Dear Ms. Willis:

The Justice Department Office of Juvenile Justice and Delinquency Prevention (OJJDP), within the Office of Justice Programs (OJP), awards federal grants to state and local communities to “administer a variety of juvenile justice and child protection programs.”1 The Fulton County District Attorney’s Office (DA) has received millions of dollars for law

enforcement related programs through OJP.2

According to recent reports, the Fulton County DA may have misused funds from these grants to fundunrelated travel or the purchase of computers and “swag.”3 We write today to request information connected to an OJJDP grant and other federal grants to Fulton County.

In Fiscal Year (FY) 2020, OJJDP awarded Fulton County nearly $500,000 to establish the Fulton County Center of Youth Empowerment and Gang Prevention (Center).4 The stated purpose of the Center was to provide professional development, academic mentorship, and a community network for youth at risk of becoming involved or continuing in gang activity.5

According to reports, the Center has yet to open and the “building meant to house it is closed to the public, its gates padlocked.”6 Reports have raised allegations that portions of this and other federal grants funded by taxpayer dollars provided to the Fulton County DA’s Office were subject to misuse.7

Most recently, the ==Justice Department reportedly stated that it found “inconsistencies in what Fulton

County has reported to [the Federal Subaward Reporting System==] and we are working with them to update their reporting accordingly.”8

Specifically, the inconsistencies relate to $88,900 from your office to the Offender Alumni Association.9

Fulton County records show that money was transferred, but Justice Department records reportedly do not, and the reported administrative

director of the Offender Alumni Association said to the press,“I have no idea where that information is coming from,” referring to the records of payment to the Association.10

Amanda Timpson, the former Director of Gang Prevention and Intervention for the Fulton County DA Office, reportedly notified you that an official in your office planned to use the OJJDP gang prevention funding “on computers and other ineligible expenses” such as MacBooks, “swag,” and travel instead of helping at risk youth in the community.11 Ms. Timpson brought these concerns to your attention on November 19, 2021. Two months later you terminated her employment.12

In FY2020, theFulton County DA’s office received $2 million in federal funding through OJP’s Sexual Assault Kit Initiative(SAKI).13 According to OJP’s Bureau of Justice Assistance, the office that administers SAKI, these funds were authorized to “address the issues that underline the problem of unsubmitted [sexual assault kits]” and help law enforcement and prosecutors solve more of these heinous crimes.14

However, data published by Fulton County, from ==2020 to 2023 show the Fulton County DA’s office spent approximately 49% of its SAKI

funding expenditures on travel and conference expenses, such as hotel, airfare, and rental cars, and approximately 28% was actually spent on professional services, such as forensic and DNA==

Moreover, in2023 the Fulton County DA’s office spent approximately 98% of its SAKI funding on travel and conference expenditures.16 The apparent and significant discrepancy between the purpose of the federal award of taxpayer money and the actual use of that money raises alarms that it hasn’t been used as Congress intended.

The waste or misuse of taxpayer funds is unacceptable. Therefore, given these recent

Lt. Gen. David N. Miller, Jr., commander of Space Operations Command, Chief Master Sgt. of the Space Force John Bentivegna and Chief Master Sgt. Caleb Lloyd, SpOC senior enlisted leader, visited Buckley Space Force Base July 3, to engage with Space Delta 4 personnel and gain a comprehensive understanding of their mission operations.

The visit began with an office call at DEL 4 headquarters, where Miller received an overview of DEL 4’s operational landscape.

He also toured the 3rd Satellite Communications Squadron antenna site, learning about their crucial role in space communications.

“I am very proud of the work Delta 4 Guardians have done to equip and train the force in preparation for the Space Force Generation display of forces execution this October,” Miller said.

“How can we operate together in war, if we never plan, and operate together before the first generation?”

Miller’s visit continued with a briefing at the 71st Intelligence, Surveillance, and Reconnaissance Squadron, which emphasized their contributions to space-based situational awareness.

