their currency. Gold convertibility of one currency does not prevent the issuer of a different fiat currency from issuing large amounts of that fiat currency to reduce the relative price of its exports.

I suppose one could argue (and Dr. Shelton does) that currency manipulation becomes easier to discern because currencies will be valued in terms of a fixed standard (gold), rather than in terms of another fluctuating fiat currency. For example, the price of gold in terms of dollars increased by 77 percent from May 2014 to May 2024.

The currencies of the largest trade partners with the US lost far more value relative to gold in that period: Euros (129 percent), Mexican Peso (131 percent), Canadian dollar (122 percent), Chinese yuan (105 percent), and Japanese yen (165 percent). But that probably matters relatively little to the devaluing regime. Using gold as a benchmark might reveal relative changes in the value of currencies better. It could also defuse the language of “currency manipulation.”

Instead of attributing motives to foreign central bankers, policy makers could set relatively straight-forward criteria for when another country’s currency declines in a distortive way. Shelton suggests that some level of tariffs should be imposed in response to another country’s currency devaluation to offset the monetary distortion to international trade. This idea may not be crazy from a purely technical standpoint, yet I would hesitate to recommend it because of the likely distortions and co-opting of such policies by special interests. I also question whether the costs of not imposing tariffs on depreciating currencies is as high as Dr. Shelton believes.

Sound money advocates like Shelton must explain how we could get to a sound money regime. On the one hand, advocating a gold standard seems archaic and implausible. On the other hand, it would not be technically difficult to implement. And, in fact, given the dominance of the US dollar, if another major currency, such as the Euro, also chose to move back to gold redeemability, it is not hard to imagine other major currencies (Yen, Yuan, Pound, etc.) following suit. The political difficulty, of course, is getting the US to take the first step and then getting the EU to follow suit.

The odds of successful reform are highest when pursuing the easiest path to transition the current system to a sound monetary regime. Abolishing the Federal Reserve is not on that path. So tying dollars back to gold using the Fed makes more sense than moving back to a pre-Fed world. Similarly, constraining the FOMC seems far more plausible than abolishing it.

It may be worth raising a few other important secondary questions. At what price will the currency be convertible into gold? Dr. Shelton has suggested that incorporating a gold clause in Treasury bonds could be a good method for discovering the right price of convertibility. In fact, putting gold convertibility into government bond contracts may be sufficient, in and of itself, to tie dollars back to gold.

Afterall, depreciation of dollars would create consequences for the federal government and the Federal Reserve, the very institutions primarily responsible for managing the dollar and maintaining the monetary system. Shelton also makes the important point that currency should be seen as being like a weight or measure – something standardized for the public to use. It should not be viewed as a policy instrument or lever for managing the economy. This simple point rarely arises in modern commentary on the Fed and on monetary policy – yet it has deep legal and historical roots in the American founding and beyond.
