Russia Rolls Out VPN Ban Nationwide

The Russian government is employing an increasingly strict approach to manage and rein in the digital freedom its citizens have enjoyed in recent years by introducing a ban on VPN services.

The embargo, poised to be enforced this month, targets not just VPN ads but also websites offering advice on how to navigate around the country’s censorship barriers.

This clampdown appears to signify one of the most recent moves in a long-term strategy aimed at curbing access to information from outside Russia, effectively insulating its internet users while simultaneously beefing up the government’s surveillance prowess. Consequently, VPNs, which could be perceived as one of the last resort tools available to Russians for tapping into international viewpoints, are being denied to the users.

VPNs, shorthand for Virtual Private Networks, essentially establish a secure digital conduit that endows internet users with privacy protections. They make this feasible by encrypting the internet connection, thus obstructing external viewers from prying into individuals’ online activities. Beyond dodging government-imposed censorship, VPNs are vital tools used by modern internet users for securing their sensitive data, accessing geographically limited content, and promoting private browsing devoid of tracking.

It appears that the Russian government’s hardened stance on VPN services transcends the basic desire to just restrain freedom of speech. Since VPNs allow internet users to maintain their privacy, Russia’s actions will hinder access to online privacy in the country.

Российский энергетический гигант, контролируемый государством, "Газпром" купил 27,5% акций производителя СПГ "Сахалин Энерджи", ранее принадлежавших Shell, за 94,8 млрд рублей (1,02 млрд долларов).

Бывшая доля Shell в "Сахалин Энерджи" будет продана компании под названием "Сахалинский проект", полностью принадлежащей "Газпрому".

Gazprom takes over former Shell Sakhalin-2 stake for $1bn

Russian state-controlled energy giant Gazprom has bought a 27.5% stake in LNG producer Sakhalin Energy, previously held by Shell, for 94.8bn roubles ($1.02bn).

The ex-Shell stake in Sakhalin Energy will be sold to a company named Sakhalin Project, fully owned by Gazprom.

Before this acquisition, Gazprom owned 50% of Sakhalin Energy while the two other partners were Japanese companies Mitsui with a 12.5% stake while Mitsubishi held the remaining 10%. With this buy, Gazprom will control 77.5% of the company.

In 2022, Sakhalin Energy accounted for almost 3% of global LNG demand. It ships the chilled fuel mainly to Japan, South Korea, China, India, and other Asian countries. Last year, it produced more than 10m metric tons of LNG, down from 11.5 million tons in 2022.

The development consists of three fixed offshore production platforms, offshore and onshore pipelines, an onshore processing facility, an LNG plant, and an oil export terminal with a tanker loading unit. The Sakhalin-2 oil and LNG export terminals commenced operations in December 2008 and February 2009, respectively.

Several companies left the Sakhalin projects after Russia invaded Ukraine in early 2022. Shell quit the Sakhalin-2 project while supermajor ExxonMobil left the sister Sakhalin-1 project. Shell booked a $1.6bn after getting rid of its stake. Other companies that left different projects in Russia were BP, Equinor, and TotalEnergies among others.

The Sakhalin-2 operating company became a Russian entity via a presidential decree later in 2022. Shell, Mitsui, and Mitsubishi were asked to apply to keep their stakes but Shell opted out. Russia then invited companies to obtain its stake as well as ExxonMobil’s abandoned share in Sakahlin-1.

Russian energy company Novatek was supposed to take over Shell’s stake but the order for the sale was inexplicably nullified by the government.

EU state ramps up purchases of Russian grain

Latvia has been calling on the bloc to ban agriculture exports from its neighbor over the Ukraine conflict

Latvia significantly increased the volume of grain bought from Russia in the first quarter of 2024, the state revenue service in Riga announced on Monday. The Baltic nation recently announced a ban on some Russian imports, but exempted two key products.

Riga has been one of the most outspoken advocates of imposing EU sanctions on Russian grain, citing the Ukraine conflict. This has not stopped Latvia from increasing its agricultural imports from Russia by almost 40% compared to the first quarter of 2023.

A total of 158,325 tons of grain – mainly corn – came in across the border in the first three months, 39.8% more than in Q1 last year, the Latvian customs agency told the Baltic News Service. The value of imports was estimated at just over €27 million ($29 million).

In addition to 135,539 tons of corn, Latvia brought in 8,530 tons of rye and 8,744 tons of wheat and wheat-rye mixture, among other grains. Rye imports rose by 70% year over year, while corn imports increased by 26.5%.

The authorities in Riga do not have information about how much of the imported grain was actually consumed in the country and how much was exported to other EU member states. Latvia has a population of 1.88 million, making a domestic-consumption explanation highly unlikely.

Moreover, 596,807 tons of Russian grain – mainly wheat, corn and barley – intended for other countries transited through Latvia in the first quarter of this year, 78.9% more than in the same period of 2023.

In February, the Latvian parliament imposed a ban on importing animal feed from Russia and Belarus, in order to show solidarity with Ukraine. However, the ban contained exemptions for two key products.

Sunflower cake, which is used as chicken feed by egg and poultry farmers, is not produced in the EU. Latvia buys about €50 million worth of it from Russia every year and likely exports some of it elsewhere into the bloc, according to the state broadcaster LSM.

Another product exempt from the ban is beet pulp with molasses, used to feed cows and pigs. Latvia imported more than €25 million worth from Russia last year.

Russia is one of the world’s largest exporters of grain, feed and fertilizer. While these commodities have not been outright sanctioned by the US and its allies on account of the Ukraine conflict, their transport by sea has been made more difficult by sanctions on commercial shipping.