The leadership team also visited the Overhead Persistent Infrared Battlespace Awareness Center, where they observed how data from space-based sensors is processed and utilized to enhance operational readiness within the non-commissioned officer corps.

“We need to be pushing to ensure that we take a deliberate discipline initiative, and the NCO feels empowered from command leadership teams to move out on objectives,” Lloyd said.

“The NCOs know the mission best. I saw that in full force today here at Buckley.”

A leadership lunch provided an opportunity for Miller to discuss his strategic vision with DEL 4’s senior leaders and gather feedback.

The day concluded with a town hall, where he addressed personnel and answered questions about space operations and strategy.

“We are going to succeed because Delta 4 Guardians are awesome.” Miller said, “There is only one squadron that does strategic missile warning for the Department of Defense, that is Delta 4.

There is no one else, and you got this.”

The visit underscored the integral role of Buckley SFB in the broader Space Force mission, reaffirming his commitment to enhancing the capabilities and well-being of DEL 4’s personnel.

Miller ended the visit reminding Guardians to take care of themselves, each other and to stay ready.

Biden Tells Governors He Needs More Sleep and Less Work at Night

The president’s opening remark to a group of key Democratic leaders — that he was in the race to stay — chilled any talk of his withdrawal, participants said.

President Biden told a gathering of Democratic governors that he needs to get more sleep and work fewer hours, including curtailing events after 8 p.m., according to two people who participated in the meeting and several others briefed on his comments.

The remarks on Wednesday were a stark acknowledgment of fatigue from the 81-year-old president during a meeting intended to reassure more than two dozen of his most important supporters that he is still in command of his job and capable of mounting a robust campaign against former President Donald J. Trump.

Mr. Biden’s comments about needing more rest came shortly after The New York Times reported that current and former officials have noticed that the president’s lapses over the past few months have become more frequent and more pronounced.

But Mr. Biden told the governors, some of whom were at the White House while others participated virtually, that he was staying in the race.

He described his extensive foreign travel in the weeks before the debate, something that the White House and his allies have in recent days cited as the reason for his halting performance during the debate. Initially, Mr. Biden’s campaign blamed a cold, putting out word about midway through the debate amid a series of social media posts questioning why Mr. Biden was struggling.

Mr. Biden said that he told his staff he needed to get more sleep, multiple people familiar with what took place in the meeting said. He repeatedly referenced pushing too hard and not listening to his team about his schedule, and said he needed to work fewer hours and avoid events scheduled after 8 p.m., according to one of the people familiar with what took place at the meeting.

After Gov. Josh Green of Hawaii, a physician, asked Mr. Biden questions about the status of his health, Mr. Biden replied that his health was fine. “It’s just my brain,” he added, according to three people familiar with what took place — a remark that some in the room took as a joke, including Gov. Kathy Hochul of New York, according to a person close to her. But at least one governor did not, and was puzzled by it.

Jen O’Malley Dillon, Mr. Biden’s campaign chair, who attended the meeting, said in a statement that he had said, “All kidding aside,” a recollection confirmed by another person briefed on the meeting. Ms. O’Malley Dillon added: “He was clearly making a joke.” …

Patrick Space Force Base wins annual installation award

Secretary of Defense Lloyd J. Austin III announced Patrick Space Force Base as the Space Force recipient of the Commander in Chief’s Annual Award for Installation Excellence July 1.

The award recognizes the outstanding and innovative efforts of the teams of people who operate and maintain U.S. military installations, selecting one base from each military service, plus the Defense Logistics Agency each year.

This year’s Space Force Installation Excellence selection board consisted of a cross functional team from the Headquarters United States Space Force staff.

The board recognized the Guardians and mission partners of Patrick SFB for providing outstanding mission support through innovation and programs dedicated to mission readiness through efficiencies and cost control, while maintaining a focus on the importance of providing a “quality of life” environment for families and single Guardians.

Patrick SFB is home to Space Launch Delta 45 — which provides installation support for the base — along with other defense and Air Force mission partners.

SLD45 authored a cross-coast concept of operations to streamline launch control capabilities by syncing Patrick SFB and Vandenberg SFB mission commands into a single focal point.

