The Taliban appear to have “strategic momentum” in the fight for control of Afghanistan as they put increasing pressure on key cities, setting the stage for a decisive period in coming weeks as American forces complete their withdrawal, the top U.S. military officer said Wednesday.

“This is going to be a test now of the will and leadership of the Afghan people — the Afghan security forces and the government of Afghanistan,” Gen. Mark Milley, chairman of the Joint Chiefs of Staff told a Pentagon press conference.

The Pentagon says the U.S. withdrawal is 95% finished and will be completed by Aug. 31. And while the Biden administration has vowed to continue financial assistance and logistical support for Afghan forces after August, Defense Secretary Lloyd Austin said the focus of U.S. military efforts there will be countering terrorist threats, not the Taliban.

“Our major focus going forward is to make sure that violence, terrorism, cannot be exported from Afghanistan to our homeland, and so we'll maintain the capability to be able to not only observe that but also address that if it does emerge,” Austin said, adding that the Taliban pledged in 2020 to not provide a sanctuary for al-Qaida in the future.

“We expect for them to meet that commitment. If they want legitimacy going forward, I think that's something they'll have to consider. That's one way to earn it, so we'll see what happens.” He reiterated his view that there is a “medium risk” of al-Qaida regaining within about two years of the U.S. departure the capability to launch attacks against the West.

“But, again, there are a number of things that could happen to speed that up a bit or slow it down,” he added.

Milley said the Taliban now control about half of the 419 district centers in Afghanistan, and while they have yet to capture any of the country's 34 provincial capitals, they are pressuring about half of them. As the Taliban seize more territory, the Afghan security forces are consolidating their positions to protect key population centers, including Kabul, he said.

“A significant amount of territory has been seized over the course of six, eight, 10 months by the Taliban, so momentum appears to be — strategic momentum appears to be — sort of with the Taliban,” Milley said.

Milley said that while the Taliban are attempting to create the impression that their victory over the U.S.-backed Kabul government is inevitable, he believes the Afghan military and police have the training and equipment to prevail. He said he would not rule out a negotiated political settlement with the Taliban, nor would he exclude “a complete Taliban takeover.”

“I don't think the end game is yet written,” he said.

National Park Service To Send Data Collected From Special Use Permits To White House

The National Park Service is making it easier to share more data with the White House and other federal agencies on applications and approvals of special use permits for parks spaces.

The updates—outlined in a notice set to publish Wednesday in the Federal Register—would streamline the process for sharing data with the Executive Office of the President and allow NPS to share data with other agencies and entities suffering a cybersecurity breach when deemed “reasonably necessary” for helping respond to the incident.

The Park Service oversees 423 parks across the U.S., ranging from traditional, large conserved open spaces like Yosemite National Park all the way to small squares and triangles in roadways around Capitol Hill in D.C.

People interested in using a park for a specific purpose at a specific time generally have to obtain a special use permit. NPS issues permits for three types of uses: standard events like weddings, sports, picnics and family gatherings; special events like demonstrations, races, tournaments and the like; and construction, research and utility work.

When users apply for such permits, the system collects a wealth of data needed to process the application, including:

Name, organization, Social Security number, Tax Identification Number, date of birth, address, telephone number, fax number, email address, person’s position title.

Information of proposed activity including park alpha code, permit number, date, location, number of participants and vehicles, type of use, equipment, support personnel for the activity, company, project name and type, fees, liability insurance information.

Payment information including amounts paid, credit card number, credit card expiration date, check number, money order number, bank or financial institution, account number, payment reference number and tracking ID number.

Information on special activities including number of minors, livestock, aircraft type, special effects, special effect technician’s license and permit number, stunts, unusual or hazardous activities.

Information on driver’s license including number, state and expiration date.

Vehicle information including year, make, color, weight, plate number and insurance information.

The latest update proposes revising the system of records notice with some technical changes and expanding the federal entities with which that data can be shared.

The update adds “two new routine uses to facilitate sharing with the Executive Office of the President to resolve issues upon request of the subject of the record and with other federal agencies or entities to respond to a breach of personally identifiable information.”

The proposal to enable sharing with the Executive Office of the President appears to be limited to requests made by the applicant or someone on their behalf, with some additional leeway.

The information noted above could be shared with the White House “in response to an inquiry from that office made at the request of the subject of a record or a third party on that person’s behalf, or for a purpose compatible with the reason for which the records are collected or maintained,” the Federal Register notice states.

The update also modifies an approved sharing and adds another around data breach response. The modification allows NPS to share information about a breach of this system with other appropriate agencies—such as the Cybersecurity and Infrastructure Security Agency—to “respond to the suspected or confirmed breach or to prevent, minimize, or remedy such harm.”

The new addition would enlist NPS and special use permit data in assisting other agencies responding to a confirmed or suspected breach when such data would help with the investigation. Before sharing the data, the Interior Department must first determine “that information from this system of records is reasonably necessary to assist the recipient agency or entity.”

NPS already shares special permit use data with some federal agencies, including the Justice Department and members of Congress. The update expands the conditions under which such sharing is allowed, along with the new additions.

The June 2017 recognition of the People’s Republic of China (PRC) by the Panamanian government of Juan Carlos Varela set in motion an array of Chinese activities in Panama, as well as diplomatic changes in nearby El Salvador and the Dominican Republic—all of which grabbed the attention and concern of Washington. The election of the opposition Democratic Revolutionary Party’s (PRD) Laurentino Cortizo in 2019 has since led to greater scrutiny of various projects involving China.

Panama’s economy was one of the hardest hit in the region by the COVID-19 pandemic, contracting by 17.9 percent in 2020, furthering its vulnerability to Chinese advances. For China, Panama’s position—both as an international commercial and banking hub and a logistical choke point, due to its geographic positioning—gives it strategic importance. At the same time, the new administration of President Joe Biden in the United States has created incentives for an increasingly self-confident China to push the limits of its global position, as illustrated by China’s aggressive stance toward the U.S. during the first U.S.-China summit in Anchorage, Alaska in March 2021.

This piece examines the evolution of China’s position in Panama under the Cortizo government. It finds that China’s advance has suffered significant, if not necessarily enduring, setbacks under Cortizo, reflecting a combination of enhanced legal scrutiny, problems inherent to the Chinese projects themselves, and the adverse effects of the pandemic and corruption on the commercial and administrative environment in the country. The China-Panama dynamic presents important lessons for the region as well as opportunities for the U.S. to expand engagement with Panama. Greater U.S. activity in Panama may both reclaim some of the ground previously lost to China, and help in combating governance challenges which have grown more acute due to the effects of the COVID-19 pandemic. Moreover, it would demonstrate to the rest of the region the benefits of betting on a framework of strong, transparent, democratic and free-market institutions, while still working with both China and the West.