The effort added redundant coverage, cut manpower needs by 50%, increased mission assurance by 110%, and drove standardization of training across both ranges.

The Space Launch Delta nailed the first Department of Defense Falcon Heavy launch and the first DoD Falcon Heavy booster reuse.

Additionally, the installation crafted the initial mission assurance plan for United Launch Alliances next generation Vulcan Rocket by validating over 100 launch tasks, authored 300 requirements, and overseeing the first static-fire test. These efforts postured the nation to end our reliance on Russian manufactured engines and exponentially increase our space launch capability.

The installation services team also produced the Space Force’s top childcare program and created a free voluntary kindergarten program.

Margaret Bereano, Installations and Mission Support chief for the United States Space Force said, “in a year of many challenges, the Airmen and Guardians at Patrick SFB excelled in providing mission support to their many operational customers.

They were innovative in their approach to launch operations and aggressive in solving problems. Congratulations to Space Launch Delta 45!”

Biden should release the tapes of his Robert Hur interview if he wants to prove he's not too old

Hur interviewed him for five hours in October, across two days, for his investigation into Biden holding onto classified documents from his time as vice president.

In later testimony before Congress, Hur said Biden "himself put his memory squarely at issue." Biden appeared to forget the date that his son Beau Biden died and mixed up the dates of his own vice presidency, according to a transcript of the interview that was made public.

"What I wrote is what I believe the evidence shows, and what I expect jurors would perceive and believe," Hur said in his congressional testimony. "I did not sanitize my explanation. Nor did I disparage the president unfairly."

Biden reacted angrily to the report, insisting in a White House press conference that his "memory is fine." His White House lawyers also wrote letters objecting to the language, writing Hur characterized Biden's memory "in sweeping, quasi-medical terms."

Kiev (has another tantrum and) outraged over Orban’s visit to Moscow

The Ukrainian authorities have complained that the Hungarian prime minister did not coordinate his trip with them (KEK)

Kiev has expressed outrage over Hungarian Prime Minister Viktor Orban’s surprise trip to Russia, complaining thatUkrainian authorities had not been informed of the visit beforehand. (Why would he have to, Ukraine is not part of EU, nor Europe, and Zelensky treated Orban like shit when he reached out to Kiev)

Orban landed in Moscow on Friday morning and met with Russian President Vladimir Putin to discuss ways to establish an immediate ceasefire and begin peace talks to resolve the Ukraine conflict.

Earlier this week, he also traveled to Kiev to meet with Vladimir Zelensky and held similar discussions.

The Ukrainian Foreign Ministry has complained on its official website thatOrban’s decision to travel to Moscow was “made by the Hungarian side without approval or coordination with Ukraine.” It stressed that Kiev is against any negotiations regarding the conflict without its direct participation.

“We remind that the principle of ‘no agreements on Ukraine without Ukraine’ remains inviolable for our country and call on all states to strictly adhere to it,” the ministry’s statement read. Zelensky’s ‘peace formula’ is “the only realistic way to restore a just peace,” it added. (So Kiev “Peace Summit” intentionally did not invite Russia, and they have the same stance, No Peace plan without Russia, so Kiev are hypocrites.)

Orban’s trip to Moscow has also been criticized by other Western leaders. Estonian Prime Minister Kaja Kallas, set to replace Josep Borrell as the EU's chief diplomat, accused the Hungarian prime minister of “sowing confusion” and exploiting the rotating EU presidency, which Budapest assumed at the start of July.

European Council President Charles Michel has also condemned Orban’s trip, suggesting that Hungary has “no mandate to engage with Russia on behalf of the EU,” and stressing that “no discussions about Ukraine can take place without Ukraine.”

Orban, however, has insisted that he does not need a mandate to seek peace and pointed out that Hungary has relatively limited political clout and is not formally holding negotiations.

“We can be a good tool in the hands of God, we can be a good tool in the hands of people who want peace,” the prime minister said. He explained that he hopes to convince Moscow and Kiev of the need to work together in order to achieve a ceasefire and initiate peace talks.

Meanwhile,Kiev has continued to insist on Zelensky’s peace plan, which consists of ten steps that include the full withdrawal of Russian forces from territories Kiev claims as its own, reparation payments, and an international war crime tribunal for the Russian leadership.

Moscow has vehemently rejected Zelensky’s plan as a non-starter, insisting that any negotiations to resolve the conflict must take into account the “realities on the ground.”

Former President Trump on Friday disavowed the Heritage Foundation's Project 2025, which has sparked widespread news coverage about policy plans for a potential second Trump administration.

McEntee said in April that the Trump campaign and Projext 2025 plan to "integrate a lot of our work" this summer, according to the liberal watchdog Media Matters.

Project 2025 responded to Trump's comments on X: "As we've been saying for more than two years now, Project 2025 does not speak for any candidate or campaign."

"We are a coalition of more than 110 conservative groups advocating policy & personnel recommendations for the next conservative president."

"But it is ultimately up to that president, who we believe will be President Trump, to decide which recommendations to implement."

The other side: "Project 2025 is the extreme policy and personnel playbook for Trump's second term that should scare the hell out of the American people," Biden campaign spokesman Ammar Moussa said in a statement to Axios.

"Project 2025 staff and leadership routinely tout their connections to Trump's team, and are the same people leading the RNC policy platform and Trump's debate prep, campaign, and inner circle."

Russia reveals scale of strikes on Ukrainian targets

Airfields, energy infrastructure, and missile depots used by Kiev’s forces have been hit during the past week, Moscow has said

Russian forces have carried out23 combined strikes on Ukrainian targets in the past week, the Defense Ministry in Moscow has said.

The attacks, which took place between June 29 and July 5, involved both “high precision weapons” and drones, the ministry said in a statement on Friday.

They hitUkrainian airfields, as well asenergy infrastructureused to power the country’s military-industrial complex.Sites where Kiev’s missiles were being storedand prepared for launch were also successfully targeted.

Russian missiles and UAVs also destroyedfuel depotsused for Ukrainian hardware, and assembly shops for aerial drones and unmanned boats, the ministry added.

Moscow reported several major strikes in Ukraine during the past week, including an attack on theMirgorod airfieldin Poltava Region on Tuesday, in whichfive of Kiev’s Su-27 fighter jets were destroyedand two others damaged.

During the past week, Russian air-defense systemsshot down two Ukrainian Air Force MiG-29sandone Su-27 jet, five US-supplied ATACMS missiles, 14 Storm Shadow cruise missilesthat had been donated by Britain, 42 rockets for US-made HIMARS, and Czech-made Vampire systems,as well as 451 drones of various types, the statement read.

The total losses incurred by the Ukrainian military over the pastseven days have reached up to 13,500 servicemen, according to the defense ministry.

The most intense fighting apparently took place in Russia’s Donetsk People’s Republic (DPR), where more than 7,700 Ukrainian troops were killed or severely wounded.

In the DPR, the villages of Spornoe, Shumy, Novoaleksandrovka, and Novopokrovskoe, as well as the Novy district of the strategic town of Chasov Yar,have been “liberated,”the ministry said.

In Ukraine’s Kharkov Region,Russian forces took controlof the settlement ofStepovaya Novoselovka, it added.

Moscow launched its offensive in the northeastern Kharkov Region in early May in response to frequent cross-border strikes by Kiev’s forces on civilian targets in Russia’s Belgorod Region. According to Russian President VladimirPutin, the goal of the operation is to establish a buffer zonethat will make further Ukrainian attacks impossible.

Some Democrats say Biden's debate performance wasn't an anomaly

“The country saw [at the debate] what those of us who have had personal interactions with him have all known for the last 2½ years,” one senator said.

WASHINGTON — After he gave his State of the Union speech in March, President Joe Biden seemed to have quieted persistent fears that, at 81, he was no longer up to the job.

He spoke forcefully and jousted with Republican lawmakers who had jeered his message. But a Democratic lawmaker who shook hands with Biden in the House chamber that night was troubled by his appearance.

Biden, the congressman said in a recent interview, looked “frail and weak.”

Biden’s poor showing at the debate with Donald Trump last week threatens to end his campaign just four months before the election. Hoping to salvage his bid for another term, he is asking voters to weigh the 90-minute debacle against what he says is a 3½-year record of achievement in office.

Yet the notion that last week's debate was an anomaly doesn’t jibe with the impressions of some Democratic lawmakers who’ve seen him up close and come away doubting his capacity to hold office.

Far from a one-off, the debate revealed the same worrying traits — memory lapses, incoherence, a vacant look — these officials say they've noticed in Biden’s company throughout his term.

A large, well-funded team of aides surrounds Biden and has worked to shield him from the embarrassments that might befall a president of advanced age. No president other since Ronald Reagan has given fewer interviews, a forum in which he must nimbly field questions without the benefit of a script.

The debate stripped away the protective cloak. Now, Biden faces a crisis in which he needs to demonstrate — quickly — that he can function at the level the presidency demands. An elderly witness, who claims to have seen official US Government photos showing alien bodies at the Roswell "UFO crash site" in New Mexico, has come forward, to allegedly avoid taking the secret to their grave.

In a new bombshell report, that has been filed with an official UFO database in the US and is being examined by experts, the witness claims they would take a lie detector test.

The Roswell mystery has been at the heart of the UFO scene since in July 1947 the military sensationally announced in a press release it had found the remains of a crashed flying saucer in the desert near to the New Mexico town of the same name.

A photograph was released showing Major Jesse Marcel holding foil debris from the "crash site".

But the following day it retracted the statement, saying it was in fact a damaged US Air Force air balloon.

It led to speculation ever since of a major cover-up, with the initial information accidentally released.

Witnesses later came forward to say there had been alien bodies within the "crashed craft", which along with the wreckage were then taken to the mysterious top-secret Area 51 military base in Nevada.

It has gone on to become the biggest UFO conspiracy theory on record.

The new witness report was filed by an unnamed individual to the National UFO Reporting Center (NUFORC) last month.

The person claimed in their report to have been shown official US military images taken at the crash scene on October 15 1986, but they had only just come public.

Their report said: "I was randomly shown two photos unexpectedly one day of the actual Roswell crash site.

"The photo was face down with a hand-cut strip of paper cut out with scissors and a piece of brownish aged scotch tape on the ends of the strip, the strip had typed on it 1947, Roswell New Mexico, Two Air force officers inspecting alien body in front of wreckage (as best as I remember).

"The other photo had no strip of paper on the back. I have been afraid to share this because of the sensitive nature and fear of reprisal from the government, but I am 70 now and I do not feel right just going to my grave whenever that might be with it.

"The guy wanted to share them but again, fear of reprisal. So, I have deep experience in photography and in certifying documents, zero doubt these were real.

"Basically it looked like a graphflex 4x5 inch negative camera with a flash photo taken at night.

The teleprompter is a common device for politicians. But Biden’s use of it even in small settings has prompted frustration among some supporters.

Trump likely ‘sincere’ on Ukraine pledge – Putin

The statements by the US presidential candidate are taken seriously in Moscow, the Russian leader has said

Donald Trump’s claims that he wants to end the Ukraine conflictdeserve Moscow’s attention, Russian President Vladimir Putin told journalists on Thursday.

The former US president has accused the incumbent Joe Biden, his presumed Democratic rival in the November election, of having allowed hostilities between Russia and Ukraine to flare up in 2022. Trump has claimed on numerous occasions that this would not have happened if he were in office, and that, if elected again, he could end the fighting in 24 hours.

The aircraft continued in airline service, but were available for call-up in the event of national emergency to fly troops and cargo to Europe in the event of war there - plus some were called up for the Persian Gulf War. The PanAm 103 that was blown up over Lockerbie, Scotland, was a CRAF aircraft.
